:01:24. > :01:27.And there's one hurdle that's making it harder.

:01:28. > :01:30.The majority of the trained nurses that I have lost have been

:01:31. > :01:32.through licences expiring and we have lost some

:01:33. > :01:44.We have a working party and it has been working closely with housing

:01:45. > :01:46.and putting our issues across, so hopefully they will recognise

:01:47. > :01:58.that we need to keep our experienced staff.

:01:59. > :02:00.And Sylvia's been helping with that today.

:02:01. > :02:08.But as it stands will have to leave in two years.

:02:09. > :02:13.I really like my work and I really like the home.

:02:14. > :02:17.I don't know if it is because I came from an island and it is very calm

:02:18. > :02:24.I would like, but it depends on the housing.

:02:25. > :02:26.This restrictive housing licences would perhaps provide a potential

:02:27. > :02:38.remedy but with an ageing population and inevitable need for more staff,

:02:39. > :02:43.Speaking to colleagues, we do not think we could have afforded to

:02:44. > :02:50.Gates University in England said the fact they have the course here now

:02:51. > :02:55.is good and a lot of us are doing a course so it is good. All of that

:03:00. > :03:01.staff, those running care homes like this one say this is not a problem

:03:02. > :03:04.that will go away on its own. Water quality specialists will be

:03:05. > :03:07.in Jersey next week to review plans Campaigners from the environmental

:03:08. > :03:11.group Save Our Shoreline say unless action's taken,

:03:12. > :03:13.marine life will disappear A clear blue sky and clear blue

:03:14. > :03:24.water - it's an image Jersey has built a reputation on,

:03:25. > :03:26.but some are worried Because the water quality has

:03:27. > :03:32.deteriorated, it's affecting Even the texture of the sand

:03:33. > :03:38.is different because the species We don't want a green mass,

:03:39. > :03:43.we want our golden beaches back. The campaign group has

:03:44. > :03:46.sent its report to the government review panel that's looking

:03:47. > :03:49.at water quality. "The Panel and their advisor

:03:50. > :03:55.will raise any issues "with the Department that

:03:56. > :03:58.are relevant to nitrates during The debate about the impact

:03:59. > :04:04.of sea lettuce isn't new, but we're still no closer

:04:05. > :04:06.to agreeing what causes it. Jersey's Environment Department has

:04:07. > :04:09.asked UK advisers to review They'll also be talking

:04:10. > :04:15.to Jersey Water who regularly We check our water daily,

:04:16. > :04:21.on a daily basis. We take thousands of tests a year

:04:22. > :04:24.to make sure that the water that not only the water that we're taking

:04:25. > :04:27.into our reservoirs is of good quality but also the water we're

:04:35. > :04:44.will be in the island next week These advisers are

:04:45. > :04:58.coming here next week. The advisers who are coming

:04:59. > :05:01.to Jersey next week will be looking at the Water Management Plan that's

:05:02. > :05:03.been published by the That plan includes a timetable

:05:04. > :05:07.of work to improve the quality of water in our streams over

:05:08. > :05:09.the next five years. Jersey Water, the Environment

:05:10. > :05:12.department and farmers have been working together on the plan

:05:13. > :05:14.to tackle the problem of nitrates and pesticides

:05:15. > :05:16.leaking into the system. The problem of sea lettuce and water

:05:17. > :05:19.quality has been a hot topic for a number of years,

:05:20. > :05:21.so why now? Campaigners have been putting

:05:22. > :05:23.pressure on the government to act and are hopeful that they're not

:05:24. > :05:38.just paying lip service The states are taking concerns

:05:39. > :05:42.seriously. And it is wonderful we are getting these experts over. We

:05:43. > :05:47.hope they will listen and implement what they say rather than saying it

:05:48. > :05:49.is all coming from France and we cannot do any thing about it.

:05:50. > :05:51.These UK advisers will be talking to Jersey Water

:06:07. > :06:09.Today the father of the baby who died in 2014 gave evidence

:06:10. > :06:15.He said the couple planned as natural a birth as possible -

:06:16. > :06:17.but labour-inducing drugs were given without his partner's

:06:18. > :06:22.agreement, and without the approval of a consultant.

:06:23. > :06:25.The practice of midwives acting on their own initiative has been

:06:26. > :06:31.described as part of a culture known as The Guernsey Way.

:06:32. > :06:34.It's still unclear whether Senator Philip Ozouf has

:06:35. > :06:36.tendered his resignation as one of Jersey's Assistant

:06:37. > :06:42.On Tuesday he told States members he'll write to the Chief minister

:06:43. > :06:44.offering his resignation over a scathing report into a fund

:06:45. > :06:49.But today the Senator refused to confirm whether he's

:06:50. > :06:55.He told the BBC there's a lot that needs to be sorted out before anyone

:06:56. > :07:02.The decision on how to pay for Jersey's

:07:03. > :07:08.The plans are to borrow up to four hundred million pounds.

:07:09. > :07:11.But States Members have voted to put off the debate until they're

:07:12. > :07:19.A vision of Jersey's future hospital - just under ?500 million needed

:07:20. > :07:25.Where that money will come from is still undecided.

:07:26. > :07:28.The debate on whether to borrow up to ?400 million was delayed

:07:29. > :07:31.from yesterday due to a question in the States of whether

:07:32. > :07:36.The States aren't allowed to borrow more than they collect in tax -

:07:37. > :07:40.so had to stop to check whether they collect enough to be

:07:41. > :07:42.allowed the amount of borrowing needed for the hospital.

:07:43. > :07:46.But, while that issue threw a cat among the pigeons yesterday,

:07:47. > :07:48.now there's a new delay - to allow scrutiny politicians

:07:49. > :07:53.This is a ?400 million borrowing to be paid back

:07:54. > :08:01.These things need to be looked at so carefully.

:08:02. > :08:04.That's the role of scrutiny, to make sure this is well researched,

:08:05. > :08:08.this is based on sound evidence and it does take time.

:08:09. > :08:11.States Members agreed to more time, despite previous reluctance

:08:12. > :08:13.by the Treasury Minister, who feared what interest rates

:08:14. > :08:19.It s difficult to tell, markets can move in both directions,

:08:20. > :08:22.but if they moved against us we could see up to ?6 million

:08:23. > :08:25.or more of additional costs in funding the hospital as a result

:08:26. > :08:30.But that's a gamble the States are taking, to spend more time

:08:31. > :08:33.on hospital funding, which would involve the biggest debt

:08:34. > :08:42.The Battle of Flowers in Jersey may drop Mr Battle

:08:43. > :08:46.While Miss Battle is usually local, and wins her crown, Mr Battle tends

:08:47. > :08:49.to be a celebrity who's paid between eight to twelve thousand

:08:50. > :08:52.But festival organisers believe the money could

:08:53. > :09:05.Here's David Braine with your forecast.

:09:06. > :09:13.Hello, good evening, very dry and cold air across us at the moment. It

:09:14. > :09:18.may warm a little bit but not a great deal of change but some

:09:19. > :09:27.beautiful skies over the last couple of days. Tomorrow, cold and dry,

:09:28. > :09:29.there will be frost overnight tonight and widespread frost and

:09:30. > :09:36.smaller islands could see a of frost. A day of unbroken sunshine.

:09:37. > :09:41.The weather is in the north, high pressure is weakening, it may take

:09:42. > :09:47.some time before it starts to move away from us, not for the next 24

:09:48. > :09:51.hours but by the weekend, some subtle changes, high pressure is

:09:52. > :09:56.weaker, this weather front tries to come in and ahead of it drawing up

:09:57. > :10:01.less cold air and more cloud. The main story is dry and cold.

:10:02. > :10:12.Overnight temperatures are getting quite low. I think inland for the

:10:13. > :10:19.larger islands, -1 or -2. A cold day tomorrow, a lot of sunshine to enjoy

:10:20. > :10:23.but wrap up warm. An easterly wind and top temperature of four or 5

:10:24. > :10:30.degrees. Some awful weather across parts of Spain eastern Spain sees

:10:31. > :10:37.some snow and unusually low temperatures and eastern Europe in

:10:38. > :10:41.the grip of cold, dry air. By Saturday and Sunday, the weak

:10:42. > :10:47.weather front introduces more cloud but not a great deal of difference

:10:48. > :10:50.to temperatures or the risk of rain. It is still a fine, dry story on

:10:51. > :10:51.Saturday and Sunday. Have a good night.

:10:52. > :10:53.That's your news this Thursday evening, BBC Radio Guernsey

:10:54. > :10:55.and Jersey will have bulletins from 6am tomorrow morning

:10:56. > :11:09.and Alison will be back at 6:30pm tomorrow night.

:11:10. > :11:15.Good evening, it will gradually get colder in the UK in the next few

:11:16. > :11:18.days, something we don't have to worry about in Australia at this

:11:19. > :11:21.time of year. Of course it's the Australian tennis open at the moment

:11:22. > :11:26.and there's a big storm moving through Melbourne at the moment.

:11:27. > :11:31.Hopefully it will have cleared through by the time of Andy Murray's

:11:32. > :11:35.match. We have high withers and light winds and some interesting

:11:36. > :11:38.contrasts despite things being very slow moving, with the sunshine to

:11:39. > :11:41.the south of the weather zone but stuck underneath the weather zone,

:11:42. > :11:45.it's been another miserably grey day. No doubt quite dreary with some

:11:46. > :11:49.patches of drizzle. This is how it looked in Staffordshire, under the

:11:50. > :11:54.weather front. In the sunshine, despite the Frosty start, a

:11:55. > :11:58.sparkling day and a fantastic sunset here in the Isle of Wight. Some

:11:59. > :12:01.areas, in parts of Northern Ireland that haven't seen much sunshine this

:12:02. > :12:02.week, actually saw
