:00:46. > :00:49.The blast at Flamanville in Normandy was caused by a fire.

:00:50. > :00:53.Five people were treated but there were no serious injuries,

:00:54. > :00:57.and French officials say there's no danger of a radiation leak.

:00:58. > :01:07.Just before ten today a fire caused an explosion at Flamanville power

:01:08. > :01:09.plant in a machine room - five workers needed treatment

:01:10. > :01:12.The plant owners - EDF - said emergency services

:01:13. > :01:14.contained the fire quickly, and the generator was

:01:15. > :01:19.soon disconnected from the electricity grid.

:01:20. > :01:21.Flamanville is around 20 miles from the Channel Islands.

:01:22. > :01:24.While the islands aren't within the official risk zone,

:01:25. > :01:26.they're close enough that the authorities have procedures

:01:27. > :01:30.in place to try to protect residents in event of any disaster.

:01:31. > :01:34.But with the internet and social media, today's news emerged

:01:35. > :01:37.from French media sources long before any official word from Jersey

:01:38. > :01:42.The fire officer involved with emergency planning thinks

:01:43. > :01:55.We want to make sure the information we put out is correct obviously.

:01:56. > :01:58.There's lots of info in the public arena so it's one of the challenges,

:01:59. > :02:01.so one of the lessons from today is having set messages

:02:02. > :02:04.of reassurance we can put out, as opposed to just messages

:02:05. > :02:06.of what to do if there was an incident.

:02:07. > :02:08.And he says if there was a serious incident,

:02:09. > :02:10.islanders would be told to take shelter and stay indoors.

:02:11. > :02:13.People living around Flamanville get protective iodine tablets in case

:02:14. > :02:17.Why don't Channel Islanders get them too?

:02:18. > :02:23.we're not in the zone that requires iodine tablets but clearly

:02:24. > :02:26.we have the contingencies in place to make sure we know the right thing

:02:27. > :02:29.to do and people will be informed of the right thing

:02:30. > :02:33.On a clear day, you can see the power station

:02:34. > :02:35.from here on the north east coast of Jersey.

:02:36. > :02:38.And of course it's even closer from Alderney.

:02:39. > :02:40.And while authorities say today's explosion thankfully didn't lead

:02:41. > :02:43.to any radiation leak, it's a reminder of the importance

:02:44. > :02:46.of having emergency plans in place and just how close

:02:47. > :02:52.the Channel Islands are to any risk.

:02:53. > :02:54.Earlier I spoke to nuclear consultant John Large,

:02:55. > :03:03.who told me what he made of today's events...

:03:04. > :03:09.Well, there's not enough information coming out yet, we donate how

:03:10. > :03:14.serious it is and whether it affects the nuclear part of the plant -- we

:03:15. > :03:20.do not know. The history of nuclear accidents has shown through to

:03:21. > :03:25.Chernobyl, three mile Island, and most recently the Kashi mayor in

:03:26. > :03:29.Japan, is that generally authorities play down nuclear aspects at the

:03:30. > :03:34.beginning of the incident and the facts of the matter only come out

:03:35. > :03:39.rather later. This could be a serious incident which is yet to be

:03:40. > :03:44.fully reported. So, John, what kinds of safety plans should governments

:03:45. > :03:49.of the islands put in place? They would have to be comprehensive, they

:03:50. > :03:55.have to cater for the rest of the accident -- risk of the accident and

:03:56. > :03:59.scale of it. That means you have to have an information channel

:04:00. > :04:02.established with the French operator and French authorities. So, your

:04:03. > :04:08.government knows, in real-time, the accident develops and if there's a

:04:09. > :04:15.radioactive plume develops. It approaches, you need a comprehensive

:04:16. > :04:19.integrating account of the weather and atmospheric stability and the

:04:20. > :04:23.accident itself. And, what measures you have in place on the island to

:04:24. > :04:28.mitigate and countermeasure against radiation exposure. It's quite a

:04:29. > :04:32.complex system that needs to be modelled and put in place. John,

:04:33. > :04:39.knowing what you know, would you be happy to live in the Channel

:04:40. > :04:43.Islands? Well, I always dodged answering that question! The Channel

:04:44. > :04:47.Islands are a delightful place, I would be happy living there. Any

:04:48. > :04:54.man-made enterprise or structural or venture has risk. It's whether the

:04:55. > :05:01.people of the Channel Islands want to live with that risk. If they are

:05:02. > :05:03.properly informed and informed about the risk, then they can make a

:05:04. > :05:06.decision. Ten thousand pounds worth of damage

:05:07. > :05:10.has been caused to dozens of cars since October last year parked

:05:11. > :05:13.outside homes in St Helier. Jersey Police believe those

:05:14. > :05:15.responsible might be angry The 18 year old student was very

:05:51. > :05:54.who told me her son's car was damaged, costing

:05:55. > :05:59.around ?400 to fix. And another woman told me

:06:00. > :06:02.she damaged her own car by trying to avoid a car that

:06:03. > :06:04.was illegally parked. And these are the issues

:06:05. > :06:07.causing tension. It's quite spread out,

:06:08. > :06:10.so we have 4 or 5 different seats of damage which makes it quite

:06:11. > :06:12.difficult to identify What we're asking people to do

:06:13. > :06:18.is take a calm approach to perhaps a vehicle that they find in front

:06:19. > :06:22.of their house, or in front of But then for that community

:06:23. > :06:29.and those people to keep a look out. We genuinely believe

:06:30. > :06:31.because of the way the offences are spread across this area that

:06:32. > :06:33.it's highly likely that whoever Plain clothed police

:06:34. > :06:39.officers will be working And if you know anything

:06:40. > :06:45.about who did this to Molly's car - and her neighbours' -

:06:46. > :06:52.you're asked to come forward. An Aurigny aircraft bound

:06:57. > :06:59.to the Air Accident Investigation Earlier I asked our reporter

:07:06. > :07:10.at Manchester Airport. The report says the crew had little

:07:11. > :07:13.experience of flying They made a decision that

:07:14. > :07:17.de-icing was 'probably The commander said, 'the snow

:07:18. > :07:23.doesn't appear to be sticking, so I think we can get away

:07:24. > :07:26.without de-icing.' Later he said he was prepared to have delayed

:07:27. > :07:28.departure if he believed The pilot did make a visible

:07:29. > :07:34.inspection of the aircraft and the report says

:07:35. > :07:39.he "optimistically thought any lying So, what happened once the plane had

:07:40. > :07:48.taken off? The crew turned on the autopilot

:07:49. > :07:51.a minute after taking off from Manchester,

:07:52. > :07:53.but it disengaged about two A pitch warning

:07:54. > :07:57.message was displayed. Two more attempts to use autopilot

:07:58. > :08:02.both saw it disengage. It's believed a build-up of ice

:08:03. > :08:05.on the tail led to difficulties The pilot said quote,

:08:06. > :08:10."I want to divert to East Midlands because I'm having to put

:08:11. > :08:12.forward pressure on." The plane landed safely and all 31

:08:13. > :08:16.passengers and crew were fine. Aurigny didn't think

:08:17. > :08:19.it was a serious incident and it took them 3 days to inform

:08:20. > :08:26.the Air Accident And what have Aurigny done

:08:27. > :08:37.to improve their safety? Aurigny say they have procedures in

:08:38. > :08:42.place for de-icing, but they were not followed. It has improved winter

:08:43. > :08:47.awareness training. The air accident investigation Branch at art -- are

:08:48. > :08:56.investigating a second incident which happened in December.

:08:57. > :09:01.It involved the same aircraft and once again had to land due to ice

:09:02. > :09:02.related problems. David Braine has

:09:43. > :09:47.Tomorrow we expect to see briefly some sunshine but on the whole it is

:09:48. > :09:51.cloudy. Showers in the north and some come further south. Most of

:09:52. > :09:56.those showers are offering but every now and again they could be some

:09:57. > :10:03.sleet and snow grains in the wind. Just four or 5 degrees. It could be

:10:04. > :10:08.a lot colder than temperatures suggest. A large part of Europe is

:10:09. > :10:13.also in the grip of icy weather at the moment. Eastern France, no more

:10:14. > :10:17.than zero. Eastern Europe, tempters below freezing during the daytime.

:10:18. > :10:21.This pool of cold air heading towards us over the next couple of

:10:22. > :10:25.days. Saturday even colder, winds from the north-east and a risk of

:10:26. > :10:29.some sleet and snow showers in the wind, Sunday into Monday there's a

:10:30. > :10:36.transition to slightly less Cordero, and a briefly on Sunday of seeing

:10:37. > :10:39.some snow -- colder air. How much snow will arrive, is uncertain at

:10:40. > :10:41.this stage but for all of us, the next few days will be cold! Have a
