:00:34. > :00:44.A report by Jersey's Prison Board has raised concerns about inmates
:00:45. > :00:50.It says in the past year, La Moye held some prisoners
:00:51. > :00:53.who were too mentally ill to be there.
:00:54. > :00:57.But it did highlight several areas where the prison is performing well.
:00:58. > :01:05.Perhaps not surprisingly, mental health issues are more
:01:06. > :01:07.common among prisoners than the general population.
:01:08. > :01:11.But the latest report from Jersey's prison board raised concerns
:01:12. > :01:13.about the level of severe mental illness at La Moye.
:01:14. > :01:17.It said there was a significant number of mentally disordered
:01:18. > :01:20.offenders at the prison who should not, in our view, be there at all.
:01:21. > :01:23.The prison governor says that refers to inmates who are sectionable under
:01:24. > :01:28.They're transferred to suitable mental health facilities in the UK
:01:29. > :01:34.There has to be a bed space, there's a legal process
:01:35. > :01:37.you have to go through, but in previous years that may have
:01:38. > :01:42.We've streamlined that process, we get good cooperation
:01:43. > :01:47.Sometimes you struggle to find the bed space but that's something
:01:48. > :01:52.you don't have control over, but our relationship has improved
:01:53. > :01:56.and the process we go through has shown improvement.
:01:57. > :02:00.In fact, overall the report's found the prison is run extremely well.
:02:01. > :02:04.It highlights a high standard of medical care,
:02:05. > :02:08.good training and education for inmates, and it says complaints
:02:09. > :02:13.And, as for severely mentally ill people being in prison
:02:14. > :02:15.when they shouldn't be, it's actually partly
:02:16. > :02:22.The facilities they go to in the UK are what they need.
:02:23. > :02:27.Unfortunately because of the very rare occurrences of seriously
:02:28. > :02:31.mentally disordered prisoners we are not able to provide
:02:32. > :02:38.Instead the authorities are trying to reduce as much as possible
:02:39. > :02:40.the time it takes to send those prisoners to a more
:02:41. > :02:48.A third more flights may be able to land in Guernsey in foggy
:02:49. > :02:50.conditions if a satellite-based navigational system
:02:51. > :02:57.Guernsey Airport's General Manager says the EGNOS system may enable
:02:58. > :02:59.planes to land and take off in what is known
:03:00. > :03:11.An anxious wait as the plane descends in poor visibility.
:03:12. > :03:17.Fog cripples the Channel Islands at times, but something
:03:18. > :03:19.most of us aren't aware of is this technology.
:03:20. > :03:21.It's got a bit of a funny name, EGNOS.
:03:22. > :03:24.In a nutshell it helps aircraft land in foggy conditions.
:03:25. > :03:26.It's been operational in some parts of Europe since 2009.
:03:27. > :03:30.It uses three satellites and a network of more than 30
:03:31. > :03:34.And trials are showing that it provides greater
:03:35. > :03:41.Alderney was a pioneer for this technology and has been using it
:03:42. > :03:53.Guernsey airport's general manager says it could revolutionise
:03:54. > :04:03.If the appetite of the regulators is to meet the way in which technology
:04:04. > :04:07.is performing then we could see us heading towards category two.
:04:08. > :04:13.It won't be the panacea to all evils.
:04:14. > :04:16.Two thirds of our fog is worse than category two,
:04:17. > :04:19.but any improvement has got to be an improvement and anything
:04:20. > :04:21.which reduces the cost of the airport infrastructure

:05:14. > :05:15.making islanders reach into their pockets to
:05:16. > :05:20.Today the money raised was gifted from some of the fundraisers
:05:21. > :05:24.and the Constable of St Helier to the people of Funchal,
:05:25. > :05:28.There was a tremendous outpouring of generosity,
:05:29. > :05:30.and it was also striking that people kept giving.
:05:31. > :05:33.We had a cheque only a couple of weeks ago for ?1,000 to add
:05:34. > :05:37.into the fund and I suspect that if we kept the appeal open it
:05:38. > :05:40.would have carried on rising, but we thought it was time to get
:05:41. > :05:42.the money over to Funchal, where there are a lot
:05:43. > :05:48.It was towards the people in need who are on low income, to help them
:05:49. > :05:53.to build their kitchens, the rooms which they need to live
:05:54. > :06:01.It's been a devastated area, I mean, in some areas
:06:02. > :06:04.I think its going to take years to get it back in order.
:06:05. > :06:08.Although the damage of the wildfires will be felt for a long time yet,
:06:09. > :06:11.it will be made a little easier by the support of the relationship
:06:12. > :06:19.Jersey Police have launched an investigation into
:06:20. > :06:25.The controversial scheme - which loaned tax payers
:06:26. > :06:27.money to businesses - was the subject of a damning
:06:28. > :06:32.It was criticised for potentially losing millions of pounds
:06:33. > :06:36.of taxpayers' money and may have been linked to criminal activity.
:06:37. > :06:39.Now the island's Attorney General's confirmed it's received a referral
:06:40. > :06:46.17 people were refused entry into Jersey last year
:06:47. > :06:51.The majority of those who were turned away had failed
:06:52. > :06:54.to the meet the requirements of the island's immigration rules.
:06:55. > :06:57.The details which came from a Freedom of Information
:06:58. > :07:03.request also revealed there had been one asylum claim made last year.
