:00:33. > :00:35.Jersey's Education Minister avoids punishment for misleading figures

:00:36. > :00:53.Farmers in Jersey will no longer get government money based

:00:54. > :00:55.on the size of their farm, but instead will have

:00:56. > :00:57.to prove they're meeting sustainable farming standards.

:00:58. > :00:59.The new plan will change the way the industry's supported.

:01:00. > :01:01.Some say it will bring more help for businesses

:01:02. > :01:03.but others believe it's too little, too late.

:01:04. > :01:09.It's no longer Jersey's most important industry.

:01:10. > :01:12.But farming is an inescapable part of the island's identity.

:01:13. > :01:14.And it's that impact on our landscape the government

:01:15. > :01:17.In this plan, now we're expecting farmers -

:01:18. > :01:22.in return for public tax payers' money that they'll receive -

:01:23. > :01:26.to give back to the community some environmental gain.

:01:27. > :01:30.To show that they're looking after the countryside,

:01:31. > :01:33.that they're thinking about energy, water pollution and a whole

:01:34. > :01:36.And in exchange for receiving public money, farmers

:01:37. > :01:38.are going to demonstrate that they're looking

:01:39. > :01:41.And that's the big change in this big plan.

:01:42. > :01:44.Farmers will need to reach certain standards to get grants.

:01:45. > :01:47.The higher the standard, the bigger the grant and it's

:01:48. > :01:50.hoped in ten years' time, all Jersey farms will have met

:01:51. > :01:56.what's called the Leaf standard - which would be a world first.

:01:57. > :01:59.If everyone steps up to the challenge and gets

:02:00. > :02:00.accreditation for their farm - whether it's cattle,

:02:01. > :02:06.whether it's sheep or chickens or just the growing side -

:02:07. > :02:10.if everyone steps up to the Leaf mark challenge,

:02:11. > :02:15.Jersey's in a great place to market itself as an island

:02:16. > :02:17.that is producing sustainable food, and that's going to be

:02:18. > :02:20.Although Peter admits the plan isn't perfect.

:02:21. > :02:22.He's worried there isn't more to help young farmers

:02:23. > :02:26.Something dairy farmer Darren knows very well.

:02:27. > :02:29.He gave up his organic status three years ago

:02:30. > :02:35.Now he thinks the strategy is too little, too late.

:02:36. > :02:39.Organic farming was obviously the benchmark of all sustainable

:02:40. > :02:50.We, as an organic association on the island, asked government over

:02:51. > :02:55.three years ago to fund it, otherwise it was in serious decline.

:02:56. > :02:58.They didn't do it, it has had serious decline,

:02:59. > :03:00.and now they're out there championing the fact that

:03:01. > :03:02.they're going to look after the environment...

:03:03. > :03:07.It seems a little bit too late in my book.

:03:08. > :03:09.And with the financial pot not getting any bigger for farmers,

:03:10. > :03:12.the government hopes the subsidies will be a big enough

:03:13. > :03:15.But Darren says while the States is making the right noises,

:03:25. > :03:27.Securing reliable, sustainable and affordable air and sea links -

:03:28. > :03:30.that's the main priority people in Guernsey want the government

:03:31. > :03:34.to focus on when detailing the islands' future plan.

:03:35. > :03:37.That's the feedback from a series of drop-in workshops to help

:03:38. > :03:39.the Policy and Resources Committee decide the 20-year strategic vision,

:03:40. > :03:45.But Deputy Le Tocq told BBC Radio Guernsey today

:03:46. > :03:50.that they can't focus on immediate concerns.

:03:51. > :03:53.There is a dichotomy, if you like, between just fixing things that

:03:54. > :03:56.are a problem at the moment and being able to take

:03:57. > :03:59.a step back and say, look, we might fix it at the moment

:04:00. > :04:02.but then it's going to be another problem next year or two

:04:03. > :04:05.years down the line, or this is a regular issue.

:04:06. > :04:07.We need to have a broader look and try and see

:04:08. > :04:15.might do to have a more sustainable and long-term solution.

:04:16. > :04:17.Jersey's Education Minister has survived a motion of censure over

:04:18. > :04:23.The motion was called for by a politician who claims

:04:24. > :04:26.the minister used misleading information when he presented

:04:27. > :04:28.to the States his plans for reducing new teachers' salaries.

:04:29. > :04:34.Like many other departments, Education is having to make savings,

:04:35. > :04:38.whether through means-testing free nursery places or reducing grants

:04:39. > :04:45.But plans to cut the pay of newly recruited teachers got

:04:46. > :04:50.the Education Minister into hot water.

:04:51. > :04:52.Backbencher Deputy Geoff Southern called for a motion of censure

:04:53. > :04:55.against the minister - that's a reprimand by the States -

:04:56. > :04:57.accusing him of using misleading figures.

:04:58. > :05:02.Teachers in Jersey currently start out on ?38,000 a year.

:05:03. > :05:05.The pay cut would bring that down to ?34,000,

:05:06. > :05:08.which the minister says is still more than in the UK.

:05:09. > :05:11.He compared the pay of level one teachers in the UK -

:05:12. > :05:13.the least experienced and qualified - with level three teachers

:05:14. > :05:17.in Jersey, who have to be post-graduates in education

:05:18. > :05:23.The island doesn't recruit below a level three.

:05:24. > :05:26.But Deputy Southern thinks that's comparing apples and oranges.

:05:27. > :05:29.The minister, however, says it still adds up.

:05:30. > :05:32.Even with the pay cut, level three teachers in Jersey get

:05:33. > :05:35.more than level three teachers in the UK, including

:05:36. > :05:38.those in the higher paid, inner London schools.

:05:39. > :05:42.But the Deputy's motion of censure was overwhelmingly defeated.

:05:43. > :05:45.So was it all just a waste of States' time?

:05:46. > :05:48.Well, you can argue that, but I believe that ministers

:05:49. > :05:52.in particular, and their assistants, should listen carefully

:05:53. > :05:57.to the will of the States that we're given open,

:05:58. > :06:01.straightforward and honest answers and information.

:06:02. > :06:05.And though the minister survived the motion,

:06:06. > :06:08.does the whole debacle throw doubt over his plans to cut pay?

:06:09. > :06:12.Not at all, it's one of those things where you have to make very

:06:13. > :06:16.We have to make budget requirements, we have to make sure we are fully

:06:17. > :06:20.So we protected our front-line services and are still on track,

:06:21. > :06:22.along with the council and ministers, to making

:06:23. > :06:29.The question now is what impact any pay cut would have on teacher

:06:38. > :06:39.Jersey's Chief Minister receiving a pay rise.

:06:40. > :06:42.Reform Jersey launched the online petition

:06:43. > :06:45.following a recommendation from the States' Independent Review

:06:46. > :06:50.Committee for the island's most senior politician to be paid ?7,000

:06:51. > :06:54.more than the flat line rate of just over ?46,000 currently

:06:55. > :07:00.Most Jersey politicians aren't worth the money they are paid and most

:07:01. > :07:02.don't act in the interests of ordinary islanders

:07:03. > :07:05.and our democratic system does not really give the right level

:07:06. > :07:11.If you are going to be paid more, you should be held to account

:07:12. > :07:15.by the public more, so I would be completely opposed to any pay rise

:07:16. > :07:17.for the Chief Minister until we've had proper checks and balances

:07:18. > :07:23.Guernsey's biggest horse race could be cancelled this year.

:07:24. > :07:26.Organisers are struggling to put on the event and are looking

:07:27. > :07:36.Mike Wilkins reports. draws crowds and competitors

:08:07. > :08:10.yes, there is a problem and it could be that they might have to run

:08:11. > :08:20.this race once every two years or something just to keep it going.

:08:21. > :08:24.The event draws thousands of spectators but rising costs

:08:25. > :08:26.are forcing the organisers to think again.

:08:27. > :08:34.It costs ?30,000 to host and the transport links are not helping.

:08:35. > :08:41.The tourist trade on the islands is going down fast. People cannot get

:08:42. > :08:46.here, it is so expensive. They run the risks of not getting one which

:08:47. > :08:50.happens a lot. Things must be done, the island is to sort itself out.

:08:51. > :08:53.This has provided a national grandstand to watch the races.

:08:54. > :08:59.The question is, will there be anything to see on the 1st of May?
