:00:58. > :00:59.as a "local character". He died on his own at home
:01:00. > :01:01.after refusing the help We've been asked not to reveal
:01:02. > :01:10.the identity of Mr Fisher, which isn't his real name,
:01:11. > :01:13.but he was thought to be well known in the community,
:01:14. > :01:15.with an individual style and what's He may have had a mild learning
:01:16. > :01:22.disability and was living in conditions the watchdog says
:01:23. > :01:23.caused considerable concern. There are people in Jersey
:01:24. > :01:30.who really don't mix in society, that people know very

:01:34. > :01:37.that shouldn't be the case. So, it's about getting in earlier,
:01:38. > :01:41.recognising before things get really difficult,

:02:20. > :02:22.a Good Neighbour scheme to encourage islanders to look out
:02:23. > :02:25.for their community. But she also thinks
:02:26. > :02:28.the States should do more. The States spend an awful
:02:29. > :02:31.lot of money on things They like them, but they're not
:02:32. > :02:38.absolutely necessary. It's money we should be
:02:39. > :02:41.spending on care for people within the community
:02:42. > :02:45.and in the hospital. And one of the criticisms
:02:46. > :02:47.of Mr Fisher's care is what happened when he was discharged from hospital

:07:21. > :07:23.while the Financial Services Commission is targeted, on average,
:07:24. > :07:29.4,000 times every day. In fact, cyber threats are now seen
:07:30. > :07:32.as one of the biggest risks But big organisations aren't
:07:33. > :07:40.the only ones at risk. If you were to think
:07:41. > :07:42.about all of the individual personal emails that you receive,
:07:43. > :07:45.all of the websites that you may browse throughout the day
:07:46. > :07:48.and all of the malicious sites and links that you'll see
:07:49. > :07:50.through social media, I'd estimate that an end user
:07:51. > :07:53.could be exposed to, yeah, several hundred or so attacks a day
:07:54. > :07:56.and not even be aware of it. And it's that awareness that's key
:07:57. > :08:00.to being able to defend yourself. Teaching people and businesses
:08:01. > :08:03.about cyber security is seen as vital for Jersey's continued
:08:04. > :08:06.success as a finance centre We're about ensuring that people
:08:07. > :08:12.have got a basic awareness and a basic understanding
:08:13. > :08:15.of what they need to do in their specific area in which they
:08:16. > :08:18.are working with technology. That's individuals, businesses
:08:19. > :08:21.and across government as well. At a basic level, they need
:08:22. > :08:25.to understand why cyber security is important to them and how
:08:26. > :08:29.they might hold their information or how they might interact
:08:30. > :08:31.with a business or their bank Islanders have until the end
:08:32. > :08:39.of March to share their views on how the government can keep them safe
