:00:00. > :00:14.to be some follow-through. So what comes next? Join me on BBC
:00:15. > :00:16.Students from low-income families are half as likely
:00:17. > :00:23.to achieve top grades, but could cash close the gap?
:00:24. > :00:34.If you spend the premium widely you could make a real big difference for
:00:35. > :00:35.disadvantaged families and who aren't getting the deal that they
:00:36. > :00:36.need out of education. Good evening and welcome to the late
:00:37. > :00:39.news from BBC Channel Islands, Also tonight: The future of eduction
:00:40. > :00:51.in Guernsey could cost ?138 million. New figures show students
:00:52. > :00:53.from low-income families in Jersey are half as likely as their peers
:00:54. > :01:00.to achieve top grades at GCSE. It's the first time this data has
:01:01. > :01:03.been recorded in the island. The Education Department says
:01:04. > :01:05.the problem will be tackled by a new funding scheme that
:01:06. > :01:08.allocates extra money to schools for each
:01:09. > :01:14.disadvantaged pupil they have. A new breakdown of figures shows
:01:15. > :01:21.the last academic year was another But also highlights a big gap
:01:22. > :01:27.between children from different A key measure in education results
:01:28. > :01:32.is the number of GCSE students getting 5 A* to C grades
:01:33. > :01:35.including in maths and English. For the first time, Jersey broke
:01:36. > :01:38.this down further to show under a third of students classed
:01:39. > :01:41.as being from low-income families While two-thirds of their peers
:01:42. > :01:49.achieved the same. Now, a new scheme
:01:50. > :01:52.aims to reduce this gap. The Pupil Premium scheme,
:01:53. > :01:54.which already exists in England, is being rolled out across schools
:01:55. > :01:57.in Jersey after a successful It allocates extra funding
:01:58. > :02:00.for schools based on the number of children they have whose families
:02:01. > :02:02.are on income support The amount of money hasn't
:02:03. > :02:06.been made public yet, but in England it's about ?900 extra
:02:07. > :02:09.a year per eligible The Education Minister says 2,500
:02:10. > :02:14.students in Jersey will be eligible, and in a push to give
:02:15. > :02:17.schools more autonomy, Part of that autonomy is to make
:02:18. > :02:22.sure that heads and teachers have the ability to look at how that
:02:23. > :02:26.money is spent and where it would So in terms of school
:02:27. > :02:31.at the opportunity to decide where it is best placed,
:02:32. > :02:49.to do with literacy and teachers have the ability
:02:50. > :02:57.to look at where the money is spent, And whether it's been money
:02:58. > :02:59.well-spent won't be evident until the next set of GCSE
:03:00. > :03:02.results, in the summer. As you heard there in Luxmy's report
:03:03. > :03:04.The Pupil Premium scheme which is being rolled out in Jersey
:03:05. > :03:07.already exists in England. Earlier I spoke to Sir Kevan Collins
:03:08. > :03:10.of the Education Endowment Foundation and asked him how
:03:11. > :03:14.successful it had been.. The scheme has been running since
:03:15. > :03:18.2011 and is making some real progress in the gaps are closing at
:03:19. > :03:21.primary. We are seeing a shunt in the secondary results that well. It
:03:22. > :03:26.is not an overwhelming success, but we are beginning to see the signs
:03:27. > :03:29.tide and to make a difference in tide and to make a difference in
:03:30. > :03:34.that the duration. How does the scheme ensure that the money goes
:03:35. > :03:36.where it should not just used in the budgets of the school? The first
:03:37. > :03:42.thing that is good about the allocation of the money is that it
:03:43. > :03:47.is handed straight to the people who makes the decision. The big
:03:48. > :03:50.decisions are the ones of the teachers making the classroom. It is
:03:51. > :03:54.not used in the bureaucracy somewhere. Your question is the key
:03:55. > :03:57.one. Had we make sure it is not lost on the general school budget? The
:03:58. > :04:00.key thing there is to have accountability and to make sure that
:04:01. > :04:05.the schools are held accountable for how they spend the money and for the
:04:06. > :04:08.progress made for these children and the performance tables have to make
:04:09. > :04:12.that very clear and explicit. What do you think Jersey can learn from
:04:13. > :04:16.the scheme that is currently running in the UK? I think Jersey can learn
:04:17. > :04:20.and certainly will be learning from Jersey. The key thing that Jersey
:04:21. > :04:24.can learn is that it is very important to take notice of the
:04:25. > :04:28.evidence. Not work on hunch or fad or fashion, but follow the hard
:04:29. > :04:35.evidence of what works for this children. What we know works is
:04:36. > :04:39.investing wisely in teachers and their performance, in parents and
:04:40. > :04:42.their engagement, and making sure that the products and programmes
:04:43. > :04:45.that people will sell you are well informed and proven. There is lots
:04:46. > :04:51.of snake oil and people trying to get used to that -- their hands on
:04:52. > :04:53.that money. You got to use it wisely.
:04:54. > :04:55.Guernsey's Education Committee has announced it's applying
:04:56. > :04:58.for ?138 million to rebuild La Mare De Carteret Schools
:04:59. > :05:01.and the College of Further Education.
:05:02. > :05:03.They plan to press ahead with a three-school model.
:05:04. > :05:05.It follows a series of workshops last month asking deputies
:05:06. > :05:08.what direction they wanted the future of education to take.
:05:09. > :05:13.Looking over plans that could transform one
:05:14. > :05:20.La Mare De Carteret is no longer considered fit for purpose and this
:05:21. > :05:23.man is leading the charge to get it rebuilt.
:05:24. > :05:26.I believe that we had the workshop and that 25th of January, when
:05:27. > :05:33.nearly 25% of the deputies turned up.
:05:34. > :05:37.And these were the two options they preferred.
:05:38. > :05:39.And actually, when you factor in the cost of further
:05:40. > :05:42.education, which is part of the number you mention, you can actually
:05:43. > :05:52.At the end, I am hoping that the rebuild of La
:05:53. > :05:55.Deputy Meerveld wouldn't reveal which other site will close
:05:56. > :06:03.under a three-school plan currently under development.
:06:04. > :06:06.But if La Mare is to go ahead then the Education Committee
:06:07. > :06:10.to rebuild it and to consolidate the College of Further Education
:06:11. > :06:13.It's unclear if Guernsey's Policy and Resources Committee is in favour
:06:14. > :06:15.as no one was available for interview today.
:06:16. > :06:17.But prior to the election the Treasury Minister criticised
:06:18. > :06:19.Education's proposals to re-develop the site.
:06:20. > :06:21.But as we've seen from the selection debate, some deputies
:06:22. > :06:31.In Jersey there are calls for a second public
:06:32. > :06:34.referendum on changes to the island's electoral system.

:06:41. > :06:46.The Economic Development Minister Senator Lyndon Farnham has lodged
:06:47. > :06:50.a proposition for the change to be put to a public ballot, which will

:07:23. > :07:24.People in Guernsey have gathered to make their concerns
:07:25. > :07:27.Islanders gathered to demonstrate their support
:07:28. > :07:29.for immigration, the LGBTQ community and climate change tonight
:07:30. > :07:33.Those behind the protest say they need to speak out on the impact
:07:34. > :07:35.Donald Trump's policies will have on human rights...
:07:36. > :07:39.It is something that a lot of people feel needs to be said at a stage
:07:40. > :07:42.where, throughout the world, there are and there is a reaction to his
:07:43. > :07:45.rhetoric, to the executive orders they is introducing, that could have
:07:46. > :07:47.an impact on the world, and that worries us.

:08:28. > :08:37.I've really enjoyed leading the island on it's great occasions.
:08:38. > :08:40.To a particular thrill and something I've tried to work hard at.
:08:41. > :08:42.Another highlight is to see the churches grow.
:08:43. > :08:44.There are more churches growing in Jersey than there
:08:45. > :08:51.We've increased the number of Anglician clergy.

:09:00. > :09:02.After a days and delays because of fog lets
:09:03. > :09:15.Hello. We have got some changes in terms of temperatures and
:09:16. > :09:21.weathertight towards the end of the week ahead. For the next couple of

:09:48. > :09:50.Once that moves through, that is when we introduced colder air with
