:00:39. > :00:49.The man in charge of Jersey's ambulance service has told the BBC

:00:50. > :00:53.he's concerned they're now receiving so many emergency calls it's taking

:00:54. > :00:59.There's been a 40% increase in the number of calls the service

:01:00. > :01:02.has attended in the past six years, and they admit there are times

:01:03. > :01:13.Ambulance service, what's the address of your emergency?

:01:14. > :01:16.Dial 999, and we all expect there to be someone

:01:17. > :01:23.But in Jersey, there's been a steady increase in the number of calls

:01:24. > :01:26.to the ambulance service, and at times, when there's several

:01:27. > :01:29.calls at once, they can't all be answered immediately.

:01:30. > :01:33.Staff say they are under pressure but are still offering

:01:34. > :01:39.If they stay on the line, the call will be answered.

:01:40. > :01:42.It will always be picked up later on.

:01:43. > :01:46.We will always have the number and we'll pick it up as soon as we can.

:01:47. > :01:49.What we do have is an urgent disconnect, so we know that

:01:50. > :01:52.if there's another call waiting, that's a priority, we can urgently

:01:53. > :01:54.disconnect from the first call, providing we have sufficient details

:01:55. > :01:58.Back in 2010, the ambulance service attended around 6,300 calls.

:01:59. > :02:00.By last year, that figure had risen to more than 8,700

:02:01. > :02:09.And the service admit the high volume of calls is having an impact

:02:10. > :02:15.Generally they manage to attend about two-thirds of all critical

:02:16. > :02:18.calls within eight minutes, but in the past year that figure has

:02:19. > :02:24.The Health Department believes part of the problem is people

:02:25. > :02:28.calling for an ambulance when they don't need too.

:02:29. > :02:30.The minor ones that could make their own way,

:02:31. > :02:36.It is like people going to hospital instead of their GP

:02:37. > :02:41.Actually, you could help someone else who is in dire need

:02:42. > :02:46.An additional call dispatcher has also been recruited,

:02:47. > :02:49.and if the increase in the number of calls continues, the service say

:02:50. > :02:52.they are willing to hire more staff to meet demand.

:03:32. > :03:35.About ten years ago I got a pain in my leg, I went to the doctor,

:03:36. > :03:38.and within a few years they found out it's to do with

:03:39. > :03:41.Most employers don't want to touch you when they hear

:03:42. > :03:43.there is something wrong with your back.

:03:44. > :03:46.It is almost like they look at you when you have said that

:03:47. > :03:50.as if you're going to be a compensation claim.

:03:51. > :03:53.Ben's back problems don't stop him working.

:03:54. > :03:57.He just can't be on his feet for more than a few hours.

:03:58. > :04:00.Luckily his boss, Andy, was able to work with him

:04:01. > :04:05.and the Guernsey Employment Trust to find a way to make it work.

:04:06. > :04:08.It is probably natural to feel apprehensive and not be

:04:09. > :04:11.sure how it will work, but just to meet the person,

:04:12. > :04:15.get chatting to them, advise of any issues that might be

:04:16. > :04:20.more tricky for the individual, or areas that they might excel in.

:04:21. > :04:22.And GET wants to encourage more businesses to be open

:04:23. > :04:25.to the idea of taking on staff with a disability,

:04:26. > :04:30.with a new charter, good practice guide and training.

:04:31. > :04:33.Once we have given them the right direction and a bit

:04:34. > :04:36.of training and help, they can see that they are in a good

:04:37. > :04:39.position with good management skills, helping people

:04:40. > :04:44.Over the past year, the charity has helped around 70 people

:04:45. > :04:49.And, luckily for Ben, this is one that's just his cup of tea,

:04:50. > :04:59.People living in St Helier in Jersey could foot a new bill for waste

:05:00. > :05:01.disposal after the parish constable lost his appeal

:05:02. > :05:06.An old agreement that the parish didn't pay for waste became void

:05:07. > :05:09.when the disposal operation moved from Bellozanne to La Collette.

:05:10. > :05:13.The constable argued the agreement was for all time,

:05:14. > :05:16.but the Infrastructure department claimed it could be ended

:05:17. > :05:26.Judges agreed and dismissed the constable's appeal.

:05:27. > :05:28.Meanwhile, Jersey's treasury minister has been urged to get

:05:29. > :05:31.on with finding a way for Jersey's government to pay rates

:05:32. > :05:39.The States have agreed in principle that rates should be paid -

:05:40. > :05:41.now the parish constable wants the States to tell the minister

:05:42. > :05:48.to bring plans forward so payments can start next year.

:05:49. > :05:50.It's claimed Alderney Renewable Energy still hasn't paid hundreds

:05:51. > :05:52.of thousands of pounds it owes the island.

:05:53. > :05:55.The Chairman of the States Policy and Finance Committee, James Dent,

:05:56. > :05:58.says ARE still owes ?350,000 towards the running of the island's

:05:59. > :06:02.renewable energy commission and another ?200,000 subsidy

:06:03. > :06:13.Alderney Renewable Energy say it's written to Policy and Finance

:06:14. > :06:20.with what it calls a "very reasonable proposal" and is waiting

:06:21. > :06:28.We want to know the real reasons why they have not paid, and we want to

:06:29. > :06:33.know why they are withholding the money from Alderney electricity.

:06:34. > :06:35.This money is outstanding, and we would like it paid.

:06:36. > :06:40.written to Policy and Finance with what it calls a "very

:06:41. > :06:42.reasonable proposal" and is waiting for the committee's response.

:06:43. > :06:45.Football clubs in Jersey could be hundreds of thousands of pounds

:06:46. > :06:47.better off if the island manages to join European

:06:48. > :06:52.UEFA officials rejected the Jersey FA's application last year.

:06:53. > :06:56.But Jersey won't take no for an answer.

:06:57. > :06:59.The Court of Arbitration for Sport will rule in June whether existing

:07:00. > :07:01.member nations should have a vote on the bid.

:07:02. > :07:10.Jersey football officials put in this bid to join UEFA a year ago,

:07:11. > :07:12.saying they wanted to bring international football

:07:13. > :07:17.UEFA officials originally rejected that, saying the island is not

:07:18. > :07:20.an independent state, but Jersey challenged that,

:07:21. > :07:23.and that is what will go before the Court of Arbitration for Sport

:07:24. > :07:34.It is one we have been trying to get in place for six months or so,

:07:35. > :07:37.and we heard just last week that the court will go ahead

:07:38. > :07:40.on the 28th of June, so a big day for Jersey football.

:07:41. > :07:44.Will it mean if they are eventually accepted into UEFA?

:07:45. > :07:47.It would change the whole picture of Jersey football,

:07:48. > :07:50.giving a pathway for these young people right through into

:07:51. > :07:55.Our league champions every year, and our runners-up, would have

:07:56. > :07:59.automatic entry to the qualifying rounds of the Champions League

:08:00. > :08:05.A massive financial boost to them, but also massive motivation.

:08:06. > :08:09.Our senior team, men and women, and our under 19s and under 21s

:08:10. > :08:15.would also have access to international tournaments,

:08:16. > :08:18.so a massive change to the way we run representative football,

:08:19. > :08:20.and massive motivation for club football as well.

:08:21. > :08:23.And you believe that existing members should decide?

:08:24. > :08:28.That is the crux of our appeal, that the UEFA executive have decided

:08:29. > :08:31.that our case does not have sufficient merit to go

:08:32. > :08:36.Our lawyers believe they don't have the powers to do that.

:08:37. > :08:39.The crux of our appeal is that we want our application

:08:40. > :08:49.That Court of Arbitration for Sport at the end of June, on the 28th.

:08:50. > :08:52.Rugby now, and the Jersey Reds club captain Pierce Phillips is leaving

:08:53. > :08:56.The 24-year-old lock is joining current Premiership side

:09:57. > :10:03.islands will get some strong gusty wind as well, up to 60 mph at times,

:10:04. > :10:09.and even isolated gusts of 70 mph. A lot of cloud out there, low in

:10:10. > :10:17.places, but the breeze preventing any fog, but we will seek a lot of

:10:18. > :10:21.result and staying reasonably mild. Temperatures around eight or 9

:10:22. > :10:24.degrees. Tomorrow, a spell of fairly heavy rain through the morning,

:10:25. > :10:28.torrential downpours with strong winds. That will clear quite

:10:29. > :10:33.quickly, so for the bulk of the day we will see some decent sunshine

:11:44. > :11:46.starting to develop and it will slam into the centre of the UK during the

:11:47. > :11:50.morning and move across the country through the morning and into the

:11:51. > :11:54.afternoon. Two rounds from this storm, we will see some snow across

:11:55. > :11:57.southern and central parts of Scotland first tonight and into the

:11:58. > :12:02.early hours of Thursday morning. Let's look at the snow, also an
