:00:00. > :00:13.Here on BBC One, it's time for the news where you are.

:00:14. > :00:16.Jersey's Environment Minister has refused a planning application

:00:17. > :00:28.There were some issues around design and the inspector said and I agreed

:00:29. > :00:30.that the shape of the building did not sit together very well.

:00:31. > :00:32.Good evening and welcome to the late news from BBC

:00:33. > :00:38.Costly and controversial but effective at reducing speeding

:00:39. > :00:48.Plans for a new secondary school on fields in Les Quennevais

:00:49. > :00:53.The Environment Minister believes the scheme -

:00:54. > :00:55.on farmland near the airport - goes against guidelines

:00:56. > :01:08.This application came down to three things.

:01:09. > :01:11.Was the school needed, what with the impact be on the local

:01:12. > :01:23.area and should be built on green field site?

:01:24. > :01:29.There was some good news, the school was needed and could be built on the

:01:30. > :01:31.site, but there were concerns about the design of the building.

:01:32. > :01:34.It is a ?40 million project, covering 11,000 square

:01:35. > :01:36.metres, but these images now might become a reality as planning

:01:37. > :01:39.permission for a new school in Le Quennevais has been rejected.

:01:40. > :01:43.I don't think it's very good because a lot

:01:44. > :01:46.of my friends went to Les Quennevais said it was crowded and didn't have

:01:47. > :01:54.I have kids who would have gone to that

:01:55. > :01:58.school they were older and I think a new and better school should be

:01:59. > :02:02.We do need a new school, we have an ever-growing population, I'm

:02:03. > :02:05.sure they have their reasons, whatever they are, it will have to

:02:06. > :02:08.The minister's decision was based on a report

:02:09. > :02:10.compiled by an independent planning inspector, during a public enquiry

:02:11. > :02:13.In that report, the inspector concluded he had

:02:14. > :02:25.considerable reservations about the site layout.

:02:26. > :02:33.They also the design of the proposed building would not be satisfactory,

:02:34. > :02:36.raising concerns about the building's shape, finishing material

:02:37. > :02:43.and colours. A modified application is said to be close to approval.

:02:44. > :02:47.You'll likely will discuss what the concerns that what the design, we

:02:48. > :02:54.will redesign that and will at the situation with regards to traffic,

:02:55. > :02:58.then re-design that as well. A new design for the school could be put

:02:59. > :03:03.together in as little as six weeks. The man who would make a decision on

:03:04. > :03:08.any future planning application is this man. What we remain concerned

:03:09. > :03:12.about the design of the There were issues and are design. The inspector

:03:13. > :03:15.found and I agree that the shape of the building just did not sit

:03:16. > :03:19.together very well. It's a large building, as we know, and the

:03:20. > :03:25.various sheiks did not sit together very well. They were not visually

:03:26. > :03:29.pleasing. Never concerned about the finishes and the colour of the

:03:30. > :03:34.building as well. This is really important, we want to get it as best

:03:35. > :03:38.we can and its need to sit on the landscape in the best way we can

:03:39. > :03:42.find. You mentioned any statement released today that you will be

:03:43. > :03:45.working with the infrastructure and education departments on any future

:03:46. > :03:51.proposals. We have already had a public enquiry. Why won't issues

:03:52. > :03:57.around the design and art before this? There were a lot of issues,

:03:58. > :04:03.the main one being the monument and early about the being on a green

:04:04. > :04:07.zone. Those issues have been resolved and unhappy about that. But

:04:08. > :04:10.we do need to work harder on this application because it is an

:04:11. > :04:15.important school and everyone needs to be proud of what we're going to

:04:16. > :04:20.put on this site. My department will continue to give pre-application

:04:21. > :04:22.device to infrastructure and I'm very happy that we will come up with

:04:23. > :04:28.a fantastic building in the future. Thank you. The education Department

:04:29. > :04:29.have not told me today that they are hopeful a new school could be opened

:04:30. > :04:33.by 2020. A business in St Peter Port

:04:34. > :04:36.was raided in connection with money A woman was arrested yesterday

:04:37. > :04:39.at the offices of Immuno Biotech - which distributed

:04:40. > :04:40.the unlicensed blood product GC MAF

:04:41. > :04:42.before it was outlawed - while a man was arrested

:04:43. > :04:48.at a separate location. Police officers removed a number

:04:49. > :04:50.of items for further examination. Guernsey's Economic Crime Division

:04:51. > :04:52.is leading the investigation, The number of drivers caught

:04:53. > :04:59.speeding in a Jersey village has of a controversial

:05:00. > :05:04.traffic-calming measure. The speed bump in St Mary has been

:05:05. > :05:10.criticised for being confusing - Who would've thought a raised bit

:05:11. > :05:21.of granite could cause such a fuss? This speed bump in St Mary was built

:05:22. > :05:25.just under two years ago as part So unpopular, it's even been

:05:26. > :05:31.the victim of vandalism. But could new figures turn it

:05:32. > :05:35.from victim to hero? Since its completion,

:05:36. > :05:38.speeding offences in the parish have fallen -

:05:39. > :05:41.from 155 in 2015 Will that make people

:05:42. > :05:56.finally warm to the quarter It's a lot of money spent and could

:05:57. > :05:59.have been done a different way and cost a lot less. The chicane at

:06:00. > :06:05.Saint Martin's, I would think, is much more effective and much

:06:06. > :06:09.lacking, confusing. I think it could've been done differently to

:06:10. > :06:11.achieve better results. It works, but it is a very expensive bit of

:06:12. > :06:11.work. But the department behind

:06:12. > :06:15.the work credits the bump with helping reduce the number

:06:16. > :06:18.of drivers caught speeding. The only way which will

:06:19. > :06:23.bring it down to zero is active policing, so that's police

:06:24. > :06:26.being out there as much as possible. That's a stretch for the honoraries

:06:27. > :06:29.and the States police to do with the size of the island

:06:30. > :06:32.and the resources they've got, so it takes some pro-active measures

:06:33. > :06:35.form the drivers themselves. So while it'll take more policing

:06:36. > :06:38.and a change in driver attitude to end speeding completely,

:06:39. > :06:41.this bump in the road has helped - even if that hasn't

:06:42. > :06:48.helped its popularity. Lots of you have been getting

:06:49. > :06:51.in touch with the BBC today Julie believes it's still a waste

:06:52. > :06:55.of money and that the number of drivers caught speeding depend

:06:56. > :06:58.on the number of speed checks the police do

:06:59. > :07:02.so might not be relevant. Peter simply says the changes

:07:03. > :07:04.were a waste of money and have Paul however likes the new layout

:07:05. > :07:12.and that if people didn't speed in the first place they wouldn't

:07:13. > :07:15.have to use such measures. Finally, Tel is worried

:07:16. > :07:17.about people on the outskirts of St Helier driving too fast

:07:18. > :07:23.on country lanes. If you wish to comment on that

:07:24. > :07:26.or any of our stories you can Guernsey and Jersey's one

:07:27. > :07:36.pound coins are being The current Guernsey and Jersey

:07:37. > :07:39.coins will be withdrawn The UK's new 12-sided one pound coin

:07:40. > :07:45.will be legal tender in the island from March,

:07:46. > :07:47.but there'll be no You're being encouraged to exchange

:07:48. > :07:54.your UK and Guernsey or Jersey coins The circulation of Guernsey pound

:07:55. > :08:06.coins is very small, none have been issued since 2006,

:08:07. > :08:09.because the people of the islands Part of Jersey's town centre

:08:10. > :08:18.was cordoned off at lunchtime as nine firefighters dealt

:08:19. > :08:21.with a fire in the roof above a shop Two crews were called

:08:22. > :08:23.after staff in a pharmacy and doctor's surgery in the Parade

:08:24. > :08:26.smelt smoke and the fire The Fire Service said workers

:08:27. > :08:29.using a blowtorch on the roof at the rear of the building had

:08:30. > :08:32.accidentally set alight timbers. A tree's been planted to commemorate

:08:33. > :08:42.protests that helped Campaigners were angry

:08:43. > :08:48.when People's Park in St Helier was short listed as a possible site

:08:49. > :08:51.for the island's new hospital. 5000 people signed

:08:52. > :08:53.a petition against the move. The red oak planting ceremony

:08:54. > :08:56.was a chance for campaigners to reflect on the

:08:57. > :09:14.importance of the park. Thank you. Polo. We've had costs of

:09:15. > :09:18.just over 40 mph from earlier today. That was the effect of storm

:09:19. > :09:25.from us. The wind continues. -- from us. The wind continues. --

:09:26. > :09:29.Storm Doris. Tomorrow is around the same, dry and bright with lighter

:09:30. > :09:34.winds and some and is sunshine at the same time. As the woozy area of

:09:35. > :09:36.low pressure, here's a ridge of high pressure following. Settling things

:09:37. > :09:42.down, bringing sunshine back out. That is short lived because there

:09:43. > :09:45.are more weather front approaching. For Saturday and Sunday, we could

:09:46. > :09:49.see some thick cloud and outbreaks of rain. At the moment but they

:09:50. > :09:52.continue to drop through the night, coming in from the north-west, and

:09:53. > :09:57.temperatures into single figures, temperatures into single figures,

:09:58. > :10:02.5-6 C is even. Tomorrow, a lot of fine, dry weather with a chance of

:10:03. > :10:06.is fine, dry, much lighter winds is fine, dry, much lighter winds

:10:07. > :10:09.down today. The Butcher of around eight Celsius. The forecast, as we

:10:10. > :10:16.move into next week, things start to cool down. This is money's chart.

:10:17. > :10:21.The area of low pressure Del Valle thing to the west of Northern

:10:22. > :10:25.Ireland is calling us down. Eventually, temperatures will drop

:10:26. > :10:32.from Monday into Tuesday. A risk of a few wintry showers as well.

:10:33. > :10:36.Saturday and Sunday, mild days. There keep a lot of cloud, winds

:10:37. > :10:42.from the south-west, 10-11 C is the top temperature. Monday is somewhat

:10:43. > :10:45.colder, so it could even be colder than that they can we get to

:10:46. > :10:52.Tuesday. The risk of someone three showers images of no more than than

:10:53. > :10:53.six Celsius. A bit up and down for the next few days, tomorrow is a

:10:54. > :10:56.quieter day. Good night. That's your news this Thursday

:10:57. > :10:58.evening, BBC Radio Guernsey and Jersey will have bulletins

:10:59. > :11:00.from six tomorrow morning and I'll be back at

:11:01. > :11:02.6:30 tomorrow night, be much milder. I will leave you

:11:03. > :11:17.with Thomas Shelter. Good evening. It was quite a day for

:11:18. > :11:22.some of us. We get these sort of storms every couple of years also.

:11:23. > :11:28.Difficult to give an exact number, but it was certainly a nasty one.

:11:29. > :11:33.It's now moving into Holland, Germany, south of Denmark, and it

:11:34. > :11:37.continues to blow itself out. The winds around coasts were not

:11:38. > :11:43.particularly spectacular, but the inland winds were unusual, 62 mph in

:11:44. > :11:49.London. A trail of damage across the UK with trees falling down, mainly

:11:50. > :11:51.trees, but also other spectacular pictures, frightening but

:11:52. > :11:52.spectacular. That
