:01:10. > :01:14.going to get a lot more expensive for Family Nursing
:01:15. > :01:16.and home care clients. From ?11 an hour, it
:01:17. > :01:20.will double to ?22 an hour. That's because home care
:01:21. > :01:22.provision is moving into the commercial market -
:01:23. > :01:24.putting an end to This led to a scrutiny review -
:01:25. > :01:30.which today has criticised the way tax payers money used to support
:01:31. > :01:33.the charity wasn't The funding for home care
:01:34. > :01:39.was included in a block grant of several million pounds
:01:40. > :01:42.for all sorts of things, which included the district nursing
:01:43. > :01:45.as well the health visitors and children's health services,
:01:46. > :01:49.so all of that was paid for in a lump sum without either
:01:50. > :01:52.party knowing how it was broken down or having a service
:01:53. > :01:55.level agreement in place. In the best interests
:01:56. > :01:56.of proper accounting, it should all be laid
:01:57. > :02:03.out and transparant. Both Family Nursing
:02:04. > :02:05.and the Health Minister have refused an interview with the BBC
:02:06. > :02:10.on the lack of transparency when it comes to funding -
:02:11. > :02:14.but in statements, they both say they acknowledge the report's
:02:15. > :02:16.findings and are working closely with each other to finalise
:02:17. > :02:18.the details of their The scrutiny review also highlighted
:02:19. > :02:24.other issues, including a lack of communication
:02:25. > :02:29.and an unrealistic timescale, which they say has helped delay
:02:30. > :02:34.the grant cut by an extra year. We wanted to make sure
:02:35. > :02:36.that the clients of family nursing and home care wouldn't be left
:02:37. > :02:41.without support, financial support if they needed it, and also,
:02:42. > :02:45.as a result of our report, we trust the minister has extended
:02:46. > :02:48.time in which these clients can apply for the benefits
:02:49. > :02:57.they might need. Which should come into effect
:02:58. > :03:00.later this year, to help the extra costs these clients will have
:03:01. > :03:02.to face when the grant Guernsey's emergency department
:03:03. > :03:12.is overhauling the way It means some simple
:03:13. > :03:18.procedures will be cheaper, while more complex cases
:03:19. > :03:21.will cost more. The States took over
:03:22. > :03:23.the Emergency Department from a private company

:03:32. > :03:36.to pay for primary care. And that includes trips

:03:44. > :03:47.try to make them more open and transparent
:03:48. > :03:56.so the public know more upfront,
:03:57. > :03:58.because the charges now will include all
:03:59. > :04:00.the additionals that were previously
:04:01. > :04:02.added on, like a blood test or inoculation, it's all included
:04:03. > :04:06.in the categories now, so it's more open to the public

:04:14. > :04:14.emergency department. That is all set to change
:04:15. > :04:17.on Wednesday, to include more transparency so people understand

:04:27. > :04:28.treatments will be cheaper, but some will
:04:29. > :04:38.be more expensive. If you're going to the emergency
:04:39. > :04:44.department with a finger injury, it will cost ?172. Under the new
:04:45. > :04:52.charging structure, it will be cheaper. For abdominal pain, the
:04:53. > :04:57.treatment fee rises to ?275. The eight insist that it is not charging
:04:58. > :05:05.for profit. We do believe the charges we set our in-line with the
:05:06. > :05:10.budget. It is not that we are trying to make a profit or even cover the
:05:11. > :05:15.full costs. We are just trying to be fair for what the service means. So
:05:16. > :05:17.the states has put a price on your health, but it hopes that most of
:05:18. > :05:21.the new charges will help to ease the financial pain.
