:00:48. > :00:52.One of Guernsey's top politicians is calling for a delay

:00:53. > :00:56.to the island's controversial new population management law.

:00:57. > :00:59.It's due to come into force on 3rd April.

:01:00. > :01:02.But, after concern from the business community, Deputy Peter Ferbrache

:01:03. > :01:06.says waiting may be necessary until Guernsey knows where it stands

:01:07. > :01:15.It's taken six years to decide how to manage Guernsey's population.

:01:16. > :01:17.A new law's due to come into force on 3rd April.

:01:18. > :01:23.But not everyone's convinced it's the right thing to be doing.

:01:24. > :01:26.The Chamber of Commerce and Confederation of

:01:27. > :01:29.Guernsey Industry are urging politicians to delay

:01:30. > :01:31.its introduction, until Guernsey is more certain of its place

:01:32. > :01:37.And, one of the island's top politicians has said

:01:38. > :01:43.I'm not saying it is absolutely my view,

:01:44. > :01:48.I would like to discuss it with my colleagues.

:01:49. > :01:51.We have then got to decide if we are going to, either some

:01:52. > :01:54.of us or as a committee, say to the States on March 29th

:01:55. > :01:57.can we delay it, or can you amend it, or whatever.

:01:58. > :02:00.But the politician responsible for driving through the new law says

:02:01. > :02:11.So many people have planned for April 3rd, thousands have

:02:12. > :02:16.planned for that date, and a small minority who are quite

:02:17. > :02:21.vocal at the moment, are quite detrimental against

:02:22. > :02:28.But as I said before, there will always be people that

:02:29. > :02:31.you can't please all of the time, that is the way it goes, really.

:02:32. > :02:34.So I hope it will go through, but we will have to wait and see

:02:35. > :02:40.The States is due to meet at the end of the month to sign off the law.

:02:41. > :02:42.But, with so much concern from the business community,

:02:43. > :02:46.it'll be a nervous wait for those behind the new regime.

:02:47. > :02:49.They will face prosecution - the words of a Jersey politician

:02:50. > :02:54.who has promised to ensure the new dog law will be enforced.

:02:55. > :02:57.It comes after hundreds of people shared an image of a recent dog

:02:58. > :03:03.Jersey's dog law was updated last year, so it's now an illegal offence

:03:04. > :03:06.if a dog causes serious injury, but does it go far enough?

:03:07. > :03:14.It's an image that caused shock and outrage among dog owners

:03:15. > :03:18.in Jersey when it was posted on social media.

:03:19. > :03:21.It's claimed these injuries were sustained during an unprovoked

:03:22. > :03:25.attack by another dog on an island beach.

:03:26. > :03:28.And it's not the only dog attack posted online recently.

:03:29. > :03:31.This boxer needed seven visits to the vet, costing up

:03:32. > :03:34.to ?1,000, when it was set upon outside its house.

:03:35. > :03:38.The owners say they are still in a legal battle to claim the costs

:03:39. > :03:44.Until recently, an offence was only committed under Jersey's Dog Law

:03:45. > :03:47.if a dog worries livestock on agricultural land.

:03:48. > :03:52.Now owners can face an unlimited fine and/or imprisonment of up

:03:53. > :03:57.to ten years if their dog has caused death or serious injury.

:03:58. > :04:00.The Minister says he will ensure the new law

:04:01. > :04:07.It's not fair on the animals, and it's not fair on the owner

:04:08. > :04:09.of the animals, and it's not fair on society.

:04:10. > :04:12.I want it understood by people that aren't so responsible that

:04:13. > :04:15.if they are not acting in a manner to protect their own dogs and other

:04:16. > :04:20.dogs, if they have a dog that can be dangerous,

:04:21. > :04:27.But experts say dog aggression can be caused by various

:04:28. > :04:30.emotions, and this law won't address underlying issues.

:04:31. > :04:34.We need to learn how to reduce future incidents and we can't do

:04:35. > :04:38.that just by slapping fines and putting dogs on muzzles

:04:39. > :04:41.and short leads - it doesn't tell you anything,

:04:42. > :04:44.you're not learning anything from it.

:04:45. > :04:47.So we need to learn more about these incidents so we can educate owners

:04:48. > :04:51.and teach them what to look out for, and what we can do in

:04:52. > :04:57.But, while moves have been made to try to protect dogs from other

:04:58. > :05:00.dogs when they are out and about, it's the responsibility

:05:01. > :05:02.of the owner to understand why their dog may attack,

:05:03. > :05:08.and to spot the signs before it happens.

:05:09. > :05:11.Carbon monoxide tests are being introduced

:05:12. > :05:13.to help pregnant women in Jersey stop smoking.

:05:14. > :05:16.Latest figures show one in six mums-to-be in Jersey smoke.

:05:17. > :05:20.Carbon monoxide, produced by tobacco can reduce the amount

:05:21. > :05:22.of oxygen the baby gets, affecting its development.

:05:23. > :05:27.Midwives will offer the test to all pregnant women

:05:28. > :05:32.We know that babies born to women who are smokers can be underweight,

:05:33. > :05:36.or not so vigorous for coping with labour, and so it is important

:05:37. > :05:40.that we help women in as nonjudgemental a way to give up

:05:41. > :05:44.smoking in pregnancy, and indeed their partners as well

:05:45. > :05:53.because passive smoking can also influence them.

:05:54. > :05:55.Jersey's new police headquarters opened for business today.

:05:56. > :05:58.After two and a half years of construction,

:05:59. > :06:01.reception officially opened at 8am this morning.

:06:02. > :06:03.The Green Street police station cost ?21 million,

:06:04. > :06:12.?14million of which came from money which had been taken from criminals.

:06:13. > :06:15.The organisers of the Channel Island's biggest emergency exercise,

:06:16. > :06:19.which took place in St Helier today, say it was a success.

:06:20. > :06:22.All of Jersey's emergency services were involved with 80 volunteers

:06:23. > :06:26.playing passengers on board a ferry that had collided

:06:27. > :06:34.It's all hands on deck as Jersey's emergency services deal

:06:35. > :06:37.with the biggest incident they've ever faced.

:06:38. > :06:41.First, the island's fire-fighters must contain a blaze that's broken

:06:42. > :06:45.out on board a ferry, before local paramedics

:06:46. > :06:47.can help the passengers who are seriously injured.

:06:48. > :06:50.But these casualties are actors and this is just an exercise,

:06:51. > :06:52.all designed to help the blue light teams prepare if the

:06:53. > :07:00.Hopefully we never get an incident of the scale we have tested today,

:07:01. > :07:03.but by doing this test we can have confidence in the individual plans

:07:04. > :07:08.and that the individual agencies can all work together.

:07:09. > :07:11.It is a five-day exercise, testing a range of emergency skills.

:07:12. > :07:14.Yesterday, local fire crews practiced being lowered

:07:15. > :07:17.onto a moving boat while the police were also involved this morning

:07:18. > :07:21.as they helped passengers who were taken off the ferry.

:07:22. > :07:27.I'm currently in the Survivor's Centre set up

:07:28. > :07:32.You can see behind me a queue of passengers who all need to be

:07:33. > :07:40.Officers were in charge of taking down all their information

:07:41. > :07:43.before deciding if anyone needed further assistance.

:07:44. > :07:47.Like 73-year-old Susan who'd suffered a blow to the head.

:07:48. > :07:51.They're brilliant, they always are, they're so caring and they really

:07:52. > :07:54.make you feel, although you know there's nothing wrong with you,

:07:55. > :08:00.You have to think, right, I've got a bad head so I've got

:08:01. > :08:04.to make sure everyone knows I've got a bad head.

:08:05. > :08:07.Those in charge of the exercise say it all went to plan,

:08:08. > :08:10.and they're confident that if a major catastrophe ever does

:08:11. > :08:14.happen, the people we rely on the most will be ready for it.

:08:40. > :08:41.after reports of heating oil being stolen from homes.

:08:42. > :08:45.Officers suspect individuals have been going into gardens

:08:46. > :08:47.in the Castel area and taking oil from tanks.

:08:48. > :08:51.They're urging people to be on the lookout for suspicious

:08:52. > :09:03.behaviour and report it to the police or Crimestoppers.

:09:58. > :10:02.produce some drizzle, risk south-west winds, quite strong for a

:10:03. > :10:08.time, but they will gradually drop. A mild night, 10 degrees the

:10:09. > :10:12.minimum. Tomorrow, drizzle of and on throughout the day. Not much chance

:10:13. > :10:19.of any brightness, and still quite misty conditions. 12 degrees the top

:10:20. > :10:24.temperature. The mild air easing in terms of the strength of wind, so it

:10:25. > :10:33.will feel quite pleasant despite all the cloud and drizzle. Largely dried

:10:34. > :10:39.by the end of the day. Fogg becoming a problem, especially for the

:10:40. > :10:41.airports. A cold front on Saturday introduces fresher, cleaner air,

:11:53. > :11:55.Channel Islands, to Cornwall. Elsewhere, it's getting brighter in

:11:56. > :11:58.South Wales and southern England. In England, Wales and Northern Ireland

:11:59. > :12:03.some sunny spells around from the word go. The further north there is

:12:04. > :12:05.a stronger wind initially. Showers to begin with in northern
