:00:12. > :00:14.A new report shows alcohol misuse is the leading cause of referrals

:00:15. > :00:18.Drinking contributed to nearly half of all community service sentences

:00:19. > :00:26.Alcohol is the single biggest contributory factor to offending.

:00:27. > :00:31.One that Jersey Probation Service has been tackling for decades.

:00:32. > :00:36.But where alcohol related offences are being committed is changing.

:00:37. > :00:38.The Chief Probation Officer says they are seeing

:00:39. > :00:41.a shift away from incidents connected to socialising.

:00:42. > :00:46.We see less of that work than we used to.

:00:47. > :00:52.We're still seeing drink-driving and we only see people when they're

:00:53. > :00:58.repeat offenders or when the level is at a high reading

:00:59. > :01:03.and where custody is a possibility so that's a big worry.

:01:04. > :01:06.It's quite often a factor in domestic violence

:01:07. > :01:11.I wouldn't say that alcohol was the cause of the offending

:01:12. > :01:14.by any means but it's certainly often present in those offences too.

:01:15. > :01:18.In their latest report, alcohol contributed to 42%

:01:19. > :01:21.of referrals to the Probation Service.

:01:22. > :01:24.Overshadowing the other factors related to offending

:01:25. > :01:29.including aggression, emotional instability and drugs.

:01:30. > :01:33.Probation staff work with people to help them develop the skills

:01:34. > :01:37.and confidence they need to control their addictions.

:01:38. > :01:39.They are also working with other support agencies

:01:40. > :01:45.It's no secret we have a big drink or drug problem in the island

:01:46. > :01:48.and I believe that this report highlights that we are actually

:01:49. > :01:51.doing the best we can to deal with the problem

:01:52. > :01:55.and with that is a lot more collaborative working which is,

:01:56. > :01:59.I believe, is a contributing factor to the success of this report

:02:00. > :02:02.and if we carry on doing that then I think we're making a big dent

:02:03. > :02:07.While problems connected to alcohol abuse won't go away,

:02:08. > :02:10.agencies hope that by working together they can control it.

:02:11. > :02:19.Guernsey Police say the public's help is crucial in fighting child

:02:20. > :02:33.This is part of a video which the force will be posting

:02:34. > :02:35.online over the weekend as part of a national campaign.

:02:36. > :02:37.They're asking people to be on the lookout

:02:38. > :02:40.for inappropriate relationships between adults and children.

:02:41. > :02:44.The child is brought into a relationship where they can

:02:45. > :02:49.confuse the relationship with love and attention, the perpetrator

:02:50. > :02:56.Items, expensive items such as phones and tablets,

:02:57. > :03:01.they can give them cigarettes and alcohol, that sort of thing.

:03:02. > :03:04.Jersey's Infrastructure Department says it's confident the island's

:03:05. > :03:07.planned new hospital will come in on budget.

:03:08. > :03:11.A scrutiny panel is looking at proposals to borrow nearly

:03:12. > :03:13.?450 million to fund the project before they're debated

:03:14. > :03:19.The Minister says they need a decision as soon as possible.

:03:20. > :03:22.As you may have seen in the national news today, it's been 50 years

:03:23. > :03:25.since the Torrey Canyon disaster devastated wildlife

:03:26. > :03:28.in the Channel Island and its impact is still being felt today.

:03:29. > :03:31.It was an oil tanker that struck a reef off

:03:32. > :03:33.the Isles of Scilly in 1967, causing the world's

:03:34. > :03:46.His report contains some upsetting images.

:03:47. > :03:48.The tanker has moved aground at the Torrey Canyon.

:03:49. > :03:50.More than 40,000 tonnes of crude oil.

:03:51. > :03:55.And that menace was heading towards the Channel Islands.

:03:56. > :03:57.In a last-ditch attempt to send the supertanker to the bottom

:03:58. > :04:01.of the sea and burn off the oil, the RAF and Royal Navy dropped

:04:02. > :04:10.Thousands of birds and marine life were killed

:04:11. > :04:15.Further damage was caused by the heavy use of detergents

:04:16. > :04:22.Decades later and Guernsey's wildlife was still suffering.

:04:23. > :04:26.A lot of the oil was scooped up and dumped in this quarry.

:04:27. > :04:29.Guernsey Police even sent a diver below the oil to investigate.

:04:30. > :04:36.Just over seven years ago I filmed this quiet corner of shame

:04:37. > :04:45.For these birds who landed in the quarry where oil

:04:46. > :04:53.Since then this toxic quarry of oil has been transformed by a process

:04:54. > :04:56.known as 'bio remediation', where organisms feed

:04:57. > :04:59.off the oil turning it into carbon dioxide and water.

:05:00. > :05:03.But even then it came too late, with dead birds still floating face

:05:04. > :05:31.Work is still a problem. It is extremely distressing to see oil

:05:32. > :05:45.It's extremely sad to see oil affecting birds in this modern age.

:05:46. > :05:48.There is so much regulation and so many rules to prevent oil

:05:49. > :05:51.being dumped over the side of boats or tanks being cleaned, these things

:05:52. > :05:55.It is heartbreaking for us here at the animal shelter.

:05:56. > :05:57.Around all the coastal areas of the British Isles,

:05:58. > :05:59.the animals being affected by things gone on decades gone by.

:06:00. > :06:02.The Torrey Canyon disaster lead to an environmental catastrophe

:06:03. > :06:04.and many hope nothing like it will ever happen again.

:06:51. > :06:56.drizzle and light rain will continue through the morning. Temperature is

:06:57. > :07:03.no lower than eight or 9 degrees. Not a particularly right day. Very

:07:04. > :07:08.cloudy, spots of rain off and on, brisk and westerly wind and a top

:07:09. > :07:13.temperature of ten or 11 degrees. The outlook for Sunday is similar.

:07:14. > :07:19.Very little change, slightly less windy. Rain on Monday, cooler and

:07:20. > :07:26.art on Tuesday when finally the weather front clears. Over the next

:07:27. > :07:33.three days, a lot of cloud, spots of rain.

:07:34. > :07:40.it is rather breezy. Now for the national outlook.

:07:41. > :07:48.It was quite a wet day across many northern and western parts of the

:07:49. > :07:52.UK. This was the view in Lancashire not so long ago. For the weekend we

:07:53. > :07:58.are looking to see further rain, all coming from the west, so the further

:07:59. > :07:59.east you are, it should be drier. It will be quite a windy weekend for

:08:00. > :08:01.all parts.
