:00:42. > :00:44.to approve the legislation. The proposals include introducing
:00:45. > :00:49.a new permit system for workers - the length of the permits depends
:00:50. > :00:52.on the type of job. The longest for roles such
:00:53. > :00:55.as nurses, social workers and some The business sector have
:00:56. > :01:00.criticised the plan, saying it'll impact on migrant
:01:01. > :01:04.workers that the industry relies on. But it'll also impact on those
:01:05. > :01:07.wanting to move within the Bailiwick They'll have to have 14 years'
:01:08. > :01:13.residency in the Bailiwick, have lived there with parents before
:01:14. > :01:19.the age of 18 and be under 30. And if they want to move to Guernsey
:01:20. > :01:22.for education they have to prove they've been offered a place
:01:23. > :01:26.on a course. Deputy Peter Roffey described
:01:27. > :01:28.the proposals as ludicrously restrictive for youngsters
:01:29. > :01:31.in Alderney and Sark. Children that were either born
:01:32. > :01:37.there or brought up there will not only have to wait 14 years before
:01:38. > :01:39.they can either train or work in Guernsey,
:01:40. > :01:42.they will also only be able to take jobs for which an employment permit
:01:43. > :01:46.would be granted anyway for somebody I don't think that will be
:01:47. > :01:54.much of a special place for families in the communities
:01:55. > :01:56.within the Bailiwick. Do you think the younger generation
:01:57. > :02:00.are getting a raw deal? I am not trying to courage anybody
:02:01. > :02:14.to leave Alderney and Sark, Those populations need to remain
:02:15. > :02:16.viable. but it worries me when people pursue
:02:17. > :02:19.a career that is not available there, we are pushing them
:02:20. > :02:21.right out and saying, go to the UK and pursue
:02:22. > :02:23.your career there. I don't think that is
:02:24. > :02:26.what we should be doing at all. While you may disagree
:02:27. > :02:28.with the proposals, the president for the Committee for Home Affairs,
:02:29. > :02:33.Mary Lowe, says that the agreement has been made with the Alderney
:02:34. > :02:36.States on behalf of the people She may say that,
:02:37. > :02:40.and she may be right. All I know is that an Alderney
:02:41. > :02:47.representative who sits in the Guernsey States says
:02:48. > :02:51.that is not correct. Another letter is going to follow,
:02:52. > :02:54.spelling that out. That shows it is not
:02:55. > :02:59.all sweetness and light as far as Alderney is concerned
:03:00. > :03:01.and we would like to Guernsey's government say changes
:03:02. > :03:07.in the way doctor's notes are handled are helping employers
:03:08. > :03:09.deal more effectively with workers on sick leave.
:03:10. > :03:13.The Social Security Department brought in a new sickness
:03:14. > :03:16.certificate and capability assessments in 2015,
:03:17. > :03:20.with the aim of trying to get people The head of operations says
:03:21. > :03:25.ultimately they're trying Jersey's tax system
:03:26. > :03:32.could be redesigned. The Treasury Department's
:03:33. > :03:34.commissioned a report into the impact of changes
:03:35. > :03:38.introduced since 2006. It found that low to middle earners
:03:39. > :03:42.are paying less income tax than they would have done if those
:03:43. > :03:46.measures hadn't been brought in. It also shows those on lower
:03:47. > :03:50.incomes are more affected by the goods and services tax -
:03:51. > :03:53.known as GST - The Treasury may recommend changes
:03:54. > :03:59.following the review. The department's also
:04:00. > :04:19.considering tougher action on people Jersey has quite an outdated system.
:04:20. > :04:23.There is no charge for late payment but there is no interest payment
:04:24. > :04:25.chargeable on outstanding tax which is perhaps in dispute.
:04:26. > :04:27.Most jurisdictions have a range of penalties for mis-declarations,
:04:28. > :04:31.That is not available to the tax office in Jersey.
:04:32. > :04:34.There is no civil route, which is easier.
:04:35. > :04:36.Tourism bosses in Alderney say the industry's been
:04:37. > :04:38.boosted by the third annual Literary Festival which took
:04:39. > :04:42.Award-winning authors from across the UK were in Alderney
:04:43. > :04:45.for book signings and talks on the theme of historical fiction.
:04:46. > :04:55.Alderney - home to WW2, Victorian and Tudor era fortresses.
:04:56. > :04:59.And, fittingly, to an annual historical literary festival.
:05:00. > :05:09.Over the weekend, fans of the genre enjoyed talks by writers.
:05:10. > :05:13.About a range of historical settings, some quite close to home.
:05:14. > :05:16.For many of the writers, it was their first time in Alderney
:05:17. > :05:19.It has been on the bucket list for years.
:05:20. > :05:21.We have friends who have been saying, you must go,
:05:22. > :05:27.I can't imagine why it has taken me so long to get here.
:05:28. > :05:33.It is beautiful, full of history, what is not to like?
:05:34. > :05:37.It is the richness of a history which stretches back from today
:05:38. > :05:46.Since it began back in 2015, the festival has brought over around
:05:47. > :05:48.a dozen authors a year, this year from as far
:05:49. > :05:52.And it attracts more than 200 visitors from the UK
:05:53. > :05:54.and the Channel Islands, mostly locals but around 30 to 40
:05:55. > :05:57.from the other islands and the UK, though organisers say expensive
:05:58. > :06:03.and limited flights mean the number is lower than it could be.
:06:04. > :06:05.Nevertheless, tourism bosses say the festival is a big help
:06:06. > :06:11.It brings people during the shoulder months and even
:06:12. > :06:18.We have seen a clear increase of visitors this week
:06:19. > :06:28.Organisers hope to bring authors over from further afield next year,
:06:29. > :06:31.to raise Alderney's profile in the world of literary festivals
:06:32. > :06:39.and to try to encourage more people to visit the island.
:06:40. > :06:41.Sport now - and Jersey Reds has pulled off one
:06:42. > :06:44.of its greatest wins - beating this season's undefeated
:06:45. > :06:48.Championship leaders London Irish at St Peter.
:06:49. > :06:52.The victory came just after news that the club's former chairman
:06:53. > :07:05.On Saturday, more than 3,000 fans, half of this stadium,
:07:06. > :07:10.watched Jersey Reds triumph over London Irish.
