:02:09. > :02:13.in the States I spoke to Mark and asked what progress had been
:02:14. > :02:18.made today. There are five proposed changes to
:02:19. > :02:21.the plans are just two doubles have been dealt with today. The first
:02:22. > :02:26.called for a review of the laws and it will now happen by early 2019
:02:27. > :02:29.carried out by the policy and resources committee and the home
:02:30. > :02:32.affairs committee. The bulk of today has been spent discussing what
:02:33. > :02:36.birthrights children born in Guernsey should have when it comes
:02:37. > :02:39.to living and working in the island. That was an amendment for all
:02:40. > :02:43.children do have the same rights and that was eventually thrown out. We
:02:44. > :02:46.have not seen any move by any deputy to throw out the whole package and
:02:47. > :02:52.that was something that had been called for by members of the
:02:53. > :02:54.business community. The leader of the Chamber of Commerce is
:02:55. > :02:58.disappointed not to have seen that yet. Not disappointed at all because
:02:59. > :03:04.we have seen good democracy in action. The fine details, the points
:03:05. > :03:06.of the law are being challenged and we have some very sensible
:03:07. > :03:13.suggestions being made which will better reflect customer work
:03:14. > :03:18.practices and they will be reflected in the law, so looking forward to
:03:19. > :03:20.the debate tomorrow hoping we keep moving in the right direction but
:03:21. > :03:25.also it's great that policy and resources will review the law and we
:03:26. > :03:30.will hope that policy and resources are going to look at it much more in
:03:31. > :03:32.terms of what is a long-term economic, how we can make the island
:03:33. > :03:37.as resilient and sustainable and grow vibrantly in the future and
:03:38. > :03:44.think we're more likely hear about those noises. Are you saying you are
:03:45. > :03:51.less worried it will be damaging for the economy? It will hang on what
:03:52. > :03:54.happens tomorrow. If we are preserving three months or nine
:03:55. > :04:00.months in Guernsey, three months off, then that is going to be good
:04:01. > :04:05.news for reflecting how people can work in continuing going forward. We
:04:06. > :04:08.hope that the politicians will have an engaging debate tomorrow and
:04:09. > :04:14.we'll conclude that is something we really need to preserve. More debate

:04:16. > :04:20.the latest on those as we get them. Jersey's government is allocating
:04:21. > :04:23.nearly a million pounds for a review into how to keep the island's
:04:24. > :04:25.financial services sector It'll look in particular
:04:26. > :04:28.at the potential opportunities and challenges due to the UK
:04:29. > :04:30.leaving the EU. Meanwhile, Jersey's external affairs
:04:31. > :04:32.minister has responded to concerns that the island will become more
:04:33. > :04:52.vulnerable to being persuade people in Europe that we
:04:53. > :04:57.are transparent and open jurisdiction, that we are not a
:04:58. > :05:01.threat to Europe in anyway and that quite the contrary, we actually
:05:02. > :05:06.contribute to Europe in the sense of supporting employment and supporting
:05:07. > :05:07.tax revenues in the European Union states.
:05:08. > :05:09.There are calls for tougher laws forcing Guernsey taxi drivers
:05:10. > :05:13.At the moment there's no legal requirement for car
:05:14. > :05:18.But today the States urged parents and taxi drivers
:05:19. > :05:21.to use common sense, as Jessica Banham reports.
:05:22. > :05:23.It's something many of us do every day,
:05:24. > :05:26.Strapping your child in for the school run.
:05:27. > :05:28.And you wouldn't dream of not using a car seat.
:05:29. > :05:32.But what if you need to go somewhere using one of these?
:05:33. > :05:35.We ordered a taxi when my son was probably 18 months
:05:36. > :05:38.and I had my own car seat but there wasn't enough room
:05:39. > :05:42.for all of us so the taxi driver explained that we could put my son
:05:43. > :05:44.on my lap with the seat belt which I wasn't
:05:45. > :05:51.Over in the UK, taxi drivers are exempt from having
:05:52. > :05:56.And here in Guernsey, there's currently no legal
:05:57. > :06:00.requirement for drivers to use them IF there isn't one available.
:06:01. > :06:04.It's something that parents have been criticising
:06:05. > :06:08.after a local mum struggled to find a firm that
:06:09. > :06:13.Samantha Bisson commented that this is "so not ok".
:06:14. > :06:16.Young children need to travel securely in a car.
:06:17. > :06:19.While Liz Taylor-Kerr called it ridiculous and said she'd faced
:06:20. > :06:23.a similar problem elsewhere but Kirsten Jameson admitted
:06:24. > :06:26.she struggles to fit her suitcases in the boot of a taxi -
:06:27. > :06:32.It would be very awkward to carry one round with you -
:06:33. > :06:36.you'd be limited to do other fares with car seats in the back so it
:06:37. > :06:40.Over in Jersey - legislation brought in last year means taxis now have
:06:41. > :06:45.But today Guernsey's states said it was unrealistic to expect
:06:46. > :06:49.all drivers to offer a range of child seats, and that
:06:50. > :06:52.some do own them and can provide one when asked.

:07:01. > :07:03.and water bills almost doubling - those are the new charges facing
:07:04. > :07:09.The waste tax has been agreed in principle as part
:07:10. > :07:23.It's an incentive to stop the growing amount of rubbish thrown
:07:24. > :07:26.away but a new commercial waste charge is worrying industries,
:07:27. > :07:32.especially hospitality. We can't pass this tax onto people, so where
:07:33. > :07:36.is it supposed to come from? Are we supposed to absorb this and just put
:07:37. > :07:42.up with it or what? I think it's quite harsh and it's unfair. Despite
:07:43. > :07:45.their concerns the states gave the new waste tax the green light
:07:46. > :07:50.without knowing how the costs would be worked out but now they've been
:07:51. > :07:55.released. So what can businesses expect to pay. Solid waste will be
:07:56. > :07:59.charged at ?150 per tonne and be a bit more for bulky rubbish but
:08:00. > :08:02.cheaper for a cycle bulls. Liquid waste will be calculated on the
:08:03. > :08:07.volume used and to pound 27 per volume used and to pound 27 per
:08:08. > :08:11.cubic metre and that will be applied to 95% of metered water going into
:08:12. > :08:17.the business, as it is assumed that is how much goes out in waste. The
:08:18. > :08:20.minister behind it says they are not making a profit. These figures cover
:08:21. > :08:28.the cost generated by commercial waste, so it's feared they pay for
:08:29. > :08:32.services on the island use our services on the island use our
:08:33. > :08:34.disposal services and they each pay their fair amount, so is creating a
:08:35. > :08:38.level playing field between those level playing field between those
:08:39. > :08:45.businesses and it means that the general taxpayer, people like
:08:46. > :08:48.yourself and other Islanders are not subsidising businesses. The new
:08:49. > :08:50.charges still in the consultation stage but could be passed by the
:08:51. > :08:55.states this summer. Lets take a look at the weather
:08:56. > :09:02.now with Holly Green. We've got some decent weather to
:09:03. > :09:07.come over the next few days, today we saw highs of 18 degrees in Jersey
:09:08. > :09:12.and we will get higher than that tomorrow. Warm feeling, tomorrow is
:09:13. > :09:15.the warmest day of the next few, hopefully some decent spells of
:09:16. > :09:19.sunshine to be had and most should be dry. A decent chance of catching
:09:20. > :09:23.a shower. We got low pressure which is dominating the Atlantic but
:09:24. > :09:27.across France we have higher pressure and we are in the middle of
:09:28. > :09:31.the two and seeing some pretty fine conditions. Into tomorrow we start
:09:32. > :09:35.to import southerly and south-easterly wind and bring some
:09:36. > :09:39.warmer and slightly drier air across as so temperatures will rise a
:09:40. > :09:43.little bit. Then into tomorrow night we see this cold front coming
:09:44. > :09:50.through, so for Friday it slightly fresher but still mostly dry and
:09:51. > :09:53.mostly bright and thickening us -- taking us into the weekend which
:09:54. > :09:58.will see a bit of a drop. For tonight, some clear spells around,
:09:59. > :10:01.should be a largely dry picture, some cloud going and the breeze
:10:02. > :10:05.around but mild tonight and temperatures staying in double
:10:06. > :10:11.figures for most of us. For tomorrow it should be a decent day, just a
:10:12. > :10:14.bit of a breeze around but southerly south-easterly drawing in that warm
:10:15. > :10:18.air, sunny spells around and mostly bright picture for tomorrow and
:10:19. > :10:22.temperatures easily reaching the mid to high teens and Jersey could get
:10:23. > :10:28.up to 20 degrees. Times of high water here.
:10:29. > :10:32.Nothing to complain about as we go through the coming days, drying and
:10:33. > :10:36.bright conditions and sunshine to be had. There will be a bit of rain at
:10:37. > :10:39.times and on Thursday night that might be the case and some showers
:10:40. > :10:45.on Saturday and temperatures taking a tumble as we head toward the
:10:46. > :10:48.weekend but certainly not bad for this time of year. One tomorrow and
