:00:11. > :00:14.Guernsey's controversial population law is approved and it's good news

:00:15. > :00:20.for existing workers and the residents

:00:21. > :00:23.Good evening and welcome to the late news

:00:24. > :00:25.from BBC Channel Islands I'm Charlie McArdle.

:00:26. > :00:28.Brexit begins to bite, warning that islanders will be

:00:29. > :00:40.What is happening in our suppliers are based in Europe and the US are

:00:41. > :00:44.putting up prices. Guernsey will introduce

:00:45. > :00:46.a controversial new population control regime next week

:00:47. > :00:47.after the government New laws governing who can live

:00:48. > :00:54.and work in Guernsey are aiming to help manage the island's changing

:00:55. > :00:56.population, as people are living longer and the working age

:00:57. > :01:01.population continues to fall. The island also needs to do more

:01:02. > :01:07.to be human rights compliant. It's a very complex

:01:08. > :01:09.law but essentially people will need to have

:01:10. > :01:12.a certificate or a permit to work Currently, anyone from outside

:01:13. > :01:19.Guernsey wanting to live and work must obtain a housing licence,

:01:20. > :01:22.or make use of higher-priced The new law introduces

:01:23. > :01:28.new work permits. It involves short, medium

:01:29. > :01:30.and long-term work permits for one year, five years

:01:31. > :01:35.and eight years respectively. This would allow anyone who has

:01:36. > :01:39.lived continuously in local market property for eight years to live

:01:40. > :01:43.in Guernsey indefinitely. Earlier I spoke to our reporter

:01:44. > :01:46.Mike Wilkins and asked him about the short term permit

:01:47. > :01:48.which had come under Many seasonal workers spent nine

:01:49. > :01:56.months on the island in three months away, and the new law

:01:57. > :02:00.will mean they will be able to work in Guernsey for a maximum

:02:01. > :02:01.of five years. Many in the business community

:02:02. > :02:04.say will cause staff to Today, deputies voted

:02:05. > :02:07.to allow existing guest workers who have already clocked up

:02:08. > :02:10.five seasons to continue with the nine-month, three-month

:02:11. > :02:14.arrangement indefinitely. The man pushing for the change

:02:15. > :02:17.says it is a short-term It is a boy putting his finger

:02:18. > :02:24.in the dyke, really. It is protecting the people

:02:25. > :02:28.who are here with grandfather And there was good

:02:29. > :02:32.news for the younger generation of Alderney

:02:33. > :02:33.and Yes, restrictions are to be relaxed

:02:34. > :02:38.and people from those islands who want to come and live

:02:39. > :02:41.and work in Guernsey. But there are conditions attached,

:02:42. > :02:43.and one of Alderney's representatives told me he wants

:02:44. > :02:46.to see more flexibility. We want the Committee For Home

:02:47. > :02:49.Affairs to look at the proposition again and to bring it back

:02:50. > :02:55.with less restriction. That is the message and what we

:02:56. > :02:57.really need in Alderney to prevent the loss from the catchment

:02:58. > :03:00.area of Guernsey of young talent. That does tend to leave

:03:01. > :03:04.Alderney and had for the mainland, because it

:03:05. > :03:05.is The new population law will affect

:03:06. > :03:12.the way people can live and work here, and a politician

:03:13. > :03:14.responsible told me it will be good for

:03:15. > :03:16.the It is a very complex

:03:17. > :03:18.law, a Fairlawn, but it is much better

:03:19. > :03:20.and has much more flexibility than our

:03:21. > :03:22.current housing control law, which We have spoken with businesses

:03:23. > :03:27.and our community, Tomorrow, the state

:03:28. > :03:31.will return for a debate on the open market,

:03:32. > :03:34.but today, they voted 26-13 in favour

:03:35. > :03:39.of the new population law. From Monday, this

:03:40. > :03:42.legislation will affect many One of Jersey's biggest and oldest

:03:43. > :03:47.retailers is having to increase Article 50 was triggered yesterday

:03:48. > :03:52.starting the UK's separation Although it will take two

:03:53. > :03:57.years of negotiations - it seems the weakened pound

:03:58. > :03:59.is already costing islanders more Online shopping is no longer

:04:00. > :04:07.retailers' biggest threat. The impact political decisions

:04:08. > :04:09.across the water have had on the pound are now affecting

:04:10. > :04:11.the foundations of Certainly in our beauty

:04:12. > :04:17.department our suppliers have put up prices pretty quickly,

:04:18. > :04:19.in our accessories area I think our suppliers are waiting

:04:20. > :04:25.to see what happens but they have told us that they are putting

:04:26. > :04:30.up their prices in the autumn - and we have the same situation

:04:31. > :04:32.on the clothing side And it's the customers who are

:04:33. > :04:38.paying for the rise in cost prices. Unfortunately, it goes

:04:39. > :04:49.on to the end consumer. No, but we are all was going

:04:50. > :04:52.to get done, and we? Hopefully, they will keep

:04:53. > :04:55.as much as possible away from the public, but at the same

:04:56. > :04:59.time, I'm sure costs will go up Jersey's Chief Minister agrees it's

:05:00. > :05:03.one of the challenges facing the island as Brexit

:05:04. > :05:07.negotiations begin. I've got no doubt that it will be

:05:08. > :05:10.uncertain and there will be turbulence in the political world

:05:11. > :05:12.throughout this negotiation, but we in Jersey are in a very

:05:13. > :05:14.strong position, We've got to continue

:05:15. > :05:21.to fight our corner, make our case heard and look

:05:22. > :05:24.for opportunities I have no doubt will arise throughout these

:05:25. > :05:32.number of years. While the Government flies the flag

:05:33. > :05:35.to secure the island's position over the next few years,

:05:36. > :05:37.shoppers will have to pay the price for the UK's decision

:05:38. > :05:50.to leave the EU. A seven and half percent rise

:05:51. > :05:53.in the price of wholesale milk is to be passed on to customers

:05:54. > :05:56.by many of Guernsey's retailers. A litre of milk currently costs one

:05:57. > :05:59.pound eighteen pence - but shops including Alliance,

:06:00. > :06:00.Marks and Spencer , Sandpiper and the Co-op

:06:01. > :06:03.are planning a price hike, Guernsey Dairy think customers

:06:04. > :06:06.will see the wholesale We would like to think

:06:07. > :06:14.that we have a loyal customer base and they understand the full

:06:15. > :06:16.economics of the You are not only paying

:06:17. > :06:24.for a later of milk per sale, you are sort

:06:25. > :06:25.of reinvesting money back

:06:26. > :06:27.into the countryside, back into the breed,

:06:28. > :06:29.back into the structure of island, and supporting one of the oldest

:06:30. > :06:36.industries remaining. A 48 year old man has been

:06:37. > :06:39.arrested in connection with a burglary which occurred

:06:40. > :06:41.while the homeowners slept upstairs. A lap top, two guitars cameras

:06:42. > :06:44.and car keys were taken The police later found

:06:45. > :06:47.the homeowners stolen car It's been confirmed that three

:06:48. > :06:56.and four year olds in Guernsey WILL continue to get fifteen hours

:06:57. > :06:58.free-preschool each week. A trial which was due to end in July

:06:59. > :07:02.has been extended for another year. But will fewer providers be

:07:03. > :07:04.willing to offer it? It's a great start, it

:07:05. > :07:22.gets them to socialise. Great learning adventures,

:07:23. > :07:23.play activities, learning numbers and it gives the children

:07:24. > :07:31.a great start in their education. And it's a start that is now more

:07:32. > :07:35.accessible to families. Education's removed the financial

:07:36. > :07:37.barrier, offering 15 free hours of pre-school the year before

:07:38. > :07:39.children start school. Although funded by a cut

:07:40. > :07:41.in family allowance, It's a good idea, and benefits

:07:42. > :07:49.lots of children who'd more they develop, and the more

:07:50. > :07:58.they can appreciate society and how

:07:59. > :07:59.we all interact together,

:08:00. > :08:00.form a community, so I think

:08:01. > :08:02.it is a Whether it carries on or not

:08:03. > :08:11.is a different story. There's still a question mark over

:08:12. > :08:15.what happens in a year's time. One issue is that pre-schools

:08:16. > :08:18.get a set rate of ?5.90 an hour from the States,

:08:19. > :08:21.but some want to be able to charge Education says it needs

:08:22. > :08:27.longer to look at it. It's a concern that some

:08:28. > :08:30.providers may not be able to provide it at this price,

:08:31. > :08:33.and some may have to pull out, but that is part of the process

:08:34. > :08:36.of assessing what can be done So unlike this pre-school,

:08:37. > :08:43.some may choose not to opt in. But Education says it wants

:08:44. > :09:06.to build up more evidence Good evening. Normally at this time

:09:07. > :09:12.of year we have temperatures of around ten or 11 degrees. Today we

:09:13. > :09:17.shot up to 19 degrees. Not quite so warm for tomorrow, a slightly

:09:18. > :09:22.fresher feel with a labouring briefly some sunny spells and

:09:23. > :09:24.generally less one that has filled recently. We have a weather front

:09:25. > :09:30.coming in over night that'll introduce a lot of cloud and all --

:09:31. > :09:34.and outbreaks of rain. We lie in between weather systems tomorrow so

:09:35. > :09:39.favoured by weather before showery Reid turned up later. It is Saturday

:09:40. > :09:42.and Sunday in any of high-pressure heads towards us but fortunately

:09:43. > :09:47.there is that little area of low pressure on the weather front on

:09:48. > :09:50.Saturday keeping a lot of cloud and showers for -- before the weather

:09:51. > :09:54.turns up on Sunday. Quite different over the next few days, the warmth

:09:55. > :09:58.from the South will give us some good night in temperatures but this

:09:59. > :10:02.rain will make its progress towards us overnight so after some fine

:10:03. > :10:08.weather later on tonight the cloud and some patchy rain will return.

:10:09. > :10:11.Possibly not reaching as until it gets light tomorrow, and 10 degrees

:10:12. > :10:15.and of the bridge. Through the day the band of cloud and rain will move

:10:16. > :10:19.and then will brighten up nicely. Decent spells of sunshine for the

:10:20. > :10:26.rest the day but fresher feel to the error. 40 degrees atop the butcher.

:10:27. > :10:30.Forecast for northern parts of Europe are still faintly of warmth,

:10:31. > :10:38.20 or 21 degrees and cooler in Paris. For us temperatures are back

:10:39. > :10:42.down to normal as we head into the weekend, Saturday there is the risk

:10:43. > :10:46.of showers around and although slow-moving and heavy but Sunday has

:10:47. > :10:49.fine weather with top temperature of 12 or 30 degrees.

:10:50. > :10:52.That's It from the late news team, BBC Radio Guernsey and Jersey

:10:53. > :10:55.will have bulletins from six tomorrow morning and Alsion will be

:10:56. > :11:01.with tomorrow at 6.30, Goodnight.

:11:02. > :11:09.time of year. The chance of a shower on Saturday. Sunday will be dry.

:11:10. > :11:17.Hello, it will cool off over the next few days but that's not

:11:18. > :11:23.unusual, given how warm it was today. This was London. We just had

:11:24. > :11:26.the warmest March day since 2012, 20 two Celsius in the Sunnis skies in

:11:27. > :11:30.the south-east. It was much warmer than recently in north-eastern

:11:31. > :11:34.Scotland, but in between we had a zone of outbreaks of rain. It's

:11:35. > :11:38.pretty wet in south-west Scotland and North West England at the

:11:39. > :11:43.moment. This was the scene earlier, with rainy skies. There's more rain

:11:44. > :11:47.to come overnight. We could see a few splashes running eastwards into

:11:48. > :11:50.England, but most of the wet weather is further west. We will see heavy

:11:51. > :11:55.rain arriving in Northern Ireland. Further training north-west England

:11:56. > :12:01.and also for Scotland. -- further rain. It will stay very mild for the

:12:02. > :12:05.time of year. Tomorrow, there may be a little early sunshine for East

:12:06. > :12:06.Anglia and the south-east, but we have a zone of cloud and
