:00:55. > :01:10.who was found at a home A full picture of what happened is
:01:11. > :01:14.still unknown. At 10. 50 this morning, the emergency services were
:01:15. > :01:17.called and the police arrived here on this house in Victoria Street
:01:18. > :01:22.where they found the body of a middle aged woman. We don't know her
:01:23. > :01:26.exact age or any other details because police say they can't
:01:27. > :01:29.publicly confirm her identity until they've informed the rest of her
:01:30. > :01:33.family. This is a fast-moving situation and this afternoon, a
:01:34. > :01:36.57-year-old man was arrested on suspicion of murder. He is being
:01:37. > :01:41.questioned in police custody. It's been confirmed that he and the
:01:42. > :01:44.victim knew each other. Earlier, police made this statement at their
:01:45. > :01:49.headquarters at Green Street. This is the very early stages of a murder
:01:50. > :01:56.investigation and it's led by my colleague, senior investigating
:01:57. > :02:00.officer, DCI Alison Fossie, a Home Office pathologist will attend the
:02:01. > :02:05.island to undergo a postmortem in order to help determine the cause of
:02:06. > :02:08.death. Specialist family liaison officers have been appointed to work
:02:09. > :02:13.with and support the family. We are not yet in a position to be able to
:02:14. > :02:18.confirm the identity of the victim. Forensic work is likely to be
:02:19. > :02:22.ongoing at the scene in Victoria Street for some time and a major
:02:23. > :02:26.incident room similarly has been established here at police
:02:27. > :02:30.headquarters. These are the very early stages, as you heard, so
:02:31. > :02:34.there's not much more the police can tell us, they don't now how or when
:02:35. > :02:38.she died or if anyone else was involved. They say public safety is
:02:39. > :02:41.not at risk. Officers have spoken to what they are calling significant
:02:42. > :02:45.witnesses but they're still appealing for anyone who may have
:02:46. > :02:47.heard or seen anything in the past 24 hours on this usually quiet
:02:48. > :02:50.street in St Helier to come forward. A 61-year-old man who grew up
:02:51. > :02:52.in Guernsey has been jailed Keith Baker and his wife Caroline
:02:53. > :02:58.had kidnapped a woman with severe learning difficulties in 2004
:02:59. > :03:02.and subjected her to eight years of horrific sexual assaults
:03:03. > :03:06.while keeping her captive The victim was emaciated and kept
:03:07. > :03:12.in squalid conditions. Baker has been sentenced to 15 years
:03:13. > :03:17.in jail and a further five years That's how some young people
:03:18. > :03:25.in Guernsey view life. That's according to findings from
:03:26. > :03:30.the latest young people's survey. While the majority are content,
:03:31. > :03:32.a significant number say This generation has grown
:03:33. > :03:42.up with the internet And latest research shows
:03:43. > :03:56.that in Guernsey some World Trade Center increase in
:03:57. > :03:59.social media, we face pressureses, not only with image and the spread
:04:00. > :04:05.of a certain way that you're supposed to look, but also possible
:04:06. > :04:09.bullying. Personally, I haven't ever experienced this be I know people
:04:10. > :04:10.who may have felt targeted by certain messages online.
:04:11. > :04:12.There's a significant number who are unhappy
:04:13. > :04:17.Of the 800 respondents, almost a quarter said they didn't
:04:18. > :04:19.like themselves and more than a fifth 42% said
:04:20. > :04:25.More than half of 16-18-year olds believed they would
:04:26. > :04:39.Experts say it's difficult for young people to close the door on their
:04:40. > :04:43.problems. We may have experienced friendship problems for example.
:04:44. > :04:46.When you've got home and shut the door, unless they rang you on the
:04:47. > :04:51.landline, you probably didn't have to deal with that. For children and
:04:52. > :04:55.young people now, those issues present themselves sometimes 24
:04:56. > :04:57.hours a day, 7 days a week through social media and Internet
:04:58. > :05:00.connectivity. That probably exacerbates the issue. It's very
:05:01. > :05:03.difficult for young people to shut the door on some of the things that
:05:04. > :05:07.are presented to them. But despite these pressures some
:05:08. > :05:17.people say they're doing alright. The 21st century's made us very
:05:18. > :05:22.resilient. It's easy to look on the survey in a certain way. There is a
:05:23. > :05:25.lot we can take from it, butters are resilient, we all pick ourselves up
:05:26. > :05:26.regardless of whatever situation and I would say that most young people
:05:27. > :05:29.are positive about the future. Their school days may soon be over
:05:30. > :05:32.but it's hoped that the findings from this survey will help equip
:05:33. > :05:34.future students to cope new hospital could be paid
:05:35. > :05:50.for with existing reserves of money A scrutiny panel suggests
:05:51. > :05:54.using the so-called Rainy Day fund, which currently stands
:05:55. > :05:56.at ?800 million, whereas the Treasury departments plan
:05:57. > :05:58.is for for the States to borrow up to ?400 million to cover
:05:59. > :06:08.most of the costs. If you are happy taking on the risk
:06:09. > :06:14.of a ?400 million debt over and above what we already have, and this
:06:15. > :06:17.will take us up to over a billion in liabilities, is the estimate, if you
:06:18. > :06:23.are happy with that, then fine. If you are not happy about that, then
:06:24. > :06:26.this gives an alternative. Based on independent professional advice,
:06:27. > :06:30.keeping the strategic reserve intact and using that as security to borrow
:06:31. > :06:34.a bond, is the most sensible way forward for the long-term. It
:06:35. > :06:37.protects our position in a very uncertain global world. .
:06:38. > :06:40.The BBC highlighted the increasing number of sexting cases
:06:41. > :06:43.being reported to Jersey Police in yesterday's programme.
:06:44. > :06:46.They are now dealing with incidents involving making and sharing
:06:47. > :06:48.indecent images of children under sixteen every week.
:06:49. > :06:53.Not only is it illegal, but there are warnings

:07:29. > :07:32.are putting themselves in not only online but when those digital
:07:33. > :07:43.Potentially when young people turn up to that meeting knowing in the
:07:44. > :07:46.back of their mind they probably have to, in their mind, albeit they
:07:47. > :07:50.don't, but they feel in the back of their mind maybe they have to go
:07:51. > :07:52.through something that they are really not comfortable with because
:07:53. > :07:56.of the image they sent and the position they put themselves in.
:07:57. > :08:07.That's a really, really dangerous situation. A danger the charities
:08:08. > :08:11.are worried about. They are warning not to send the picture or video in
:08:12. > :08:15.the first place, but also what to do in the first place. Ask them to
:08:16. > :08:19.delete it. If they are not prepared to do that and they post it online,
:08:20. > :08:25.that's where it's a real concern for us because that then can cause that
:08:26. > :08:29.child or young person to be further exploited or be victimised or
:08:30. > :08:35.bullied. You can contact ChildLine and speak to an NSPCC counsellor who
:08:36. > :08:46.will be able to look at having that image removed.
:08:47. > :08:48.They believe education is key to make young people
:08:49. > :08:51.realise what they should and shouldn't share.
