:00:53. > :00:55.in Jersey's water by a third in the next five years.
:00:56. > :00:58.A report into the quality of water has found the island has some
:00:59. > :01:01.of the highest levels of nitrate in the whole of Europe
:01:02. > :01:03.which is contributing to the problem of sea lettuce.
:01:04. > :01:12.You have to be brave to dip a toe in this!
:01:13. > :01:14.Smelly, slimy sea lettuce blooming in St Aubin's Bay has become
:01:15. > :01:18.an unwelcome visitor in Jersey, year after year.
:01:19. > :01:22.It's mainly caused by waste from Bellozanne Sewage Treatment Works
:01:23. > :01:24.and nitrates in farming sprays and fertilisers, running off
:01:25. > :01:26.the land and into sea and other waterways.
:01:27. > :01:28.Now farmers will have to meet strict new targets
:01:29. > :01:31.to reduce nitrates by a third if they want to claim
:01:32. > :01:37.It's going to be challenging but I think we're up to it.
:01:38. > :01:43.There are two ways that we're addressing the issue.
:01:44. > :01:45.Firstly is by placement of fertiliser in the field
:01:46. > :01:48.so we don't spread on any areas where potatoes aren't planted,
:01:49. > :01:51.and then there's a secondary method which is even more precise,
:01:52. > :01:54.where you actually put the nitrogen below the potato in the row,
:01:55. > :01:56.and because it's placed exactly where it's needed, you can reduce
:01:57. > :02:04.The report says there's no risk to health, and Jersey Water
:02:05. > :02:07.says it's safe to drink, although the company can't guarantee
:02:08. > :02:09.it meets drinking water standards for nitrate all the time.
:02:10. > :02:11.The review group wants an officer to oversee
:02:12. > :02:13.the reduction in nitrates, but they're worried the money
:02:14. > :02:20.to pay for one may come from other projects.
:02:21. > :02:26.There is certain money available until 2018.
:02:27. > :02:29.They will need to find more money from somewhere, and I hope it's not
:02:30. > :02:32.from their own existing resources because they are, it seems to us,
:02:33. > :02:35.stretched at times and they need more money from central government
:02:36. > :02:38.to enable this aspect to be carried out.
:02:39. > :02:42.But the minister says funding for other projects will be protected.
:02:43. > :02:44.There is no quick fix for sea lettuce, but it's hoped
:02:45. > :02:47.that if targets are met, this unwelcome guest may
:02:48. > :02:52.Well, earlier I spoke to the Environment Minister,
:02:53. > :02:55.Deputy Steve Luce and asked him about the role of the officer
:02:56. > :02:58.they want to oversee the reduction in nitrates and how
:02:59. > :03:15.Funding is an issue but we know we need an officer to look after the
:03:16. > :03:18.countryside and liaise with farmers about the and your plans and
:03:19. > :03:24.satellite plans. We know we need to find the money for that post and I
:03:25. > :03:28.will be talking to Jersey water and environment officers and the
:03:29. > :03:31.industry about how we do that, but the review certainly says we need an
:03:32. > :03:35.officer and we know we need that officer and I will be looking to
:03:36. > :03:38.ways to put that officer in place. It sounds like you will get that
:03:39. > :03:45.officer but how much will it cost you? We think between 50 and ?70,000
:03:46. > :03:50.a year and we will have to find that money. This is money that will be
:03:51. > :03:53.well spent because they work the officer will do will hopefully
:03:54. > :03:57.reduce even more the amount of nitrates getting into our streams
:03:58. > :04:01.and reservoirs and it will be more than offset by the costs that would
:04:02. > :04:03.be put on to Jersey water if they had to take the nitrate out before
:04:04. > :04:10.they put it in. To get that money to they put it in. To get that money to
:04:11. > :04:13.fund it will you have to take that money from other resources? I will
:04:14. > :04:20.have a look at my budget and see if I have anything left. We have made
:04:21. > :04:24.many efficiencies over the course, so money is very tight but it is an
:04:25. > :04:27.important post in the fight cannot find the money inside my own
:04:28. > :04:31.department I will be talking to Jersey water to see if they can help
:04:32. > :04:36.but if necessary I will go back to the Treasury to see if I can find
:04:37. > :04:39.some extra money from them, but it is an important post and the review
:04:40. > :04:40.recognises that and we will employ somebody to help us cope with the
:04:41. > :04:41.nitrate problem. Jersey Police have revealed fresh
:04:42. > :04:43.details from their investigation into the death of a woman whose body
:04:44. > :04:47.was found at a house on Victoria Street in
:04:48. > :04:48.St Helier last week. They say 51-year-old Ana Rebelo
:04:49. > :04:51.got home last Monday night around half eight,
