:00:20. > :00:25.unit -- 19-year-old Kirsty. It is very upsetting to know that she may

:00:25. > :00:30.be alive. I am at East Midlands Airport

:00:30. > :00:33.looking at the government's security restrictions on the parcel

:00:33. > :00:38.company UPS. After the last billion pounds

:00:38. > :00:43.contract, it demands for the PM to explain. Absolutely devastating

:00:43. > :00:47.that the city has lost his contract. I am puzzled and bewildered about

:00:47. > :00:57.wide. And an amazing tropical wander

:00:57. > :01:06.

:01:06. > :01:10.Good evening. First, the neglect that contributed to the death of a

:01:10. > :01:13.teenage mental health patients. A A coroner detailed a whole series

:01:13. > :01:17.of failings today by the NHS that played a part in Kirsty Brookes

:01:17. > :01:25.taking her own life. Her father has said that his beautiful daughter

:01:25. > :01:28.had been badly let down. Kirsty Brookes might still be alive

:01:28. > :01:34.today if procedures and protocols had only been followed. She was

:01:34. > :01:37.supposed to be looked after at Leicester's Bradgate Unit but she

:01:37. > :01:42.was not properly supervised. There was poor communication between

:01:42. > :01:46.staff and almost a year to be based in she absconded from the unit and

:01:46. > :01:54.took their own life, it is all very difficult for her family.

:01:54. > :01:58.needed help. She did not quite get the help that she required.

:01:58. > :02:02.coroner outlined a series of failings. She recorded a verdict

:02:02. > :02:06.that Kirsty Brookes took her own life in part due to neglect. She

:02:06. > :02:11.said she was still concerned about staffing levels at the unit and

:02:11. > :02:21.would be writing to the NHS trust involved. All I could have hoped

:02:21. > :02:26.for, that any other family and suffering with a friend or relative

:02:26. > :02:31.will benefit from the outcome of this. Kirsty's family know she got

:02:31. > :02:35.out of the psychiatric unit because of a design flaw on a garden gate.

:02:35. > :02:39.It has now been changed and security fencing increased. Police

:02:39. > :02:44.were alerted when she vanished but the risk was not braided properly.

:02:44. > :02:48.She was found dead near a shopping centre the next day. The NHS says

:02:48. > :02:53.that changes have been made on the ward. It was a brand new unit with

:02:53. > :02:57.only 18 beds. We have bench marked our staffing numbers against

:02:57. > :03:01.national standards. We have introduced matrons. As the coroner

:03:01. > :03:08.has highlighted, we still may have problems in relation to responding

:03:08. > :03:14.to a more immediate needs. We propose to look at that. Kirsty's

:03:14. > :03:24.father paid a moving tribute to his daughters. Beautiful, a gem of a

:03:24. > :03:28.

:03:28. > :03:32.person. Behind, -- kind, considerate. Kirsty's passion was

:03:32. > :03:36.dance and a Leicester studio has been named in her memory.

:03:36. > :03:40.We had in the report that there are concerns about the level of

:03:40. > :03:44.staffing. When will that be addressed? Following the very sad

:03:44. > :03:47.tragedy involving someone so young, you can only imagine what a

:03:47. > :03:52.priority it is to try and sort these things out. I think it will

:03:52. > :03:59.be sorted out. The letter has yet to arrive with the NHS from the

:03:59. > :04:03.coroner. When it comes to staffing, it is when the patient's

:04:03. > :04:08.vulnerability changes that they need to change the staffing levels.

:04:08. > :04:12.That is taking place against pressures within the NHS. I am

:04:12. > :04:16.pretty sure it will be sorted out as soon as possible. Thank you very

:04:16. > :04:20.much. Next, the government has stopped

:04:20. > :04:25.the air freight carrier UPS from screening cargo at some of its

:04:25. > :04:29.sites because it security arrangements are not up to scratch.

:04:29. > :04:33.Last year, the so-called ink cartridge bombs were found at the

:04:33. > :04:38.company's facilities at East Midlands Airport.

:04:38. > :04:42.I stood in this very spot last October during what was an

:04:42. > :04:48.extraordinary security breach. After the police operating on a tip

:04:48. > :04:54.off from the Saudi authorities removed A-bomb from a UPS flight

:04:54. > :04:56.that had landed at East Midlands Airport from start a Department of

:06:17. > :06:27.their security demands and they hope it will be business as normal
