:01:15. > :01:18.programme. First tonight, the convicted murderer who was released

:01:18. > :01:24.to kill again. Andrew Dawson dubbed himself "the Angel of Mercy" after

:01:24. > :01:27.stabbing two neighbours to death. He'd moved into their block of

:01:27. > :01:30.flats in Derby just weeks before. Probation officials insist Dawson

:01:30. > :01:35.was handled correctly and there was no indication he would commit

:01:36. > :01:45.further murders. Simon Hare was at Nottingham Crown Court earlier

:01:46. > :01:46.

:01:46. > :01:49.today when Dawson was sentenced. Good evening.

:01:49. > :01:51.Andrew Dawson was today told by a judge that he'll serve the rest of

:01:51. > :01:55.his life behind bars. He'd previously been released after

:01:55. > :02:02.serving almost 30 for killing a man. Today he admitted two similar cold-

:02:02. > :02:05.blooded murders. Committed while he was out on licence from prison.

:02:05. > :02:09.This was the moment Andrew Dawson was arrested. He'd been traced to

:02:09. > :02:13.Whitehaven in Cumbria. He jumped into the harbour but was eventually

:02:13. > :02:15.pulled from the sea and a taser had to be used for him to be fully

:02:15. > :02:18.restrained. He'd been named by Derbyshire police as the prime

:02:18. > :02:21.suspect in the murder of his neighbour, 66 year old Dave

:02:21. > :02:24.Matthews. Just hours after Dawson's arrest, police discovered the body

:02:24. > :02:28.of a second man 58 year old, Paul Hancock, who'd been filmed by a

:02:28. > :02:31.shop's security camera on the day he died. Both were found in the

:02:31. > :02:35.bath at their separate flats at Waterford Drive in Chaddesden in

:02:35. > :02:39.Derby last July. They'd been repeatedly stabbed. Andrew Dawson

:02:39. > :02:42.had only moved into the same building just weeks beforehand.

:02:42. > :02:51.Today he went on trial after denying murder, but changed his

:02:51. > :02:56.pleas to guilty after hearing details of the case against him.

:02:56. > :03:00.is a very evil man. He planned both of these murders. And he had

:03:00. > :03:04.planned to escape from the police. He certainly made a lot of attempts

:03:04. > :03:06.to destroy forensic evidence. Dawson's flat police discovered a

:03:06. > :03:10.notebook which bore the impression of a letter he'd written confessing

:03:10. > :03:13.to one of the killings and signed "Yours, the Angel of Mercy". As a

:03:13. > :03:16.teenager, Dawson was given a life sentence in 1982 after admitting

:03:16. > :03:22.the murder of an elderly man in his flat at Ormskirk in Lancashire,

:03:22. > :03:24.where Dawson's originally from. He'd been released on licence from

:03:24. > :03:34.Sudbury Prison in 1999, but was subsequently recalled to Nottingham

:03:34. > :03:36.

:03:36. > :03:40.Prison three times. We always knew he was difficult. But there was

:03:40. > :03:44.nothing in all of the years to indicate the things we heard in

:03:44. > :03:46.court that he was planning to kill again. If When Dawson was arrested

:03:46. > :03:50.he was armed with seven kitchen knives. He told psychiatrists he

:03:50. > :03:53.felt driven to kill both men as he feared he was about to be recalled

:03:53. > :03:56.to jail again for assaulting a previous landlord.

:03:56. > :04:00.A final report into how Dawson was handled is due to be submitted on

:04:00. > :04:05.Wednesday. It's expected to conclude all correct procedures

:04:05. > :04:08.were followed. We heard that he later confessed to wanting to kill

:04:08. > :04:11.someone at Markeaton Park in 2007 after being arrested But for the

:04:11. > :04:20.families of Dave Matthews and Paul Hancock, several questions remain

:04:20. > :04:22.and Dawson's full life sentence has come too late.

:04:22. > :04:25.The Department for Transport today dismissed claims that it could

:04:25. > :04:31.after all reopen a multi-million pound rail contract in favour of

:04:31. > :04:33.the Derby-based train maker Bombardier. Documents leaked to a

:04:33. > :04:43.national newspaper appeared to contradict the Prime Minister's

:04:43. > :04:44.

:04:44. > :04:47.claims that his hands were tied on the issue.

:04:47. > :04:50.The Prime Minister in South Africa today on a trade mission. Absent is

:04:50. > :04:53.Colin Walton, the boss of Derby- based Bombardier. Although invited

:04:53. > :04:56.to accompany the Prime Minister, he dropped out after a call from

:04:56. > :05:02.Downing Street at the weekend. Could Bombardier's anger over

:05:02. > :05:05.losing a government rail contract be the reason? Maybe this is

:05:05. > :05:07.another reason? Department for Transport documents leaked to the

:05:07. > :05:13.Daily Mirror appear to question David Cameron's assertion that he

:05:13. > :05:16.was powerless to intervene. A clause in the original tender

:05:16. > :05:18.document that awarded the contract to build new carriages for

:05:18. > :05:21.Thameslink to Seimens rather than Bombardier, gives the government an

:05:21. > :05:24.option to reconsider the deal. think they should be looking very

:05:24. > :05:27.hard, particularly in light of the Mirror's article today. They should

:05:27. > :05:32.be look very hard at awarding it to Bombardier because it means so much

:05:32. > :05:34.to the local people. The Department for Transport, in a brief statement,

:05:34. > :05:39.said the clause allowed only minor changes to the original contract

:05:39. > :05:42.awarded to Seimens. But it's further ammunition for Derbyshire

:05:42. > :05:46.MPs when they see the Prime Minister on his return from South

:05:47. > :05:51.Africa. We need some confidence in Derby and if the Prime Minister

:05:51. > :05:55.does a U-turn, it'll be the best U- turn he's ever made. 1400 jobs are

:05:55. > :05:57.to go at Bombardier in Derby. The Thameslink contract and the very

:05:57. > :06:06.future of Britain's last-remaining train makers is now to be

:06:06. > :06:09.investigated by the influential Commons Transport Committee.

:06:27. > :06:32.The twin sister of a woman who was murdered in Australia says she had

:06:32. > :06:35.expressed concern about her safety before her death. Sally Brooks died

:06:35. > :06:42.on the day she was due to return permanently to Nottinghamshire with

:06:42. > :06:45.her three children to begin a new life.

:06:45. > :06:49.This is one of the last photos of Sally Brooks, taken in May visiting

:06:49. > :06:52.her father in Stapleford who's very ill. Sally had decided to return

:06:52. > :06:56.home so that her twin sister Alison could help bring up her three

:06:56. > :06:59.children. For two and a half years she'd struggled as a single parent

:06:59. > :07:04.and full time IT consultant having been married for ten years in

:07:04. > :07:07.Australia. On July 1st, the alarm was raised when she failed to pick

:07:07. > :07:16.up her children from school. She was found at her Melbourne home

:07:16. > :07:20.with serious head injuries and died ten days later. I thought the last

:07:20. > :07:23.of my twin sister was more than I could bear. But it was nothing

:07:23. > :07:29.compared to seeing the faces of her children when they were told by the

:07:29. > :07:33.police she had been deliberately hurt. Worse was to come when we saw

:07:33. > :07:37.the three children crying hysterically by her bedside, trying

:07:37. > :07:41.to wake her up. We know the meaning of heartbreak.

:07:41. > :07:48.The family home was already sold and 48 year old Sally was selling

:07:48. > :07:52.other household items via the internet. We're hoping to find

:07:52. > :07:56.information from anyone who might have been in sales with the victim,

:07:56. > :07:58.that might help with information as to who has done this.

:07:58. > :08:01.During a news conference Alison said her sister had expressed

:08:01. > :08:10.concerns about her safety and was asked how the childrens' father had

:08:10. > :08:12.taken the news that she was returning to England. It was

:08:13. > :08:15.eventually consented to after some difficulties.

:08:15. > :08:18.Sally was described as an exceptional mother who lived for

:08:18. > :08:22.her children. Her twin said she would forever be half instead of

:08:22. > :08:27.whole. The family of a man who was killed

:08:27. > :08:29.by a lorry driver say a special lens could have saved his life.

:08:29. > :08:34.Michael Matthews from Burbage in Leicestershire died last year in a

:08:34. > :08:38.crash on the M1. His wife was severely injured. His family say

:08:38. > :08:43.the lorry driver couldn't see their car because of a blind spot as the

:08:43. > :08:53.HGV was left-hand drive. Michael's widow spoke to our reporter, Helen

:08:53. > :08:53.

:08:53. > :09:03.Astle. We had been together since I was 18

:09:03. > :09:06.and I married when I was 19. He was just my best friend. Pat Matthews

:09:06. > :09:10.talking about her husband, Michael. Last year they were making their

:09:10. > :09:15.way home on the motorway when a left-hand drive lorry pulled into

:09:15. > :09:20.the path of their car. Michael lost his life and Pat says she has been

:09:20. > :09:23.given a life sentence for what has happened. A lorry driver, the

:09:24. > :09:28.Czechs as Backley and national spend the next six months of his

:09:28. > :09:34.life in prison after pleading guilty to causing death by driving

:09:34. > :09:39.without due care and attention. dad was sideswipe, hit on the rear

:09:39. > :09:44.bumper which spun the car around. The car spun several times and hit

:09:44. > :09:49.the Embankment and it flipped the car over and landed on the roof.

:09:49. > :09:53.The this was a left-hand drive a lorry, my steering wheel would be

:09:53. > :09:57.here and my blind-spot would be over there and that is the problem.

:09:57. > :10:04.Looking in that mirror, anyone driving along the right hands side

:10:04. > :10:11.of the lorry, cannot be seen. In 2009, 18 people were killed by

:10:11. > :10:17.foreign left hand lorries. That is one death every few weeks. The

:10:17. > :10:21.family is launching a campaign to make it legal for all left hand

:10:21. > :10:25.drive lorries to be fitted with a special lens which reduces the

:10:25. > :10:30.blind-spot. If it saved somebody else's life, then we would be very

:10:30. > :10:34.grateful. Something has got to be done. We cannot bring my father

:10:34. > :10:38.back, but what we would like to highlight is the prevention of

:10:38. > :10:43.other families having to go through what we have suffered. The family

:10:43. > :10:47.is writing to the Prime Minister to highlight their campaign. Pat is

:10:47. > :10:51.waiting for possible further surgery but says she will never

:10:51. > :10:55.recover from what has happened. More former residents of a

:10:55. > :10:58.children's home are to take legal action against two councils. 21

:10:58. > :11:03.people now claim they were victims of physical and sexual abuse by

:11:03. > :11:06.staff while they were at Beechwood Children's Home. The property on

:11:06. > :11:09.Woodborough Road in Nottingham was owned and operated by the county

:11:09. > :11:15.council up until 1998, when ownership transferred to the city

:11:15. > :11:19.council. It was closed in 2006. The Government's announced that RAF

:11:19. > :11:23.Cottesmore at Oakham is to be turned into an Army base. It was

:11:23. > :11:26.the home of the Harrier aircraft until last year. Since March it's

:11:26. > :11:30.been a satellite base to RAF Wittering near Stamford and it was

:11:30. > :11:38.due to close next year. Now the Defence Secretary says after 2015

:11:38. > :11:42.Cottesmore will house a major new army unit.

:11:42. > :11:45.Police in Derby are hoping to speak to the victim of a stabbing later.

:11:45. > :11:49.The 35 year old was attacked on Stanton Street in Normanton early

:11:49. > :11:55.on Saturday morning. Officers say it looks like he was trying to

:11:55. > :11:58.break up an argument. Police in Leicester were today

:11:58. > :12:01.targeting cyclists who ride in pedestrian areas of the city.

:12:01. > :12:11.Officers were in the New Walk area advising and encouraging cyclists

:12:11. > :12:12.

:12:12. > :12:15.to use different routes, as Paul Bradshaw reports.

:12:15. > :12:21.Can I stop you a moment? There's been a ban on cycling along

:12:21. > :12:25.New Walk for many years. And today Police were enforcing the bye-law.

:12:25. > :12:28.We are trying to let people know why we're here and to think from a

:12:28. > :12:36.different perspective. To some cyclists, the restrictions seemed

:12:36. > :12:41.unfair. I understand they have to police this so people can use it as

:12:41. > :12:47.a pedestrian area but in other places they have cycle paths. But

:12:47. > :12:50.lots of people agreed something has to be done. It is long overdue.

:12:50. > :12:55.Some come down at a reasonable speed but sometimes you have to

:12:55. > :12:59.jump out of the way. Quite a few pedestrians walk a bit so you can

:12:59. > :13:06.understand where they come from. Become down here 20 miles an hour

:13:06. > :13:10.it seems and it's obvious it is will accident waiting to happen.

:13:10. > :13:12.At the end of the day the message to cyclists was clear - on your

:13:12. > :13:14.bike! They divide communities - to some

:13:14. > :13:18.beautiful, others a blot on the landscape. But one thing looks

:13:18. > :13:21.certain - there will be more wind turbines in our region in years to

:13:21. > :13:24.come. The government wants to produce 15% of UK energy from

:13:24. > :13:30.renewable methods by 2020. At the moment it says only 3% of our

:13:30. > :13:32.energy is generated this way. Well, in the first of a new series, Simon

:13:32. > :13:42.Ward was given access to Leicestershire's first commercial

:13:42. > :13:44.

:13:44. > :13:50.wind farm. Harnessing the power of nature is

:13:50. > :13:56.not new, but a modern wind farm and turbine industry is in comparison

:13:56. > :13:58.to this old windmill. But opinions are divided on the issue - should

:13:58. > :14:02.refund them to benefit the environment? Or, are they a waste

:14:02. > :14:08.of money and a blot on the landscape. Their numbers are

:14:08. > :14:12.increasing across the East Midlands. This is the low spinning wind farm

:14:12. > :14:16.near Gilmorton, Ashby magnet and Donson batters. It is the first in

:14:16. > :14:20.the county and is due to be operational this summer. Graham

:14:20. > :14:25.Jordan lives about 2.5 miles away and is convinced about the benefits

:14:25. > :14:29.of the wind farm. I didn't find it difficult to become a supporter

:14:29. > :14:36.because the people against it made such strong claims that were

:14:36. > :14:40.clearly, they were myths and lies. Scientifically they are in

:14:40. > :14:44.experienced. I know the science, that is why I took exception to it.

:14:44. > :14:48.They put a poster outside my house and told me five miles from the

:14:48. > :14:55.site, the whole area would be devastated. That is a very strong

:14:55. > :15:00.term. The Blades are 125 metres high. The company behind the

:15:00. > :15:04.project claims it will provide electricity for 5,000 homes.

:15:04. > :15:09.Platforms block the view inside but this ladder reaches 80 metres up.

:15:10. > :15:13.An escape plan shows a technician could throw themselves out when an

:15:14. > :15:18.abseil type system in an emergency. Local environmentalists have been

:15:18. > :15:22.keeping an eye on the development of this Leicestershire wind farm.

:15:22. > :15:27.It is the way forward. Obviously they cost money to construct, but

:15:27. > :15:32.in contrast to conventional power stations and installations, the

:15:32. > :15:37.wind is free. It is inexhaustible, so it is an no-brainer.

:15:37. > :15:42.everyone agrees. Local opponents failed to stop planning permission

:15:42. > :15:46.being granted and they are still worried. You will read 12 things

:15:46. > :15:52.and six of them will say there won't be any problems. You read

:15:52. > :15:55.another six, No It's one not be fine it will be horrendous. Until

:15:55. > :15:59.it is operational, you are living with a constant uncertainty.

:15:59. > :16:03.Opponents say they are concerned about the health effects of noise

:16:03. > :16:09.and so called flicker, when light comes through the turbines at

:16:09. > :16:12.sunrise and sunset. We continue to campaign against them. At the

:16:12. > :16:17.moment we are carrying out a health survey within the community to find

:16:17. > :16:20.out how well the community is now and we were repeated in the year to

:16:20. > :16:27.find out the detrimental effect the turbines have had on the health of

:16:27. > :16:29.the community. In terms of bigger wind turbines, figures show there

:16:29. > :16:35.are 13 Bills and operating in the region. But the scene is changing,

:16:35. > :16:39.with 22 more large turbines given approval and many planning

:16:39. > :16:45.applications in the pipeline. With the benefit of real experience, how

:16:45. > :16:48.do people opposed to wind farms feel after some time? This is

:16:48. > :16:52.Nottinghamshire, it went into operation towards the end of last

:16:52. > :16:59.summer. This man and his wife can see it from their front garden and

:16:59. > :17:05.say the turbines can occasionally be heard at night. I believe at a

:17:05. > :17:10.125 metres from bottom to the top. I think myself overlooking the

:17:10. > :17:16.village, further back they would have been better. But this lady

:17:16. > :17:19.lives even closer to the turbines. I always think they can't build

:17:19. > :17:24.underneath it and it preserves the countryside in that respect. I

:17:24. > :17:31.cannot hear anything and the trees around me obscure a lot of them

:17:31. > :17:35.anyway, although I can see them from to spring's aspects. --

:17:35. > :17:39.different aspects. There is no perfect solution for energy at the

:17:39. > :17:44.moment. Fossil fuel have their problems at the moment and wind

:17:44. > :17:47.farms cannot give us everything. The battles will rage on but with

:17:48. > :17:52.more wing turbines being given approval they are increasing

:17:52. > :17:55.presence on our landscape. And tomorrow, we'll be talking to a

:17:55. > :17:59.company which has designed a new type of off-shore wind turbine

:17:59. > :18:09.system. It says it could double the amount of power generated by

:18:09. > :18:12.

:18:12. > :18:18.existing off-shore wind farms. We have a wind of a new signing at
