:01:13. > :01:16.programme. First tonight, the father and son who conned the

:01:16. > :01:19.elderly in a mobility scooter scam. Trading Standards officers believe

:01:19. > :01:26.Shane and Lawrence Johnson from Kegworth could have made as much as

:01:26. > :01:29.�100,000 from their dodgy dealings. They lived the high life -

:01:29. > :01:32.including driving luxury sports cars. Tonight, the Johnsons are

:01:32. > :01:40.starting a prison sentence after a judge described what they'd done as

:01:40. > :01:43.a disgrace. Mike O'Sullivan has this report. Father and son Shane

:01:43. > :01:51.and Lawrence Johnson arrving at Nottingham Crown Court. They'd

:01:51. > :01:54.already pleaded guilty to a string of consumer protection offences.

:01:54. > :01:57.Would you like to apologise? Two of the companies the Johnsons were

:01:57. > :02:01.involved in. This woman's 86 year- old dad was targeted twice in

:02:01. > :02:06.Nottingham, overcharged for two mobility scooters. The second time

:02:06. > :02:10.after they'd been arrested. I don't believe have their clients' best

:02:10. > :02:16.interests at heart, they are totally motivated by money and

:02:16. > :02:20.nothing else, which makes them very hard as people. Off camera, they

:02:20. > :02:24.told me they were sorry and wanted to stay in business to repay the

:02:24. > :02:28.victims and that included the disabled and amputees. They told

:02:28. > :02:31.that to the judge as well but he said they were not fit and proper

:02:31. > :02:34.people to be involved in any business involving the vulnerable

:02:34. > :02:42.and he jailed them for 12 months. The Johnsons set up Nottingham

:02:42. > :02:46.Mobility in 2008 based at Ruddington in Nottinghamshire.

:02:46. > :02:49.Shane Johnson later started another company based at his home and

:02:49. > :02:53.Kegworth. Trading Standards officers have uncovered 27 victims

:02:53. > :03:01.involving more than �30,000, but say this could be the tip of the

:03:01. > :03:03.iceberg. They were taking money from ability eight and were not

:03:04. > :03:08.supplying or they were overcharging or in some cases persuading people

:03:08. > :03:11.to buy things they did not really need. Sometimes supplying them

:03:11. > :03:14.several times with the same thing in a short period. Reputable

:03:14. > :03:20.traders have also been appalled and have backed calls for more

:03:20. > :03:24.regulation. We are dealing with the vulnerable and elderly in our

:03:24. > :03:27.market place and they come to us nine out of 10 times in some sort

:03:27. > :03:30.of distress so they want help and the last thing people should be

:03:31. > :03:36.doing is taking advantage of them. Jac O'Brien left the court saying

:03:36. > :03:41.she was delighted and relieved that the Johnsons had been sent down.

:03:41. > :03:47.She hoped it delivered a clear message to unscrupulous dealers. In

:03:47. > :03:54.our Leicester studio is Troy Young from Age Concern. You have had the

:03:54. > :03:58.details, sadly, this thing isn't unusual? It isn't. I must admit, I

:03:58. > :04:02.was shocked and disgusted when I heard about the scale of this. And

:04:02. > :04:08.my heart goes out to the victims. Do you think we can never beat

:04:08. > :04:11.people like the Johnsons, who prey on the elderly and vulnerable?

:04:11. > :04:17.sort of thing is completely avoidable. At the end of the day,

:04:17. > :04:21.people need to avoid buying the sort of equipment from cold colours,

:04:22. > :04:25.there was never any need to do that. Also, do not feel pressurised by

:04:25. > :04:30.hard-selling tactics, get several quotes and take your time and shop

:04:30. > :04:33.around. You mentioned a few things but is there anything else that

:04:33. > :04:38.elderly people should be thinking about to be found themselves being

:04:38. > :04:43.called? There are plenty of reputable dealers out there, and

:04:43. > :04:47.suppliers, as the report said. They can come to organisations like

:04:47. > :04:51.ourselves, Age Concern, for help or speak to the local council, there

:04:51. > :04:54.is no need for them to struggle but the sort of decision On the Run.

:04:54. > :04:57.am sure families and friends of the elderly are thinking about what

:04:57. > :05:02.they could do to make sure their friends and relatives are not

:05:02. > :05:06.caught out in this way, is there any advice? And sure families want

:05:06. > :05:08.to help and nowadays younger members of the family might be able

:05:08. > :05:14.to assist with things like searching for information on the

:05:14. > :05:21.internet. Older people should not feel reluctant to approach families

:05:21. > :05:24.for assistance in this important matter. Thank you. A police hunt is

:05:24. > :05:30.underway this evening after a security guard was shot and wounded

:05:30. > :05:38.in an attempted robbery outside a supermarket in Eastwood. James

:05:38. > :05:44.Roberson is there. What has happened? This normally busy road

:05:44. > :05:50.is sealed off. After the attack on a security guard at this Tesco

:05:50. > :05:58.Express between Eastwood and Kimberly. It happened between

:05:58. > :06:01.1:25pm and the skippers attacked along Edward Road. A security van

:06:01. > :06:05.arrived for a routine of restocking of the cash machine outside and one

:06:06. > :06:09.of the guards was jumped by the attackers, one of them shot 10,

:06:09. > :06:13.several times to the leg and the injured guard was given first aid

:06:13. > :06:17.and taken to hospital for further treatment. Forensic checks were

:06:17. > :06:20.continuing at the scene tonight, which became something of a

:06:20. > :06:26.curiosity to locals earlier. The police are still interviewing

:06:26. > :06:30.people nearby when the attack took place. We have identified a number

:06:30. > :06:35.of witnesses. We will be speaking to them individually and taking

:06:35. > :06:40.accounts from them and were necessary statements. There will be

:06:40. > :06:45.additional uniformed patrols in the area, those are senior officers

:06:45. > :06:51.attached to this and an incident room has been set up and manned by

:06:51. > :06:54.experienced detectives. Group 4 security have confirmed this

:06:55. > :06:57.evening that their security guard was shot just above the knee cap

:06:58. > :07:01.and he is in the Queen's Medical Centre but his injuries are not

:07:01. > :07:05.life-threatening. The police are still looking for three men who did

:07:05. > :07:09.not get away with any money but did get away in a black vehicle, we're

:07:09. > :07:12.not sure what sort. The police are still keen to talk to anybody who

:07:12. > :07:16.might have seen this incident and they would like them to contact

:07:16. > :07:23.either Nottinghamshire police or, if they wish, anonymously on crime

:07:41. > :07:43.Carnaby Street. -- Leicester students. A man has been remanded

:07:44. > :07:46.in custody after appearing in court accused of attempting to rape a

:07:46. > :07:49.child. Officers were called to woodland in Rainworth on Wednesday

:07:49. > :07:52.afternoon following reports of an attack on a ten year-old boy. Shaun

:07:52. > :08:01.Tudor, who's 43 and formerly of the West Midlands, has been charged

:08:01. > :08:04.with the attempted rape and sexual touching of a child aged under 13.

:08:04. > :08:07.Derby City Council has stepped in after reports of problems with body

:08:07. > :08:10.piercings. The Health Protection Agency linked a number of cases of

:08:10. > :08:14.infected piercings to a single business in the city. Derby City

:08:14. > :08:20.Council is investigating. The firm, which hasn't been named publicly,

:08:20. > :08:22.has been advised about its hygiene practices. An influential report

:08:22. > :08:28.has revealed that Nottinghamshire police don't have enough non-

:08:28. > :08:31.frontline staff to replace the number of officers it plans to cut.

:08:31. > :08:34.The findings by Her Majesty's Inspectorate of Constabulary have

:08:34. > :08:41.raised concerns about the impact on levels of crime. Quentin Rayner has

:08:41. > :08:44.more details. This report by Her Majesty's Inspectorate of

:08:44. > :08:50.Constabulary into all 43 forces is acknowledged to be the most

:08:50. > :08:53.authoritative study so far into the effect of the budget cuts. HMIC has

:08:53. > :08:56.established that between March 2010 and March 2015, the Derbyshire

:08:56. > :08:59.force proposes to lose 149 officers, Leicestershire expects to see a

:08:59. > :09:09.drop of 214 officers but the biggest fall is likely to be in

:09:09. > :09:10.

:09:10. > :09:14.Nottinghamshire, with 455 posts going. The force has to find

:09:14. > :09:17.savings of �46 million over the next four years. But the HMIC has

:09:17. > :09:26.calculated that it doesn't have enough non-frontline officers to

:09:26. > :09:31.redeploy to plug the gap. Chief constables are in an impossible

:09:31. > :09:35.situation to meet the budget reductions. The HMI see report has

:09:35. > :09:39.also said that if you reduce numbers by more than 10%, which

:09:39. > :09:43.will happen in Nottinghamshire as indeed elsewhere, there is a risk

:09:43. > :09:46.of crime going up by 3%. In a statement, Nottinghamshire Police

:09:46. > :09:51.said: We do not underestimate how very difficult it will be to

:09:51. > :09:54.further reduce crime in the coming years. Nottinghamshire is facing

:09:54. > :09:58.the fourth highest budget cut and to achieve all our ambitious plans

:09:58. > :10:01.with ever shrinking budgets will be a major challenge. The Home

:10:01. > :10:03.Secretary, Theresa May, insists that it is possible for the police

:10:03. > :10:08.to make significant budget cuts without affecting frontline

:10:08. > :10:15.policing by reducing bureaucracy and backroom functions. It's a view

:10:15. > :10:19.not shared at grassroots. There are plenty of other areas of government

:10:19. > :10:23.that you can find these savings and. The first duty of any government is

:10:23. > :10:28.to protect citizens and if you cut the people out of the police

:10:28. > :10:30.service, you will be in danger of putting that at serious risk.

:10:30. > :10:35.government says the emphasis must be on deployment and visibility.

:10:36. > :10:38.But Labour is calling for the police budgets to be renegotiated.

:10:38. > :10:43.Thousands of people are dying everyday in the worst drought in

:10:43. > :10:47.Somalia for 60 years. And now communities across the East

:10:47. > :10:50.Midlands are trying to help. Paul Bradshaw has been to the St

:10:50. > :10:58.Matthews area in Leicester, where they're raising money for those

:10:58. > :11:01.affected. Shocking images of children who are dying. What's

:11:01. > :11:06.happening in Somalia might be far away but it's affecting thousands

:11:06. > :11:11.of people in the East Midlands. Take Fatima. She works in a

:11:11. > :11:21.restaurant in Leicester. Every month she sends money back to her

:11:21. > :11:21.

:11:21. > :11:26.relatives in Somalia. She says her customers feel bad for eating.

:11:26. > :11:31.sit down and it's nice food and people are dead because of having

:11:31. > :11:36.no fit. In this mosque, people are, to pray, asking for help for family

:11:36. > :11:46.and friends thousands of miles away. They are starving. If the rain does

:11:46. > :11:47.

:11:47. > :11:51.not, in a very short time, life will be very difficult. They are

:11:51. > :11:58.like, we are suffering here, and we're doing our best. If I have any

:11:58. > :12:05.money, I send it straight away. They don't have food, they don't

:12:09. > :12:15.the streets. Because of hunger. Members of the Somali community on

:12:15. > :12:18.Leicester's St Matthews estate are now raising money to try and help.

:12:27. > :12:34.speak to you because of the tragedy? Some people may be help

:12:34. > :12:43.one month's worth of food or water and some people, for example, if

:12:43. > :12:47.they find a kilo of meat, people cannot it to cook it. There's a

:12:47. > :12:56.saying in Somalia. Use your feet to escape drought. Today, the message

:13:22. > :13:32.authorities say people are to blame because they feed them, leading to

:13:36. > :13:43.because their population has become unnaturally high. The authorities

:13:43. > :13:47.say it is because humans have made their population so high. We have

:13:47. > :13:55.got bread, chapatis, scorns. This is what we find on a daily basis

:13:55. > :13:59.here. We have got a pile of rice, and also some chicken. A pile of

:13:59. > :14:06.chips as well with pieces of bread. The pigeons do not eat this, they

:14:06. > :14:12.do not eat chicken. In the last nine months, Mohammed has fined 13

:14:12. > :14:16.people for feeding pigeons large amounts of food. �80 fines under

:14:16. > :14:21.the litter laws. Today was the first of four and roadshows warning
