:01:03. > :01:07.Welcome to Thursday's programme. It has emerged that Siemens, the

:01:07. > :01:12.German multinational which built on Bayadere to a lucrative rail

:01:12. > :01:16.contract, has a track record of corruption. In the recent past, the

:01:16. > :01:19.firm has been fined hundreds of millions of pounds over slush funds

:01:19. > :01:25.and illegal payments but does that mean they could now lose the

:01:25. > :01:31.Thameslink deal. Apparently not. Our own government says rules aimed

:01:31. > :01:39.at punishing corrupt craps is do not apply and Siemens insist they

:01:39. > :01:45.have cleaned up their act. The 1,400 job losses were announced

:01:45. > :01:50.here on July this and 23 days on, it has been a long hot summer for

:01:50. > :01:53.Department of Transport officials. Today more heat, questions over

:01:53. > :01:57.whether they considered Siemens previous corruption cases,

:01:57. > :02:02.something that has to be done under regulations before handing the

:02:02. > :02:06.company that rail contract. Supporters of on the day - they

:02:06. > :02:10.have always questioned the value for money reason given by the

:02:10. > :02:15.Government when Siemens won the �1.4 billion Thameslink contract.

:02:15. > :02:19.After that, Bombardier announced 1,400 job losses in Derby. Now

:02:19. > :02:24.questions have been raised about whether Siemens track record of

:02:24. > :02:28.corruption cases was probably considered by UK officials.

:02:28. > :02:33.Requirement over EU regulations. looks as if there might be a

:02:33. > :02:37.question whether the government properly checked Siemens history

:02:37. > :02:42.and how they have overcome allegations and convictions for

:02:42. > :02:49.corruption and bribery. European law which governs procurement

:02:49. > :02:54.requires them to check, to make sure that people are clean. In 2007,

:02:54. > :03:01.there was a 200 million euros fine for Siemens in Germany over bribery

:03:01. > :03:07.of by his former telecoms division. In 2008, a 523 million pound fine

:03:07. > :03:12.in the US over a slush fund to win overseas contracts. The same year,

:03:12. > :03:17.a 354 million pound fine in Germany amid claims former board members

:03:17. > :03:21.did not fulfil supervisory roles. An MP who has been campaigning for

:03:21. > :03:28.Bombardier says the latest twist means the whole contract needs to

:03:28. > :03:33.be reconsidered by the government. We found out about the lightweight

:03:33. > :03:36.bogey that did not come up. These issues with Symonds having been

:03:36. > :03:40.found guilty of corruption in various countries around the world

:03:40. > :03:48.have turned up. This shows the whole procurement process was

:03:48. > :03:52.weaker. The company that it -- beat Bombardier to that contract has a

:03:52. > :03:56.track record of corruption cases but our department for Transport

:03:56. > :04:06.says that makes no difference to their winning bid. In a statement,

:04:06. > :04:23.

:04:23. > :04:28.MPs are expected to examine the details of the contract at a select

:04:28. > :04:32.committee hearing in September. We have been speaking to Siemens

:04:32. > :04:36.and they seem keen to emphasise their strong links to the UK and

:04:36. > :04:43.East Midlands? That is right. They say they have changed their

:04:43. > :04:47.leadership culture at the top. They had been in the UK for 168 years

:04:47. > :04:52.and they employed 16,000 people in the UK, 50 % of them in

:04:52. > :04:58.manufacturing and engineering. They say in the East Midlands, there are

:04:58. > :05:04.170 people working on rail and signalling, 200 at Siemens and

:05:04. > :05:09.metering in Nottingham and 40 at a site in Derby. Thank you.

:05:09. > :05:13.The company that closed one of its private hospitals after horrifying

:05:13. > :05:18.allegations of abuse has been told there are now serious concerns

:05:18. > :05:23.about two of its centres in the East Midlands. The Care Quality

:05:23. > :05:28.Commission investigated after a secret filming by the BBC showed

:05:28. > :05:33.residents being repeatedly taunted, pin-down and slapped at Winterborne

:05:33. > :05:39.View. Castlebeck, which run the hospitals, has been told it is to

:05:39. > :05:47.carry out improvements. Our health correspondent is here. I gather the

:05:47. > :05:52.commission has serious concerns about four centres. Let's be clear,

:05:52. > :05:54.it is nothing on the scale of what we have heard from Bristol

:05:54. > :06:00.according to the Care Quality Commission, but if we look at these

:06:00. > :06:04.homes in the East Midlands, the first one here in idyllic

:06:04. > :06:08.surroundings. This is Cedar Vale, and they found conditions inside

:06:08. > :06:13.this home far from ideal. The Care Quality Commission as a whole

:06:13. > :06:19.series of issues. These places deal with people with learning

:06:19. > :06:25.difficulties. This is Croxon Lodge the other place that they have been

:06:25. > :06:32.singled out. Do we know what problems have been uncovered?

:06:32. > :06:37.Some of the concerns at a corporate level include lack of training,

:06:37. > :06:43.inadequate staffing, and poor care palling. And then if we look at

:06:43. > :06:47.each home in turn, Cedar Vale, they found that patients did not

:06:47. > :06:53.experience saved care and another of the findings was inconsistent

:06:53. > :06:57.monitoring of the quality of care. This from an inspection back in

:06:57. > :07:01.June. Turning to the other home, care plans were inadequate and

:07:01. > :07:04.health and welfare needs were not being met by sufficient numbers of

:07:04. > :07:09.appropriate staff. A whole catalogue of problems that have

:07:09. > :07:13.been uncovered. What have Castlebeck had to say? Tonight they

:07:13. > :07:18.have insisted that they are determined to put things right. We

:07:18. > :07:21.have been talking to the man at the top. We have tried to address them

:07:21. > :07:25.and the report makes some acknowledgement that progress has

:07:25. > :07:31.been made. Clearly that progress has not continued and the need to

:07:31. > :07:34.revisit that. I have had people they're looking at that and we will

:07:34. > :07:40.resolve that. I have no problem and no concerns that we will not result

:07:40. > :07:45.that. There has been reaction from two other organisations tonight.

:07:45. > :07:48.Yes, the nursing and midwifery council has been investigating why

:07:48. > :07:52.some people did not blow the whistle and police have confirmed

:07:52. > :07:56.they had been called to the home in Melton Mowbray because of

:07:56. > :08:00.disturbances between residents. One nurse has been suspended because of

:08:00. > :08:08.an allegation of alleged assault and that is being investigated as

:08:33. > :08:38.have been seized from criminals across the region. Organised gang

:08:38. > :08:41.crime costs billions of pounds every year. The police hope that by

:08:41. > :08:46.adopting a tough approach, it will take the money out of the crime and

:08:46. > :08:51.reduce the cost of -- to the tax payer.

:08:52. > :08:57.They say crime does not pay, but this board certainly cost a lot.

:08:57. > :09:02.Now it is in the hands of police. I cannot tell you where this disused

:09:02. > :09:06.warehouses for security reasons, but it is time to these Rolex

:09:44. > :09:49.it easier for the police to confiscate the proceeds of crime.

:09:49. > :09:53.Crimes that are becoming ever more sophisticated. Criminals are

:09:54. > :09:59.manipulating all sorts of systems, there are moving into mortgage for,

:09:59. > :10:02.corporate fraud, identity fraud. They are using the internet

:10:02. > :10:07.extensively because it is a global system and they can communicate

:10:07. > :10:12.with criminals abroad. These cars will be sold legitimately to the

:10:12. > :10:19.highest bidder, mean life, the police are keen to stress if there

:10:19. > :10:24.is too much billing, give us a ring. Other stories and a 26-year-old man

:10:24. > :10:30.has been arrested over the murder of a young mother. The body of
