:00:16. > :00:18.people have appeared at Nottingham magistrates' court today, the

:00:19. > :00:24.youngest an 11 year-old girl who has pleaded guilty to criminal

:00:24. > :00:29.damage. Also, a wall of shame, the rioters wanted by police to face up

:00:29. > :00:33.for their crimes. And after the extraordinary disturbances in the

:00:33. > :00:40.East Midlands, MPs tell the Prime Minister what is needed now to stop

:00:41. > :00:47.this happening again. In other news, the man who lost his

:00:48. > :00:52.wife, and the thieves who stole their jewellery. They are my

:00:52. > :01:02.precious memories from the last two years of our marriage. It is

:01:02. > :01:07.

:01:07. > :01:10.Good evening and welcome to Thursday's programme. First tonight

:01:10. > :01:11.it's been a day when reality caught it's been a day when reality caught

:01:11. > :01:16.up with the rioters, when they appeared in court to face the

:01:16. > :01:19.consequences. Among them, an 11 year-old girl, who admitted going

:01:19. > :01:23.out with a gang of up to thirty youths in Nottingham who were

:01:23. > :01:28.throwing missiles and damaging buildings. The city's magistrates

:01:28. > :01:38.court is still dealing with dozens of people accused of being involved.

:01:38. > :01:43.

:01:43. > :01:51.Our reporter is there. They are struggling to press the court is

:01:51. > :01:57.still sitting here in Nottingham. A total of 502 people have been now

:01:57. > :02:02.arrested. 61 of them have now been charged. The police have told us

:02:02. > :02:07.that they had charged 15 people with that firebombing incident at

:02:07. > :02:11.the police station on Tuesday night. The charges include arson with

:02:11. > :02:16.intent, and a violent disorder. Many of the people who have been

:02:16. > :02:25.caught up in this, and who have appeared here at the magistrates'

:02:25. > :02:31.court our children. Beyond this one of them was 11-year-old.

:02:31. > :02:34.11-year-old and part of this mayhem. We cannot identify the girl. She

:02:34. > :02:42.appeared that Nottingham magistrates' court after two nights

:02:42. > :02:48.in the cells. She pleaded guilty to two charges, -- criminal damage,

:02:48. > :02:52.and attempted criminal damage. She was part of a 30 strong a gang who

:02:52. > :02:57.threw missiles and caused the damage. The judge asked her what

:02:57. > :03:03.she thought about getting caught up in this. She said she was being a

:03:03. > :03:09.don, she said she would join in. She said she did not know how

:03:09. > :03:14.serious this was. As she was referred to a youth attending a

:03:14. > :03:21.panel, others took their turn in the dock. They were distinctive in

:03:21. > :03:28.their police issued jogging bottoms, T-shirts and plimsolls. The obvious

:03:28. > :03:33.person charged was 44-year-old. Charges range from a public order

:03:33. > :03:39.offences, to criminal damage. The judge had harsh words for those who

:03:40. > :03:46.appeared before him. He shouted at 24-year-old Craigie Cave. He told

:03:46. > :03:52.him to get a life, and sort himself out. He said -- he asked him

:03:52. > :03:59.whether he felt ashamed of themselves. He said these yobbos

:03:59. > :04:04.were viewed as Gummer by the public. The judge has faced criticism over

:04:04. > :04:09.the sentences. He said if he wants someone to blame, go and see the

:04:09. > :04:12.government, do not blame if the judges and magistrates to do their

:04:12. > :04:20.job for Professor -- profession League and with the guidelines laid

:04:20. > :04:24.down. The Justice Secretary, Ken Clarke, was asked about those

:04:24. > :04:30.guidelines. He said although he did not agree, he did have some

:04:30. > :04:34.sympathy with the judges. He would prefer the judges to use their

:04:34. > :04:38.common sense, and follow their own judgment. The court here at

:04:38. > :04:46.Nottingham is still processing many of those cases from the people who

:04:46. > :04:49.have been charged, they will continue to do so until they have

:04:49. > :04:52.Well the court is still sitting here at Nottingham as the system

:04:52. > :04:59.struggles to process the dozens of people charge over the rioting in

:04:59. > :05:05.the city. In Leicester, there wa handful of

:05:05. > :05:08.arrests. Today the police released pictures of people they wanted to

:05:08. > :05:13.identify. The police were not taking any

:05:13. > :05:18.chances last night. Children coming into Leicester city centre were

:05:18. > :05:22.being stopped and searched. The teenagers who brought by eczema had

:05:22. > :05:27.their tyres let down. It was never going to be popular, but his was an

:05:27. > :05:36.effective message. They said they would take our bikes to be did not

:05:36. > :05:44.leave the area. I saw an adult walking about with a hood. They are

:05:44. > :05:51.telling us to calm down and go home. After what happened the night

:07:08. > :07:11.It's been a busy day in the courts and also at Westminster where

:07:11. > :07:14.Parliament was recalled. It gave MP's from the East Midlands their

:07:14. > :07:16.first opportunity to question the Prime Minister on the government's

:07:16. > :07:25.response to the disturbances. Our Political Editor John Hess is there

:07:25. > :07:30.for us tonight. So John, what has been said so far? MPs want to take

:07:31. > :07:34.part of this emergency debate even though it is part a recess. They

:07:34. > :07:44.want answers, and a degree of certainty about what is happening

:07:44. > :07:45.

:07:45. > :07:54.next. Does he seem to excuse his behaviour as down to bad economic

:07:54. > :07:59.are blurred. They are excusing poor behaviour. We need to see spending

:07:59. > :08:07.on the police, and the fire service, and the much-maligned back office

:09:25. > :09:29.things, family breakdown, the lack of good schools, the lack of fear

:09:29. > :09:35.and a priority. He is a combination of all those things are I'm going

:09:35. > :09:41.to bring in Vernon Coaker, while we bring up a young people who do not

:09:42. > :09:47.have any respect for discipline? Quite a lot of young people do. The

:09:47. > :09:52.appalling thing that we saw on our television screens show that for a

:09:52. > :10:02.minority there is a significant problem. We need to understand why

:10:03. > :10:06.that is. We need an inquiry, we need to look at families. It is

:10:06. > :10:15.important that we say we are pleased with the policing that was

:10:15. > :10:23.taking place across Nottinghamshire. I'm worried about the police cuts,

:10:23. > :10:29.resources are in issue. Swift - the -- twist just were a. We need to

:10:29. > :10:39.cease with the justice. We need severe sentences that are given to

:10:39. > :10:40.

:11:08. > :11:11.pub in Derby. The Old Sherwood Foresters pub on St Thomas Road -

:11:11. > :11:14.which dates back to 1836 - is currently being converted into a

:11:14. > :11:18.Sikh temple. Firefighters were called here late last night.

:11:18. > :11:22.Derbyshire Police say at the moment they're not linking the fire to the

:11:22. > :11:25.disorder in the city earlier this week.

:11:25. > :11:28.A 24 year old man from Arnold appeared in court earlier today,

:11:28. > :11:33.charged with manslaughter. 29 year- old Shane Lee was found unconscious

:11:33. > :11:37.on Hallams Lane in Arnold on Sunday morning. He later died in hospital

:11:37. > :11:40.from head injuries. The 24 year old has been bailed but will appear at

:11:40. > :11:47.Nottingham Crown Court on the 25th August. A second man remains on

:11:47. > :11:49.bail pending enquiries. Thieves who broke into a house to

:11:49. > :11:52.steal jewellery have wreaked more damage than even they probably

:11:52. > :11:55.intended. Andrew Dickenson's house in Leicestershire was broken into

:11:55. > :11:58.yesterday and all his dead wife's jewellery has been stolen. He says

:11:58. > :12:08.every piece taken is a memory of his wife Michelle and he's

:12:08. > :12:12.

:13:50. > :13:55.fraudulently claiming more than �220,000 in benefits. Two people

:13:55. > :14:00.were sent to prison. Leicester City Council says the cases highlight

:14:01. > :14:05.how big the problem is. The judge described the actions of

:14:05. > :14:10.the two people as cheating the public. The pair, from Leicester,

:14:10. > :14:15.both pleaded guilty at an earlier hearing to benefit fraud Podmore

:14:15. > :14:21.than �75,000. They admitted owning a home Jaqueline claimed to have

:14:21. > :14:25.rented. What some went on to claim income support as a lone parent,

:14:25. > :14:30.housing and council tax. council take a very tough stance

:14:30. > :14:34.and we have a zero-tolerance policy of benefit fraud. Over the last six

:14:34. > :14:39.years, the investigations team have been in the top 10 councils in the

:14:39. > :14:45.country. There is was not be any benefit fraud case heard today.

:14:45. > :14:52.After a trial, a woman was found guilty of forgery claiming �62,000

:14:52. > :14:56.of benefits. Meanwhile, another woman pleaded guilty to dishonestly

:14:56. > :15:02.claiming �84,000 of benefits. Leicester City Council says people

:15:02. > :15:06.simply cannot get away with it, but today's cases are just the tip of

:15:06. > :15:10.the iceberg. The court was told that Watson, who used to be a

:15:10. > :15:16.school governor, and Bates, will have to sell their home and the

:15:16. > :15:20.money will be repaid. The judge sentenced Watson to 16 months in

:15:20. > :15:28.prison and Bates to eight months in prison. The judge said that

:15:28. > :15:31.benefits were for the needy and not for the greedy. This was agreed.

:15:32. > :15:36.-- this was agreed. With the events of the last few

:15:36. > :15:40.days unfolding hearing England, it is easy to forget there is an

:15:40. > :15:43.ongoing humanitarian crisis in East Africa. 18 of relief workers in
