:00:34. > :00:39.for a man accused of the murder of Caroline Coyne -- also.

:00:39. > :00:45.And in the running for a big new rail contract, but is it too late

:00:45. > :00:55.for Bombardier? And graduating at Grace Road,

:01:00. > :01:06.First tonight, the dramatic explosion at a kebab shop in

:01:06. > :01:09.Leicester. The police have just confirmed it's now a murder inquiry.

:01:09. > :01:14.In another development, a taxi driver and his passengers have told

:01:14. > :01:17.us they're thankful to be alive. The cab they were in was just yards

:01:17. > :01:20.from the shop when the building exploded, killing a man inside.

:01:20. > :01:23.Speaking exclusively to the BBC, the pair described the terrifying

:01:23. > :01:33.moment when they heard the blast and saw a ball of fire light up

:01:33. > :01:42.

:01:42. > :01:46.Narborough Road in Leicester, from Good evening, this explosion has

:01:47. > :01:50.now turned into a murder enquiry. It was not the dog unit that found

:01:50. > :01:54.the body buried here under the rubble but the demolition workers

:01:54. > :01:59.brought in to clear the site. I spent the day with the taxi driver

:01:59. > :02:02.and his passenger who have told me their exclusive story about having

:02:02. > :02:08.narrowly avoided becoming victims of this explosion.

:02:08. > :02:12.As we came round the corner, we heard a loud bang and the street

:02:12. > :02:17.lit up Orange with massive flames. And there were bricks and glass and

:02:17. > :02:21.I put my hands over my head, I did not know what was happening. I

:02:21. > :02:27.thought, that is it, not, what is happening? I thought, this is the

:02:27. > :02:32.end. It was terrible. Danielle Johnson were on their way home from

:02:32. > :02:39.Leicester when the taxi drove past a kebab shop just as it exploded.

:02:39. > :02:42.It was horrible, like something on a film. We were screaming and the

:02:42. > :02:48.taxi driver slammed his brakes and did not know what was happening. I

:02:48. > :02:54.feel really lucky to be here today. Had it been two seconds different,

:02:54. > :02:58.it might have been different. Hafeji had been driving a taxi and

:02:58. > :03:02.described his frightening experience. Before I crossed the

:03:02. > :03:06.junction of Narborough Road, I saw a flame coming from the takeaway

:03:06. > :03:12.and before I knew it, it just exploded and debris was flying

:03:12. > :03:16.everywhere. A large a bit I believe was a metal shutter flew over the

:03:16. > :03:22.car -- a large object. It hit a building. I feel lucky to be here

:03:22. > :03:26.today. A passer-by filmed the intensity of the fire on a mobile

:03:26. > :03:30.phone. People are gathering to watch, seemingly unaware of the

:03:30. > :03:34.dangers. A day on and investigators have been meticulously examining

:03:34. > :03:39.the rubble where the body was found. Neighbouring businesses have also

:03:39. > :03:43.been clearing up. Because of the explosion, the restaurant window

:03:43. > :03:47.was blown in and destroyed the restaurant upstairs, so we have to

:03:47. > :03:51.close the restaurant for a month. Nobody is coming here because they

:03:51. > :03:56.are frightened of what is going on. I think it will affect every

:03:56. > :04:02.business in the neighbourhood. evening, police are still

:04:02. > :04:07.questioning four women and two men. The clear-up operation is still

:04:07. > :04:11.going on here. The latest update from the police is that a post-

:04:11. > :04:15.mortem examination has been carried out on the man who was killed here,

:04:15. > :04:20.but police are not revealing his identity until they have contacted

:04:20. > :04:25.his family. Regarding the four women and two men arrested,

:04:25. > :04:30.detectives have been granted extra time from magistrates. In terms of

:04:30. > :04:34.the police investigation, interviews are continuing today, --

:04:34. > :04:38.today, tomorrow and over the coming days, but they are appealing for

:04:38. > :04:42.anyone in the area around 2:20pm yesterday to contact them or

:04:42. > :04:45.Crimestoppers confidentially. Next - dramatic pictures caught by

:04:45. > :04:48.our cameras on the streets of Leicester within the last hour.

:04:48. > :04:51.These were the scenes in the St Nicholas Circle area as armed

:04:51. > :05:01.police moved in to make an arrest. It is understood they took away a

:05:01. > :05:04.man near the Bar Gaudi. More on that incident as we get it.

:05:04. > :05:07.A man accused of the murder of Caroline Coyne has been remanded in

:05:07. > :05:10.custody. Carl Powell, from Nottingham, appeared via a video

:05:10. > :05:13.link at the city's Crown Court to make a bail application. He also

:05:13. > :05:23.denies two separate charges under the Sexual Offences Act. Mike

:05:23. > :05:24.

:05:24. > :05:28.O'Sullivan has this report. On a video link, 23-year-old Carl

:05:28. > :05:33.Powell from Calton in Nottingham appeared at the City's Crown Court,

:05:33. > :05:38.charged with the murder of 28-year- old Caroline Coyne. She was found

:05:38. > :05:42.dead with head injuries in the front garden of a house in four new

:05:42. > :05:47.would mount in Nottingham on July the 23rd. Today, the application

:05:47. > :05:51.for bail of Carl Powell was refused and he was remanded in custody

:05:51. > :05:57.until December. At times, Carl Powell rested his chin on his hands

:05:57. > :06:03.as he listened. He has not entered a formal plea yet but contests the

:06:03. > :06:05.allegation of murder. He also faces two separate charges at Nottingham

:06:05. > :06:12.magistrates' court under the Sexual Offences Act. It is alleged they

:06:12. > :06:17.were committed against a female on August 24th. He has pleaded not

:06:17. > :06:19.guilty and is you -- and will face those matters on September 5th.

:06:41. > :06:46.to delay a decision on who will win a new multi-billion pound rail

:06:46. > :06:49.contract. That decision is of course keenly anticipated in Derby.

:06:49. > :06:52.There was anger and disappointment in the city - and across the

:06:52. > :07:02.country - when local trainmaker Bombardier missed out on the

:07:02. > :07:02.

:07:02. > :07:05.Thameslink contract, leading to huge job cuts. So could the order

:07:05. > :07:09.for new trains for London Crossrail provide a lifeline for Bombardier's

:07:09. > :07:12.workforce? Here's our political editor, John Hess.

:07:12. > :07:18.Crossrail will link West and East London, and will initially need 60

:07:18. > :07:20.new trains. The decision has been delayed to early 2012. Crossrail

:07:20. > :07:26.says that is to "allow the conclusions of the government's

:07:26. > :07:31.review of public procurement to be taken into account." Bombardier

:07:31. > :07:33.said today the news was "welcome and understandable." After

:07:33. > :07:43.Bombardier lost out to Siemens on the last big contract, Conservative

:07:43. > :07:47.MP Pauline Latham led local MPs to see the Prime Minister.

:07:47. > :07:52.I think it gives them more of a chance because before, we have not

:07:52. > :07:55.been able to look at the social context of the bids. This time,

:07:55. > :07:58.because the government have listened, I think they will look at

:07:58. > :08:03.that, and that is much more positive for companies generally in

:08:03. > :08:06.this country, particularly for Bombardier. So there are now four

:08:06. > :08:08.contenders for the Crossrail contract. Bombardier of Derby, the

:08:08. > :08:11.Spanish -based multi-national CAF, Hitachi Rail Europe and Siemens.

:08:11. > :08:21.But Labour MP Chris Williamson insists the original Thameslink

:08:21. > :08:22.

:08:22. > :08:27.contract remains the priority. It is good news and bad news. It is

:08:27. > :08:32.good the government is reviewing the specification. The bad news is

:08:32. > :08:36.it could be too late. Unless they change the decision over Thameslink,

:08:36. > :08:39.vital to the future of Bombardier, the company could collapse in the

:08:39. > :08:42.UK altogether. Well, the way these huge rail contracts are awarded

:08:42. > :08:44.will be scrutinised in Parliament next Wednesday, when Bombardier and

:08:44. > :08:51.Siemens, and the government's Transport Secretary Philip Hammond,

:08:51. > :08:54.all give evidence to MPs. The Red Arrows have resumed

:08:54. > :08:58.training from their base in Lincolnshire after the death of one

:08:58. > :09:01.of their pilots. Flight Lieutenant Jon Egging, from Morcott near

:09:01. > :09:06.Oakham, was killed in a crash shortly after performing at the

:09:06. > :09:10.Bournemouth Air Festival just over a week ago. The whole fleet was

:09:10. > :09:16.grounded for a time. Now they will resume flying with a formation of

:09:16. > :09:20.eight planes instead of nine. Children starting secondary school

:09:20. > :09:23.are being warned they are most at risk of being killed on the roads.

:09:23. > :09:26.The Derbyshire Road Safety Partnership says 11 to 16 year olds

:09:26. > :09:29.are more likely to be killed or injured than any other age group.

:09:29. > :09:37.They are urging pupils not to listen to music or use their mobile

:09:37. > :09:40.phones while crossing the road. Consultants have been brought in to

:09:40. > :09:44.one of our biggest hospital trusts to help slash millions of pounds

:09:44. > :09:47.from spending. At the end of July, the University

:09:47. > :09:56.Hospitals of Leicester had been overspending to the tune of nearly

:09:56. > :10:00.�3 million a month. But managers predict they'll soon be breaking

:10:00. > :10:05.even. Our health correspondent, Rob Sissons, reports.

:10:09. > :10:15.costs of Leicester's NHS hospitals and the numbers of big, �2 million

:10:15. > :10:21.a day. Figures showed the Trust was overspent by more than �11 million

:10:21. > :10:24.in the first four months of the financial year. Consultants will

:10:24. > :10:29.look at savings, but this campaigner says this strategy is

:10:30. > :10:34.not without risk. It is good to have fresh eyes looking at problems,

:10:34. > :10:37.which you have to count -- to take account the effect on morale of

:10:37. > :10:43.those people who stay. What messages the sending to messengers

:10:43. > :10:47.-- to managers? There is a cost improvement programme involving

:10:47. > :10:54.taking out three -- taking out the GAA �0.3 million. It was on track

:10:54. > :10:58.in July to deliver two thirds of what is needed. The focus is on

:10:58. > :11:04.modernising services that cost too much and there is pressure not to

:11:04. > :11:09.rely so heavily on agency staff. And there is a question of raising

:11:09. > :11:14.car-parking charges. One manager recently reminded colleagues, which

:11:14. > :11:17.are the National Health Service, not the National car-parks.

:11:17. > :11:21.A judge has warned a former police officer that he may be jailed after

:11:21. > :11:24.being found guilty of assaulting a man he was trying to arrest.

:11:24. > :11:27.The court heard that Timothy Allatt, who's 33, hit Jake Bramley, threw

:11:27. > :11:37.him against a wall and kicked him during the incident in Nottingham

:11:37. > :11:38.

:11:38. > :11:42.last year. Angelina Socci reports. Timothy Allatt had served with

:11:42. > :11:48.Nottinghamshire police for 11 years. In July last year, he was called to

:11:48. > :11:52.reports of a stolen car. The court was told the suspect, Jake Bramley,

:11:52. > :11:57.jumped out of the vehicle and ran off. Timothy Allatt chased and

:11:57. > :12:01.attempted to arrest him and hit Jake Bramley, threw him against a

:12:01. > :12:05.wall and dragged him to the floor before kicking him in the chest.

:12:05. > :12:09.Timothy Allatt admitted hitting him but said he used a recognised

:12:09. > :12:14.arrest techniques. The judge said she believed Timothy Allatt had

:12:14. > :12:19.struck Jake Bramley in the face with forced which was not just or

:12:19. > :12:22.reasonable. And she did not believe Jake Bramley had acted aggressively

:12:22. > :12:27.or Timothy Allatt would have felt under threat. She said a sustained

:12:27. > :12:31.assault had taken place on a member of the public by a serving police

:12:31. > :12:35.officer and it was a gross breach of trust. She found Timothy Allatt

:12:35. > :12:42.guilty and said a custodial sentence would have to be

:12:43. > :12:45.considered. He will be sentenced on 20th September. He was dismissed

:12:45. > :12:50.from the forced following a misconduct hearing involving a

:12:50. > :12:55.separate incident, that he assaulted a man walking home drunk

:12:55. > :12:59.in 2010. The CPS did not bring a criminal charge but the Independent

:12:59. > :13:07.Police Complaints Commission said today the level of force used by

:13:07. > :13:10.Timothy Allatt on both occasions was unjustifiable and excessive.

:13:10. > :13:13.Figures from the Department of Health show 19% of people in the

:13:13. > :13:17.East Midlands smoke. That's compared with 21% across England as

:13:17. > :13:20.a whole. Research suggests one in two smokers will die of a smoking-

:13:20. > :13:30.related disease. Health experts are trying to encourage more people to

:13:30. > :13:33.quit by using their local NHS Stop Smoking Service. Digital switchover

:13:33. > :13:38.is completed in this region tonight and the old analogue signal will be

:13:38. > :13:41.switched off for good at midnight. It will mean retuning to the new

:13:41. > :13:45.digital channels tomorrow. There is help for anyone who's having

:13:49. > :13:51.before the end of the programme. Hundreds of staff at

:13:51. > :13:54.Nottinghamshire Police have been on strike today in a dispute

:13:54. > :14:04.redundancies at the force. The force says the first eight hours of

:14:05. > :14:10.strike action had no impact on services. Anthony Bartram reports.

:14:10. > :14:14.Civilian staff are striking over cost-cutting measures up by the

:14:14. > :14:19.Nottinghamshire force. Unison members have voted for the walkout,

:14:19. > :14:24.claiming some staff are being made needlessly redundant. By the nature

:14:24. > :14:28.of the work they do and their loyalty and surface, they are not

:14:28. > :14:34.militant people. The fact so many of voting in frame-up -- in favour

:14:34. > :14:38.of industrial action and strike action indicate real concerns.

:14:38. > :14:44.Nottinghamshire police employees 750 civilian staff and has already

:14:44. > :14:48.made many redundant as it plans to save �45 million by 2015. The

:14:48. > :14:54.action involves staff working in support roles across the force,

:14:54. > :14:58.from from line to forensics, cell blocks to 999 control rooms.

:14:58. > :15:03.public will notice a different because we value our staff and the

:15:03. > :15:06.work they do. And when people go on strike, it services will be

:15:06. > :15:10.affected. The critical functions will be staffed and we will make

:15:10. > :15:15.sure people are kept safe and well. You have to look at what is

:15:15. > :15:19.happening to police forces not only here but across the country and the

:15:19. > :15:23.region, they are faced with 20% of cuts in real terms in their central

:15:23. > :15:28.government grant and that is putting chief constables in an

:15:28. > :15:32.impossible situation. We are seeing reductions in police staff numbers

:15:32. > :15:35.across the region, and I think the people will find that

:15:35. > :15:41.incomprehensible. We have asked the government to think again and they

:15:41. > :15:48.should do. There is a plan to deal with this strike and a second

:15:48. > :15:54.walkout on Friday, and 999 calls will still be answered, it has been

:15:54. > :16:02.promised. Now time for the sport!
