:00:38. > :00:42.running from the scene. Plus the French travellers enjoying

:00:42. > :00:46.a holiday in a busy Leicester roundabout. She has come back to

:00:47. > :00:52.England because they've been here before and they find it very pretty.

:00:52. > :01:02.And from a blot on the landscape to a beauty spot, an old mining

:01:07. > :01:10.Welcome to Wednesday's programme. First tonight, the man who was left

:01:10. > :01:17.to die after doctors decided it wouldn't be right to try to save

:01:17. > :01:23.him. Bill Bilbie had been admitted to hospital just days beforehand.

:01:23. > :01:26.His family say they should've been consulted over his treatment. And

:01:26. > :01:32.in an email sent to them in error, a senior doctor admitted that

:01:32. > :01:38.mistakes were made. Simon Hare reports.

:01:38. > :01:48.Cards of empathy for the loss of a much loved husband and father. He

:01:48. > :01:50.

:01:50. > :01:55.died at the cue MC in Nottingham last week. -- the QMC. Finally, the

:01:55. > :02:02.doctor admitted that they didn't tried to resuscitate you to the

:02:02. > :02:10.order. The medical notes had been mocked do not resuscitate. I felt

:02:10. > :02:17.sick, absolutely physically sick. The fact that it had not been

:02:17. > :02:23.discussed, nobody had even mentioned the possibility. I was

:02:23. > :02:29.just absolutely distraught. In a subsequent e-mail, inadvertently

:02:29. > :02:33.sent to a friend, the medical director said that although it

:02:33. > :02:37.appeared to be the right clinical decision, we failed to communicate

:02:38. > :02:42.that proper decision to the daughter. They just said that they

:02:42. > :02:48.didn't know that I was next of kin because they hadn't looked out the

:02:48. > :02:53.paperwork. I basically said that I cannot believe that anybody would

:02:53. > :02:56.make a life-or-death decision without checking the facts first.

:02:56. > :03:01.Guidelines issued by the British Medical Association and the Royal

:03:01. > :03:05.College of Nursing say that these orders should only be issued after

:03:06. > :03:10.discussion with patients or the family. His family has now made a

:03:10. > :03:15.formal complaint to the hospital. It has launched an investigation

:03:15. > :03:21.and apologised for the breakdown in communication. Officials say the

:03:21. > :03:24.man did receive the correct quality of care.

:03:24. > :03:34.Earlier, I asked Derbyshire GP Dr Ben Lobo to outline the rights that

:03:34. > :03:39.families and patients have as they near the end of their life. It is

:03:39. > :03:43.important to acknowledge that this is a complex and sensitive matter,

:03:43. > :03:47.but patients have like -- rights in law. With patience to have the

:03:47. > :03:55.ability to make their own decisions, they usually go through a process

:03:55. > :03:58.with the doctors and nurses about treatment decisions. Patients have

:03:58. > :04:03.an independent right in law to make an advanced decision to refuse

:04:03. > :04:07.treatment, even refusing life- sustaining treatment. That can be

:04:07. > :04:12.legally binding on doctors and nurses. Should their families

:04:12. > :04:16.always be told, no matter whose decision it was? Should the

:04:17. > :04:20.relatives be told? It depends upon of the decision and the context of

:04:20. > :04:25.that decision. Good practice is to include many people in that

:04:25. > :04:30.decision and the sharing of that decision where it adds to the care

:04:30. > :04:33.and support the best care for the patient. In certain circumstances,

:04:33. > :04:38.say, where the patient says I do not want to share that information,

:04:38. > :04:42.doctors and nurses have to make sure they look after the

:04:42. > :04:49.confidentiality issues. In most circumstances, doctors and nurses

:04:49. > :04:55.should make contact and communicate well with the family and friends.

:04:55. > :04:59.Two doctors, commissions ultimately have the final say? It depends how

:04:59. > :05:04.that decision is made. In an emergency, when there is no clear

:05:04. > :05:07.decision being made in advance, doctors are compelled to make their

:05:07. > :05:12.best interests decision for their patient. Doctors are accountable.

:05:12. > :05:17.They just cannot make decisions on a whim. There are protections in

:05:17. > :05:21.place to support patience and the decision-making process. This is an

:05:21. > :05:25.emotional time for the family but it seems the difficulties are

:05:25. > :05:29.coming down to communication problems. Communication is the most

:05:29. > :05:34.powerful to all of getting quality of care better. If you can, take

:05:34. > :05:39.time to have a conversation in advance, to plan ahead, take time

:05:39. > :05:44.to talk and doctors and nurses made -- need to make time to listen

:05:44. > :05:51.effectively and explore expectations and ideas. If that is

:05:51. > :05:59.done well, it avoids many of the crisis.

:05:59. > :06:02.-- crises. There are claims tonight that a man

:06:02. > :06:05.wearing a balaclava mask was seen running from the scene of an

:06:05. > :06:08.explosion that killed a shop worker at a fast food outlet on

:06:08. > :06:13.Leicester's Narborough Road. It comes as the police named the

:06:13. > :06:17.victim as Fiaz Ahmed Ansari. Mike O'Sullivan reports.

:06:17. > :06:25.This is where the explosion happened at 2:20am on Monday. All

:06:25. > :06:29.the rubble has been clear the way from what was once a kebab shop. --

:06:29. > :06:34.clear away. It was thought that no one was injured at first but during

:06:34. > :06:44.site clearance on Monday, a body was discovered. Today, the police

:06:44. > :06:48.named the victim. This is his photograph they few days before,

:06:48. > :06:55.whilst on his way to a contractor who had worked on the job. It has

:06:55. > :06:59.been a shock. He was genuine, good for the area, he mixed in and was

:06:59. > :07:03.doing everything right. I've spoken to one eyewitness from the night of

:07:03. > :07:06.the blast. The eyewitness says a man wearing a balaclava was seen

:07:06. > :07:10.running from the scene seconds after the explosion. He dropped

:07:10. > :07:16.some sort of back and got into a car. The police have arrested for

:07:16. > :07:19.women and two men. They are still being questioned. This is a murder

:07:19. > :07:27.investigation and they are appealing for anyone who saw any

:07:27. > :07:30.suspicious activity in the area to get in contact with them.

:07:57. > :08:00.have evacuated homes in a village in Leicestershire after a gas main

:08:00. > :08:03.caught fire. It happened this lunchtime on Riverside Walk in

:08:03. > :08:09.Ashfordby. Fire crews evacuated homes within a 100 metres of the

:08:09. > :08:12.fire which spread to a house and a caravan.

:08:12. > :08:15.A little girl, who prompted a huge police search when she was reported

:08:15. > :08:21.wandering alone in a city street at dusk yesterday night, has been

:08:21. > :08:24.found safe and well. 60 officers started searches and house to house

:08:24. > :08:29.inquiries in Arnold in Nottingham, after a concerned woman told the

:08:29. > :08:32.police the little girl was out alone. Today, it was confirmed the

:08:32. > :08:35.girl had in fact returned home last night, soon after being spotted

:08:35. > :08:45.here on Coppice Road. The police had this advice for anyone finding

:08:45. > :08:49.a vulnerable child. Our advice is don't be afraid to get involved.

:08:49. > :08:53.However, don't take the child away from the area. Find out from the

:08:53. > :09:03.child with a need to be in contact with and then seek assistance.

:09:11. > :09:13.Robert Wann, is at the centre of allegations that he was able to

:09:16. > :09:18.motorists had to pay up. Now there are calls for an

:09:18. > :09:21.independent investigation by the Standards Board of England. Let's

:09:25. > :09:27.background to this? The allegation is that he had

:09:27. > :09:30.parking tickets with fines totalling up to �450, when he

:09:30. > :09:32.parked his car outside the city council's New Walk administrative

:09:32. > :09:35.offices. But after he alerted council officials, the parking

:09:35. > :09:38.tickets were either cancelled or written off. Rob Wann is one of

:09:38. > :09:44.Leicester's most senior Labour politicians and a former chairman

:09:44. > :09:47.of Leicestershire's police authority. He took over the

:09:47. > :09:50.ceremonial role of Lord Mayor in May, the same time that Sir Peter

:09:50. > :09:52.Soulsby was elected Leicester's first City Mayor. It's Mayor

:09:52. > :09:59.Soulsby, now its most powerful politician, who lodged a formal

:09:59. > :10:02.complaint. I understand leaked documents reveal that Councillor

:10:02. > :10:12.Wann, the current Lord Mayor, had allegedly evaded fines on five to

:10:12. > :10:15.

:10:15. > :10:17.seven occasions. So, will there be an inquiry?

:10:17. > :10:20.An internal inquiry by a small committee of city councillors,

:10:20. > :10:23.described to me as far too cosy, ruled out referring the Lord Mayor

:10:23. > :10:27.to the powerful Standards Board of England. That's the organisation

:10:27. > :10:30.that investigates complaints of misconduct in local government.

:10:30. > :10:34.Instead, it's been left to the council's chief legal officer to

:10:34. > :10:36.consider the next move. But that's angered Mayor Soulsby. He says

:10:36. > :10:44.given the prominence of the councillor involved, the issue

:10:44. > :10:48.needs to be dealt with independently and transparently. As

:10:48. > :10:52.for Rob Wann, he told me he's making no public comment while any

:10:52. > :10:57.investigation continues. Tonight, as Lord Mayor, he'll carry out his

:10:57. > :11:03.civic duties as normal. He's due to attend a reception at Oadby on

:11:03. > :11:06.Anglo-Indian trade. Around a dozen French travellers

:11:06. > :11:10.who set up their home on a roundabout in Leicester have been

:11:10. > :11:19.given notice to leave the site. It's the second time the group have

:11:19. > :11:23.come to the city. Helen Astle reports.

:11:23. > :11:30.I have a notice from the council... The travellers have been on the

:11:30. > :11:34.roundabout for four days. The police and the council are worried.

:11:34. > :11:38.We have no stopping of places in Leicestershire for them to go to,

:11:38. > :11:41.any transit sites. There are very few throughout the country. We try

:11:42. > :11:47.to tolerate travellers and a lot of areas. Unfortunately, in this area,

:11:47. > :11:51.it is a busy road and a distraction to drivers. It is dangerous for the

:11:51. > :11:55.children. This is what they wanted to do. They have always moved

:11:55. > :12:01.around and they continue to do so. Their lives are not particularly

:12:02. > :12:06.sad. They are living at the life they want to live. Rebecca told me,

:12:06. > :12:09.through a translator, why she is in Leicester. She has come back to

:12:09. > :12:12.England because they've been here before and they find it pretty.

:12:13. > :12:17.They wanted to come back here and see it again. How does she feel

:12:17. > :12:22.about being asked to leave the side? Because we are travelling

:12:22. > :12:26.people, we are used to that and so when the police come, we play our

:12:26. > :12:31.role and removal long. All of the travellers here have now been

:12:31. > :12:35.served a notice to quit the site. The ones I've spoken to have told

:12:35. > :12:42.me that they will leave by tomorrow night. If they don't, the council

:12:42. > :12:45.will take them to court to have them evicted.

:12:45. > :12:48.Derbyshire's air ambulance helped in a dramatic rescue of 22 people

:12:49. > :12:53.stuck on a fairground ride in Skegness yesterday. One woman was

:12:53. > :12:55.left with serious head injuries, others suffered minor injuries. Air

:12:55. > :13:03.ambulance staff have described it as an unusual scenario, with the

:13:03. > :13:06.ride on its side with people stuck inside and others trapped high up.

:13:06. > :13:09.A shoplifter with a history of violent and racially abusive

:13:09. > :13:12.behaviour has been banned from the Sneinton area of Nottingham for two

:13:12. > :13:18.years. James Anderson, who's 50, subjected staff and customers to

:13:18. > :13:22.abuse over a six month period. He was seen intimidating staff on 13

:13:22. > :13:29.different occasions, including threatening to set his dog on them.

:13:29. > :13:32.The court order lasts until August 2013.

:16:34. > :16:37.in the East Midlands know how to make good Indian food. Now they are

:16:37. > :16:42.learning how to export that expertise back to India. The global

:16:42. > :16:49.economy and the world is changing. India is now a major power base. I

:16:49. > :16:53.think we in Britain or, even though our parents came from India, we

:16:53. > :16:57.need to tap into that huge growth that India is having now and will

:16:57. > :17:02.continue to have. Halle region is not short of big name food

:17:48. > :17:52.a good thing. In this part of the world, we have a particular benefit

:18:16. > :18:20.charity. The Michelin-starred chef is backing a national campaign by

:18:23. > :18:31.to hold coffee mornings on the 30th September. Sat Bains says Macmillan

:18:31. > :18:35.nurses were invaluable when his own grandmother was ill. I remember

:18:43. > :18:49.incredible. They were like angels. I was 20 years of age and it was an

:23:01. > :23:03.Up until the late '80s, the Nottinghamshire village of Newstead

:23:04. > :23:07.was lively and bustling. The local coal mine brought money into the

:23:07. > :23:10.area and created jobs. 20 years on though the villagers

:23:10. > :23:13.thought it needed some TLC. So they called in the BBC programme Village

:23:13. > :23:16.SOS with presenter Sarah Beeney and in turn received a Lottery grant of

:23:16. > :23:24.more than �400,000. With that they've transformed old

:23:24. > :23:28.pit tips into a thriving country park as Jonathan Cecil found out.

:23:28. > :23:32.Newstead was a thriving mining community with social clubs,

:23:32. > :23:39.doctors' surgeries and shops, all paid for by mining. On the edge of

:23:39. > :23:45.the village is a 220 acre site, once used to dump mining waste, and

:23:45. > :23:51.that is where the community are to build a country park. Where do you

:23:52. > :23:56.start? When everyone is out of work, it is a struggle. Michael runs a

:23:56. > :24:00.charity which helps young people by teaching them fishing. We were very

:24:00. > :24:03.interested in engaging them in the local community as well as

:24:03. > :24:08.education because it is important having young people on board if you

:24:08. > :24:11.are going to do anything in the village. He wants to transform the

:24:11. > :24:14.pond into a fishing lake with a state-of-the-art visitors' centre

:24:14. > :24:19.which could be a helpful local activities and possesses. But he

:24:19. > :24:23.has not been alone. The BBC's village SOS has been filming for

:24:23. > :24:27.the last year and they were successful in getting money from

:24:27. > :24:30.the lottery fund. 20 year-old Ashley works for the charity and

:24:30. > :24:35.will be heavily involved in the project. He is eager to see his

:24:35. > :24:40.mates help out. It has had a positive impact and we are just at

:24:40. > :24:44.the start. This is not just going to last a year, it will be an

:24:44. > :24:48.ongoing project. There will be opportunities for work within the

:24:48. > :24:53.park. They also had help from a business mentor to take their

:24:53. > :24:58.vision forward. You cannot create a country park from scratch within a

:24:58. > :25:03.year but we have laid 10,000 hedgers, created hundreds of acres

:25:03. > :25:07.of fencing, you can probably see the building behind me that has the

:25:07. > :25:14.largest single tower wall in the world. That was built with over 100

:25:14. > :25:18.members of the local community hand building and packing those tyres.

:25:18. > :25:25.We've done an amazing job and have engaged well over 50 % of the

:25:25. > :25:30.community in this project in some way. The community is celebrating

:25:30. > :25:34.their success so far with a festival, featuring big-name bands

:25:34. > :25:44.at the side from the 9th to 11th September. The profits will further

:25:44. > :25:45.

:25:45. > :25:48.We have had a cloudy wheat so far but we are hopeful of things

:25:48. > :25:53.becoming brighter as we head towards the end of the week.
