:00:38. > :00:43.Derby City Council announces �20 million of a savings, 500 jobs are

:00:47. > :00:56.who did not want the man responsible to be jailed. I could

:00:56. > :01:01.get pretty miserable, but I do not intend to do that.

:01:30. > :01:33.First tonight. A 79-year-old pensioner has been jailed for six

:01:33. > :01:35.years for the sexual abuse of children spanning almost two

:01:35. > :01:37.decades. Peter Holland admitted crimes against 12 schoolboys in

:01:37. > :01:43.Nottingham. But detectives believe there could

:01:43. > :01:46.have been hundreds of victims. And it's emerged that Holland had

:01:46. > :01:53.already been jailed for similar sex offences over 50 years ago. Our

:01:53. > :01:56.Social Affairs Correspondent, Jeremy Ball, reports. Justice

:01:56. > :01:59.finally caught up with Peter Holland today as he was sentenced

:01:59. > :02:02.for crimes going back to 1970s. Crimes that ruined a string of

:02:02. > :02:05.young lives. Let me show you some of the photographs. The police

:02:05. > :02:08.knocked on Holland's doors after a former victim finally came forward

:02:08. > :02:11.last year. They found thousands of catalogued photographs with details

:02:11. > :02:15.that helped them trace several others. Men who are now in their

:02:15. > :02:20.30s and 40s. I was probably the first person they told. There was a

:02:20. > :02:25.lot of silence. I think there was a lot of relief that it had now come

:02:25. > :02:30.out. These people had never disclosed to anybody the extent of

:02:31. > :02:37.the abuse, not even to their wives, to their parents. I think the

:02:37. > :02:40.victims run into hundreds. The photographs speak for themselves.

:02:40. > :02:43.Holland groomed some of his victims by volunteering at church and in

:02:43. > :02:48.Scout groups. Earning their parents' trust and then taking them

:02:48. > :02:53.on trips to the fair and on holidays. That shows him on holiday

:02:53. > :03:00.with one of the victims. This other shot here is taken at Center Parcs

:03:00. > :03:03.and it shows one of the victims swimming in the pool. Holland even

:03:03. > :03:09.used workmates at the Plessey factory to meet some of his victims.

:03:09. > :03:14.But to his neighbours, he presented a very different face. He was very

:03:14. > :03:19.kind. He always comes round if we are not very well or anything and

:03:19. > :03:22.does shopping, or runs people to the doctors, all that sort of thing.

:03:22. > :03:26.Detectives say when they came here to arrest Peter Holland last year,

:03:26. > :03:29.he was not at all surprised. In fact, it was the knock on the door

:03:29. > :03:33.he had been expecting for decades. That is because he had a long track

:03:33. > :03:39.record of sexual abuse. These blurry photographs were taken more

:03:39. > :03:41.than 50 years ago when he was jailed the first time. Church of

:03:41. > :03:44.England authorities say that conviction would have showed up

:03:44. > :03:47.with the safeguards now in place. We are deeply sorry that this has

:03:47. > :03:50.happened in the context of his membership of one of our churches.

:03:50. > :03:59.We apologise unreservedly to the victims who are out there, some we

:03:59. > :04:05.know and some we do not know. We would join the police in urging

:04:05. > :04:09.others to come forward. Detectives say he was a cunning sexual

:04:09. > :04:19.predator and they say it beggars belief that he got away with it for

:04:19. > :04:20.

:04:20. > :04:23.so long. Jeremy Ball's with us in the studio.

:04:23. > :04:26.These crimes happened several years ago. So how did the police find

:04:26. > :04:29.Peter Holland's victims? A lot of them were traced through

:04:29. > :04:33.Facebook. By searching for names that Holland had written on the

:04:33. > :04:37.back of those old photos. He left dates too, so detectives had a good

:04:37. > :04:39.idea of how old those men would have been now. And they simply

:04:39. > :04:43.compared the photos with their profile pictures. And if the two

:04:43. > :04:45.seemed to match, then officers sent them a message, asking them to get

:04:45. > :04:47.in touch. We heard the police there saying

:04:47. > :04:49.Holland's victims had kept this abuse quiet. How were they

:04:49. > :04:52.affected? It's been traumatic for some of

:04:52. > :04:56.them. The youngest victims were only 8 years old. Three of the boys

:04:56. > :05:04.were brothers. And one was abused in chuch. Today the judge told

:05:04. > :05:14.Holland he was a manipulative, predatory paedophile.

:05:14. > :05:15.

:05:15. > :05:19.We heard the police there saying Derby City Council today announced

:05:19. > :05:26.it was to make hundreds more staff redundant. It said it was being

:05:26. > :05:29.forced to make �20 million of savings to balance the budgets.

:05:29. > :05:33.Unions have called the cuts a tragedy for staff, services and the

:05:33. > :05:36.city of Derby, as Sarah Teale reports.

:05:36. > :05:40.These were the scenes earlier this year when Derby City Council

:05:40. > :05:49.announced the largest cuts in its history. There were widespread

:05:49. > :05:56.protests them. 465 staff took voluntary redundancy. Unions warned

:05:56. > :06:00.that more would follow. Today, the council announced it has to make a

:06:00. > :06:08.further �20 million of savings to balance the budget for next year.

:06:08. > :06:14.It said the money would be found by losing 500 full-time posts from its

:06:14. > :06:20.6100 strong workforce. That is a lot of jobs. What the expecting

:06:20. > :06:25.people to do? They should be creating jobs, not cutting them.

:06:25. > :06:30.People try very hard, but the often complain that they are the only one

:06:30. > :06:36.so there. It is the reaction amongst the people of Derby. They

:06:36. > :06:40.should see this as a tragedy for their services. Staff morale is low.

:06:40. > :06:46.You have people trying to provide good quality service on a reduced

:06:46. > :06:52.the workforce and budget. All that creates pressure and unmanageable

:06:52. > :06:57.workloads. In a statement, the council said it was unfortunate

:06:57. > :07:01.there had to be job losses, but there was no alternative. The

:07:01. > :07:06.council said that it was committed to getting as many voluntary

:07:06. > :07:12.redundancies as possible. So they would be offering an enhanced

:07:12. > :07:17.packaged to any staff the volunteered to leave. Staffing

:07:17. > :07:22.costs are only a percentage of the savings which need to be made. More

:07:22. > :07:31.cuts in services are inevitable. The council has not said where they

:07:31. > :07:34.will be yet. Still to come on the programme -

:07:34. > :07:39.going nowhere. Forest boss Steve McClaren tells us frustrations have

:07:39. > :07:43.been vented by both him and the board. But he's not quitting.

:07:43. > :07:46.And we have an ex hurricane on the way as we head towards the weekend.

:07:46. > :07:49.It is skipping the States and crossing the pond and working its

:07:49. > :07:59.way towards us bringing some strong winds and potentially heavy rain. I

:08:02. > :08:06.Next tonight, the many thousands of patients rushed to hospital only to

:08:06. > :08:08.face delays when they get there. East Midlands Today has uncovered

:08:08. > :08:13.more evidence of the strain that our accident and emergency units

:08:13. > :08:16.are under. A freedom of information request by

:08:16. > :08:19.the BBC has revealed huge increases in the number of patients having to

:08:19. > :08:28.wait longer to be handed over by ambulance staff to hospital medical

:08:28. > :08:33.teams. Live now to our Health Correspondent Rob Sissons.

:08:33. > :08:42.Those delays are not just act at the un -- the queue and see, right

:08:42. > :08:52.across the region. -- QM see. The fear is that hold-ups are reducing

:08:52. > :08:53.

:08:53. > :08:58.the fire poor power of ambulance crews our A&E units are under

:08:58. > :09:04.strain. After being stretchered and, the handover to the hospital team

:09:04. > :09:08.typically involves a brief consultation and the transfer of

:09:16. > :09:20.Increasingly, it is being missed. We have a spike in demand, activity

:09:20. > :09:26.increases and lots of patience, do the hospital at the same time.

:09:26. > :09:30.we can reveal the extent of the handover hold ups. Last year,

:09:31. > :09:39.across the East Midlands, over 98,000 patients had to wait longer

:09:39. > :09:44.than the target time of 15 minutes. And Nottingham's QMC had the

:09:44. > :09:50.biggest delays. Leicester's handover doubled. The ambulance

:09:50. > :09:54.service say improvements are needed. We are under strain, but for the

:09:55. > :10:00.vast majority of the time, the system works very well. It is when

:10:00. > :10:07.they get peaks in demand, and they are often unpredictable, that we

:10:07. > :10:15.struggle. This patient was taken in with chest pains. His handover was

:10:15. > :10:25.up two minutes. He was impressed, but it was quiet. It is good when

:10:25. > :10:27.

:10:27. > :10:32.it has been like that. They do a lot here. The hospital stresses

:10:32. > :10:34.that that the more seriously ill patients are always prioritise.

:10:34. > :10:39.Hospitals across the East Midlands are putting together action plans

:10:39. > :10:47.to sort this out. The problems, if they carry on, may get worse over

:10:47. > :10:57.the winter. Maybe the fact that this barrier spiralling demand and

:10:57. > :11:03.

:11:03. > :11:05.finite resources, solutions may be more competent

:11:05. > :11:08.British detectives who are reviewing the search for Madeleine

:11:08. > :11:10.McCann have travelled to Portugal for formal meetings with the

:11:10. > :11:12.authorities there. Scotland Yard says its officers have conducted

:11:12. > :11:15.face-to-face discussions with police who led the massive hunt

:11:15. > :11:18.when Madeleine disappeared. She was nearly four when she went missing

:11:18. > :11:21.from Praia da Luz in the Algarve in 2007. The Metropolitan Police has

:11:21. > :11:23.begun to review the original investigation after a request from

:11:23. > :11:26.the Home Secretary. A 45-year-old man who was assaulted

:11:26. > :11:29.in Nottingham just over a week ago has died. Rajkumar Thurairajah was

:11:29. > :11:32.found with serious injuries on Lawson Street in Radford. A man has

:11:32. > :11:34.been charged with causing grievous bodily harm with intent and actual

:11:34. > :11:38.bodily harm. A man seriously injured in a road

:11:38. > :11:40.crash involving a drunk driver says he wishes the motorist had not been

:11:40. > :11:43.sent to prison. 69-year-old Peter Small from Sileby in Leicestershire

:11:43. > :11:46.suffered head injuries and now uses a wheelchair. But he asked the

:11:46. > :11:52.courts to order the driver and passenger to carry out voluntary

:11:52. > :11:55.service instead of going to jail. Helen Astle reports.

:11:56. > :11:59.Peter Small is still recovering from the crash which happened in

:11:59. > :12:04.October last year. He suffered multiple injuries including a

:12:04. > :12:09.smashed leg which may still have to be amputated. He had a fractured

:12:09. > :12:17.pelvis, a broken arm and cracked ribs. It hit a had happened when I

:12:17. > :12:22.was 40, I might have had a different attitude because of my

:12:22. > :12:27.responsibilities. But it did not. Peter was travelling along here

:12:27. > :12:32.when he was involved in a head-on clash. The driver of the other car

:12:32. > :12:36.was drunk, was not insured and did not have a driving licence. After

:12:36. > :12:42.the accident, Peter road to the Crown Prosecution Service asking

:12:42. > :12:46.for the drunk driver and his passenger not to be sent to prison.

:14:40. > :14:46.she will never get over it. Mary Adams was mobbed at a bus-stop

:14:46. > :14:56.earlier this year. Her thieves stole and necklace bought by her
