:01:07. > :01:11.the race to bring in the investment millions that'll create thousands
:01:11. > :01:13.of jobs in our region. Nottingham, Derby and Leicester are
:01:13. > :01:22.all chasing private and public sector cash to kick-start the
:01:22. > :01:26.economy. All three are putting in bids for help, to the Government's
:01:26. > :01:29.regional growth fund. Today though there was a warning
:01:29. > :01:33.that the fund isn't big enough and more taxpayers' cash is needed.
:01:33. > :01:40.Mike O'Sullivan's in Nottingham to tell us more.
:01:40. > :01:43.Good evening. This is what's called the island site in Nottingham.
:01:43. > :01:48.Parts of it derelict for years. Supposed to be used for homes and
:01:48. > :01:51.commercial use. And this site was one of around a dozen or so
:01:51. > :01:54.showcased to potential investors in Nottingham today. Nottingham trying
:01:54. > :01:56.to convince them they should come here instead of elsewhere in our
:01:56. > :01:59.region. It is not every day you meet a
:01:59. > :02:04.passenger on a bus tour of Nottingham with �25 million to
:02:04. > :02:11.spend. But this tour is taking potential investors around key
:02:11. > :02:15.sites like the Broad Marsh Centre which could create 6000 jobs. And
:02:15. > :02:23.the birds Enterprise Zone, creating �10,000. More investors are still
:02:23. > :02:28.needed. We are looking to provide about 250 homes, associated shops
:02:28. > :02:32.and restaurants. You are probably looking at a build cost of �25
:02:32. > :02:38.million, which we would have to raise in that the City and possibly
:02:38. > :02:42.as many as 200 jobs. They even named a train. All three of our big
:02:42. > :02:48.cities are trying to win backing from the public and private sectors.
:02:48. > :02:58.Government cash is on offer from the regional growth fund. Not him
:02:58. > :02:59.
:02:59. > :03:04.once �200 million for the Brits enterprise zone. -- Boots. Derby
:03:04. > :03:08.once around �50 million for things like a hi-tech business park near
:03:08. > :03:12.Rolls-Royce and and Innovation Centre. There is a lot of
:03:12. > :03:15.investment... Even as the Tour showed off Nottingham's highlights,
:03:15. > :03:20.there was a warning that there is not enough government cash for
:03:20. > :03:24.everybody. We will get something out of it but it is not to kick --
:03:24. > :03:29.not enough to kick-start the economy. The other towns named miss
:03:29. > :03:37.out, we will not all be winners of stop Leicester's high cross centre
:03:37. > :03:43.is part of investment in the City over the last 10 years. In at the
:03:43. > :03:46.fight for investments in jobs, you can never stand still.
:03:46. > :03:49.Well, the government has defended the �1.4 billion in its regional
:03:49. > :03:51.growth fund, due to last until 2014/15, saying it ensures that
:03:51. > :03:54.some private sector cash comes in as well. Economic development and
:03:54. > :03:56.jobs have been the key themes of the Liberal Democrats' annual
:03:56. > :04:02.conference. Over to the International Convention Centre in
:04:02. > :04:05.Birmingham and our Political Editor John Hess.
:04:05. > :04:08.The conference today heard the Business Secretary Vince Cable talk
:04:08. > :04:12.of the need for investment to boost exports, green technology and
:04:12. > :04:18.manufacturing. Then this afternoon, the reality for one of our
:04:18. > :04:21.struggling manufacturers, train makers Bombardier of Derby. In a
:04:21. > :04:27.question and answer session with delegates, the Lib Dems' leader
:04:27. > :04:32.Nick Clegg was put on the spot. am very annoyed that we were
:04:32. > :04:34.totally tied up, tied in knots by the legal requirements of the
:04:34. > :04:39.tendering process drafted by the previous government. We could not
:04:39. > :04:43.get out of it. Philip Hammond and Vince Cable are working to make
:04:43. > :04:51.sure that doesn't happen again, that British companies had given a
:04:51. > :04:54.fair crack of the whip. But it was a Nottingham delegate who earlier
:04:54. > :04:56.told the conference the quickest way to boost the economy and the
:04:56. > :05:00.infrastructure was to build new homes. I cannot stress enough how
:05:00. > :05:03.many people in this city of Nottingham and elsewhere in the
:05:03. > :05:13.country find themselves trapped in sub-standard housing that they
:05:13. > :05:16.
:05:16. > :05:18.cannot afford to get themselves out of. But new housing, roads,
:05:18. > :05:21.industrial estates, key ingredients of local infrastructure projects
:05:21. > :05:23.are not cheap. I asked the leader of the Liberal Democrats on
:05:23. > :05:28.Leicestershire county council Simon Galton, how much money we're
:05:28. > :05:35.talking about. Leicester identified a shortfall of �2 billion. If there
:05:35. > :05:38.is a huge gap to fill. Can it be filled? That depends upon whether
:05:38. > :05:46.the government is going to make some more money available to kick-
:05:46. > :05:49.start those sorts of projects. Clegg said today, the Department
:05:49. > :05:52.for Transport alone has �8 billion to spend on infrastructure projects
:05:52. > :06:02.and he's determined, in his words, to get the money out of doors of
:06:02. > :06:08.Whitehall and spent. Well, the East Midlands Development
:06:08. > :06:11.Agency is on the island site. The organisation that used to hand out
:06:11. > :06:21.lots of development cash being wound up by the Government and
:06:21. > :06:26.
:06:26. > :06:29.replaced by the regional growth fund. And to discuss the chances
:06:29. > :06:31.for investment in the region, I'm joined by Professor Baback Yazdani,
:06:31. > :06:36.from Nottingham Trent University and regional chairman of the CBI.
:06:36. > :06:41.It doesn't sound like a lot for the entire country but it is unlikely
:06:41. > :06:45.to change. Perhaps we need to concentrate our efforts to give the
:06:45. > :06:49.project that are going to have the biggest impact. How difficult is it
:06:49. > :06:55.to get the private sector to invest in places like the East Midlands?
:06:55. > :06:59.The private sector requires a good planning and tax environment to
:06:59. > :07:03.want to invest. In that regard, the little things to matter. The
:07:03. > :07:10.Investment announced today in Wolverhampton and the �10 million
:07:10. > :07:14.investment in the regional growth fund has brought in �350 million
:07:14. > :07:18.from Jaguar Land-Rover into that region. This is the second round of
:07:18. > :07:28.birds in the regional growth fund and the results will be announced
:07:28. > :07:30.

:07:36. > :07:43.Derbyshire returns from a country that's slowly re-building its
:07:43. > :07:46.The parents of a Leicester man who died after collapsing with serious
:07:46. > :07:50.head injuries say they're living an absolute nightmare as they try to
:07:50. > :07:56.find out how he died. Jason Jelley was married with five
:07:56. > :08:04.children. How he got his injuries is a mystery. His family are
:08:04. > :08:09.appealing for anyone with information to help them. In
:08:09. > :08:13.morning and struggling to accept the death of their son. The parents

:08:51. > :08:54.his face with blood coming out of his face. Officers have been
:08:54. > :08:58.carrying out house-to-house inquiries in the area to try to
:08:58. > :09:04.find anyone who might have seen something. Police particularly want
:09:04. > :09:09.to trace a man who may have helped him across Strasbourg drive, a
:09:09. > :09:14.round the corner from his home. Based say he is described as black,
:09:14. > :09:19.between 5 ft 6 and 6 ft 4 -- Paul. Meanwhile, Jason's family say they
:09:19. > :09:26.are desperately waiting for someone to come forward with information
:09:26. > :09:32.which might help them solve the mystery of their son's death.

:12:22. > :12:26.dropped off by taxi at 1:30pm last Thursday. For Janet to catch a bus
:12:26. > :12:29.was not unusual but for her not to be in contact with her family for
:12:29. > :12:34.so long is out of character. At the time she went missing, she was
:12:34. > :12:41.wearing a blue top and carrying a red metal walking-stick and a black
:12:41. > :12:45.leather handbag. We are not saw -- we are not sure of what is state of
:12:45. > :12:53.minders. We are really concerned. Jags family is pleading with her to

:21:16. > :21:25.this week one of our universities has offered a helping hand by
:21:25. > :21:32.inviting over a group of students directly affected by the disaster.
:21:32. > :21:36.Lives lost, homes destroyed, family livelihoods devastated. These
:21:36. > :21:43.smiles high personal tragedy. Each student here was affected by the
:21:43. > :21:48.earthquake and tsunami in Japan six months ago. TRANSLATION: My house
:21:48. > :21:56.was completely washed away by the tsunami. My house is only seven
:21:56. > :22:03.kilometres away from the nuclear site. My family has to live apart
:22:03. > :22:07.and I have to worry about when I can move back. TRANSLATION: There
:22:07. > :22:13.are still many people who live in temporary housing, who do not have
:22:13. > :22:20.normal lives. I really wish that those people who are suffering will
:22:20. > :22:24.be recovering physically and mentally as soon as possible.
:22:24. > :22:28.students go to university in the north-east of Japan. They've come
:22:28. > :22:31.to De Montfort University to share their experiences and learn about
:22:31. > :22:36.quirky English traditions. It has been inspirational to have them
:22:36. > :22:40.here. We took them to Leicester City on Saturday and to our great
:22:40. > :22:44.delight, the Japanese international scored the winning goal. Yesterday,
:22:44. > :22:47.we took them to the whole of our archivist and they took them to an
:22:47. > :22:57.allotment which may not sound impressive until you learn that
:22:57. > :22:58.
:22:58. > :23:01.many of them live near toothy Fukushima nuclear site. There have
:23:01. > :23:05.been telling us that they will not be able to grow food there for
:23:06. > :23:13.another 50 years. They were very touched with how people in England
:23:13. > :23:16.think about them. They realise they are not forgotten for loss of
:23:16. > :23:25.light-hearted fun here, imagers different to the ones we saw six
:23:25. > :23:29.months ago of the ones we saw six months ago. One woman from
:23:29. > :23:33.Derbyshire has been helping out with the clean-up operation. All of
:23:33. > :23:38.this used to be houses and it is now rubble of. At home in
:23:38. > :23:48.Derbyshire, a cat tells her father about her voluntary work in Japan.

:23:49. > :23:54.The 19 year-old is just back from a city 125 miles north of Fukushima,
:23:54. > :24:01.which suffered in the earthquake and tsunami. I was based in a city
:24:01. > :24:05.but we also did satellite projects to other places. I distributed food
:24:05. > :24:11.and temporary homes, dug a lot of pictures, cleared a lot of drains
:24:11. > :24:14.and did some other things. She says a voluntary work has been an
:24:14. > :24:19.unusual but rewarding way to end a gap year. Now she is heading off to
:24:19. > :24:23.Cardiff University to study medicine. The students here are a
:24:23. > :24:27.testimony to how quickly people can recover from such devastating
:24:27. > :24:32.disasters. The effects of the tsunami were far-reaching, even
:24:32. > :24:37.being felt here in Derbyshire. At Toyota's Burnaston plant, staff had
:24:37. > :24:40.to go on reduced hours because of a shortage of car parts but the
:24:40. > :24:46.company is now back on track and they put that down to the
:24:46. > :24:51.extraordinary efforts of their staff. We have returned to normal
:24:51. > :24:55.production, that is since June. We started the recovery of lost
:24:55. > :24:59.production since September. We will have fully recovered all the
:24:59. > :25:03.vehicles which were delayed before the end of the year. In fact, we
:25:03. > :25:07.will finish 2011 with slightly more production than we had originally
:25:07. > :25:10.plan. The production lines are back to normal but for these young
:25:10. > :25:14.people, the past six months have been quite literally a roller-
:25:14. > :25:17.coaster ride. They are certainly optimistic about the future but
:25:18. > :25:24.their messages, they don't want us to forget about the disaster
:25:24. > :25:34.because its effects could be felt for generations to come.
:25:34. > :25:42.
