:00:15. > :00:18.violence. Casey Brittle contacted the

:00:18. > :00:22.Nottinghamshire force 11 times but was murdered by her ex-boyfriend.

:00:22. > :00:28.There is no excuse for an up-to- date policy not been in existence

:00:28. > :00:32.at all times. They first bought first-time buyers,

:00:32. > :00:38.5% deposits courtesy of a council. Hopefully next year we could have

:00:38. > :00:43.our own house. Plus a cut begets the two-star

:00:49. > :00:53.place I always hoped I would get an opportunity to work in.

:01:16. > :01:19.First tonight, Nottinghamshire Police have apologised for failing

:01:19. > :01:24.to protect a woman who had made a string of complaints about domestic

:01:25. > :01:29.violence. Casey Brittle was beaten to death by her violence ex-

:01:29. > :01:36.boyfriend last October. Today the IPCC released a damning

:01:36. > :01:40.report on the case. From this happy smiling photo you

:01:40. > :01:44.would never guess that Casey Brittle was terrified. The police

:01:44. > :01:49.knew how badly she was being abused because they had been asked to help

:01:49. > :01:52.her 11 times. It is two years since she made her first 999 call to

:01:53. > :01:57.report a number of assaults. She told the police she was too

:01:57. > :02:00.frightened to take it further. Other people have also made

:02:00. > :02:06.complaints about her ex-boyfriend and the police got one report that

:02:06. > :02:10.he had head-butted Casey in public and was heard threatening to kill

:02:10. > :02:15.her and shook her mother and grandmother. Tragically, it was not

:02:15. > :02:19.enough to protect her and she was murdered on 6th October last year.

:02:20. > :02:25.A horrific crime but hardly a surprise. It was shocking to the

:02:25. > :02:29.extreme. So traumatic. It was almost unreal. For that, I am

:02:29. > :02:34.deeply sorry because dealing with domestic abuse probably his murder

:02:34. > :02:39.prevention. Today those mistakes prompted stinging criticism in this

:02:39. > :02:41.official report. The Independent police plaints -- Independent

:02:41. > :02:45.Police Complaints Commission said that the officers should have

:02:45. > :02:49.blocked abuse and that there were systemic failings in the way they

:02:49. > :02:53.dealt with the abuse and most stopping the of all, the force had

:02:53. > :02:57.not made changes recommended a whole year before Casey's death.

:02:57. > :03:00.That was after they looked into a similar case involving a victim

:03:00. > :03:05.called Gail Hadhili. This force fully accepts that the policy they

:03:05. > :03:09.had was not fit for purpose. Bowe was identified to them as a result

:03:09. > :03:12.of our Gail Hadhili investigation. They wear in the process of

:03:12. > :03:16.updating the policy and the recommendations we have made have

:03:16. > :03:20.not been implemented. There is no excuse for an up-to-date advice

:03:21. > :03:23.policy not been in existence at all times. Nottinghamshire Police are

:03:23. > :03:28.determined to learn the lessons from the tragedy. These officers

:03:28. > :03:30.were watching a graphic film about domestic abuse to date as part of a

:03:30. > :03:35.hard hitting training programme that is being given to everyone who

:03:35. > :03:39.works for the force. What we have got to remember is that two to

:03:39. > :03:43.three women are killed each week by domestic violence and until it

:03:43. > :03:50.happens we do not realise the risks that some women and families living

:03:50. > :03:55.in domestic violence are in. Casey Brittle's mother is helping to

:03:55. > :04:01.train the police took spot domestic violence. She described her

:04:01. > :04:11.daughter as beautiful, ambitious and front. She says Casey's mother

:04:11. > :04:11.

:04:11. > :04:19.-- she says Casey's death has left her with a lingering sense of loss.

:04:19. > :04:23.Paul Broadbent is with us now. Sister and -- systemic and

:04:23. > :04:28.horrifying failures, it does not get much worse than this. No, it

:04:28. > :04:34.doesn't. At a conduct and behaviour collectively is completely

:04:34. > :04:38.inexcusable and I have made public and private apologies. Casey's mum

:04:38. > :04:43.has been an inspiration to us in the way she has handled it and is

:04:43. > :04:49.working with our officers. Do you think Nottinghamshire Police could

:04:49. > :04:53.have saved her life? We will never know and the IPCC report also

:04:53. > :04:58.pointed out that we will never know if actions we could have taken

:04:58. > :05:03.could have saved Casey's life. What we do know is that we should have

:05:03. > :05:10.done much more than we did. IPCC also said that there were no

:05:10. > :05:14.excuses that -- no excuses for the recommendations after the Gail

:05:14. > :05:19.Hadhili's case not being implemented. We were incredibly

:05:19. > :05:23.slow to learn from past experience. We have now put processes, policies

:05:23. > :05:26.and procedures in place that are robust in the extreme as you and

:05:26. > :05:30.the public would expect to make sure that nothing like this ever

:05:30. > :05:33.happens again. But, there was nothing in place, was there?

:05:33. > :05:40.Nothing in place between those two cases that was fit for purpose?

:05:40. > :05:44.Why? As I said, we were slow to react to the situation and the way

:05:44. > :05:48.things had gone and had been allowed to meander along. That is

:05:48. > :05:53.no longer the case. There is a firm grip in the organisation about what

:05:53. > :05:58.should be done to prevent domestic abuse and to investigate it once it

:05:58. > :06:02.has happened. Precisely what has been done? What is in place? There

:06:02. > :06:05.is an extensive training package which includes the DVD that has

:06:05. > :06:09.been referred to earlier. There is a strong policy. There is

:06:09. > :06:13.governance in place from top to bottom which includes personal

:06:13. > :06:16.accountability on a day basis for risk assessment of incidents

:06:16. > :06:21.attended that goes right through the organisation to make sure there

:06:21. > :06:25.is a strong and relentless grip on managing effectively and preventing

:06:25. > :06:28.domestic abuse, which is murder prevention. You have publicly

:06:28. > :06:34.declared that you want to be the best performing force in the

:06:34. > :06:38.country by 2015. That is a major setback? It is indeed but what we

:06:38. > :06:44.need to do and what we have done is learnt better, hard and long

:06:44. > :06:51.lessons from this to make sure it never happens again -- learn a

:06:51. > :06:56.bitter lessons. Later in the programme, claims that

:06:56. > :07:01.thousands of homes are being rushed through on green belt land. It is

:07:01. > :07:11.crazy that they should build on land that is absolutely superbly

:07:11. > :07:16.

:07:16. > :07:21.A man has been charged with murdering a 29-year-old Richard

:07:21. > :07:24.Ziemacki in Derby city centre. Richard Ziemacki who was fund had a

:07:24. > :07:28.son died after being assaulted outside Greggs on the Cornmarket in

:07:28. > :07:32.the early hours of Sunday. Dozens of floral tributes have been left

:07:32. > :07:36.at the scene. Karl Wayte who is from a but the Burton area and his

:07:36. > :07:39.23 has been remanded in custody until Thursday.

:08:39. > :08:43.The green belt was one of those great twentieth-century ideas after

:08:43. > :08:47.the Second World War to protect our green and pleasant land. Now in the

:08:57. > :09:01.to prevent urban sprawl between the cities of Nottingham and Derby. It

:09:09. > :09:13.of the 4000 new homes that Broxtowe council wants to build on green

:09:13. > :09:18.belt to meet growing demand. It is controversial. We are very worried

:09:18. > :09:25.that we are going to lose our last bit of green belt. That is the

:09:25. > :09:31.first thing. Lots of other issues, the road is extremely busy now. 800

:09:31. > :09:38.homes will add about 1600 cars extract. Plus the triumph over the

:09:38. > :09:42.other side. There will be �1.400 car park spaces there. Not only is

:09:42. > :09:46.it green belt but it is very good quality agricultural land, probably

:09:46. > :09:52.the best agricultural land in Broxtowe. It is just crazy that

:09:52. > :09:56.they should build on land that is absolutely superb agricultural land.

:09:56. > :10:00.Today, MP Anna Soubry secured a parliamentary debate to raise her

:10:00. > :10:03.concerns about the threat to the green belt in Nottinghamshire.

:10:03. > :10:07.doing what Broxtowe is unfortunately doing, there is a

:10:07. > :10:13.real danger of their presumption in favour of development on our green

:10:13. > :10:19.belt which will mean that it will be completely wrong Wrobel to over-

:10:19. > :10:23.keen that developers -- vulnerable. The government values the green

:10:23. > :10:30.belt highly and it is an essential planning to will to prevent urban

:10:30. > :10:33.sprawl and its retention is a coalition agreement essential.

:10:33. > :10:38.The government says that 30 green- belt sites are now under threat,

:10:38. > :10:41.many of them in the East Midlands. Why would some councils want to

:10:41. > :10:47.rush through some of these developments? Let us take Broxtowe

:10:47. > :10:53.and as an example. It says it needs to build over the next 15 up to 18

:10:53. > :10:57.years, over 6000 homes. To meet that local demand, if it would

:10:57. > :11:02.prefer to build those houses on so- called brownfield sites but there

:11:02. > :11:07.are not enough available. That is why it is having to look at its

:11:07. > :11:11.green belt. Another factor too is that from next April the

:11:11. > :11:15.government's localism Bill becomes law. That gives local communities

:11:15. > :11:20.much bigger power over where these housing developments it should be

:11:20. > :11:24.and how many houses should be built. Some of our local councils are very

:11:24. > :11:29.sceptical about this new piece of legislation. They think it will act

:11:29. > :11:34.as a block on some of the housing developments that they say we need

:11:34. > :11:39.on the next -- over the next few years. They say we need this house

:11:39. > :11:43.in more than ever before. More homes could be built on green

:11:43. > :11:46.belt land but will people be able to afford them? First-time buyers

:11:46. > :11:51.have complained for years that they cannot get onto the property ladder

:11:51. > :11:54.because the size of the deposit required is too big. Help is now on

:11:54. > :11:58.the way. A councillor Leicestershire has become the first

:11:58. > :12:03.in the country to join forces with their high street bank to offer

:12:03. > :12:09.cut-price deposits. Instead of relying on the Bank of mum and dad,

:12:09. > :12:14.first-time buyers and Blaby can get support from the district council.

:12:14. > :12:17.This lady's situation is simple. She is 32, has a full-time job and

:12:17. > :12:21.wants to buy her first house. She moved back came to start saving and

:12:21. > :12:27.her boyfriend did the same. Now one year on, bat first house is still a

:12:27. > :12:31.long way away. It is frustrating. We have worked out that we can

:12:31. > :12:36.afford to run a house and afford the bills and mortgage. The initial

:12:41. > :12:45.for. That is the main stumbling block. It is rarely stopping us

:12:45. > :12:52.from moving forward. Now the local council hearing Blaby wants to help.

:12:53. > :12:56.They have teamed up with Lloyds to cut deposits in half from 10% to 5%.

:12:56. > :12:59.Suddenly their first home may become a lot more affordable.

:12:59. > :13:03.a win-win situation. It helps first-time buyers, gets the

:13:03. > :13:12.pressure off the affordable housing market and helps to get the housing

:13:12. > :13:14.market moving again. We already friends can help out with

:13:14. > :13:19.increasing deposits, however this is for the local council and they

:13:19. > :13:22.will step in and help with those of such deposits, giving the first-

:13:22. > :13:25.time buyer a bigger chance to get on the ladder.

:13:25. > :13:30.The Association of Residential letting Agents says that the UK's

:13:30. > :13:35.private rental sector is nearing capacity. Being able to buy your

:13:35. > :13:39.own home may never have been more important. Thanks to a new -- Union

:13:39. > :13:43.scheme in Blaby, was something they become a reality. It is becoming

:13:43. > :13:52.closer now. Hopefully by next year we can have our own house and will

:13:52. > :13:56.be living together. Fingers crossed. Next tonight, a BBC investigation

:13:56. > :14:00.has revealed that hundreds of children may have been physically

:14:01. > :14:05.abused in Britain's mosques and religious schools called madrasas.

:14:05. > :14:12.There have been more than 400 allegation since 2009, 36 of them

:14:12. > :14:16.where Leicester. Young people at prep at a madrasas.

:14:17. > :14:21.Supplementary classes like this one are attended by thousands of Muslim

:14:21. > :14:26.children every week across the East Midlands. They provide religious

:14:27. > :14:31.guidance and teachings from the Koran. Figures obtained by the BBC

:14:31. > :14:35.have highlighted a number wrote -- worrying number of cases of alleged

:14:35. > :14:39.abuse at madrasas, some of which are in Leicester. It is absolutely

:14:39. > :14:43.terrible. I think that even a one- shot not being protected, it should

:14:43. > :14:46.be a matter of concern for the whole community. They are

:14:46. > :14:51.vulnerable young people. It happens in all sections of society but that

:14:51. > :14:57.does not excuse anyone. We need to do our utmost to ensure those who

:14:57. > :15:00.are vulnerable are given maximum protection. While there are no

:15:01. > :15:04.allegations of wrongdoing against this madrasa, 36 are alleged to

:15:04. > :15:10.have taken place within Leicester. Muslim leaders say steps are being

:15:10. > :15:14.taken to ensure that children are being protected. Some madrasas have

:15:14. > :15:18.signed up to the safeguarding project and work closely with the

:15:19. > :15:21.police. And with the local authority and even with the Crown

:15:21. > :15:25.Prosecution Service so that went places come forward, we make sure

:15:25. > :15:29.that we have an input so that we can learn from what has happened

:15:29. > :15:32.and try to translate this into our future training for other madrasas

:15:33. > :15:42.so we do take it extremely seriously. In the light of these

:15:43. > :15:44.
