:01:31. > :01:36.economy. The Labour Party leader Ed Miliband today issued a warning
:01:36. > :01:38.about our prospects of surviving the downturn. On a visit to the
:01:38. > :01:43.East Midlands, he said unemployment will rise as more businesses
:01:43. > :01:47.struggle. And that's despite today's announcement by the
:01:47. > :01:55.coalition Government of new cash to help some regional businesses. From
:01:55. > :02:01.Ripley in Derbyshire, here's our Political Editor John Hess.
:02:01. > :02:05.He toured this factory. It is a type of precision engineering firm
:02:05. > :02:08.supplying Rolls-Royce and the energy industry that Ed Miliband
:02:08. > :02:12.says the government needs to encourage. The alternative he
:02:12. > :02:17.warned was a perfect storm and further economic difficulties ahead.
:02:17. > :02:20.He heard from senior management of their worries. We have always
:02:20. > :02:25.invested the profits of the business into taking the business
:02:25. > :02:32.forward and we won support from the Government to do that. If we want
:02:32. > :02:35.to do the best, we'd like the Government dipper hops -- to
:02:35. > :02:40.perhaps make as big a -- help us make it begin this month.
:02:40. > :02:46.concerns were more personal on the hop floor. Anybody finding it
:02:46. > :02:52.really tough? Yes, we are. government have not woken up to the
:02:52. > :02:55.scale of the task. What they need to do in the autumn is to show they
:02:55. > :02:59.understand it and change course. Let's get the economy moving and
:02:59. > :03:09.let's get a younger people back to work because that is what people

:03:11. > :03:16.It today's visit is to kick-start the economy. �6 billion have been
:03:16. > :03:20.allocated for the regional growth fund, safeguarding 9,000 jobs.
:03:20. > :03:25.have cut the money for the regional growth fund by two-thirds compared
:03:25. > :03:32.to what it was in the past. That is why we are seeing so many companies
:03:32. > :03:35.missing out. Rising energy bills, increases in VAT, the struggle to
:03:35. > :03:39.obtain bank loans. That is why, in the Perfect Storm, says the Labour
:03:39. > :03:42.leader, so many more of us are missing out.
:03:42. > :03:46.As John said in his report, �67 million is coming to the East
:03:47. > :03:50.Midlands in the second and final round of the regional growth fund.
:03:50. > :03:53.But the announcement has sparked disappointment as well as delight.
:03:53. > :03:56.Derby's done well. Leicester's convinced its project has a bright
:03:56. > :04:01.future, but at Boots in Nottingham, plans for an enterprise zone have
:04:01. > :04:10.been dealt a blow. Mike O'Sullivan's there now.
:04:10. > :04:12.Good evening. Good evening. Boots wanted �200 million to help
:04:12. > :04:15.decontaminate an area here that's already been declared an enterprise
:04:15. > :04:18.zone by David Cameron and Nick Clegg. Roads and a bridge are
:04:18. > :04:23.needed, too. But today the Government turned down Boots'
:04:23. > :04:30.application for cash from the regional growth fund. Whether or
:04:30. > :04:33.not thousands of jobs can now be created here seems uncertain. Hopes
:04:33. > :04:39.were high at Our Plaice earlier this year when David Karan and Nick
:04:39. > :04:49.Clegg paid a visit. They announced an enterprise zone would be set up
:04:49. > :04:52.
:04:52. > :04:58.at they Our Plaice in Beeston. There is disappointment now. A --
:04:58. > :05:02.they say they could have created and safeguarded up to 5,000 jobs.
:05:02. > :05:07.Well, I feel very sorry for Boots. It is a massive missed opportunity

:05:10. > :05:17.scheme would have created an enormous amount of high quality
:05:17. > :05:21.growth. In Leicester, better news. �1 million promised for a vibration
:05:21. > :05:24.testing plant to serve the car and aerospace industries. A
:05:24. > :05:31.collaboration between the university and the private sector
:05:31. > :05:38.that could bring 260 jobs to the science park site. What we have
:05:38. > :05:41.done here it is created something that is unique, Nis. That is
:05:41. > :05:45.something that is attractive. Also the park -- also the fact that Mr
:05:45. > :05:48.has not been seen an area for a hi- tech jobs and all those things have
:05:48. > :05:52.come together to make this a success full bid. The biggest
:05:52. > :05:59.winner has been Derby. But only because it is losing thousands of
:06:00. > :06:05.jobs. To offset the job losses at some of them major employers,
:06:05. > :06:11.Dobbie is getting �40 million. have got a range of projects within
:06:11. > :06:16.the programme bit. The most important being the technology
:06:16. > :06:19.plaster, a business park, are going to be built adjacent Rolls Royce.
:06:19. > :06:26.Despite the setback, Nottingham City Council says it will be
:06:26. > :06:30.returning to the government to try to win cash to were kick-start the
:06:30. > :06:34.enterprise zone. Believe it or not, there is a Plan B. Boots were asked
:06:35. > :06:38.to come up with a contingency plan in case they were turned down by
:06:38. > :06:41.the regional growth fund. Other funding streams are being
:06:41. > :06:45.considered including from the government, so it may just be the
:06:45. > :06:48.cash will come from another part within the government, but it is
:06:48. > :06:51.unclear at the moment and the Department for business told me
:06:51. > :06:55.tonight they are not ruling out putting even more money into the
:06:55. > :06:58.regional growth fund. Let's face it - jobs and growth are a top

:07:57. > :08:02.Next tonight, Major Rich Angove was driving home from his mother's
:08:02. > :08:05.funeral when he was involved in a crash. He was killed. That crash on
:08:05. > :08:13.the A46 in Nottinghamshire was described today by a judge as
:08:13. > :08:16.utterly avoidable. It was caused by Martin Casey. He was sentenced to
:08:16. > :08:23.eight-and-half years in prison for dangerous driving. Geeta Pendse
:08:23. > :08:29.reports. It was a crash that brought the
:08:29. > :08:38.Belgrave flyover twins standstill earlier this month. Martin Casey
:08:38. > :08:41.had been fleeing from the police. The driver of the car was major
:08:41. > :08:46.rich and Gove, returning to his home in Gloucestershire after
:08:46. > :08:52.attending his mother's funeral. He died at the scene. The pursued
:08:52. > :08:54.started in Leicestershire and ended an hour later. The driving was
:08:54. > :09:00.described as reckless with a blatant disregard for those around
:09:00. > :09:05.him and when he collided with the car, he was thought to be driving
:09:05. > :09:09.at 80 miles per hour in a 40 mph zone. A husband and father of two
:09:09. > :09:13.young children, his family were too traumatised to be in court but in a
:09:13. > :09:18.statement his widowed describe the unbearable loss. She makes
:09:18. > :09:23.reference correctly to this senseless loss of her husband. And
:09:23. > :09:27.that is how I feel. This didn't need to happen. It was callous,
:09:27. > :09:32.reckless and outrageous driving on Nottinghamshire's roads. The man
:09:32. > :09:36.pleaded guilty to dangerous driving and before sentencing he stood up
:09:37. > :09:41.and apologised for what he had done. In summing up, the judge told the
:09:41. > :09:45.man he had shown a deliberate and conscious decision not to stop. As
:09:45. > :09:50.a result, a decent, honourable man had been taken away from his wife
:09:50. > :09:54.and two young children. He said, there is no justice in the world
:09:54. > :09:57.when you survive and he dies. The country's leading expert on flu
:09:57. > :10:02.viruses is warning of the dangers of moving a specialist unit out of
:10:02. > :10:07.the East Midlands. Glenfield Hospital in Leicester is one of ten
:10:07. > :10:16.child heart surgery units being reviewed by the Government. But if
:10:16. > :10:20.it goes, the ECMO unit there would go too. Marie Ashby reports.
:10:20. > :10:24.This hospital has more than 20 years of experience in a life-
:10:24. > :10:29.support system known as ECMO which oxygen makes the blood outside the
:10:29. > :10:33.body. In May last swine flu outbreak, they, ordinated how

:10:40. > :10:45.country's leading expert on flu viruses says was vital. We have a
