:00:55. > :00:59.Good evening and welcome to Tuesday's programme. First tonight,

:00:59. > :01:04.even more cuts are on the way at a council that's already shed 2,000

:01:04. > :01:09.jobs. Today another 500 posts were marked as being at risk of

:01:09. > :01:12.redundancy at Nottinghamshire County Council. The council says

:01:12. > :01:18.despite making massive savings, it's now got to cut a further �12

:01:18. > :01:21.million from its budget. That's leading to increases in charges for

:01:21. > :01:28.some services, including the fee pensioners have to pay to get a

:01:28. > :01:37.light bulb changed. Mike O'Sullivan is at County Hall and can tell us

:01:37. > :01:41.more. Yes, we're in the middle of a three-year cuts cycle here at

:01:41. > :01:45.Nottinghamshire County Council. In a moment, I'll be talking to a

:01:45. > :01:48.union leader about the effects on jobs and morale. But with extra

:01:48. > :01:56.cuts and savings now being made here, even the cost to older people

:01:56. > :02:00.of getting the council to change a light bulb is going up.

:02:00. > :02:04.The cuts planned at Nottinghamshire County Council are massive. �150

:02:05. > :02:09.million over three years. Now the council says it needs to make

:02:09. > :02:14.another �12 million of cutbacks on top of that. As well as making

:02:14. > :02:18.cutbacks, the council is increasing its charges for it handy person

:02:18. > :02:25.service. Jobs like changing a light beef -- a light bulb will go up

:02:25. > :02:33.from �10 to �20. Some are not happy. I asked pensioners at an Asian

:02:33. > :02:40.lunch club for their reaction. for that work was expensive enough.

:02:40. > :02:44.Now 20 is unacceptable. Totally! cannot afford that all stop people

:02:44. > :02:48.have got their gas bills up, their electricity up. The man in charge

:02:48. > :02:54.of the finances defended the doubling of the fee for the handy

:02:54. > :02:57.person service. I am sure that in this day and age, you can get

:02:57. > :03:02.somebody else to change the light bulb for you in the community and

:03:02. > :03:08.do not have to call up a special service. So overall, it is very

:03:08. > :03:15.good value going forward. The new cuts are wide-ranging. They include

:03:15. > :03:19.�1 million cut from the connections advice service for young people.

:03:19. > :03:28.Saving around �520,000 will happen by switching off more street lights

:03:28. > :03:35.and relief -- reducing Highways staff. The handy person scheme will

:03:35. > :03:40.save the council �50,000 over two ideas. The savings made it could be

:03:40. > :03:46.wiped out by just one elderly person being injured by falling off

:03:46. > :03:51.a ladder, trying to change the light bulb on their own.

:03:51. > :03:54.council still says it will workout at savings of �250 a day.

:03:54. > :03:58.The council briefed staff today about which jobs were under threat.

:03:58. > :04:04.I'm joined now by Martin Sleath from UNISON. What sort of posts

:04:04. > :04:07.were marked as being potentially at risk today? We have not been given

:04:07. > :04:13.all the details but we know of there are jobs largely in the

:04:13. > :04:18.children and adults social care departments. They include jobs such

:04:18. > :04:22.as community care officers and adult care team managers of adults

:04:22. > :04:32.care services. Occupational therapists. When it hit the front

:04:32. > :04:36.

:04:36. > :04:41.line? Inevitably. What's staff morale like at the council? You can

:04:41. > :04:44.imagine that morale is very fragile in many cases. We heard in my

:04:44. > :04:47.report there that the cost of the handy person service, doing jobs

:04:47. > :04:53.like changing a light bulb for elders, is doubling. What do you

:04:53. > :04:58.think of that? I think it is shameful and an attack on our most

:04:58. > :05:02.vulnerable in society. The council says it is having to make these

:05:02. > :05:06.cuts and savings because of increased pressures on his budgets.

:05:06. > :05:16.Also things like having to pay for a lot more children in care and

:05:16. > :05:19.things like inflation. Thank you.

:05:39. > :05:43.has appeared in court charged with the murder of her seven-month-old

:05:43. > :05:45.baby girl. Carly Jakes from Netherhall Road appeared before

:05:45. > :05:55.Leicester magistrates this afternoon, as Victoria Hicks

:05:55. > :05:56.

:05:56. > :06:00.reports. For seven-month-old baby, called

:06:00. > :06:05.Sky, was taken to hospital, as officers were called to Netherhall

:06:05. > :06:10.Road on Sunday. A postmortem has taken place or stop the police say

:06:10. > :06:14.further tests are being carried out to establish further how she died.

:06:14. > :06:18.Her 32-year-old mother, charged with her murder, has appeared at

:06:18. > :06:22.magistrates this afternoon. Carly Jaques appeared in the dock with

:06:22. > :06:27.her neck and wrists bandaged. Crying into a tissue, she spoke

:06:27. > :06:32.only to confirm her name, address and date of birth. She was remanded

:06:32. > :06:34.in custody and will appear at Leicester Crown Court in two days'

:06:35. > :06:38.time. The Transport Minister, Theresa

:06:38. > :06:41.Villiers, has pulled out of a long- planned visit to Derby. Mrs

:06:42. > :06:45.Villiers was due to be the keynote speaker at a rail conference on

:06:45. > :06:48.Thursday. Supporters of Bombardier said they planned to be there to

:06:48. > :06:53.protest over the Thameslink decision. Mrs Villiers is said to

:06:53. > :06:58.have pulled out because of commitments in her constituency.

:06:58. > :07:01.The police are staging a month-long knife amnesty in Derby. Rams

:07:01. > :07:05.striker Nathan Tyson was on hand to lend his support to Operation

:07:05. > :07:09.Jagger. Throughout November, anyone can hand in weapons at city police

:07:09. > :07:12.stations with no questions being asked. The amnesty has been

:07:12. > :07:22.organised by Operation Redshank, a specialist team set up to tackle

:07:22. > :07:26.

:07:26. > :07:30.gang crime in the city. Amnesty's do get rid of some of the knives

:07:30. > :07:34.but they are not the only thing we do. Sometimes we have no more,

:07:34. > :07:39.kitchen knives handed in. But some of the knives you can see, you

:07:39. > :07:43.would not want them anywhere near you or the place you live or work.

:07:43. > :07:46.East Midlands Today has been told that children as young as eight are

:07:46. > :07:49.going to be targeted as part of radical plans to tackle gang

:07:49. > :07:53.violence in Nottingham. The city's begun recruiting an 18-strong team

:07:53. > :07:56.who'll work with offenders, their families and schools. It's all part

:07:56. > :08:06.of a detailed plan to deal with guns, gangs and knife crime. Our

:08:06. > :08:10.social affairs correspondent, Jeremy Ball, reports.

:08:10. > :08:15.It is not hard to find Nottingham's street gangs posturing on the

:08:15. > :08:19.internet. There's a lot of bravado, but look at these weapons. City

:08:19. > :08:23.officials reckon hundreds of children as young as 12 are being

:08:23. > :08:27.sucked into street crime and some move on to drug dealings, mugging

:08:27. > :08:31.and even organise violent crime. You would never think this has been

:08:31. > :08:40.a hotspot for crime but you do not have to look too hard to see how

:08:40. > :08:45.gangs and weapons have been ruining lives. You can see tributes to

:08:45. > :08:52.Danielle, a teenage girl shot dead in the street. Next to here, the

:08:52. > :08:59.faded graffiti tag of a gang and a rival area. It is a mark of

:08:59. > :09:05.disrespect and it is designed to provoke. There honour rules. They

:09:05. > :09:09.have to get the money for the buzz. It is nothing except joining a

:09:09. > :09:14.gang... If giving your mate money. That is what everybody seems to be

:09:14. > :09:22.on. In the past, it has been dealt with as a drugs problem. Police

:09:22. > :09:28.targeted suspected dealers and their weapons as part of Operation

:09:28. > :09:32.vanguard. A new strategy is aimed to prevent teenagers from joining

:09:32. > :09:37.gangs are using support from families and asking schools to warn

:09:37. > :09:41.children as young as eight about the dangers. There is disruption as

:09:41. > :09:46.well, with mediation schemes, and medics could get training to deal

:09:46. > :09:50.with battle-tied injuries. And they want to create new job

:09:50. > :09:53.opportunities so people can earn money legally, to entice them out

:09:53. > :09:58.of drugs. Nottingham City Council hopes it can make a significant

:09:58. > :10:01.difference. Gun crime is nowhere near the problem is used to be but

:10:01. > :10:10.there is complacency. We are committed to early intervention and

:10:10. > :10:15.trying to get upstream of some of the issues that young people can

:10:15. > :10:18.cause. It is a priority. Nobody knows how many gang disputes

:10:18. > :10:23.involve guns and knives but many are suspected young criminals who

:10:23. > :10:28.do not want the police involved. But innocent victims can get caught

:10:28. > :10:31.in the crossfire. That is why dealing with gang violence is so

:10:31. > :10:35.important. The NHS is hoping to get more

:10:35. > :10:38.frontline workers to have the flu jab this autumn. Last winter in the

:10:38. > :10:42.East Midlands, only a third of those eligible had the free

:10:42. > :10:46.seasonal vaccine. Bosses say they're concerned about the low

:10:46. > :10:49.take-up. They say nurses, doctors and other key workers should have

:10:49. > :10:59.the jabs to protect themselves as well as patients. Our health

:10:59. > :10:59.

:10:59. > :11:07.correspondent, Rob Sissons, reports. They are working really hard here

:11:07. > :11:13.at the King's Mill hospital to get as many NHS staff are vaccinated as

:11:13. > :11:19.possible. But why do people not want the jab either not go for it?

:11:19. > :11:25.Caroline, a junior doctor, has her own ideas. Time. Making time for

:11:25. > :11:29.the jab on a busy shift is a barrier. Taking 10 minutes out to

:11:29. > :11:34.have the flu jab, it is difficult, and you might not prioritise it.

:11:34. > :11:39.Last winter, only a third to cut the offer of a seasonal flu jab.

:11:39. > :11:44.Sherwood Forest hospitals had one of the highest uptakes in the East

:11:44. > :11:51.Midlands, at 50%. That compares favourably with Derby and Leicester

:11:51. > :11:56.hospitals. One reason that they are doing better here is that the staff

:11:56. > :12:02.come to visit and there are frequent clinics. But I was

:12:02. > :12:05.surprised to hear that some nurses are frightened of needles. There is

:12:05. > :12:11.a myth around having a vaccine and some people think it gives you the

:12:11. > :12:14.flu either makes you sick. That is generally not the case. Experts

:12:14. > :12:19.insist there of three are good reasons to get protected. It is

:12:19. > :12:24.important to protect yourself from getting sick, not patients and of

:12:24. > :12:28.family. It is difficult to get vaccinated when you are very busy

:12:28. > :12:31.but the flexibility of more appointments and opportunities will

:12:32. > :12:36.make sure staff have that opportunity. Last winter, there was

:12:36. > :12:42.a last-minute rush as swine flu took hold. They are hoping to avoid

:12:42. > :12:48.that this time around. You're watching East Midlands Today.

:13:06. > :13:08.children in every classroom struggle to learn to read and write.

:13:08. > :13:13.The charity Dyslexia Action says that with the right support and

:13:13. > :13:16.teaching, the effects of the condition can be minimised. Carol

:13:16. > :13:26.Hinds has been to see how one eight-year-old boy is getting extra

:13:26. > :13:33.

:13:33. > :13:39.help to understand words and sounds. Dyslexia Action works closely with

:13:39. > :13:42.people with the condition and Wade sees staff on a weekly basis at the

:13:42. > :13:47.Nottingham centre. Dyslexia is difficulty with reading, writing

:13:47. > :13:51.and spelling and it affects the memory and processing speed and

:13:51. > :13:56.phonological awareness. Wade particularly has difficulties with

:13:56. > :14:01.these processes, which is gritting sounds together to make words. That

:14:01. > :14:10.obviously hindered his progress with reading and spelling. No, no...

:14:10. > :14:15.Today we are going to be looking at the sound off A, made by these

:14:15. > :14:23.words. We will be doing lots of activities learning that spelling

:14:23. > :14:26.pattern and sound. We are playing tennis... Wade's grasp of words and

:14:27. > :14:33.sounds is improving. For him, learning is fun because of the way

:14:33. > :14:41.his progress is rewarded. Do you like coming here? Yes. What do you

:14:41. > :14:44.like? The chocolate! When you get 15 stars, you get a treat.

:14:45. > :14:49.staff say they will take as long as Wade needs to remember the words he

:14:49. > :14:53.has learned that this week's session. We were visited again next

:14:53. > :14:58.week to see what he has remembered. If he has not remembered it, we

:14:58. > :15:03.will keep returning to it. Anybody concerned about themselves or a

:15:06. > :15:08.Hundreds of people from across the country have been flocking to the

:15:08. > :15:14.Attenborough Nature Reserve in Nottinghamshire, to point their

:15:14. > :15:17.binoculars and cameras at an extremely rare bird. There have

:15:17. > :15:27.only been three sightings of the squacco heron in the county in 130

:15:27. > :15:29.

:15:29. > :15:34.years. But now it's returned, and Tom Brown went along to see it.

:15:34. > :15:38.It's had people from all around the country twitching with excitement.

:15:38. > :15:45.Over the past few days, more than 500 had gathered here on this

:15:46. > :15:49.bridge to catch a glimpse of this - the squacco heron. Its appearances

:15:49. > :15:54.in the East Midlands have been few and far between but the people here

:15:54. > :15:59.were convinced it was worth the wait. I got back from South Wales

:15:59. > :16:03.to see it and I am very impressed! Very impressive. It is like an

:16:03. > :16:10.exotic butterfly. It has flown a long way to get here and there are

:16:10. > :16:14.only three or four each year in Britain. It is a rarity. It has

:16:14. > :16:19.been an amazing experience for us to see this incredibly rare heron

:16:19. > :16:23.that has turned up at Attenborough. It is a life tick for me. I have

:16:23. > :16:27.not seen one in this country or anywhere else in the world. I

:16:27. > :16:30.arrived on Friday to see it and I cannot get enough. Although the

:16:30. > :16:35.bird has not been seen in Nottinghamshire before, bird

:16:35. > :16:39.watchers in Derbyshire have not been so lucky, until last weekend,

:16:39. > :16:44.when the bird flew over the area awash, crossing over the county

:16:44. > :16:48.border for the first time. It has flown on a number of occasions over

:16:48. > :16:51.the field behind us, and has obviously appeared now on the

:16:51. > :16:56.Derbyshire list. The bird is usually found in the slightly

:16:56. > :16:58.sunnier climates of the Mediterranean and Middle East, but

:16:58. > :17:03.with a unseasonably mild temperatures and an endless supply

:17:03. > :17:13.of fish, it seems content to stay here in the East Midlands. And as

:17:13. > :17:20.long as it is here, so will they be. Great pictures there. You like your

:17:20. > :17:23.birds, don't you? I do! It is now time for the sport.

:21:22. > :21:26.talented pupils who can go on to bigger and better things, and they

:21:26. > :21:35.will progress and hopefully we will see them he NFU years' time at a

:21:35. > :21:41.higher level. -- in a few years' time. A great opportunity.

:23:49. > :23:54.Whether it is outrageous dames or glittering sets, Christmas is not

:23:54. > :23:58.Christmas without a pantomime for many. But creating the magic is no

:23:58. > :24:05.easy feat. The team here at the Playhouse have been working on

:24:05. > :24:11.their production of Cinderella has since May. The teams get through

:24:11. > :24:14.550 litres of paint and 10 kilos of glitter. It starts in May, when the

:24:14. > :24:19.design unveils the look of the show and then the construction and

:24:19. > :24:26.painting begin. In the warehouse, they are unveiling of the horses

:24:27. > :24:31.that will draw that all important Courage. We are finishing the

:24:31. > :24:38.construction of the horses for Cinderella's carriage. We have

:24:38. > :24:44.Tim's original model piece. And you can see they are about 3.5, four

:24:44. > :24:49.metres tall. They are quite big. For many, it is the outrageous,

:24:49. > :24:55.shoot -- costumes that are the shows dealers. Without a doubt, it

:24:55. > :25:00.is the dames that have the most elaborate ones. Quite often, Helen

:25:00. > :25:05.will phone me and say, how big can I go on this? Sometimes you have to

:25:05. > :25:08.fly the dresses up into the ceiling so they are out of the way and a

:25:08. > :25:13.wee drop them down on top of the performers. That is incredible!

:25:13. > :25:17.There is something about panto that is unique. It is the only theatre

:25:17. > :25:22.where people come to have actually have a good time and to take part

:25:22. > :25:30.and get involved. The team have a few weeks left until the show opens

:25:30. > :25:35.but I am sure Cinderella will go to the ball. Oh, no, she would! Be oh,

:25:35. > :25:40.yes, she will! We were just thinking, we could be

:25:40. > :25:50.the stand-ins. I can be Prince charming and you can be Cinderella.
