:01:08. > :01:11.Tuesday's programme. Our main story tonight, health bosses have

:01:11. > :01:20.defended their decision to allow a known paedophile to go out alone

:01:20. > :01:22.into the community even though he tried to rape a young boy. Shaun

:01:22. > :01:28.Tudor sexually assaulted the ten- year-old in woodland while being

:01:28. > :01:32.treated at a mental healthcare unit in Rainworth in Nottinghamshire.

:01:32. > :01:35.Today a judge jailed Tudor indefinitely. He said he was a

:01:35. > :01:45.danger to the public and would probably spend the rest of his life

:01:45. > :01:49.

:01:49. > :01:54.The he was a known sex offender who it spent 24 years in secure

:01:54. > :01:58.hospitals after assaulting young boys in the 1980s. When Sean to do

:01:58. > :02:04.was allowed out unsupervised, he attacked another child -- when

:02:04. > :02:08.Shaun Tudor was allowed out. He had become a patient here at St

:02:08. > :02:11.Andrew's. The charity run centre had only opened at the end of last

:02:11. > :02:17.year, providing services for men with learning disabilities and

:02:17. > :02:23.autistic disorders in Secure Units. But Tudor, has Asperger's syndrome,

:02:23. > :02:31.had been allowed out eight times and the last time he the third in

:02:31. > :02:35.10-year-old boy to these woods. -- he persuaded a 10-year-old boy.

:02:35. > :02:39.circumstances surrounding this crime understandably caused his

:02:40. > :02:43.victim and their family and the local community to share a sense of

:02:43. > :02:47.outrage and deep concern. We share those concerns and we are working

:02:47. > :02:52.on a daily basis with the management at St Andrew's to ensure

:02:52. > :02:59.that there will be no repetition of such a terrible incident. Much of

:02:59. > :03:04.Rainworth is in Mark Spencer's constituency. He asked how this

:03:04. > :03:07.could have happened. Internal inquiries were carried out by a St

:03:07. > :03:12.Andrew's and they said they had found the decision was appropriate

:03:12. > :03:16.at the time but it is now looking at what can be done differently.

:03:16. > :03:20.There was emotion in court as tears were shed among the boy's family.

:03:20. > :03:24.In a statement, they said they were devastated by what had happened and

:03:24. > :03:32.had been forced to leave the area. They feel let down by a system that

:03:32. > :03:36.would ever have let such a man walk and checked in their community.

:03:36. > :03:39.As we mentioned there, Mark Spencer is one of the local MPs covering

:03:39. > :03:41.Rainworth and has taken a close interest in this case, and he's

:03:41. > :03:50.recently visited the St Andrew's healthcare unit. I asked him what

:03:50. > :03:54.he'd been told about why Shaun Tudor was allowed out.

:03:54. > :03:59.I think there's an acknowledgement that that was clearly a mistake and

:04:00. > :04:03.should not have happened and that is where we are but you cannot turn

:04:03. > :04:08.the clock back now, we must make sure it never happens again. What

:04:08. > :04:16.were your impressions of the unit when he went there? I have to say,

:04:16. > :04:20.it did seem quite professional -- when you went there. They had

:04:20. > :04:28.genuine concerns about the mistakes that were made. Ice feel a little

:04:28. > :04:32.bit more reassured, -- I feel. We need to do more work around the

:04:32. > :04:36.community about the levels of risk and trust. Is it just a case of

:04:36. > :04:40.better communication to put people's mind at ease? I think the

:04:40. > :04:44.unit have looked at what happened and they have assured me that those

:04:44. > :04:47.mistakes have been tidied up and that it won't happen again. But it

:04:47. > :04:54.is one thing to say it, we now have to be reassured that it will

:04:54. > :04:59.definitely be the case. You think this could happen again than?

:04:59. > :05:03.truth is I don't really know. We just need to keep the pressure on

:05:03. > :05:10.them and make sure they can keep us a short that it will not happen

:05:10. > :05:15.again. -- keep us reassured that it will not happen again. I do not

:05:15. > :05:19.know how these things are operated on a day to day basis and may have

:05:19. > :05:23.got high rates of data protection and confidentiality and things like

:05:23. > :05:33.that. I am still fairly concerned but I think things have improved a

:05:33. > :05:36.

:05:36. > :05:39.little bit. His St Andrew's just in the wrong place? -- es que St -- es

:05:45. > :05:48.cannot happen again. I am sure you will agree that this must have

:06:09. > :06:12.ensure that things must improve and that it cannot happen again.

:06:43. > :06:45.Nottingham. The man had been driving a stolen car and was being

:06:46. > :06:49.followed by police. He suffered serious injuries and died later in

:06:49. > :06:55.hospital. More than 100 knives have been

:06:55. > :06:58.handed into police during the first two weeks of an amnesty. The knives

:06:58. > :07:01.and several swords were surrendered at police stations in Derby and

:07:01. > :07:06.will now be destroyed. Officers hope it has stopped them falling

:07:06. > :07:10.into the wrong hands. Police in Leicester have issued a

:07:10. > :07:14.warning after a man claiming to be from the council tried to con five

:07:14. > :07:17.pensioners into giving him money. The Thurnby Lodge residents, some

:07:17. > :07:21.of whom were in their nineties, were all approached by a man who

:07:21. > :07:24.told them their boilers needed fixing. He's described as being

:07:24. > :07:27.white with short brown hair and with a number of teeth missing. The

:07:27. > :07:33.council says its workers will always ring people first to arrange

:07:33. > :07:39.a visit. Next tonight, we hear a lot about

:07:39. > :07:42.pay cuts and pay freezes these days. But for one group of workers,

:07:42. > :07:45.there's news tonight of a pre- Christmas pay rise. Leicester's De

:07:45. > :07:47.Montfort University has announced it's to pay some of its staff a so-

:07:47. > :07:57.called "living wage". From Leicester, here's our political

:07:58. > :08:06.David Miliband congratulates demand for's Vice Chancellor, the former

:08:06. > :08:10.Foreign Secretary was talking to staff about a living wage.

:09:40. > :09:49.not available to everyone yet, but by 2013 it will be. Our health

:09:49. > :09:56.correspondent Rob Sissons reports. Call 111 when it is less urgent

:09:56. > :10:00.than 999. From minor injuries unit to walk-in centres and GPs and A&E.

:10:00. > :10:05.Never have there been so many ways to access health care services. But

:10:05. > :10:10.not everybody is ending up at the right place the first time. 111 is

:10:10. > :10:13.vital to help people get navigated through the system. We don't want

:10:13. > :10:19.people unnecessarily being dispatched for ambulances. Nurses

:10:19. > :10:23.are on call it through the 111 service to get them in the right

:10:23. > :10:29.place. It is being rolled out right across the East Midlands.

:12:41. > :12:49.your clothing and make sure you stay hydrated, it is easy to make

:12:49. > :12:53.mistakes. This is a very difficult expedition. Somebody who's record

:12:53. > :12:57.Bryony's trying to break knows it is such a challenge. If you have

:12:57. > :13:04.got blitzes planning, you have got wiped out conditions, you can get

:13:04. > :13:08.easily lost so you have to be careful with navigation --

:13:08. > :13:12.blizzards blowing. You got to make sure you're going in the right

:14:17. > :14:20.People with disabilities in Derby may have to pay for their blue

:14:20. > :14:24.parking badges. The city council is considering charging �10 to issue a

:14:24. > :14:27.permit. Earlier this year, the Government introduced reforms to

:14:30. > :14:34.fraud. The council is deciding if they should charge money to cover

:16:45. > :16:50.loads of different things to do and it changes so it never gets boring.

:17:01. > :17:05.gang and they are trying to recruit young people so we try to keep them

:17:05. > :17:10.away from that. It gives young people somewhere in formal and

:17:10. > :17:15.different from school where they can relax. We like to have a lot of

:17:15. > :17:20.volunteers and a good relationship with all the adults. It is

:17:20. > :17:24.important because people can learn stuff here and you can make lots of

:17:24. > :17:34.stuff and people can do things they have never done before. I am making

:17:35. > :17:45.On a scale of 1 to 10, I think Children In Need coming here... It

:21:43. > :21:48.Mike Smith is the kind of man that usually does not get any glory in

:21:48. > :21:54.sport. Without his admin work, clubs like this just would not be

:21:54. > :22:01.the same. He has worked hard and prose us and our sport to the full.

:22:01. > :22:07.He gives all this time solely to develop his sport of table tennis,

:22:07. > :22:11.to anybody who will enjoy it. has developed the junior table

:22:11. > :22:16.tennis league in Leicestershire and spends hours upon hours organising

:22:16. > :22:19.and managing it. It doesn't matter whether it is e-mails at night,

:22:19. > :22:25.meeting's first thing in the morning, events at the weekend, he

:22:25. > :22:27.has always been there and he is always dedicated. An absolute

:22:27. > :22:32.inspiration in the junior league which started six years ago with

:22:32. > :22:37.five teams and now it is 28 teams and that is all down to Mike.

:22:37. > :22:43.Because of his dedicated work with schools and clubs, more youngsters

:22:43. > :22:47.have had the opportunity to take up the sport and go on to compete.

:22:47. > :22:51.great thing is just seeing the players play, whatever standard

:22:51. > :22:54.they are. I cannot imagine how people could not get pleasure from

:22:54. > :22:59.the sport and it is great to give people those opportunities on a

:22:59. > :23:02.sport for all places. He is also heavily involved with disability

:23:02. > :23:07.table-tennis, right up to international level. One of his big

:23:07. > :23:14.success stories is Patrick Cox who this year won a gold at the Special

:23:14. > :23:24.Olympics. The reason I started table tennis itself is him so I

:23:24. > :23:24.

:25:11. > :25:16.eaten a little, they will lie down and rest at a party. That works

:25:16. > :25:19.well because the public like that, you can see how contented there are

:25:19. > :25:27.four stop unlike the celebrities, they do not take hours to get ready

:25:27. > :25:35.They only need some red livery and they are ready for a quick

:25:35. > :25:38.changeover. They are just Christmas. The herd has a packed diary over
