:01:08. > :01:13.drastic measures aimed at balancing budgets. Tonight, one of our

:01:13. > :01:15.councils is considering closing all of its youth clubs. Officials in

:01:15. > :01:18.Derbyshire want to scrap frontline youth services, and hope the

:01:18. > :01:28.voluntary sector will fill the void instead. Our reporter Simon Hare is

:01:28. > :01:29.

:01:29. > :01:38.in Derbyshire, at a youth club now. Good evening. Good evening. Welcome

:01:38. > :01:42.to the Belper Drop Inn. This is run entirely by volunteers. We will

:01:42. > :01:50.speak to the founder in a moment but first take a quick look around.

:01:50. > :01:57.They have got a cinema run here and the obligatory pool table but here

:01:57. > :02:06.they are busy preparing for a live music event and it is centres like

:02:06. > :02:11.this that will have to step up their game.

:02:11. > :02:15.There are 29 Council-run youth clubs in Derbyshire but they enough

:02:15. > :02:23.could call close. There is not enough for young people to do as it

:02:23. > :02:28.is. they are not just places to meet up, they can be educational as

:02:28. > :02:34.well, it is disgusting. The can still needs to save �100 million

:02:34. > :02:38.over the next five years, just one quarter of it will come four

:02:38. > :02:40.children's services and those for young children. We will look

:02:40. > :02:44.towards the voluntary sector and so we are going to a more

:02:44. > :02:47.commissioning role rather than a provider ourselves. But you are

:02:47. > :02:57.looking at closing your own youth clubs? That is their potential but

:02:57. > :03:03.we were looking carefully at each individual cases. Youth's will be

:03:03. > :03:08.hanging around getting into trouble on the streets. Here you are 18 and

:03:08. > :03:15.living in Alfreton, have or you ever used the Polygon? Yes, and it

:03:15. > :03:18.is a lovely place. They are places where you get to know people more.

:03:18. > :03:23.Under the new council proposals, places like Belper Drop Inn will be

:03:23. > :03:28.the only ones left and the future of 157 paid for youth workers will

:03:28. > :03:33.be in doubt. I am joined now by Andrea Fox to

:03:33. > :03:37.set up the Belper Drop Inn. That was back in 2000. How did you come

:03:37. > :03:40.to set this up? It was after reports in a local paper about

:03:40. > :03:43.youths hanging around on the streets with nothing to do so I

:03:43. > :03:47.approached a group of them and asked what they wanted and this was

:03:47. > :03:51.the result. This is what they wanted was my guess. It has been

:03:51. > :03:55.run ever since? Yes, somewhere off the streets that was safe and they

:03:55. > :03:58.wanted to run it themselves and have an input into the activities

:03:58. > :04:02.and equipment so it was a case of listening to them and making it

:04:02. > :04:06.happen. You are volunteers with your colleagues. Do you think

:04:06. > :04:12.you'll be able to plug the gap when the county council-run clubs close

:04:12. > :04:16.if they do so? We will certainly try. The dream has always been to

:04:16. > :04:22.reach the rural villages where there and no facilities for young

:04:22. > :04:27.people. FA committee does not have public-spirited people like you,

:04:27. > :04:31.what can young people actually do? There are a lot of help services

:04:31. > :04:39.out there to help people to set up centres or youth clubs or just

:04:39. > :04:43.average centres or other activities. Do you clubs still have a place

:04:43. > :04:47.today with all the sport and technology on offer? Do teenagers

:04:47. > :04:52.still want to come to youth clubs? I think they do because not all

:04:52. > :04:55.teenagers are into computer games or Sport so it is giving them a

:04:55. > :04:59.chance to take part in different activities. It is listened to what

:04:59. > :05:03.they want and making it happen. Many thanks. As you can see, the

:05:03. > :05:10.preparations for the music events going on and people have got 10

:05:10. > :05:18.weeks to have their say on this consultation over the possible

:05:18. > :05:21.closure of the council-run youth centres. Thank you, Simon.

:05:21. > :05:24.Next tonight, a patient who set fire to his hospital ward, causing

:05:24. > :05:27.�1 million worth of damage, has walked free. At Leicester Crown

:05:27. > :05:33.Court, Justin Sheppard from Wigston was found not guilty because he was

:05:33. > :05:37.legally insane at the time of the fire. Jo Healey reports. Leaving

:05:37. > :05:42.court with his family, free after seven months in prison. Back in the

:05:42. > :05:46.spring this year, his father seemed just behind was worried about his

:05:46. > :05:52.mental state and confusion. His son was withdrawing from drugs and had

:05:52. > :06:01.an affection. He was taken to the Leicester Royal Infirmary on May

:06:01. > :06:06.1st. On the evening of 4th May, Justin Sheppard became agitated and

:06:06. > :06:12.set fire to a small pile of garments. He used highly flammable

:06:12. > :06:15.hospital hands gel to get the fire going. Ward eight, a 30 bed ward

:06:15. > :06:19.with patience and filled with thick black smoke. The effects were

:06:19. > :06:24.devastating. The ward and others nearby including a children's ward

:06:24. > :06:28.were evacuated. The judge described it as something terrifying, it

:06:28. > :06:33.could have had serious consequences but mercifully, he said, it did not.

:06:33. > :06:38.This is ward eight today during a �1 million makeover. It reopens

:06:38. > :06:42.next Friday. Legally, today's case was highly unusual. Both sides had

:06:42. > :06:48.agreed on the evidence which is very rare. Basically the jury had

:06:48. > :06:51.to decide Justin Sheppard was guilty of setting the fire and

:06:51. > :06:55.there was plenty of evidence to show he was, but then that he was

:06:55. > :06:59.not guilty because of the time of the offence when he was legally

:06:59. > :07:03.insane. They agreed that within minutes, that was the case and

:07:03. > :07:06.Justin Sheppard who is now well was given a two year supervision order

:07:07. > :07:10.on condition that he is also supervised medically for that time.

:07:10. > :07:17.His father told me afterwards that they were extremely pleased with

:07:17. > :07:20.the they's outcome. - but with today's outcome.

:07:20. > :07:27.Still to come on the programme, could tomorrow's storm in Scotland

:07:41. > :07:43.The Government has confirmed it will be taking up Nottinghamshire

:07:43. > :07:47.County Council's offer of �20 million towards the cost of

:07:47. > :07:49.widening a notoriously congested road into Nottingham. But not

:07:49. > :07:59.everyone thinks the local taxpayer should be contributing to the

:07:59. > :08:01.

:08:01. > :08:04.dualling of the A453. James After decades of argument, last

:08:04. > :08:08.month the Government finally decided that the A453 in

:08:08. > :08:11.Nottinghamshire would be turned into a dual carriageway. The

:08:11. > :08:14.Conservative leaders of both Nottinghamshire County Council and

:08:14. > :08:20.Rushcliffe borough council expressed their delight, not least

:08:20. > :08:23.because they have both offered the Government funds form their own

:08:23. > :08:29.budgets as encouragement to get the green light but some councils

:08:29. > :08:34.object strongly to that use of the council tax payers' fund. Some

:08:34. > :08:38.people did not want the Government being given millions of pounds to

:08:38. > :08:42.walk the road. In it definitely needs doing, a great improvement is

:08:42. > :08:46.long overdue but it should be done by the Government and it is not

:08:46. > :08:50.right that Rushcliffe council with the aid of Rushcliffe taxpayers'

:08:50. > :08:54.money should be handing money over to the Government for a government

:08:54. > :08:58.job. However council taxpayers' funds are going towards the A453

:08:58. > :09:01.widening and today the Department for Transport confirmed it will be

:09:01. > :09:04.accepting millions from Nottinghamshire County Council.

:09:04. > :09:08.The Conservative leader of Nottinghamshire County Council has

:09:09. > :09:15.told us through her council's press office that she remains convinced

:09:15. > :09:21.that the officer made by Nottinghamshire County Council

:09:21. > :09:25.finally convince the Government to go ahead with the dualling. Despite

:09:25. > :09:35.the objections, they were voted down. In a statement, the council

:09:35. > :09:42.

:09:42. > :09:46.said that Russia did borough The councillor says he will be

:09:46. > :09:52.watching carefully how council funds are spent on the A453 in the

:09:52. > :09:57.Nottinghamshire police officers have caused thousands of pounds of

:09:57. > :10:00.damage to their cars by bad reversing and other basic errors.

:10:00. > :10:02.The police authority's released figures showing that so far this

:10:03. > :10:06.year, there have been 52 collisions or cases of damage by reversing,

:10:06. > :10:08.and more damage caused by hitting the kerb or leaving the handbrake

:10:08. > :10:18.off. The force is now promising "robust action." Paul Bradshaw

:10:18. > :10:24.

:10:24. > :10:32.They drive 6 million miles per year and 500 vehicles often at high

:10:32. > :10:38.speed. But it is at slower speeds that officers appear to be getting

:10:38. > :10:42.things wrong. �338,000 worth accidents, totalling 114. The fact

:10:42. > :10:46.that half of them were caused by officers is becoming cause for

:10:46. > :10:53.concern. Winnie the cars to be operational and if our officers are

:10:53. > :10:57.stressed or under pressure, we need and -- we need to know about that.

:10:57. > :11:02.We will do something about it and we will support our staff, make

:11:02. > :11:05.sure they are trained and supported in the best way but where there is

:11:05. > :11:09.negligence, I am afraid there will be action taken. High speed is not

:11:09. > :11:13.the problem. With only three accidents occurring during pursuits.

:11:13. > :11:19.It seems police drivers a particularly bad at reversing into

:11:19. > :11:23.things, costing local tax payers �110,000 in repairs. They obviously

:11:23. > :11:27.need a lot more intense training. You see it quite often,

:11:27. > :11:30.particularly when they are going to emergencies and you sense that they

:11:30. > :11:33.expect everybody to get out of the way but perhaps they are not paying

:11:33. > :11:38.enough attention. May be more training is needed but I would

:11:38. > :11:42.think it is a great deal more care needed. Experts at the University

:11:42. > :11:46.of Nottingham believe new training techniques could be employed.

:11:46. > :11:54.need to perhaps look too ambitious ways of training police drivers in

:11:54. > :11:57.the future and the role of simulation for instance in terms of

:11:57. > :12:06.taking police trainers off the road at least to a certain extent and

:12:06. > :12:10.putting them into safer environments course simulation.

:12:10. > :12:14.hope of cutting the fleet by 100 cars and better monitoring in

:12:14. > :12:20.driver training, they hope to see fewer trips to the Body Shop in

:12:20. > :12:25.There was a bit of good news for Derbyshire today as JCB announced

:12:25. > :12:31.plans to hire 50 new engineers at its plant in Foston. More than

:12:31. > :12:34.200,000 engines have been built since the factory opened in 2004.

:12:34. > :12:37.Now the company wants to develop a brand new engine there, as part of

:12:37. > :12:42.a �31 million project. JCB says once the engine goes into

:12:42. > :12:45.production, it could lead to even more new jobs in the future.

:12:45. > :12:51.The BBC has learned that the closure of one of Derby's city

:12:51. > :12:56.centre markets is being considered by the council. Neither the Eagle

:12:56. > :12:59.Centre nor the Guildhall market is running at full capacity. Each year

:12:59. > :13:02.they make the city council less money. Traders fear the council is

:13:02. > :13:08.deliberately running the markets down to make them easier to merge.

:13:08. > :13:11.The council says it's still working on a strategy.

:13:11. > :13:16.Next, between a rock and hard place for people trying to get on the

:13:16. > :13:19.housing ladder. A new survey of the region's housing market out today

:13:19. > :13:25.claims the system is "broken", with prospective buyers unable to afford

:13:25. > :13:28.a mortgage and now being squeezed hard by rising rents. The National

:13:28. > :13:34.Housing Federation calls itself the voice of affordable housing and it

:13:34. > :13:37.points out the squeeze between house prices and rents. The average

:13:37. > :13:44.price of an East Midlands house over the course of 2010 was nearly

:13:44. > :13:53.�165,000. The median, or middle, wage for full and part-time workers

:13:53. > :13:57.That means the average house costs eight times the region's median

:13:57. > :14:03.wage. It's worse in the country, where a third of East Midlanders

:14:03. > :14:07.live. Rutland, the Derbyshire Dales and Rushcliffe in Nottinghamshire

:14:07. > :14:09.all have even higher ratios between earnings and house prices. And

:14:09. > :14:12.here's the double whammy. The NHF calculates that the East Midlands

:14:12. > :14:16.will also see the steepest increase in private sector rents of any

:14:16. > :14:26.English region over the next five years, from an average �361 a month

:14:26. > :14:29.

:14:29. > :14:39.in 2011 to �451 a month in 2016. Sarah Sturdey's been to Rushcliffe

:14:39. > :14:40.

:14:40. > :14:45.to see if there's any light at the A sign of the Times, the market

:14:45. > :14:49.just doesn't seem to be moving. Without first time buyers, the rest

:14:49. > :14:53.of the housing chain is stagnant with 40 years in the business,

:14:53. > :14:57.Peter in Keyworth says it is the worst period he has ever known.

:14:57. > :15:01.first-time buyer market is almost non-existent. The only people

:15:01. > :15:05.coming to the market, first time by now are being helped considerably

:15:05. > :15:10.by their parents. Deposits are hard to come by. It is tough. If we did

:15:10. > :15:14.not have a surveying side to fall back on, we would be struggling.

:15:14. > :15:18.least he is still in business. Walk around the corner and after years

:15:18. > :15:22.in this town, this branch of a national estate agent has gone but

:15:22. > :15:26.over the road, the rental sector is buoyant. Three years ago, Stewart

:15:26. > :15:30.could not make a living selling mortgages but in his new letting

:15:30. > :15:35.business he has not looked back. He has even had a client trying to

:15:35. > :15:39.gazump the set rent. We just had a property, it was �1,000 per month,

:15:39. > :15:42.straight away we had six different people interested. One of them was

:15:42. > :15:46.even happy to pay more and that proves how buoyant the market is at

:15:46. > :15:51.the moment. It is predicted that here in the East Midlands, private

:15:51. > :15:56.renting is said to increase by 25% in the next five years, the biggest

:15:56. > :16:00.increase in the country. What about those people who just want to buy a

:16:00. > :16:05.place of their own? How can homes be made more affordable?

:16:05. > :16:15.The East Midlands is the third most rural region in the country but

:16:15. > :16:17.

:16:17. > :16:19.affordable housing is a major issue. These new housing places may grow

:16:19. > :16:24.at around 22,000 and there is a real mismatch between supply and

:16:24. > :16:34.demand. Could this be part of the answer? The small development is

:16:34. > :16:40.so-called low-cost housing and some properties Arpad buy, part rent.

:16:40. > :16:43.Four others on the property ladder, there is a long road ahead. -- are

:16:43. > :16:46.part buy. A rural maternity unit in

:16:46. > :16:49.Derbyshire is to close next year. Derbyshire Primary Care Trust has

:16:49. > :16:53.announced it will shut the Darley Dale centre and another rural unit

:16:53. > :16:56.near Buxton. NHS managers say not enough babies are being born there

:16:56. > :17:00.to justify the costs. Five years ago supporters successfully fought

:17:00. > :17:03.to reopen the Darley Dale unit. The train operator Stagecoach has

:17:03. > :17:08.announced a fall in half-year profits due to a loss at its East

:17:08. > :17:11.Midlands Trains franchise. East Midlands Trains recorded a loss of

:20:34. > :20:37.district of Leicester has been recognised for its work on exercise

:20:40. > :20:50.making a difference. In the latest of her Olympic reports,

:21:26. > :21:32.Olympic team and feel like they are I am a real fitness fanatic myself,

:21:32. > :21:36.I play basketball and go to the gym and I teach yoga so I'm hoping my

:21:36. > :21:40.enthusiasm can rub off on them and I think it has. She has trained up

:21:40. > :21:49.this group of young people and now they come to help coach the

:21:49. > :21:55.It is all about spreading the word and getting reactions like this.

:21:55. > :22:00.She is really fun. She is a great teacher and she teaches us how to

:22:00. > :22:03.enjoy it. She likes to keep fit and healthy and I love working with her

:22:03. > :22:08.a lot. Back in the classroom, registration last month started

:22:08. > :22:12.with a few minutes of exercise every day. The whole school took

:22:12. > :22:16.part in small steps for life, the Government initiative inspired by

:22:16. > :22:21.2012 to find small, manageable ways to eat well, get active and feel

:22:22. > :22:27.good. They became quite competitive in some classrooms. Some boys with

:22:27. > :22:35.the push up as if they got 511 day, they would try for 75 the next day.

:22:35. > :22:43.-- if they got 50 on one day. is doing an amazing job and she is

:22:43. > :22:53.hoping that she is inspiring more people to do the same.

:23:46. > :23:51.stressful and the reason I got involved is because of my

:23:51. > :23:56.reputation of making toppers sculptures -- chocolate sculptures.

:23:56. > :23:59.They wanted something extravagant so that is why I made the flowers.

:23:59. > :24:05.An amazing experience. It looked amazing as well, what did you think

:24:05. > :24:10.of the final result? Even though I say it myself, I was impressed.
