:00:27. > :00:30.girl who are in hospital having been very seriously injured. I

:00:30. > :00:38.can't even start to imagine how they will deal with that trauma and

:00:38. > :00:43.grief. Also, the worrying increase in

:00:43. > :00:47.online grooming of children. My mum recognised the relationship for

:00:47. > :00:51.water wars and took me to the police station. I found out he was

:00:51. > :00:55.a convicted paedophile. -- for what it was.

:00:55. > :00:59.Plus, how ill are you? 300 people a week are taken off incapacity

:00:59. > :01:09.benefits. And the stately home paying half a

:01:09. > :01:09.

:01:09. > :01:12.Good evening, welcome to Monday's programme. First tonight, two

:01:12. > :01:22.children are slowly giving evidence to the police about an attack which

:01:22. > :01:22.

:01:22. > :01:25.resulted in the deaths of their mother, father and sister. It is

:01:25. > :01:27.believed former inspector Toby Day, from Melton Mowbray, killed his

:01:27. > :01:31.wife Samantha and his daughter before stabbing his two older

:01:32. > :01:34.children and then killing himself. The officer in charge of the

:01:34. > :01:41.investigation has today released more details about what happened,

:01:41. > :01:47.as Helen Astle reports. Four days on and many flowers have

:01:47. > :01:52.been left here outside the family's home. Inquests were open today at

:01:52. > :02:02.Loughborough and the court was told that Janet identified the bodies of

:02:02. > :02:03.

:02:03. > :02:07.her daughter, her son-in-law and her granddaughter, the six-year-old.

:02:07. > :02:12.The two younger children who survived the -- older children who

:02:12. > :02:16.survived the attack are in hospital. Kimberly has injuries to her neck.

:02:16. > :02:21.I can't even start to imagine how they will deal with that form and

:02:22. > :02:26.grief. They are able to talk to us occasionally but we are not at a

:02:26. > :02:30.stage where Quick an interview either of them. We will do that

:02:30. > :02:36.when it is appropriate and when they are ready, if they ever are,

:02:36. > :02:43.to talk to us. Toby Day was an inspector with Leicestershire

:02:43. > :02:47.Police. The police wanted one win is in particular to come forward.

:02:47. > :02:53.My appeal today is particularly around a van that we knew drew

:02:53. > :02:58.around the crescent at 4:20pm. The only description I have is that it

:02:58. > :03:04.was white. It is not involved in any way. It just happened to drive

:03:04. > :03:07.along the road at the relevant time. The Detective Superintendent also

:03:07. > :03:13.wants to quash stories running in the national press about what

:03:13. > :03:19.happened. Talking about the reason why Toby was dismissed and that

:03:19. > :03:24.Samantha was having an affair. It is complete fabrication. I just

:03:24. > :03:29.want to wait for the outcome of my investigation. I say that because

:03:29. > :03:36.we have a grieving family who are waiting for the truth. That will

:03:36. > :03:40.come with the coroner's inquest. It cannot come from tales of fantasy.

:03:40. > :03:44.The police inquiry is continuing. In the meantime, the little girl's

:03:45. > :03:49.school has paid tribute to her, describing her as a delight.

:03:49. > :03:54.Support has been offered to other children and teachers. It has also

:03:54. > :03:57.emerged that Adam and Kimberly know that their mother, father and

:03:58. > :04:00.little sister had died. Joining us live now from

:04:00. > :04:07.Leicestershire Police HQ is the chairman of the Leicestershire

:04:07. > :04:11.Police Federation, Ivan Stafford. Good evening. Thank you for joining

:04:11. > :04:21.us. You knew Inspector Toby Day personally. What kind of person was

:04:21. > :04:26.

:04:26. > :04:31.Very diligent in his work and popular with his colleagues. What's

:04:31. > :04:36.been the impact of this tragedy within Leicestershire Police?

:04:37. > :04:40.wide-ranging. People are very distressed by it and they have to

:04:40. > :04:44.remain professional about that and they will come to terms with what

:04:44. > :04:47.has happened in the fullness of time. We don't know why this

:04:47. > :04:56.happened but Inspector Day had been dismissed shortly before. Is there

:04:56. > :05:00.support in place when officers are dismissed? The Police Federation is

:05:01. > :05:04.a staff association and when an officer gets involved in an

:05:04. > :05:08.internal disciplinary matter, a representative is provided for them

:05:08. > :05:15.to act as their friend and guide and assist them through the process.

:05:15. > :05:19.It can be quite traumatic at times. That is the support from the Police

:05:20. > :05:24.Federation and it can remain, if necessary, after the dismissal if

:05:24. > :05:28.that is necessary. Thank you. About 300 people a week are now

:05:28. > :05:30.being removed from the region's sick list. The Benefits Agency is

:05:30. > :05:36.reassessing around 1,000 people on incapacity benefits and moving

:05:36. > :05:41.about a third of them onto jobseeker's payments instead. It's

:05:41. > :05:44.all part of a government drive to slash the incapacity benefits bill.

:05:44. > :05:52.But some think it's not fair, as our health correspondent, Rob

:05:52. > :06:00.Sissons, reports. Jagdish says even getting around

:06:00. > :06:03.his rented flat in Derby can be a struggle. He is on painkillers but

:06:03. > :06:08.osteoarthritis and told benefit assesses about eight heart attacks

:06:08. > :06:14.and angina. After five years of claiming incapacity benefit, he has

:06:14. > :06:20.been reassessed as fit for work. I could work in any way, I would go

:06:20. > :06:27.and get a job. I have never, ever liked sitting down. The problem is,

:06:27. > :06:32.my back, my neck and my heart. I can't walk. He told me the

:06:32. > :06:40.Government's talk on going back to work is a harsh reality. He looks

:06:40. > :06:46.at losing around �30 a week in benefits. Just like they can put a

:06:46. > :06:56.dog down, they can put you down. a statement, the Department for

:06:56. > :07:04.

:07:04. > :07:08.In the East Midlands, 99,000 people were claiming jobseeker's allowance

:07:08. > :07:16.in October. The numbers declared sick and unable to work, however,

:07:16. > :07:23.was vastly sire. -- vastly higher. The numbers of Jagdish worries

:07:23. > :07:30.about a his heating bills. I pitied on for three hours in the morning

:07:30. > :07:34.and then three hours in the evening. -- I put it on. About a third of

:07:34. > :07:39.appeals are upheld. A new review into the way assessments are done

:07:39. > :07:42.will take place sooner. Welfare reform was never going to be easy.

:07:42. > :07:45.Next, the continuing fight against the sexual exploitation of children.

:07:45. > :07:48.In Derbyshire, the police are currently investigating 80 cases.

:07:48. > :07:52.And they've been commended for their role in tackling what is a

:07:52. > :07:55.growing problem. As part of a new national strategy, the Government

:07:55. > :08:03.says other forces should follow Derbyshire's lead, as Sarah Teale

:08:03. > :08:07.reports. Child exploitation is a frightening

:08:07. > :08:12.and growing problem. Some vulnerable young children are

:08:12. > :08:18.targeted on the streets. But others are preyed on even in the apparent

:08:18. > :08:25.safety of their own homes. Jake was just 13 when he was a victim of

:08:25. > :08:30.online grooming. I asked if he could be me in Derby and he could

:08:30. > :08:34.go for a coffee and he said, yeah, that is fine. I can pick you up and

:08:34. > :08:39.take you do Birmingham, we can go shopping. We can spend a night at

:08:39. > :08:43.my hotel. My mum recognised the relationship for what it was an

:08:43. > :08:47.took me to the police station. I found out he had actually been a

:08:47. > :08:50.convicted paedophile. The issue hit the headlines in January after a

:08:50. > :08:56.gang of men in Derby were jailed for cruising the streets and

:08:56. > :09:00.crooning girls as young as 12. They were convicted following a specific

:09:00. > :09:04.operation called Operation Retriever, run by Derbyshire Police.

:09:04. > :09:07.Officers say they deal with hundreds of cases of child

:09:07. > :09:11.exploitation every year. We are dealing with sexual exploitation

:09:11. > :09:16.every single day in different crimes, so whether that is a rape,

:09:16. > :09:21.sexual activity with a child, assault, incitement. We deal with

:09:21. > :09:25.that every day. A new UK government action plan commenced Derbyshire

:09:25. > :09:30.Police for the wicket has done. The strategy aims to draw on work

:09:30. > :09:37.around the country to prevent child exploitation, identify those at

:09:37. > :09:40.risk and support victims. Tonight, we look at why the problem is

:09:40. > :09:46.growing, whether it is racially motivated and what is being done to

:09:46. > :09:49.help the children who are at risk. That is at 7:30pm tonight on BBC

:09:49. > :09:53.One. A woman has been sexually assaulted

:09:53. > :09:56.while she was walking her dog in Derby. The 43-year-old was on a

:09:56. > :09:59.footpath near woods off Wilmore Road at around 10.45am on Saturday

:09:59. > :10:03.morning. Her attacker is described as Eastern European in appearance

:10:03. > :10:09.and in his early 20s. He was around 5ft 8 inches tall, skinny build and

:10:09. > :10:11.had noticeably bad teeth, with one of the top front ones missing.

:10:11. > :10:15.Engineers have been installing solar panels on more than 1,000

:10:15. > :10:18.homes in Nottingham before the government deadline. From today,

:10:18. > :10:22.solar panel owners will be paid 50% less for the electricity they

:10:22. > :10:31.produce. Nottingham City Homes has spent about �7 million installing

:10:31. > :10:34.panels on 1,300 of their properties. Still to come on the programme, big

:10:35. > :10:44.bills for that tiny bundle of joy. The spiralling cost of the first

:10:44. > :10:48.year of life. Plus, it is the busiest day of

:11:11. > :11:16.Nottinghamshire's next chief constable has been announced today.

:11:16. > :11:19.It's Chris Eyre, who is currently the force's deputy chief. And he's

:11:19. > :11:22.also spent time in charge of the Leicestershire force. But what else

:11:22. > :11:30.do we know about him? Our social affairs correspondent, Jeremy Ball,

:11:30. > :11:34.can tell us more. Chris Eyre was brought to a

:11:34. > :11:37.Nottinghamshire when its police force was facing a crisis. A series

:11:37. > :11:42.of damning inspection reports that prompted the current chief to

:11:42. > :11:45.replace her top command team. He has been in charge of turning

:11:45. > :11:51.around a force at the same time as dealing with the huge squeeze in

:11:51. > :11:54.his Budget. In addition to the �42.3 million we haven't cut, there

:11:54. > :11:59.is another �12 million we should receive in government grant that we

:12:00. > :12:05.are not. So we have a shortfall of 12 million. He has already spent

:12:05. > :12:09.nine months in charge of another force. He was Leicestershire's

:12:09. > :12:12.temporary Chief Constable and his been a national police chief

:12:12. > :12:16.spokesman on forensic services. But it was this local tragedy that put

:12:16. > :12:20.him at the eye of the storm - the case of Fiona Pilkington, who

:12:21. > :12:26.killed herself and her severely disabled daughter after constant

:12:26. > :12:30.hounding by yobs in Barwell. The police were accused of shameful

:12:30. > :12:33.neglect. I started by offering my apologies to both the public and

:12:33. > :12:38.the family for where policing have not met the requirements of the

:12:38. > :12:45.local community or Fiona and her daughter through the process. I

:12:45. > :12:48.offer my unreserved apologies and I meant it from the heart. I still do.

:12:48. > :12:52.He will take over from the current police chief at a time when

:12:52. > :12:55.policing will face a radical changes and more policing cuts.

:12:55. > :12:59.Derbyshire Dales District Council is to close two tourist information

:12:59. > :13:04.centres. It says not enough people are using them and the move will

:13:04. > :13:07.save around �100,000 a year. Around 20, mainly part-time, jobs will go.

:13:07. > :13:11.The Matlock Visitor Centre will close by the end of March next year,

:13:11. > :13:21.and the one in Ashbourne a year later. The centres will be replaced

:13:21. > :13:21.

:13:21. > :13:24.by information points elsewhere in the towns.

:13:24. > :13:28.With just under two weeks till Christmas, today is the busiest day

:13:28. > :13:30.of the year for Royal Mail staff working across the East Midlands.

:13:30. > :13:35.With double the volume of letters and packages to deliver, they're

:13:39. > :13:43.If you are feeling the pressure of Christmas, spare a thought for

:13:43. > :13:47.staff here at the Royal Mail sorting office in Nottingham. Today

:13:47. > :13:54.is the busiest day of fear for them as they sought the thousands of

:13:54. > :13:57.cards and packages. -- day of the deer as they sort. The machines

:13:57. > :14:03.behind me would normally run for six hours on a Monday evening,

:14:03. > :14:07.whereas today there will be running non-stop for about 18 hours. So the

:14:07. > :14:12.volumes coming through a double what we normally see. To get a

:14:12. > :14:20.sense of the scale of the operation, Royal Mail currently have 21,000

:14:20. > :14:26.members of staff salt -- sorting out the post. They will have dealt

:14:26. > :14:30.with 63 million items. Last year's dreadful weather was a real

:14:30. > :14:33.challenge for the team. But with the mayhem, many are looking

:14:33. > :14:38.forward to Christmas Day. I am looking forward to Christmas Eve

:14:38. > :14:42.and finally being able to relax or stop it is very intense. But we are
