:00:16. > :00:23.mastermind behind a �100 million fraud which saw hundreds of people

:00:23. > :00:28.lose their jobs. Also tonight, a moment of panic as

:00:28. > :00:32.armed police swoop on a busy shopping street. There was a guy,

:00:32. > :00:36.must have been about five metres away from me. Police surrounded him.

:00:36. > :00:40.There must have been at least 15 of them.

:00:40. > :00:44.Plus... Do people know we have no choice but to close the school?

:00:44. > :00:49.Return of the Iron Lady, but what do they make of the film in Mrs T's

:00:49. > :00:59.home town? Eight, nine, ten... And find out

:01:05. > :01:08.why they're counting all the Good evening and welcome to the

:01:08. > :01:10.programme. First tonight, a Leicester businessman has been sent

:01:10. > :01:16.to jail for masterminding a fraud involving "staggering" sums of

:01:16. > :01:22.money. Max Fraser conned finance companies into lending him more

:01:22. > :01:25.than �100 million. He enjoyed a luxury lifestyle, driving racing

:01:25. > :01:31.cars and using the company yacht but his deception had far-reaching

:01:31. > :01:34.consequences. It led to hundreds of workers losing their jobs, and

:01:34. > :01:44.devastated the lives of his wife and two young children. Sarah Teale

:01:44. > :01:48.

:01:48. > :01:52.This is Max Fraser. The mastermind behind one of the biggest frauds of

:01:52. > :01:58.its kind in this country. But his deception had a massive impact on

:01:58. > :02:03.those he employed and the companies he conned. Max Fraser was a very

:02:04. > :02:06.charismatic, intelligent man. Very articulate and very persuasive.

:02:06. > :02:10.to some of the documentation that was generated during the

:02:10. > :02:14.investigation. Leicestershire Police spent four years

:02:14. > :02:21.investigating him to get to the bottom of an extremely complex

:02:21. > :02:25.fraud which darted back in 2001. Fraser and a plastics company based

:02:25. > :02:30.in Leicester. -- ran a plastics company. It is still run today but

:02:30. > :02:35.legitimately. Back then, the, was to get finance for these, expensive

:02:35. > :02:40.extrusion machines. Using false invoices produced by Stoke-on-Trent

:02:40. > :02:45.company H T L, he persuaded more than 30 banks and financial

:02:45. > :02:52.institutions to finance 700 of the machines. In reality, only 111 of

:02:52. > :02:56.them actually existed. In six years, he got finance worth �110 million.

:02:56. > :03:03.What was his motivation for doing all this? Purely to benefit for

:03:03. > :03:08.himself? I suspect he had two motivations. The first was for

:03:08. > :03:13.financial gain for himself but also secondly for the company. He wanted

:03:13. > :03:18.the company to be the No. 1 global company in the world for extruded

:03:18. > :03:22.material. I believe his initial motivation was that and the only

:03:22. > :03:26.way he could obtain finance to build these machines, because they

:03:26. > :03:30.will be in line than themselves, was through fraudulent activity --

:03:30. > :03:34.they were building than themselves. And they were robbing Peter to pay

:03:34. > :03:38.Paul. He would have to get finance at the end of the day to pay off

:03:38. > :03:44.the other financed. Max Fraser had all the trappings of the luxury

:03:44. > :03:49.lifestyle. A �1 million pad here which he used to live in. He also

:03:49. > :03:54.enjoyed the use of the company yacht, raced four different sports

:03:54. > :03:59.cars and is said to have had flying lessons. Over-thirties finance

:03:59. > :04:03.companies have lost over �50 million -- over 30 finance

:04:03. > :04:10.companies. Is there knowing how many people he has had an impact

:04:10. > :04:14.on? There is no way of knowing the full impact but it is fair to say

:04:14. > :04:19.that hundreds of people have lost their jobs. His Finance employees

:04:19. > :04:23.have lost their jobs and other people who were creditor was.

:04:23. > :04:28.for Leicestershire Police, this has been one of their most complex

:04:28. > :04:32.investigations. We have recovered over 50,000 documents as a result

:04:32. > :04:39.of the inquiry which all had to be examined individually. That takes

:04:39. > :04:46.time. We took over 200 witness statements, so all the victims. So

:04:46. > :04:52.yes, it was a very complex and time-consuming operation. David and

:04:52. > :04:58.Elizabeth from Hege T L were jailed for five years and three years

:04:58. > :05:01.respectively. Leicester Crown Court was told that he had believed he

:05:01. > :05:05.could trade his way out of trouble but took complete blame for the

:05:05. > :05:10.devastation he had caused his wife and two young children. Mike

:05:10. > :05:14.Fraser's family were not in court today to hear him sentenced to

:05:14. > :05:18.eight years, eight months in prison. The judge told him that he had

:05:18. > :05:25.risked the businesses and the livelihoods of those who had placed

:05:25. > :05:27.A woman who says she has been made seriously ill by the controversial

:05:27. > :05:32.PIP breast implants says the private clinics who put them in

:05:32. > :05:34.should now have to replace them. Tonight though the Government has

:05:34. > :05:39.ruled there isn't enough evidence to recommend the routine removal of

:05:39. > :05:42.the French-manufactured implants. Tara Smith from Newark in

:05:42. > :05:45.Nottinghamshire has set up a Facebook group to campaign to help

:05:45. > :05:52.women caught up in the scandal. Our health correspondent Rob Sissons

:05:52. > :05:57.reports. 700 women have joined this Facebook campaign. She had two set

:05:57. > :06:00.of PIP implants and paid herself in the end to get them removed but

:06:00. > :06:06.believes private clinics should now for others three removal and

:06:06. > :06:09.replacement. I think the clinics should be giving money back and

:06:09. > :06:13.public that the person decide whether they want to go. You have

:06:13. > :06:17.got to remember, we do not trust our clinics any more. She says she

:06:21. > :06:31.pleased but told me the first pair ruptured and have the second pair

:06:44. > :06:49.three years. Some commentators said it would be wrong for the

:06:58. > :07:02.the clinics have been suggested to get together amateur medical

:07:02. > :07:06.removals and perhaps fund the operation. This woman understands

:07:06. > :07:11.the clinic that put the implants in is no longer in business. It took

:07:11. > :07:21.me a lot of time to find a clinic that I trusted. I read into it for

:07:21. > :07:25.

:07:25. > :07:30.a long time and I feel let down now Many of these implants have been

:07:30. > :07:36.put in for aesthetic or cosmetic reasons in the private sector.

:07:36. > :07:40.There have been very few put in by NHS trusts. Certainly in Leicester,

:07:40. > :07:42.University Hospital have never put any of these in so patients who

:07:42. > :07:48.have had reconstructive surgery have nothing to worry about.

:07:48. > :07:55.after spending �23,000 on her breasts on credit cards, Tara

:07:55. > :07:58.Still to come on the programme, the rising costs of renting and buying.

:07:58. > :08:07.As private sector rents rocket, we talk to the couples struggling to

:08:08. > :08:11.afford a home of their own. And after all the excitement of the

:08:11. > :08:20.past few days, the weekend is looking a much calmer affair. All

:08:20. > :08:26.Armed police descended on part of Nottingham city centre this

:08:26. > :08:29.afternoon after reports that an armed robbery was under way. It was

:08:29. > :08:35.just after three o'clock that officers were called to John Lewis

:08:35. > :08:39.in the Victoria Centre as Tom Brown reports.

:08:39. > :08:42.Scenes you would not normally associate with the January sales.

:08:42. > :08:47.This afternoon, Nottingham's bargain hunters were interrupted by

:08:47. > :08:50.armed police following reports of an attempted robbery at John Lewis.

:08:50. > :08:56.I was outside the Victoria Centre going into town. A number of police

:08:57. > :09:03.cars pulled up with blue lights. Being a photographer, I hung about.

:09:03. > :09:08.They were shouting at an individual as tell you be built to stand still.

:09:08. > :09:11.Then they put the weapons and the red dot on his chest. The incident

:09:11. > :09:14.lasted less than one hour. Witnesses say the police were

:09:41. > :09:47.and nobody was injured. Council tax in Leicester could rise

:09:47. > :09:50.by 3.5% from April. The news comes as the City Council reveals its

:09:50. > :09:53.latest proposals to make �40 million of cuts to its budget. �17

:09:53. > :09:56.million could come from adult social care services, whilst the

:09:56. > :10:00.future of Leicester's day care centres is also under threat.

:10:00. > :10:04.There's still no word though on what will happen to the city's care

:10:04. > :10:07.homes for the elderly. CCTV footage has been released of

:10:08. > :10:10.two potential witnesses after a serious assault in Leicester. It

:10:10. > :10:14.happened on the Thursday before Christmas at around 5:30pm on

:10:14. > :10:24.Myrtle Road in the city. 23-year- old Salem Bahrami was stabbed in

:10:24. > :10:25.

:10:25. > :10:28.the chest. He remains in hospital in a stable condition.

:10:28. > :10:31.There's a warning tonight that the cost of privately renting a house

:10:31. > :10:33.in the East Midlands will rise again in 2012. Demand is increasing

:10:33. > :10:36.because many first-time buyers are struggling with the big deposits

:10:36. > :10:39.needed for a mortgage. All this as the Government and developers try

:10:39. > :10:45.to get more people onto the property ladder with interest-free

:10:45. > :10:55.loans. Mike O'Sullivan looks at the prospects for tenants.

:10:55. > :11:00.This couple are renting a house in Derby. They are both in work but

:11:00. > :11:05.the bigger deposits mean that buying a house is not affordable

:11:05. > :11:12.straight away. It is impossible. For somebody our age, it was not

:11:12. > :11:19.feasible, the amount we are earning. I could not say how many people are

:11:19. > :11:23.even close. maybe a couple of years down the line but at the minute,

:11:23. > :11:27.impossible. Absolutely impossible. The latest figures from the group

:11:27. > :11:30.that owns the property firm in Derby shows that private rents

:11:30. > :11:35.dipped for the first time in 10 months in November. The average

:11:36. > :11:40.private rent in the East Midlands now stands at �542 per month. In

:11:40. > :11:45.one year, high demand has meant that figure has gone up by nearly

:11:45. > :11:49.4%. There's not enough supply for new rental property and we are not

:11:49. > :11:52.building enough houses to begin with. There are not enough

:11:52. > :11:56.incentives for buy-to-let developers to provide the sector

:11:56. > :12:00.enough houses to rent. In Oakham in Rutland, this house and developer

:12:00. > :12:04.told me how they are trying to help struggling first-time buyers.

:12:04. > :12:08.Around 20 new-build homes on the site will be offered for sale under

:12:08. > :12:12.the Government's Firstbuy idea. They will be seeing a five-year

:12:12. > :12:16.interest free loan for up to 20% of the purchase price. The level of

:12:16. > :12:20.interest we have had in a short period of time has been higher in

:12:20. > :12:24.other areas than we operate in. There has not been a lot of new-

:12:24. > :12:33.build development here for the past 10 years so there is a huge demand.

:12:33. > :12:38.Back in Derby, Charlotte and down say they will buy one day. Her --

:12:38. > :12:42.hopefully. I would not want to be renting in two years. Demand for

:12:42. > :12:51.rented property will continue to increase this year according to the

:12:51. > :12:54.property company. We heard in Mike's report there

:12:54. > :12:57.about the Government's Firstbuy idea in which they team up with

:12:57. > :12:59.housing developers to help first- time buyers with deposits. It's run

:12:59. > :13:02.in our region by the East Midlands Housing Association in Coalville.

:13:02. > :13:05.Let's speak to the person who's looking after it, Gail Davies. How

:13:05. > :13:15.much difference can Firstbuy really make to someone who's struggling to

:13:15. > :13:16.

:13:16. > :13:22.buy? It is there to help first-time buyers get that first step on to

:13:22. > :13:28.the property ladder. To overcome the difficulties that they are

:13:29. > :13:34.finding at the moment with deposits. The scheme is designed to give them

:13:34. > :13:40.the 20% equity loan which is jointly funded by the homes and

:13:40. > :13:45.communities Agency and the developers with them finding 5% to

:13:45. > :13:52.purchase the other 8%. If that makes sense for. You have got 400

:13:52. > :13:57.people who have taken up this form of help. Why are not more people

:13:57. > :14:02.taking up the idea? It is interest free. It is for the first five

:14:02. > :14:07.years. The scheme has only been running since September last year

:14:07. > :14:11.so it is actually increasing all the time with numbers of people

:14:11. > :14:15.that I interested. It is down to the developers really, to promote

:14:15. > :14:20.the schemes more. Some of them are doing sterling jobs on doing that.

:14:20. > :14:27.Very briefly, have you got enough money for the demand for this

:14:27. > :14:32.scheme? There is not a budget as such as far as the area is

:14:32. > :14:39.concerned. We are looking to help 10.001st time buyers on to the

:14:39. > :14:46.property ladder nationwide up until 20th March 13 -- 10,000 first-time

:14:46. > :14:55.buyers. That is good news, let's hope the scheme has more success in

:14:55. > :14:57.the future. Thank you. Leicester City fans travelling to

:14:57. > :15:01.Nottingham for tomorrow's FA Cup third round match against Forest

:15:01. > :15:04.have been warned by police not to go to pubs around the stadium. Away

:15:27. > :15:29.Officers say the number of young people drinking and driving is

:15:29. > :15:31.particularly worrying. They're warning motorists that they will

:16:36. > :16:44.been questioned but today, it was the film's portrayal of Margaret

:17:15. > :17:19.stood up for women at all. We do not want to sensationalise the life

:17:19. > :17:23.of a lady who caused so much trouble and devastated the lives of

:17:23. > :17:26.so many people in the past. And we think it is it too serious a

:17:27. > :17:29.subject to be trivialised by Hollywood. But unsurprising the

:17:29. > :17:35.pout, The Iron Lady which goes on general release today has received

:17:35. > :17:39.a much warmer reaction in muddy's home town of Grantham. It is good

:17:39. > :17:42.they made a film about her because it put Grantham on the map. We have

:17:42. > :17:48.got to be proud that she is from Grantham. It has not got a lot

:17:48. > :17:51.going for it so at least she was here at the right time. There is an

:17:51. > :17:59.argument for it being left until she has died but I think it is fair

:17:59. > :18:02.I am sure Grantham has got a lot more going for it.

:18:59. > :19:04.Cup tie has really captured the imagination of those in blue.

:19:07. > :19:11.Leicester and Forest fans. Foxes are taking double the normal

:19:11. > :19:18.allocation to the City Ground and cove -- could even out in the home

:19:18. > :19:23.faithful. It is because of the Rover, it is incredible. Sport at

:19:23. > :19:28.heart. Bragging rights, the East Midlands want to beat them. We will

:19:28. > :19:32.definitely make a massive difference. Forest are struggling

:19:32. > :19:35.to sell that many tickets so for us to have got that many and fought

:19:35. > :19:40.them being the home side, it is showing what great support we have

:19:40. > :19:46.got. The Foxes may well need big backing. They have not won at the

:19:46. > :19:49.City Ground for 39 years. Throwing away a two goal lead at there in

:19:49. > :19:57.August but in Nigel Pearson, they have a manager who is going all out

:19:57. > :20:03.for Cup success. I still have huge respect for our domestic support.

:22:09. > :22:17.Stephen Pearson, has left the club. He's joined Bristol City on a free

:22:17. > :22:20.transfer. Meanwhile, the Rams face Crystal Palace in the FA Cup.

:22:24. > :22:31.only side to win all three of their matches over the Christmas and New
