:01:25. > :01:31.premiums they thought were good value, which were actually
:01:31. > :01:35.worthless. I many do not know it, but there
:01:35. > :01:42.are driving around without insurance. The company they thought
:01:42. > :01:47.had covered them has proved to be a conned. Aston Midshires's insurance,
:01:47. > :01:51.they operated online, and targeted John and other higher-risk drivers.
:01:51. > :01:58.I paid it over the phone, and they sent me the documents. They were
:01:58. > :02:01.very professional in the way they did the insurance, and a fond and
:02:01. > :02:07.e-mailed me. I thought of it in the was OK.
:02:07. > :02:13.The website is no off-line, but we know it did advertise a sales line
:02:14. > :02:18.with a Leicester No.. When you call it, this is the message you get.
:02:18. > :02:22.Thank you for calling Aston Midshires insurance. The offices
:02:22. > :02:27.are now closed. The firm had claimed to have
:02:27. > :02:31.headquarters at this office complex. But the company which operates the
:02:31. > :02:35.building has confirmed Aston Midshires has never been one of its
:02:35. > :02:42.tenants. It appears the company's claim to
:02:42. > :02:45.have been based here is as fake as the insurance documents it provided.
:02:45. > :02:50.Leicestershire County Council trading standards started receiving
:02:50. > :02:54.calls and e-mails about it, after drivers had been stopped by the
:02:54. > :02:57.police, or even discovered they did not have insurance after being in
:02:57. > :03:01.an accident. If you look on the Internet, there
:03:01. > :03:06.is a forum talking about this -- there are forums all over the
:03:06. > :03:10.country talking about this. We do not know the full scale.
:03:10. > :03:13.Tonight the City of London police's insurance fraud department
:03:13. > :03:22.confirmed that is investigating the company and its website, which is
:03:22. > :03:28.thought to have links with Hong Kong and Canada.

:03:46. > :03:49.to concentrate on the fact that if you are stopped and you
:03:49. > :03:53.legitimately think you are insurance, -- you think you have
:03:53. > :04:01.insurance, you are driving illegally, so you are committing a
:04:01. > :04:07.criminal offence. They have done nothing wrong by applying for the
:04:07. > :04:13.insurance. With the rise of Internet, it seems that companies -
:04:13. > :04:18.- customers can be easily caught out. It is a very over-regulated
:04:18. > :04:22.and regulated set of circumstances. The difficulty is, anyone can set
:04:22. > :04:26.up a website and say they are run insurance company, and in this
:04:26. > :04:36.climate where people are looking to save money, people will be tempted
:04:36. > :04:37.
:04:37. > :04:47.by companies offering a discount. I wonder if they are wrong comparison
:04:47. > :04:47.
:04:47. > :04:51.websites, there could be a duty for those websites to check them out.
:04:51. > :04:56.The Government are looking at all sorts of restrictions as to when
:04:56. > :05:00.youngsters can drive, for example not late at night. And people need
:05:00. > :05:04.to build up their no-claims, so it is important for them to build a
:05:04. > :05:08.no-claims bonus. I suspect that is why the company was successful,
:05:08. > :05:14.because it was offering a discount that people took advantage of.

:06:43. > :06:48.therefore these reports are all was shopping. It -- they're always
:06:48. > :06:53.shocking. In January 2009, he stopped seeing mental health
:06:53. > :06:56.workers, and they did not see him again. Six months on, there were
:06:56. > :07:02.growing concerns, and an assessment was ordered to see if he should be
:07:02. > :07:08.forced back to hospital. Five days later, John McGrath said his
:07:08. > :07:12.grandson's and Sears -- condition was getting worse. The police
:07:12. > :07:20.decided that breaking his door down was not justified. By the same day,
:07:20. > :07:25.John McGrath was dead. we would still have her father with us have
:07:25. > :07:33.one of those missed opportunities had been acted upon. William is a
:07:33. > :07:37.lot better, and obviously understands now, and has the inside
:07:37. > :07:40.into what he did, and cannot understand how he did this to
:07:40. > :07:44.someone he loved. He has to live without. The report says the
:07:44. > :07:49.killing could not have been predicted, and recommends changes,
:07:49. > :07:52.including more resources and better training. The bosses here say that
:07:53. > :07:56.these changes are already in place. Hopefully it will be enough to make
:07:56. > :08:03.sure a tragedy like this case will have to happen again.
:08:03. > :08:07.We have been joined by Peter Millar, in charge of those changes. At the
:08:07. > :08:10.end of the report, he said lessons had been learned and changes are in
:08:10. > :08:16.place. But I guess this is something that should never have

:11:04. > :11:10.of the two Day appeal hearing of the 33-year-old police officer,
:11:10. > :11:17.Timothy Allatt. He was found guilty of assaulting a suspect whilst on
:11:17. > :11:24.duty in Nottingham two years ago. Today, Mr Allatt once again denied
:11:24. > :11:28.using excessive caught on and night, in July, 2010. -- excessive force
:11:28. > :11:34.on that night. Today he arrived at court with
:11:34. > :11:41.another chance to clear his name. He is accused of assaulting a
:11:41. > :11:45.fellow officer Ron 5th July, two years ago. PC Moss had been rigged
:11:45. > :11:50.-- running after a car thief, and reports today heard that he reached
:11:50. > :11:53.come first, drag him to the floor and arrested him. PC Moss then
:11:53. > :11:58.complained about the level of force Mr Allatt had used, saying he
:11:58. > :12:02.struck him in the face with his hand, and kicked him in the chest.
:12:02. > :12:07.The suspect was subsequently taken to the Queen's Medical Centre.
:12:07. > :12:12.Today, Mr Allatt said the takedown was a justified police technique,
:12:12. > :12:17.and denied kicking this suspect. The case centres on the
:12:17. > :12:21.disagreement between PC Moss, and Mr Timothy Allatt. PC Moss said the
:12:22. > :12:26.suspect was not resisting arrest, but Mr Allatt told the court to
:12:26. > :12:32.that he felt threatened, and took the appropriate action to arrest
:12:32. > :12:36.him. The court must decide if any force used was justified, and if
:12:36. > :12:41.the conviction of Mr Allatt should stand or be quashed. The hearing
:12:41. > :12:45.continues tomorrow. Derbyshire police are hunting an
:12:45. > :12:52.armed robber who threatened a shop assistant with what they called a
:12:52. > :12:56.stun device. It happened this morning. The robber wore a dark
:12:56. > :13:01.tracksuit but covered his face. He managed to steal cash after holding
:13:01. > :13:06.the electrical device to the worker's neck.
:13:06. > :13:12.It is very concerning. The manager has been employed by Sainsbury's
:13:12. > :13:22.for 28 years, and never experienced such an incident. We are keen to
:13:22. > :13:22.

:14:40. > :14:45.Amongst those killed in Derbyshire in the past year, these four
:14:45. > :14:51.children. Their deaths prompted the fire chief into action.
