:01:30. > :01:34.more people in this region are turning to the scalpel to lose

:01:34. > :01:44.weight. More Obesity surgery is being done here than in any other

:01:44. > :01:46.

:01:46. > :01:51.region in the whole of England. Steve Waugh super obese. 36 Don't,

:01:51. > :01:56.even mowing the lawn was a struggle. Now after a gastric ban was fitted

:01:56. > :02:03.under the NHS, his old clothes no longer fit. This is how I used to

:02:03. > :02:08.be. He has lost 15 stone in two years. I can get out, walk my dog,

:02:08. > :02:14.do more exercise that I never used to do. At the Royal Derby hospital,

:02:14. > :02:19.over 700 people have had weight- loss surgery over three years.

:02:19. > :02:23.have one of the most dense populations in terms of obesity and

:02:23. > :02:27.that is why we are providing operations to a high percentage of

:02:27. > :02:33.the population compared to the national average. To qualify, the

:02:33. > :02:39.government agency nice recommends that people have a body mass index

:02:39. > :02:45.of 35 or 45. But in the East Midlands, the NHS bar is set higher.

:02:45. > :02:49.You need a BMI of 45 with other health problems or 50 without. The

:02:49. > :02:53.new NHS report shows the East Midlands having the highest rate of

:02:53. > :02:58.obesity surgery in England. What we need to do is look at the whole

:02:58. > :03:04.system, not just the operation that counts, other areas may have

:03:04. > :03:11.treatment modes that are different. They baby managing individuals

:03:11. > :03:15.differently. Avoiding surgery was Sharon's aim. At home in

:03:15. > :03:20.Leicestershire, she says she is proof you can do it without

:03:20. > :03:28.operations. She has gone from 31 to 20 stone in a year by cutting out

:03:28. > :03:32.junk food. I can tell. I can see that my whole shape, because I used

:03:32. > :03:37.to call myself a tanker, because I used to walk like a tank. The Steve

:03:37. > :03:43.had to fight for his operation but he is glad he did.

:03:43. > :03:48.Rob is with us now. A lot of people carry a few extra pounds, why is

:03:48. > :03:53.Obesity surgery an issue now? of people wanted and cannot get it

:03:53. > :03:57.on the NHS, some cannot afford to go private. There are questions as

:03:57. > :04:03.to whether the NHS may be doing this at all given the financial

:04:03. > :04:09.pressures. People say we treat people who smoke, drink, we should

:04:09. > :04:14.treat people with obesity as well. Surgery does not work for everybody.

:04:14. > :04:19.Gastric bans, we seek cases where it does work but you can still

:04:19. > :04:24.cheap. It does require lifestyle changes that are sustainable.

:04:24. > :04:29.you. A young woman says she is afraid to

:04:29. > :04:33.leave her home unaccompanied a week after she was beaten up in an

:04:33. > :04:40.unprovoked attack. 18-year-old Kristina Leatherland was assaulted

:04:40. > :04:44.in Leicester city centre. It has been just over a week since

:04:44. > :04:50.the attack in Leicester city centre. Kristina is recovering at home

:04:50. > :04:55.after a man aged around 40 and 6 ft tall pushed her over and beat her

:04:55. > :05:02.up. He punched me to the ground, kept on carrying on punching and

:05:02. > :05:06.kicking me. When he was hitting me he was shouting things at me. When

:05:06. > :05:12.people were coming over, saying, what do you think you're doing, he

:05:12. > :05:16.ran off. It happened on Sunday 15th January at the junction of bishops

:05:17. > :05:24.Street and Granby Street. I was meant to be a bridesmaid but I

:05:24. > :05:28.could not. I have not been able to go college because I cannot get

:05:28. > :05:37.their and basically, my confidence has gone out the window. I cannot

:05:37. > :05:44.go anywhere on my own. It feels horrible. It is a mental side. It

:05:44. > :05:50.is nightmares, not sleeping, too scared to go out. Even I have taken

:05:50. > :05:54.her to the shop and she is a nervous wreck. It should not be

:05:54. > :05:58.like that, and 18-year-old girl should be living How Life not

:05:58. > :06:03.cooped up at home. Most of Kristina's bruises are fading but

:06:03. > :06:10.she is afraid to go out on her own. Police are appealing for witnesses

:06:10. > :06:14.but as nothing was stolen, the reason for the assault is a mystery.

:06:14. > :06:18.Next tonight, the question facing thousands of unemployed public

:06:18. > :06:23.sector workers in the region. Will they be able to find work in the

:06:23. > :06:27.private sector? How does a career at the Town Hall, the hospital or

:06:27. > :06:32.the police station equip people for a future in commerce? From Derby,

:06:32. > :06:36.Simon Hare reports. Derby's council house is undergoing

:06:36. > :06:41.major changes and Matthew is looking for a new job. He had

:06:41. > :06:46.worked for the city council for the last 16 years in housing and then

:06:46. > :06:51.highways. Today he was the first through the door at a jobs fair for

:06:51. > :06:57.public-sector workers. Be it is very daunting, very different world

:06:57. > :07:02.from what I can see that I believe I have got the skills that I can

:07:02. > :07:10.work in either sector equally well. Many positive thoughts and I have

:07:10. > :07:20.to prove myself. I wonder if you have any project manager roles?

:07:21. > :07:25.do. A new company on site. They are looking for a project manager.

:07:25. > :07:32.public sector remains a major employers in the region. It

:07:32. > :07:38.provides work for 382,000 people in the East Midlands but that is down

:07:38. > :07:41.16,000 on a year ago. Maybe the public sector has key skills that

:07:41. > :07:49.are coming across in both the public and private sector. We are

:07:49. > :07:55.helping people to find the job that works for them. Matthew, how did it

:07:55. > :08:01.go? Very positive. Good contacts made today and good information on

:08:01. > :08:07.jobs that are out there. You were hopeful before, more hopeful now?

:08:20. > :08:23.A teenager has died 11 days after being knocked off his bike in

:08:24. > :08:29.Nottingham. The 14-year-old boy was taken to the Queen's Medical Centre

:08:32. > :08:36.closed for around four hours while police investigators examined the

:08:36. > :08:41.scene. An 18-year-old driver has been

:08:41. > :08:46.killed in a crash involving three cars in Leicestershire. It happened

:08:46. > :08:50.just after 9:30pm last night on Park Lane in Bruntingthorpe. Adam

:08:50. > :08:54.Stevenson from Fleckney died at the scene. No one else was injured. Two

:08:54. > :08:59.max 17-year-old man arrested and released on bail. Police want to

:08:59. > :09:03.hear from any witnesses. Last night on this programme and on

:09:03. > :09:09.Inside Out, we heard how the authorities in Mansfield are trying

:09:09. > :09:13.to make the town a safer place. A similar thing is happening in Derby.

:09:13. > :09:16.Police there claim new licensing powers will help reduce alcohol-

:09:16. > :09:22.related crime and start to transform the image of the city

:09:22. > :09:31.centre at night. How? By stopping the growth of vertical drinking

:09:31. > :09:35.establishments, bars that they say encourage irresponsible drinking.

:09:35. > :09:40.A we can night out in Derby city centre. The police and city council

:09:40. > :09:43.say the area is saturated with bars and that is linked to an increase

:09:43. > :09:48.in alcohol-related crime. The police and city council had new

:09:48. > :09:52.licensing powers in Derby. It means the police can challenge and block

:09:52. > :09:56.new applications for bars and one type or part they do not want to

:09:56. > :10:00.seek any more of is the so-called vertical drinking establishment.

:10:00. > :10:04.The police officer in charge of licensing in Derby explained why he

:10:04. > :10:10.does not like the idea behind Vertical drinking. Where seating is

:11:05. > :11:11.up the right sort of investment it is claimed. It is not stopping

:11:11. > :11:15.investment, it is stopping dodgy dealers coming into the city centre.

:11:15. > :11:21.I want people that are coming in that will trade responsibly, sell

:11:21. > :11:25.alcohol responsibly and promote the licensing objective. A more vibrant

:11:25. > :11:32.and save the city centre is the overall objective. The new powers

:11:32. > :11:36.will be reviewed in three years. A Nottinghamshire engineering

:11:36. > :11:40.company has been fined after a worker suffered severe injuries

:11:40. > :11:43.when his excavator struck a bridge. A maintenance fitter employed by

:11:43. > :11:47.Van Elle Limited hit his head after being thrown through the front

:11:47. > :11:53.screen of his digger. It hit a bridge while carrying out widening

:11:53. > :11:58.work on the M1 in September 2009. Time for the second part of our

:11:58. > :12:02.special on the highways agency. The organisation that patrolled the M1

:12:02. > :12:07.throughout our region. They are responsible for co-ordinating

:12:07. > :12:14.traffic around accidents, retrieving objects and world

:12:19. > :12:26.exactly what they do and how. Three lanes of the M1 have been

:12:26. > :12:30.closed because of an accident. lost control of the vehicle. Police

:12:35. > :12:39.they can remove her without taking the roof off. The Highways Agency's

:12:39. > :12:43.priority is to divert traffic and keep commuters informed. The fire

:12:49. > :12:53.without the need to remove the roof. We have not taken over the police

:12:53. > :12:59.role in the motorway. They are still involved in major incidents

:16:44. > :16:50.out in dramatic scenery, feeling good and knowing I had less than

:16:50. > :16:55.halfway to get to the ultimate goal. How will you cope with being home?
