:00:30. > :00:34.happened. A grim discovery beneath a motorway.

:00:39. > :00:47.knowing and speculation can now end. He can now be laid to rest and we
:00:47. > :00:51.can say goodbye properly. Plus, a judge tells the man at the
:00:51. > :00:55.centre of a huge police operation for owning explosives and guns that
:00:55. > :00:58.he faces a sentence of over 10 years.

:01:10. > :01:13.Good evening, welcome to the programme. First tonight, a six-
:01:13. > :01:17.year-old boy had been spending half-term with his grandma in
:01:17. > :01:22.Lincolnshire, but the stay ended in tragedy. The boy's mother, from
:01:22. > :01:26.Leicestershire, alerted police when the two failed to return home. They
:01:26. > :01:31.had stopped off at a lake popular as a place to feed the ducks. Hours
:01:31. > :01:34.later, they were both found dead in the water. The police believe it
:01:35. > :01:39.was a tragic accident. It happened just outside Castle Bytham in the
:01:39. > :01:48.village of Holywell, which is between Melton and Bourne. Our
:01:48. > :01:52.reporter Simon Ward is at the scene now. Good evening, Simon. Good
:01:52. > :01:56.evening. Yes, this is the Lake where what appears to have been an
:01:56. > :01:59.accident took place. The six-year- old was staying with his
:01:59. > :02:06.grandmother but when he was and returned home just after 9pm last
:02:06. > :02:15.night, his mother called the police. An RAF rescue search and -- search-
:02:15. > :02:20.and-rescue Hollick -- helicopter was called. The bodies were found
:02:20. > :02:25.but they could not be resuscitated. At 4 am this morning, the body of
:02:25. > :02:30.the boy was found under the water. At this stage, the police are not
:02:30. > :02:35.sure what happened. We believe from the work we did last night and
:02:35. > :02:42.allow inquiries today, that this is a very tragic accident. We have
:02:42. > :02:46.offices providing support to the family and we are working with the
:02:46. > :02:50.coroner to work out why this tragic accident happened. The police
:02:50. > :02:53.haven't named the dead people but we know the grandmother lived
:02:53. > :03:00.nearby in Castle Bytham and I have been getting reaction from local
:03:00. > :03:06.people. It is absolutely tragic. It is somebody's family. The loss of
:03:06. > :03:12.the oldest generation of a family and the youngest. Tragic. Heartfelt
:03:12. > :03:20.sympathy to for the family. And for everybody involved. Absolutely
:03:20. > :03:25.horrified. Everybody here is a very tight-knit community. Everybody
:03:25. > :03:29.looks out for everybody. We have been unfortunate to have some
:03:29. > :03:34.unlucky incidents in the last 12 months and the way it everybody has
:03:34. > :03:39.rallied his phenomenal. Tonight, the police are working on a number
:03:40. > :03:44.of theories. Did they come to feed the ducks? It is certainly a very
:03:44. > :03:54.picturesque place. Or dig one of them falling and the other tried to
:03:54. > :03:56.rescue them. -- did one? Postmortem examinations are taking place today
:03:56. > :03:59.and the police will officially named the grandmother and the boy
:03:59. > :04:01.on Monday. Next tonight, a wife has described
:04:01. > :04:05.the discovery of her missing husband as all of her worst
:04:05. > :04:08.nightmares come true. Vinnie Derrick, from Castle Donington in
:04:08. > :04:12.Leicestershire, went missing after a night out in Manchester eight
:04:12. > :04:22.years ago. Detectives say they don't yet know exactly how he died,
:04:22. > :04:23.
:04:23. > :04:28.as Carol Hinds reports. 28-year-old Vinnie Derrick went
:04:28. > :04:33.missing after a work night out in Manchester in August 2003. Today,
:04:33. > :04:36.at a press conference, his wife, Vicki, said the discovery of her
:04:36. > :04:42.husband's remains is a moment she has been dreading for the past
:04:42. > :04:47.eight years. I have always said and believe that whatever happened to
:04:47. > :04:54.Vinnie happened on that night. Those fears have now been confirmed.
:04:54. > :04:58.Eight years on, it isn't any easier to bear. We are devastated. Police
:04:58. > :05:01.officers have confirmed that Highways Agency workers who were
:05:01. > :05:06.clearing graffiti under a flyover in Stockport made the discovery on
:05:06. > :05:10.Wednesday. They initially thought it was a football before realising
:05:10. > :05:15.it was skeletal remains. We have still got specially-trained
:05:15. > :05:19.officers at the scene and there is an awful lot of work to be done. It
:05:20. > :05:23.will take much time and care and it is not something that can be done
:05:23. > :05:27.quickly. It is definitely going to take all of today and maybe most of
:05:27. > :05:31.Saturday and through the rest of the weekend. Vicki Derrick says
:05:31. > :05:36.that finely knowing what happened to her husband will help bring
:05:36. > :05:40.closure but the discovery doesn't make it easier for the family.
:05:40. > :05:44.Vinnie can now be laid to rest and we can say goodbye properly. He was
:05:44. > :05:50.loved by so many people and I have so many memories that I will
:05:50. > :05:54.treasure forever. Detectives are trying to establish how Vinnie died
:05:54. > :05:57.and if there were any suspicious circumstances.
:05:57. > :06:07.Vicki, Vinnie's widow, phoned his mother in Long Eaton to tell her
:06:07. > :06:07.
:06:07. > :06:14.the news. Tonight she has spoken to our reporter Helen Astle. It was
:06:14. > :06:20.5pm last night. She said, I'm sorry, I'm going to have to tell you it
:06:20. > :06:27.was Vinnie. And I just went to pieces because half of view was
:06:27. > :06:35.probably hoping it was... But you were still thinking, no, it cannot
:06:35. > :06:39.be my boy. He can't have been there all this amount of time. It is not
:06:39. > :06:45.at home... I thought we would go for years and years, still hoping
:06:45. > :06:49.and praying he would come back through that door. But I suppose in
:06:49. > :06:54.your heart of hearts, you knew that wasn't going to happen, knowing
:06:54. > :06:59.Vinnie is a guy who never would have left home in the first place.
:06:59. > :07:06.You say you have got him back. But what does that mean? Because it is
:07:06. > :07:12.not the ending you hoped for? always said I wanted to bury him in
:07:12. > :07:20.peace. I thought that weather -- wherever he was, it was not where
:07:20. > :07:25.he wanted to be. He was not safe where he was. So if you can say
:07:25. > :07:32.that is a good thing that we can do that, but it is not in a way that
:07:32. > :07:35.we wanted him to be. A man's been told he faces at least
:07:35. > :07:40.ten years in jail for making an explosive and for possessing guns
:07:40. > :07:43.illegally. Darren James, from Bulwell, appeared in court today.
:07:43. > :07:52.The discovery of the chemicals used to make the explosive prompted a
:07:53. > :07:57.huge police operation last year, as James Roberson reports.
:07:57. > :08:02.In October last year, dozens of police descended on this area of
:08:02. > :08:06.Nottingham. They discovered suspicious chemicals. Hundreds of
:08:06. > :08:10.locals and school children were evacuated from houses and a school.
:08:10. > :08:16.Bomb-disposal teams arrived and then came this... A controlled
:08:16. > :08:20.explosion on the substance. Today, Darren James pleaded guilty at
:08:20. > :08:23.Nottingham Crown Court of 13 charges, including making and
:08:23. > :08:28.possessing the explosive nitroglycerine and possessing three
:08:28. > :08:33.guns illegally. His barrister told the judge here that his crime was
:08:34. > :08:38.eccentric. He was a loner with no agenda, despite the fact he had
:08:38. > :08:42.admitted possessing firearms and an explosive. But the judge,
:08:42. > :08:46.adjourning the case to next month, told James that such were the
:08:46. > :08:51.seriousness of his charges, he must put himself for his sentence in
:08:51. > :08:55.excess of 10 years. -- must prepare himself.
:08:55. > :08:59.Next tonight, big changes to the NHS. The Prime Minister is pressing
:08:59. > :09:02.ahead with reforms aimed at making the health service more productive.
:09:02. > :09:05.However, his parliamentary bill has been beset by criticism. So Labour
:09:05. > :09:10.turned up the political heat today and in one Nottinghamshire town
:09:10. > :09:20.staged a protest. But, as Quentin Rayner reports, some locals there
:09:20. > :09:24.are in favour of change. Good morning, ladies. We are here
:09:24. > :09:27.to save the NHS. Labour Party members were out
:09:27. > :09:31.drumming up opposition to the Health and Social Care Bill.
:09:31. > :09:35.Nationally so far, 120,000 signatures have been collected and
:09:35. > :09:41.a few more were added this morning to the petition. The protest was
:09:41. > :09:44.organised by a local MP anxious to stress the rejection of a bill for
:09:44. > :09:49.bodies representing nurses, midwives and doctors. Despite
:09:49. > :09:54.scores of amendments and three Cabinet ministers thought to have
:09:54. > :09:59.doubts about the goal, the Prime Minister says he is at one with his
:09:59. > :10:04.beleaguered Health Secretary. So is this a lost cause? We don't think
:10:04. > :10:10.it is a lost battle. We're getting tremendous support from the Royal
:10:10. > :10:13.Colleges, doctors and nurses. They are saying no to this bill, leave
:10:13. > :10:20.our health service alone. Government says the changes are
:10:20. > :10:23.needed to make the National Health Service 4% more effective. GPs and
:10:23. > :10:26.clinicians will have much more responsibility for spending the
:10:27. > :10:31.budget and there will be greater emphasis on the private sector.
:10:31. > :10:39.Some are in favour of reforms. it releases power to the doctors,
:10:39. > :10:43.that is a good thing. It will probably bring more technology.
:10:43. > :10:53.don't think they should alter it. Leave it as it is. I don't like
:10:53. > :10:53.
:10:53. > :10:56.changes but that is me. The Prime Minister may be set on seeing the
:10:56. > :10:59.Bill passed but opposition is still rife.
:10:59. > :11:02.So, exactly what are these NHS reforms about and how will they
:11:02. > :11:05.affect us in the East Midlands? Our political editor, John Hess, joins
:11:05. > :11:11.us in the studio. This health bill is becoming quite a minefield for
:11:11. > :11:14.David Cameron? Managing change in any complex organisation is tough.
:11:14. > :11:16.But the going gets more difficult when budgets are being squeezed to
:11:16. > :11:20.liberate efficiency savings. The headlines become unwelcome and
:11:20. > :11:23.politically damaging. The latest figures for cancelled hospital
:11:23. > :11:25.operations in the East Midlands are one example. They reveal that 376
:11:25. > :11:29.operations were called off at short notice at Leicester's three
:11:29. > :11:33.hospitals between October and December. They are the highest of
:11:33. > :11:38.any NHS Trust in England. And not far behind are the Nottingham
:11:38. > :11:44.hospitals, where 356 operations were cancelled. They are two of the
:11:44. > :11:49.biggest NHS Trusts in the UK, with huge demand on critical care beds.
:11:49. > :11:53.But compare those figures with 78 cancellations at Derby. That's more
:11:53. > :11:58.in line with the national average. Would the Government's NHS reforms
:11:58. > :12:05.solve that? Under the changes, consortiums of GPs control the
:12:05. > :12:08.budgets and commission, and purchase health care. The
:12:08. > :12:12.Government say that will make the NHS more responsive to patient
:12:12. > :12:14.needs. In the Leicestershire district of Charnwood and
:12:14. > :12:24.Rushcliffe, near Nottingham, GP consortia are already up and
:12:24. > :12:24.
:12:25. > :12:30.running. One former Health Secretary says reform is needed.
:12:30. > :12:34.think it's a good idea to put in the clinical input, the purges the
:12:34. > :12:39.services, by getting the GPs in and the debate is becoming hysterical.
:12:39. > :12:43.The management of the hordes of us is very complex. Most don't have
:12:43. > :12:47.the time to work out exactly how the NHS is run and the money is
:12:47. > :12:56.distributed. It continues to need reform. On the NHS reforms, Labour
:12:56. > :12:59.want to "drop the bill". The Health Secretary, Andrew Lansley, is
:12:59. > :13:01.determined to tough it out. But if a succession of negative NHS
:13:02. > :13:05.headlines continue, the Prime Minister may embark on some
:13:05. > :13:08.political surgery of his own. There are more details on my blog. And

:13:23. > :13:26.came at an inquest into the death of a teenager who died in police
:13:27. > :13:32.custody. Reece Staples collapsed and died after swallowing packets
:13:32. > :13:35.of cocaine which he'd smuggled from Costa Rica. Police officers were
:13:35. > :13:45.unaware of national guidelines that said he should have been taken
:13:45. > :13:45.

:13:49. > :13:54.Former Nottingham Forest Academy player Reece Staples died in June
:13:54. > :13:59.2009. He was arrested and taken to a police station. He had just
:13:59. > :14:05.returned from Costa Rica, where he had swallowed 19 packets of cocaine
:14:05. > :14:08.and smuggle them into the UK. At the inquest into his death,
:14:08. > :14:12.Assistant Chief Constable Paul Broadbent was asked why police
:14:12. > :14:18.officers had ignored Reece when he told them what he had done. New
:14:18. > :14:22.guidelines were introduced in 2007. They stated anybody suspected of
:14:22. > :14:27.swallowing drugs should be given medical attention straight away.
:14:27. > :14:31.Though that policy was available on the force internet, no staff were
:14:31. > :14:36.given formal training until late last year. More than two years
:14:36. > :14:41.after Reece died. Today, the Assistant Chief Constable said that
:14:41. > :14:45.was unfortunate and regrettable. He said, I apologise it took a long
:14:45. > :14:48.time. Five police officers have since been disciplined for their
:14:49. > :14:57.handling of the case. An inquest jury is expected to deliver a
:14:57. > :14:59.verdict on Reece's death shortly. Jobs at Rolls-Royce in Derby have
:14:59. > :15:09.been made more secure thanks to a multi-million pound agreement
:15:09. > :15:12.
