:01:04. > :01:09.First tonight, could a check on a partner's history help to protect

:01:09. > :01:12.women and men from domestic violence? A scheme that allows

:01:12. > :01:15.people to check for relevant convictions is to be tried in

:01:15. > :01:19.Nottinghamshire. It is one of four police force areas taking part in a

:01:19. > :01:22.pilot scheme. It is being called Clare's Law after a woman who was

:01:22. > :01:32.killed by her former boyfriend in Manchester. But there have been

:01:32. > :01:34.

:01:34. > :01:39.similar cases here. This woman was beaten to death by

:01:39. > :01:43.her former boyfriend. Her murder prompted huge changes in the way

:01:43. > :01:48.the police to deal with violent partners. But in the last year they

:01:48. > :01:54.have dealt with five more killings related to domestic violence. Now

:01:54. > :01:58.be forced has volunteered to test a radical new approach. It is going

:01:58. > :02:02.to start releasing information about the violent partners. It will

:02:02. > :02:08.enable victims to make an application to the police and then

:02:08. > :02:12.the police can make a disclosure where appropriate. Once the victim

:02:12. > :02:19.has the information that they would not normally have, they can make an

:02:19. > :02:27.informed decision. The head of Nottingham's Women's Aid centres is

:02:27. > :02:31.happy but is cautious. Not all perpetrators of domestic violence

:02:31. > :02:38.are known to the police. The largest majority of them are not.

:02:38. > :02:42.It might give a sense of false security. Be please get around 500

:02:42. > :02:47.complaints -- the police get around 500 complaints about domestic

:02:47. > :02:53.violence in Nottinghamshire. Sometimes it is just about noise

:02:53. > :03:00.but sometimes it is over serious crimes. The police are hoping these

:03:00. > :03:03.new regulations will make a serious difference.

:03:03. > :03:05.Thousands of people and dozens of businesses in a Derbyshire town

:03:05. > :03:08.have been severely affected by a water shortage today. Severn Trent

:03:08. > :03:16.says a faulty ball valve at a reservoir caused the problems that

:03:16. > :03:20.have affected Long Eaton all day. The signs say it all. Businesses

:03:20. > :03:26.and schools have had to close today in Long Eaton after a fault

:03:26. > :03:32.developed in a reservoir that feeds much of the town. I went to see the

:03:32. > :03:36.reservoir, an underground storage facility. There was some flooding

:03:36. > :03:42.of a golf course which meant that engineers had to initially shut out

:03:42. > :03:47.the output. During the night we had a problem with the ball valve.

:03:47. > :03:52.big would that be? It is bigger than the one in the toilet. It is

:03:52. > :03:57.the size of a football. It operates in a very serious way -- a similar

:03:57. > :04:01.way. Once the water gets to a certain level, the valve

:04:01. > :04:05.automatically start to fill the reservoir. Unfortunately it did not

:04:05. > :04:15.in this instance and it began to flag. Thousands of properties have

:04:15. > :04:16.

:04:16. > :04:22.been affected in long even today. So have businesses small and large.

:04:22. > :04:25.All I can do is apologise for the inconvenience. Severn Trent says

:04:25. > :04:35.that what a surprise in Long Eaton should be getting back to normal

:04:57. > :05:02.This evening Nottingham City Council will have set its budget

:05:02. > :05:05.for the coming year. A budget that includes a �20 million cut in

:05:05. > :05:07.spending. It will mean nearly 200 job losses and a rise in council

:05:07. > :05:10.tax. As councillors mulled the figures inside the debating chamber,

:05:10. > :05:20.protestors outside voiced their anger. They say council services

:05:20. > :05:27.

:05:28. > :05:33.are being cut to the bone. Their message was loud and clear.

:05:33. > :05:37.Fight the cuts. These protesters were demonstrating outside

:05:37. > :05:43.Nottingham's Town Hall, where inside, councillors were agreeing

:05:43. > :05:49.to �20 million of cuts to the overall �277 million budget. One of

:05:49. > :05:55.the coolest cat is the proposal to close -- one of the cruellest cuts

:05:55. > :06:00.is to close two old people homes. Imagine if your mother and father

:06:00. > :06:03.could not spend their days in a home like that. That is shocking.

:06:03. > :06:08.The campaigners protesting today say that the spending cuts are

:06:08. > :06:13.avoidable. But inside the council house, the Budget will be rubber-

:06:13. > :06:21.stamped, and that means that 200 jobs will go and not the them city

:06:21. > :06:24.residents will see their council tax go up. -- Nottingham City.

:06:24. > :06:29.believe they could freeze the council tax this year and we also

:06:29. > :06:34.feel that there are a number of savings in the next few years that

:06:34. > :06:39.would enable the council tax to be frozen in subsequent years as well.

:06:39. > :06:43.Next year there will be a big hole in the Budget if we do not put the

:06:43. > :06:51.council tax up this year. That will mean double the number of cuts in

:06:51. > :06:56.next year. We are talking about compassionate conservatism. Not a

:06:56. > :07:00.gum City Council says that it is being unfairly penalised. -- and

:07:00. > :07:08.Nottingham City Council. It warns that more cuts will come. There

:07:08. > :07:13.will be a total of �24 million in cuts over the next two years.

:07:13. > :07:16.Very close to those deliberations. Nottingham City Council is to begin

:07:16. > :07:19.legal proceedings to remove a group of protestors from the Old Market

:07:19. > :07:22.Square. The authority will go to court tomorrow after the anti-

:07:22. > :07:25.capitalist campaigners ignored an eviction notice that was served on

:07:25. > :07:29.them a week ago. Officials will apply for the powers to remove all

:07:29. > :07:32.the tents from the site. Newark police station is to house a

:07:33. > :07:35.regional one stop shop in the fight against metal thefts. The crime is

:07:35. > :07:38.costing the region hundreds of thousands of pounds. Thieves have

:07:38. > :07:40.stolen lead from churches, train lines and even war memorials. Now

:07:40. > :07:50.police officers from the East Midlands will work with other

:07:50. > :07:59.

:08:03. > :08:06.According to charities helping the homeless it is a very bad time to

:08:06. > :08:09.be out on the streets. But that is where more and more people are

:08:09. > :08:12.finding themselves. There has been a sharp increase in the number of

:08:12. > :08:15.rough sleepers in the East Midlands. And yet, many of the organisations

:08:15. > :08:18.and services which offer support have problems of their own. It is

:08:18. > :08:22.one of the issues featuring on tonight's Inside Out for the East

:08:22. > :08:26.Midlands. For almost a year, the woods next

:08:26. > :08:31.to an old quarry in Mansfield has been where Martin sleeps, rather

:08:31. > :08:37.than the town centre. If I sleep in town I get kicked in the back or

:08:37. > :08:41.urinated on or sometimes you get a glass bottle thrown at you. This is

:08:41. > :08:46.the Beacon Centre. They provide food and somewhere to wash. But

:08:46. > :08:50.from April, funding has been caught. One person in for food today has

:08:50. > :08:54.her own bad news. Teresa got a housing association place in

:08:54. > :08:59.September which meant she could stop sleeping rough. But she has

:08:59. > :09:03.now got an eviction notice because of cuts to the supporting people

:09:03. > :09:13.budget. Tonight on Meet The Author, see the human consequences of the

:09:17. > :09:21.cuts, Agassi -- and see why the cuts have led to losses of hundreds

:09:44. > :09:49.owners and the Mayor cannot wait. With just three days to go and tell

:09:49. > :09:55.the royal visit, excitement is mounting. Flags and bunting and

:09:55. > :10:00.even the China are flying off of the shelves. I think it is really

:10:00. > :10:05.nice. It is a really nice picture of her. We cannot get enough of it.

:10:05. > :10:10.We have sold the lot of flags. Hundreds of flights are with the

:10:10. > :10:15.Union Jack and with the Queen's picture. We are hoping to sell

:10:15. > :10:19.thousands of them before she comes. Over at the cathedral, hundreds of

:10:19. > :10:24.flowers have been arriving. At the city centre, police have been

:10:24. > :10:28.making security checks. We have been checking the street furniture

:10:28. > :10:35.and drains and those kinds of things to make sure that things are

:10:35. > :10:40.nice and Secure and ready for a Thursday. The royal party will come

:10:40. > :10:47.here to the clock tower after a visit to a university. People in

:10:47. > :10:53.Leicester are very excited. We are looking forward to it. It is a

:10:53. > :10:58.great opportunity for the city. represents independence and

:10:58. > :11:07.democracy and all of that. It will be good. It will brighten up the

:11:08. > :11:13.place. It is going to be amazing. I am really excited about! We have

:11:13. > :11:17.10,000 Union Flags for people to wait on the day. It will be red,

:11:17. > :11:22.white and blue on Thursday. Leicester might be the first stop

:11:22. > :11:29.in the Queen's tour of the country, but people here are hoping it will

:11:29. > :11:32.be one she will never forget. Young people will very much be at

:11:32. > :11:35.the heart of the city's welcome to Her Majesty and the other Royal

:11:35. > :11:45.guests. Two groups have been busy getting their acts together. We

:11:45. > :11:46.

:11:52. > :11:58.At one end of Leicester, they are singing their hearts out. At

:12:29. > :12:33.before the Queen is something that I will never forget. I feel really

:14:19. > :14:23.begin your journey to London. Now the people in it are going nowhere

:14:23. > :14:30.fast but using the London Road station as their GM. The building

:14:30. > :14:39.has now been awarded a Red wheel, which with a bit of muscle power, I

:14:39. > :14:43.unveiled. Why has a gym been given a will? It is quite fun messed

:15:41. > :15:48.swimming pools and housing one in an old railway station comes with

:15:48. > :15:53.its own challenges. We do have some issues with maintenance or the
