:01:21. > :01:24.when they hang up their uniform for good. A man who was born and raised
:01:24. > :01:27.in Nottingham before embarking on a long career in the military has
:01:27. > :01:30.been told he doesn't have a strong enough connection to the city to
:01:30. > :01:36.qualify for a council house because he's currently living outside the
:01:36. > :01:41.city. But other local councils in the region are giving their
:01:41. > :01:49.returning servicemen a boost up the waiting list. Simon Hare has this
:01:49. > :01:55.exclusive report. Dale Williamson was brought up in
:01:55. > :01:59.his parents' home here in Nottingham. It is a household full
:01:59. > :02:03.of childhood memories. He went on to swap the marching band uniform
:02:03. > :02:10.for a military one. He spent the last 22 years as an intelligence
:02:10. > :02:14.analyst for the RAF, stationed at home and abroad. There has been a
:02:14. > :02:19.promise to consult on changes to the law to put servicemen up the
:02:19. > :02:23.wedding is... Despite warm words from political leaders, he is now
:02:23. > :02:27.struggling to get a council house in his knitting -- native
:02:27. > :02:32.Nottingham. He has been told he does not have a strong enough
:02:32. > :02:40.connection to the local area. has been a huge kick in the teeth
:02:40. > :02:44.to be told I have no association with the city I love. You don't
:02:45. > :02:48.call where you are posted your home because it is only temporary.
:02:48. > :02:57.soldier was given priority by his local house a lot fraud you on his

:03:28. > :03:33.that on the back end. I think it speaks volumes. Dale Williamson
:03:33. > :03:43.says he cannot afford private rent in Nottingham and you will soon be

:03:46. > :03:48.moving to Ashfield. -- he will soon be moving. You commit to fighting
:03:48. > :03:51.in other nations around the world but you are forgotten about around

:04:02. > :04:06.has there been? They say they feel sympathy with Dale Williamson but
:04:06. > :04:09.at the moment they give priority to those who are homeless, those
:04:09. > :04:16.already living the city boundary and those affected by domestic
:04:16. > :04:22.violence. What's the situation elsewhere? It is a real mixed
:04:22. > :04:29.picture. In Derby, they have no a priority for service personnel. In
:04:29. > :04:37.Leicester, they do, and Dale Williamson would be in Band 2, not
:04:37. > :04:39.band 5, as he is in Nottingham. Thank you.
:04:39. > :04:43.A judge has described a benefits fraudster who regularly played golf
:04:43. > :04:46.as a thorough and utter liar and cheat. Nottingham Crown Court heard
:04:46. > :04:49.Robert Cave from Mansfield cheated the public purse out of more than
:04:49. > :04:56.�12,000. Today, he was jailed for four months, as James Roberson
:04:56. > :05:01.reports. Nottingham Crown Court today heard
:05:01. > :05:05.Robert Cave, a former miner, has a genuine degenerative bone
:05:05. > :05:11.collection -- bone disease, but despite an improvement in his
:05:11. > :05:14.condition in recent years, he still claimed he could barely walk. In
:05:14. > :05:20.2009, benefit fraud investigators secretly filmed and at home in
:05:20. > :05:23.Mansfield easily moving heavy fence panels to his car. But they also
:05:23. > :05:26.follow it into this golf course in Nottinghamshire, where he was
:05:26. > :05:31.filled practising on the driving range, apparently without any
:05:31. > :05:34.physical problems, and then playing a whole round of golf on football
:05:34. > :05:39.stop before investigators discovered that not only had he
:05:39. > :05:49.been coming here regularly, but he had achieved a handicap of 15,
:05:49. > :05:49.
:05:49. > :05:57.which is a mark of an accomplished golfer. He had claimed over �6,000
:05:57. > :06:01.up to 2010. The court was told, he could not have got a handicap of 15
:06:01. > :06:05.overnight. He must have been playing for some time. I cannot
:06:05. > :06:10.think of worse breaches. I cannot imagine the public annoyance at
:06:10. > :06:14.this man's disgusting behaviour. A clear message was sent to other
:06:14. > :06:18.benefit fraudsters, they said. would be scared if I was doing that
:06:18. > :06:22.and I found out what had happened today and they think it gives a
:06:22. > :06:32.reassuring message to members of the public or on his stun working
:06:32. > :06:39.and wondering what on earth is going on here. -- the public who
:06:39. > :06:42.are honest and working. Still to come, all of last night's

:07:09. > :07:14.Midlands. The Government's controversial Health and Social
:07:14. > :07:17.Care Bill will give local GPs greater control over NHS budgets.
:07:17. > :07:21.But our MPs are still divided over whether patients will actually
:07:21. > :07:29.benefit from the changes. From Westminster, here's our political
:07:29. > :07:34.editor, John Hess. So who is best at deciding the
:07:34. > :07:38.spending priorities for local health care? Is it your GP, or, in
:07:38. > :07:42.the case of Derby and Derbyshire, the Primary Care Trust, with its
:07:42. > :07:47.annual budget of �1 billion to surveyed population of one million
:07:47. > :07:52.people. In the future, it will be the GPs who decide but there are
:07:52. > :07:55.critics who say the Government's changes under its Health and Social

:08:12. > :08:16.medical needs is my GP. They now have the power to commission the
:08:16. > :08:21.services that patients' needs. will those structural changes
:08:21. > :08:24.improve things? I think so. It will make things much smoother and give
:08:24. > :08:29.power to the patient. I think we will get the services people do
:08:29. > :08:33.need. My worry is that this Health Bill will set different parts of
:08:33. > :08:37.the system against one another and it has also been a huge waste of
:08:37. > :08:41.money, this big reorganisation. Billions of extra pounds have been
:08:41. > :08:45.spent on it we should have been going into frontline patient care.
:08:45. > :08:50.This controversial bill is almost writs last parliamentary hurdle but
:08:50. > :08:55.at Westminster tonight, there is a big rally organised and among the
:08:55. > :08:58.speakers, Sue Johnson, a hospital worker from Derby. She is a great
:08:59. > :09:06.geographer who works in the X-ray department at the Royal Derby

:10:06. > :10:09.cutting funding. 1,700 jobs could go in total. However, Remploy says
:10:09. > :10:15.it hopes to keep its Derby operation.
:10:15. > :10:18.More than 1,000 cannabis plants have been found in a disused garage
:10:18. > :10:24.shelter in Nottinghamshire. The bunker is on a former airfield in
:10:24. > :10:30.the village of Whixley. The find is one of two large seized -- seizures
:10:30. > :10:32.in the last month. Eight people have been arrested and
