:01:02. > :01:07.First tonight - filling stations across the East Midlands ran dry

:01:07. > :01:10.today as motorists rushed to fill up their cars. Forecourts were

:01:10. > :01:14.forced to close while others saw lengthy queues after a day of panic

:01:14. > :01:18.buying at the pumps. Drivers said they were heeding government advice

:01:18. > :01:27.ahead of a possible strike by tanker drivers. Our reporter, Helen

:01:27. > :01:32.Astle, has been at a petrol station in Leicester.

:01:32. > :01:35.There has been a steady queue at this garage for most of the day.

:01:35. > :01:40.Yesterday it ran out of fuel but there have been more deliveries

:01:40. > :01:44.overnight. Across the region there has been patchy panic buying.

:01:44. > :01:48.This was the scene across many garages in Leicestershire, and as

:01:48. > :01:54.the day progressed, the queues got longer with everyone having their

:01:54. > :01:59.own story to tell. Usually we come in celesta and we drive and park in

:01:59. > :02:02.Leicester, but we have come on the park-and-ride. Because of the

:02:02. > :02:08.Government frightening us all to death, I went and got some petrol.

:02:08. > :02:15.I didn't actually need it, but felt I should fill up. One gentleman

:02:15. > :02:21.just after 7am, rather than filling up his car traditionally, he filled

:02:21. > :02:29.a jerry can. One garage has run out of diesel and have sold five days'

:02:29. > :02:33.worth of petrol in one day. It is tremendously busy. We have already

:02:33. > :02:39.sold two days' supply. We are scared about the truck-driver

:02:39. > :02:45.strike. That is why you are here today? On that is the major reason,

:02:45. > :02:50.yes. This was Nottingham today, another garage and another queue.

:02:50. > :02:55.More drivers said they were running out of fuel, not panic drab --

:02:55. > :03:00.buying. I am on NT, I want to get home and I might make it to the

:03:00. > :03:06.petrol station. Are you out of diesel or are you think her for?

:03:06. > :03:14.am on the way, the light is on. Absolute crazy. I need to get some

:03:14. > :03:21.petrol. Have you run out? Yes. signs said it all as stations run

:03:21. > :03:24.dry. It used backed up on to main roads as drivers sought supplies.

:03:24. > :03:29.In Derbyshire or there were similar queues as people wanted to make

:03:29. > :03:35.sure their tanks were false. In some areas the price of fuel has

:03:35. > :03:42.gone up. In other areas it like here, it is Russian, you can only

:03:42. > :03:47.by �25 worth. -- rations. Garage owners are urging people not to

:03:47. > :03:50.panic buy, they say it garages have run out, there will be more

:03:50. > :03:53.deliveries. A man who claimed he might have

:03:53. > :03:56.been sleepwalking when he raped a teenager has been jailed for six

:03:56. > :03:58.years. Zack Thompson, from Newark assaulted the 17 year old at a

:03:58. > :04:01.holiday resort in Portugal. Thompson admitted the crime after

:04:01. > :04:04.Nottinghamshire Police brought in a top sleep expert from the States.

:04:04. > :04:14.The force says his conviction is the first of its kind. Our Social

:04:14. > :04:16.

:04:16. > :04:21.Affairs Correspondent, Jeremy Ball, reports.

:04:21. > :04:24.Zack Thompson and his victim was on holiday in Halbeath Europe. The

:04:24. > :04:32.teenager woke up to find him in her bed and she reported the attack

:04:32. > :04:38.when she got back to the UK. The court accepted the goal's version

:04:38. > :04:43.of what happened, but he told the police he cannot recall it. He said

:04:43. > :04:48.he might have been sleepwalking. But that was dismissed. I thought

:04:48. > :04:54.he was just rung and couldn't remember coming back to the hotel.

:04:54. > :05:00.He had an alcohol-related memory loss, or a blackout. It started

:05:00. > :05:05.while he was clearly the wake. When a sleepwalker has a memory loss it

:05:05. > :05:11.is only for the episode itself. Thomson admitted raping the girl

:05:11. > :05:14.after a 2.5 year legal battle. Nottinghamshire Police said centres

:05:14. > :05:19.the first time at Defence of sleepwalking has been successfully

:05:19. > :05:23.challenged in British courts. hope we can carry on with these

:05:23. > :05:28.cases and people cannot use sleepwalking as an excuse. We will

:05:28. > :05:31.carry on until we get justice for the victims. The court heard

:05:31. > :05:36.Thomson had drunk at least seven pints of beer and his initial

:05:36. > :05:41.reaction to the allegation is, I cannot remember, maybe. The judge

:05:41. > :05:45.said his actions had a devastating effect on his teenage victim.

:06:07. > :06:14.had a day off school today after members of one teaching union

:06:14. > :06:16.walked out in a row over possible changes to the school year.

:06:17. > :06:20.Nottingham City Council says a five-term year would improve

:06:20. > :06:24.learning and increase attendance. They say today's action is

:06:24. > :06:32.premature because talks are planned for after Easter. James Roberson

:06:32. > :06:36.reports. There is only a strike in

:06:36. > :06:40.Nottingham because we have a council behaving in this way.

:06:40. > :06:44.Members of the NUT at a rally in Nottingham city centre. Many

:06:44. > :06:48.members walked out of dozens of Nottingham's schools over the

:06:48. > :06:52.council's plans. It wants to replace the current system with

:06:52. > :06:59.five, shorter terms and a shorter summer holiday. It will mean

:06:59. > :07:04.radical changes to many families. This lady's two daughters but go to

:07:04. > :07:09.school in Nottingham, but she teaches in Nottinghamshire. I would

:07:09. > :07:14.have a child being on holiday when I was in work. I know a lot of

:07:14. > :07:19.teachers who work in the county and have children in city primary

:07:19. > :07:23.schools or vice-versa. Whichever way it works, its causes difficulty.

:07:23. > :07:27.The City Council says a shorter summer holiday will benefit many

:07:27. > :07:33.children and parents. There is evidence that says the children are

:07:33. > :07:38.have along summer break, and they live in a family who does not have

:07:38. > :07:42.enough money to go on holiday, then there are learning goes backwards.

:07:42. > :07:46.But this teacher questions that. And there is no proof a five-term

:07:46. > :07:50.year will make a positive difference to the attainment and

:07:50. > :07:56.achievements of the children. council says the changes are not

:07:56. > :08:00.yet fixed. In our view, the strike has been called to early, while

:08:00. > :08:04.consultation is still ongoing. It will cause a lot of inconvenience

:08:04. > :08:09.for parents who will be saddened by the fact the consultation on this

:08:09. > :08:14.matter is still ongoing. The five- term year divides parents.

:08:14. > :08:22.Definitely approve. He is a way for quite a lot of time of the year,

:08:22. > :08:26.and some of the year he misses out on school holidays. I think it

:08:26. > :08:32.should be left as it is. It is better for the children, better for

:08:32. > :08:36.teachers. I don't mind, because I work freelance, I can cope but

:08:36. > :08:42.either way. Not all teaching unions in Nottingham have been on strike,

:08:42. > :08:47.but the NUT says it is planning another two strike days next month.

:08:47. > :08:49.A soldier from Oakham who died in Afghanistan was repatriated today.

:08:49. > :08:54.Captain Rupert Bowers, from the Second Battalion Mercian Regiment,

:08:54. > :08:57.died last week when a bomb exploded as he was leading a patrol. The 24

:08:57. > :09:05.year old's body was flown into RAF Brize Norton this afternoon. He was

:09:05. > :09:08.described by his commanding officer as "the bravest of the brave".

:09:08. > :09:13.A 22 year old man arrested in connection with a fatal crash has

:09:13. > :09:16.been released on bail. The incident happened in the early hours of

:09:16. > :09:19.Monday morning when a Renault Clio and a minibus collided on the A617

:09:20. > :09:22.near Mansfield. The driver of the bus died at the scene. A man was

:09:22. > :09:32.arrested on suspicion of causing death by dangerous driving. He's

:09:32. > :09:33.

:09:33. > :09:37.due back in court in May. An inquest's heard it took three

:09:37. > :09:41.days to find the body of a woman killed in a house fire - because

:09:41. > :09:45.her home and garden were so full of rubbish. Linda Parkes was an

:09:45. > :09:47.obsessive hoarder who threw almost nothing away. Today the coroner

:09:47. > :09:57.recorded a verdict of death by misadventure. From Derby, Simon

:09:57. > :09:58.

:09:58. > :10:03.Hare reports. The inquest heard how one woman's

:10:04. > :10:07.obsessive, compulsive urge to hoard almost anything and everything

:10:07. > :10:11.ultimately cost her her life. Firefighters were called to

:10:11. > :10:16.Wellington Street at long in the -- Long Eaton in Derbyshire in January

:10:16. > :10:22.last year. It took several hours to put the fire out. It was three days

:10:22. > :10:26.before police discovered the body of 59-year-old, Linda Parkes. It

:10:26. > :10:32.was buried under several feet of debris inside the terraced house.

:10:32. > :10:38.Station manager David Paul, describe what his staff had to

:10:38. > :10:42.battle through. Most of the rooms or completely filled with articles

:10:42. > :10:47.which made fire-fighting in the property very difficult indeed.

:10:47. > :10:52.This was piled several feet high? Some of the rooms were floor-to-

:10:53. > :10:58.ceiling, wall-to-wall. He said the most likely cause of the fire was

:10:58. > :11:03.piles of rubbish being set alight by gas rings on the hop which Linda

:11:03. > :11:08.Parkes, used to keep warm. Her partner, who was away in Spain at

:11:08. > :11:12.the time of the fire, said he was trying to help her with her

:11:12. > :11:15.compulsive obsessive disorder for 30 years. But she had declined help

:11:15. > :11:18.from medical professionals and social services.

:11:18. > :11:21.A union leader accused of stealing almost �150,000 from a miners' care

:11:21. > :11:25.home has told a court he had no idea that the money had come from

:11:25. > :11:28.the charity. Mick Stevens is jointly charged with the UDM's

:11:28. > :11:38.former President, Neil Greatrex, of stealing the money to pay for home

:11:38. > :11:39.

:11:39. > :11:44.improvements. Here's our chief news reporter, Quentin Rayner.

:11:44. > :11:47.Mick Stevens is currently a UDM general secretary. Along with the

:11:47. > :11:51.former President, he is accused of stealing money from a minus charity

:11:51. > :11:59.when he was a trustee. The charity ran a care home for sick and

:11:59. > :12:04.elderly miners on the Lincolnshire coast. It is thought the union

:12:04. > :12:08.leaders used the money for building work on their own properties. Nick

:12:08. > :12:13.Stevens told the jury under no circumstances would he approve of

:12:13. > :12:17.any personal expenditure being paid for by the home. He was asked by

:12:17. > :12:22.his defence counsel, how come you signed the Czechs? He said they

:12:22. > :12:26.were put in front of me. If they had Neil's signature on them, I

:12:26. > :12:30.would sign because he had authorised them. Mr Stevens said he

:12:30. > :12:35.was not involved in the day-to-day running of the home or its finances

:12:35. > :12:41.and had no recollection of seeing any invoices before signing cheques.

:12:41. > :12:46.One was for �36,000. The court was told Mr Stevens paid for

:12:46. > :12:51.improvements at two homes, either encashed, including a payment of

:12:51. > :12:56.�3,000, or legitimate the through another company of which she was a

:12:56. > :13:04.director. He was challenged by the prosecution, did you approve their

:13:04. > :13:08.kitchen and authorise its sq? Now I did not. Mr Stevens said he trusted

:13:08. > :13:14.Neil and believed everything he did was right. Both men denied the

:13:14. > :13:18.charges and the trial continues. The salary of the elected Mayor of

:13:18. > :13:21.Leicester has been given final approval by the city council today.

:13:21. > :13:26.Sir Peter Soulsby's wages will be �65,000, in line with that of a

:13:26. > :13:33.backbench MP. His deputy, Rory Palmer, and his five Assistant

:13:33. > :13:35.Mayors also get pay rises. A new study claims renovating

:13:35. > :13:38.social housing in Nottingham has helped reduce crime and improve

:13:38. > :13:43.people's health. Around 20,000 homes across Nottingham have been

:13:43. > :13:47.refurbished. The work included the fitting of new windows and

:13:47. > :13:49.installing central heating systems. A survey by Nottingham City Homes

:13:49. > :13:57.and Nottingham Trent University found the number of burglaries in

:13:57. > :14:00.these areas had gone down, along with people's fuel bills.

:14:00. > :14:04.A death trap. That's how residents have described a row of flats in

:14:04. > :14:09.Derby. They've raised their concerns after their neighbours

:14:09. > :14:17.became trapped inside their property when a fire broke out.

:14:17. > :14:20.Angelina Socci reports. Repairing the damage caused by a

:14:20. > :14:25.fire which left the two people inside terrified. It was in the

:14:25. > :14:29.early hours of yesterday morning when crews were called to this flat

:14:29. > :14:35.in Derby. Recycling bags left outside the front door have been

:14:35. > :14:39.set alight and the staircase became engulfed in smoke and flames.

:14:39. > :14:43.were met by two occupants at the window who were able to put

:14:43. > :14:48.themselves in a place of safety whilst we arrived. Shortly after we

:14:48. > :14:52.were able to put the fire out, gain access to the property and we

:14:52. > :14:56.assisted in the safe rescue of those casualties down the stairs.

:14:57. > :15:02.The couple, in the 60s, were taken to hospital after breathing in

:15:02. > :15:07.smoke. But this has left nearby residents are worried by having

:15:07. > :15:12.just one way in and out of the building. It is a death trap. That

:15:12. > :15:17.is the way I feel. I have always said it, not just now. That is why

:15:17. > :15:21.we have these doors put in. If you are in the bedroom and the fire

:15:21. > :15:26.starts on the landing, you have to think of a way out. Some of us

:15:26. > :15:29.might not be able to jump. We would reassure anybody who lives in a

:15:29. > :15:34.similar property, there is no additional risk associated with

:15:34. > :15:39.that. Think about it in advance, how they would deal with that

:15:39. > :15:44.situation and how they would safely exit the property. Derby Holmes

:15:44. > :15:48.says it takes its tenants health and safety seriously. Every

:15:48. > :15:52.property has a fire safety risk assessment, internal fire doors and

:15:52. > :15:56.a smoker alarm. Tonight, the couple are still recovering in hospital.

:16:16. > :16:21.underwent IVF four times in an effort to get pregnant. She did and

:16:21. > :16:25.gave birth to twins. But both children have cystic fibrosis.

:16:25. > :16:32.They're now two years old and they're taking part in a major new

:16:32. > :16:37.study in Nottingham into treating the condition. Jo Healey reports.

:16:37. > :16:42.The Queen's Medical Centre, home from home for Alex and his sister,

:16:42. > :16:46.Isabel. They have been here so often in their short lives. I am

:16:46. > :16:51.keen to know if Alex has been coughing? They were born after

:16:51. > :16:55.their mother underwent six years of IVF treatment. It was devastating

:16:55. > :17:01.to find out they had cystic fibrosis. It affects us every day

:17:01. > :17:05.and we have to make sure we have the medication they need to take,

:17:05. > :17:10.they do the exercises and the physiotherapy to clear their lungs.

:17:10. > :17:15.It is incredibly difficult. The new study is about making a difficult

:17:15. > :17:20.life a little easier. The torpedo study looks at eradicating at

:17:20. > :17:26.trouble infection in cystic fibrosis. We want to find the best

:17:26. > :17:31.way to do that. It will discover if children can be treated at home on

:17:31. > :17:35.special antibiotics, or, as now have to come in here for lengthy

:17:35. > :17:42.intravenous sessions. This is the number of people with cystic

:17:42. > :17:48.fibrosis in the UK. One in 25 people is a carrier, and every year

:17:48. > :17:53.2,500 babies are born with cystic fibrosis. It is life threatening

:17:53. > :17:58.and club's internal Ong -- organs, especially the lungs and digest it

:17:58. > :18:05.system, with mucus. Families welcome anything that can help.

:18:05. > :18:10.This trial is incredibly important. It is the difference between being

:18:10. > :18:14.in hospital for couple of weeks of being at home. The trial will run

:18:14. > :18:18.for three more years hoping to make lives easier.

:23:04. > :23:08.the individual pens, but there is one there she is not happy with.
