:01:05. > :01:08.meant to look like a tragic accident. In fact, it was a callous
:01:08. > :01:10.attempt to commit the perfect murder.
:01:10. > :01:13.A former airline pilot, Iain Lawrence, deliberately drove his car
:01:13. > :01:19.into a tree hoping everyone would think his estranged wife Sally had
:01:19. > :01:24.died in a straightforward road accident. But, later, the police
:01:24. > :01:28.discovered he'd turned off her airbag and unclipped her seatbelt.
:01:28. > :01:31.He also made sure the passenger side took most of the impact. Sally
:01:31. > :01:41.Lawrence's family said today they were overcome with relief, as her
:01:41. > :01:47.
:01:47. > :01:52.killer was jailed for life. I was Lawrence behind bars. Sally
:01:52. > :01:57.Lawrence's family cheered as he was found guilty of her murder.
:01:57. > :02:02.Afterwards, they spoke of their belief that justice had been done.
:02:02. > :02:08.Our family is here today because of the cruel, callous and sickening act
:02:08. > :02:12.of murder against our beautiful Sally. On the day she died, a part
:02:12. > :02:18.of us died with her and the sentence reflects the devastating impact that
:02:18. > :02:25.her murder has had on those close to her. Iain Lawrence thought he had
:02:25. > :02:30.committed the perfect crime but his brutal plan was found out. After the
:02:30. > :02:39.crash in Oadby, flowers and cards were placed by family and friends.
:02:39. > :02:44.Tributes painting a picture of a much loved woman. She was a kind
:02:44. > :02:53.person and couldn't have asked for a better friend. Police investigating
:02:53. > :03:03.the crash immediately thought of foul play. Her seatbelt had been
:03:03. > :03:08.unclipped and the airbag turned off. Her car was in the driveway with her
:03:08. > :03:15.phone and handbag. Her husband was arrested and charged with her
:03:15. > :03:22.murder. The jury was told that the couple had had an acrimonious at --
:03:22. > :03:26.discussion about divorce the mice before the crash. They were arguing
:03:26. > :03:31.about who would get equity from the home where they still lived in
:03:31. > :03:38.separate bedrooms with their 10-year macro -- ten-year-old son. At the
:03:38. > :03:42.time he was away on a school trip. Police found damning texts send that
:03:43. > :03:48.evening. She had two daughters from a previous marriage and said she was
:03:48. > :03:51.scared of being in the house alone with Iain Lawrence. Detectives
:03:51. > :03:57.discovered she had been telling family and friends the same thing
:03:57. > :04:01.for months, that she felt threatened and that he had evil in his eyes.
:04:01. > :04:11.She even told one friend that he may kill her. The jury took eight hours
:04:11. > :04:16.to find him guilty. The judge said Sally died not by chance but as a
:04:16. > :04:19.result of careful and cold-blooded planning. He addressed Iain Lawrence
:04:19. > :04:25.directly as he said the consequences of what you did have been
:04:25. > :04:29.devastating. Above all, for your own son who you have not only robbed of
:04:29. > :04:38.his mother but you will have to live his whole life knowing she was
:04:39. > :04:44.murdered by his own father. Sally's murder was an act of pure evil. She
:04:44. > :04:49.was a caring woman with a huge heart and was so full of life. Losing her
:04:49. > :04:53.has been unbearable. Not a day goes by without her being in our
:04:53. > :04:56.thoughts. She has been taken from us at the happiest point in her life
:04:56. > :05:01.and has been denied what was undoubtedly to be a very happy
:05:01. > :05:07.future. Iain Lawrence was sentenced to life and will serve a minimum of
:05:07. > :05:10.24 years in prison. The NHS Birth Centre in Grantham is
:05:10. > :05:14.to shut. Campaigners have fought for decades against the successive
:05:14. > :05:17.down-grading of maternity services in the town. But now the NHS says
:05:17. > :05:27.it's no longer viable for women to have the choice of giving birth at
:05:27. > :05:31.
:05:31. > :05:36.Babies have been born here for generations. In recent years, most
:05:36. > :05:41.Grantham women have had to go to Lincoln. A midwife led unit in the
:05:41. > :05:49.town is only designed to take low risk births. Campaigners feared the
:05:49. > :05:52.decision and the Grantham birth unit is to shout. We are not surprised.
:05:52. > :05:58.They have been manipulating the figures by telling people to give
:05:58. > :06:03.birth other than Grantham. Grantham is getting bigger but the NHS
:06:03. > :06:11.predicts there would be enough low-risk pregnancies to upgrade the
:06:11. > :06:16.town's birth unit. At the moment, of the 2300 woman that give birth, only
:06:16. > :06:22.100 give birth at Grantham. They get a good experience but we won't have
:06:22. > :06:30.a choice of a midwife led birth for all of our men. Many parents say it
:06:30. > :06:34.is a shame and lots want to give birth in Grantham but can't. I had
:06:35. > :06:39.to travel to Lincoln and my births were quite quick. Because of
:06:39. > :06:44.complications, I couldn't give birth in Grantham. We could have used the
:06:44. > :06:49.units but my wife had complications. Everybody should have the
:06:49. > :06:57.opportunity to give birth in Grantham. My birth was 20 minutes
:06:57. > :07:01.and I didn't have enough time to give birth in Lincoln. A midwife led
:07:01. > :07:06.unit is likely to be created in Lincoln alongside consultants led
:07:06. > :07:11.care. What is happening here looks like it is part of a trend. At the
:07:11. > :07:15.birth centres have shut in the East Midlands. Darley Dale, for example.
:07:15. > :07:19.There is? Over Saint Mary 's birth centre at Melton Mowbray which is
:07:19. > :07:27.under review. In Grantham, campaigners are looking at how they

:09:43. > :09:47.our region. Amongst the losers are local authorities who have already
:09:47. > :09:52.experienced cuts to their budgets and would lose a further 10%. What
:09:52. > :09:58.impact will more cuts to the public sector have on the East Midlands?
:09:58. > :10:03.Latest figures show there on 365,000 people in the region who work for us
:10:03. > :10:10.in councils, the civil service, the NHS, schools, emergency services and
:10:10. > :10:14.all the other roles are paid for directly by the taxpayer. That puts
:10:14. > :10:19.us sixth in the table of the regions most reliant on public sector jobs.
:10:19. > :10:25.Since the economic downturn, the region's public sector rose briefly
:10:25. > :10:33.and shrunk with gathering speed. In 2010, there were 405,000 public
:10:33. > :10:38.employees. Now there are 365,000, a reduction of 10% so far, a trend
:10:38. > :10:42.that will continue with today's announcement. There are departments
:10:42. > :10:46.that are massively overworked and it will continue to get worse without
:10:46. > :10:51.more investment rather than more cuts. We need investment in the
:10:51. > :10:55.public sector to create wealth, jobs in the community and nationally. In
:10:55. > :11:03.Leicestershire, quart of police enquiries counters are facing
:11:03. > :11:06.closure. We are facing a current budget challenge of �20 million and
:11:06. > :11:12.a funding gap over three years. We have to look at a range of options
:11:12. > :11:20.to reduce our budget. The government is looking at infrastructure and
:11:20. > :11:25.local enterprise. What has been good is additional money going into three
:11:25. > :11:29.key areas the business. One is training and apprenticeships, two
:11:29. > :11:34.isn't helping for exporters and three, making the most of our
:11:34. > :11:37.science and technology base. Whilst health and education have been ring
:11:37. > :11:47.fenced, there are concerns a further squeeze on local government will put
:11:47. > :11:49.

:13:06. > :13:10.libraries, swingers -- swimming pools. It had to happen today. Why
:13:11. > :13:18.did these cuts have to happen? They planned to balance the books and it
:13:18. > :13:21.didn't pay off. We are trying to clear up the mess left behind by the
:13:21. > :13:27.last government. We want to move forward and we are doing that and
:13:28. > :13:37.will succeed. All I would say is the economy was growing when Labour left
:13:38. > :13:39.
:13:39. > :13:49.office. But it crashed. It has been flat-lining for three years. There

:13:51. > :13:57.child abuse in care homes in North Wales have arrested a 62-year-old
:13:57. > :14:05.man in Leicester. North Wales Police say the arrest is part of a
:14:05. > :14:10.alleged to have taken place between 1969 and 1984 when they were aged
:14:10. > :14:14.between 12 and 14 years old. The man is still being questioned by

:15:05. > :15:09.a house fire has led to pioneering research into the effectiveness of
:15:09. > :15:15.smoke alarms. Worryingly, it suggests up to 85% of young children
:15:15. > :15:19.sleep through them. Officials are now calling on parents
:15:19. > :15:29.to install extra alarms in their children's bedrooms. And they hope

:15:51. > :15:57.six children died, would take Dave beyond that professional focus. This
:15:57. > :16:03.particular incident had a massive impact on me. I was quite upset that
:16:03. > :16:10.none of the children had woken up. The engineer that we had in was
:16:10. > :16:15.adamant the smoking alarms were working. -- smoke alarms. I couldn't
:16:15. > :16:25.comprehend why the children hadn't woken up. Dave carried out research
:16:25. > :16:27.
:16:27. > :16:31.into this. We have done 200 plus activations of smoke alarms and only
:16:31. > :16:38.26 times did a child wake. It is something we are still researching
:16:38. > :16:42.and trying to look into the cause. There are two or three different
:16:42. > :16:46.suggestions that have been put forward but we haven't gone down the
:16:46. > :16:50.lines of testing those theories. In the meantime, Derbyshire Fire
:16:50. > :16:55.service have studied the findings and had changed its fire safety
:16:55. > :17:01.advice, particularly to those with young children. There is nothing
:17:01. > :17:07.more tragic than having young children. Go out there and fit your
:17:07. > :17:13.own smoke detectors in bedrooms. It is hoped this study will mean

:17:31. > :17:35.Two men have been arrested after a security alert in a Derbyshire town

:17:39. > :17:44.Clay Cross spent more than seven hours away from their homes after a
:17:44. > :17:49.large part of the town was sealed off.
:17:49. > :17:56.In the early hours, the bomb squad was called and houses and businesses
:17:56. > :18:01.in a 100 metre business -- radius of Clay Cross were evacuated. Officers
:18:01. > :18:08.were told there was an explosive device in a car. Staff helped the
:18:08. > :18:16.bomb squad officers get into the car. We couldn't get into the
:18:16. > :18:20.bonnet. The car was thoroughly examined and it was confirmed there
