:00:59. > :01:02.Good evening. Welcome to Monday's programme. First tonight - a family

:01:02. > :01:07.have paid tribute to their "much loved son" who drowned after

:01:07. > :01:09.swimming off the coast of south west France on a summer holiday.

:01:09. > :01:17.16-year-old Kieran Knight from Derbyshire disappeared after getting

:01:17. > :01:21.into difficulty swimming with his father. Sarah Teale reports.

:01:21. > :01:25.The Knight family had been enjoying a holiday on the Atlantic coast of

:01:25. > :01:29.south west France. It's believed 16-year-old Kieran had been swimming

:01:29. > :01:34.in the sea with his father near the town of Messanges when he got into

:01:34. > :01:37.difficulties and couldn't get back to shore. A patrol boat and three

:01:37. > :01:41.helicopters were scrambled in the search for him, but couldn't rescue

:01:41. > :01:51.him. Kieran, from Newhall in South Derbyshire, had just finished his

:01:51. > :01:52.

:01:52. > :01:56.last year at the William Allitt Secondary School. I have spoken to

:01:56. > :02:05.teachers this morning, and they are devastated by this news. It is

:02:05. > :02:11.dreadful for them actually, just to lose a child like that. Tell me what

:02:11. > :02:16.Kieran was like. He was very popular, and a good student.

:02:16. > :02:22.Tributes have also been paid to Kieran on social network sites, one

:02:22. > :02:26.calling him one of life's good guys, are bright, lovely young man who

:02:27. > :02:36.will be missed. Today, the foreign office issued a statement on behalf

:02:37. > :02:54.

:02:54. > :02:58.of Kieran's family -- Kieran's Kieran went missing last Wednesday.

:02:58. > :03:02.Rescue teams spent several days searching for him. The foreign

:03:02. > :03:05.office confirmed that his body was found on Saturday. They said they

:03:05. > :03:12.were offering his family all the help they needed at this difficult

:03:12. > :03:16.time. Three men have gone on trial accused

:03:16. > :03:22.of paying for sex with a child. The 16-year-old Sikh girl from Leicester

:03:22. > :03:26.was described as very damaged and vulnerable.

:03:26. > :03:28.The three men deny 22 counts against the teenager. The charges also

:03:28. > :03:36.include trafficking and child prostitution. Let's cross to our

:03:36. > :03:42.Chief News reporter Quentin Rayner, who's in Leicester.

:03:42. > :03:47.Tell us about the background to this case. This goes back to a two-month

:03:47. > :03:52.period between November last year and January of this year. A chance

:03:52. > :03:58.meeting between one of the defendants and the-year-old girl at

:03:58. > :04:06.a festival led to her having sex with up to six men and being paid.

:04:06. > :04:11.Three of men -- three of them deny 22 counts. They are accused of

:04:11. > :04:14.paying sex -- paying for sex with a child, and two of the men with

:04:14. > :04:21.trafficking had to several locations and introducing her for sex with

:04:21. > :04:25.others. What form did the exportation take? The men would

:04:25. > :04:30.arrange to meet her, and she would be driven to various locations

:04:30. > :04:34.around Leicester including public parts, -- parks, flats and

:04:34. > :04:39.bed-and-breakfast. She would be given alcohol and cannabis before

:04:39. > :04:45.being paid �20 for sex. On one occasion one of the men told her, if

:04:45. > :04:50.you keep me happy, I will keep you happy. Afterwards, she was driven

:04:51. > :04:56.back to her college, but she also began to get bombarded with calls

:04:56. > :05:02.and texts from men she did not know. What the court hear about the girl

:05:02. > :05:08.in this case? The jury was told, and she was described to them is very

:05:08. > :05:13.damaged girl who self harmed and took cannabis. But prior to meeting

:05:13. > :05:17.these men, the court was told she was offering sex to boys at her

:05:17. > :05:23.college for �20. The jury was told the teenager made it abundantly

:05:23. > :05:30.clear to the men what her age was. She also made it plain that she was

:05:30. > :05:36.a prostitute, and that she had told them she had entered a business

:05:36. > :05:43.relationship with them. How did the police become involved? By January

:05:43. > :05:47.of this year, both the family -- her family and the Sikh community became

:05:47. > :05:51.increasingly concerned. A group attacked a local restaurant where

:05:51. > :05:56.the 16-year-old girl had had sex with some of the men at a flat

:05:56. > :06:00.there. That brought the police in, and the full extent of what is

:06:00. > :06:05.alleged to have happened came to light. Three other men have already

:06:05. > :06:08.pleaded guilty to related charges, and this trial is expected to last

:06:08. > :06:13.up to three weeks. A council is to check big trees near

:06:13. > :06:16.houses, after an ash fell and damaged a couple's home. The owners

:06:16. > :06:20.of the house in Melton Mowbray say they could have been killed if

:06:20. > :06:23.they'd been in their garden. The council's requested a report from a

:06:23. > :06:28.tree surgeon to establish exactly why it came down. Carol Hinds

:06:29. > :06:33.reports. It's the unexpected feature that has

:06:33. > :06:35.left Wayne and Sharon Kimberlin unharmed but shocked. The ash tree

:06:35. > :06:43.which had stood on neighbouring council land came crashing into

:06:43. > :06:53.their garden in the early hours of Saturday morning. There was a

:06:53. > :06:57.rumbling noise, I shut the tap and a rumbling continued, following by a

:06:57. > :07:03.large crash. Things could have been so much different if it had happened

:07:03. > :07:07.a couple of hours later. We could have been outside in the garden, and

:07:07. > :07:12.first instinct was -- would be to run towards the house for safety

:07:12. > :07:17.which would have been the worst thing to have done. We sell -- row

:07:17. > :07:23.we have something like 8,000 trees in the borough. In any one year we

:07:23. > :07:29.would expect 250 to 700 trees individually and group. This tree

:07:29. > :07:33.was inspected in 2011, and it was our plan to be inspected this year.

:07:33. > :07:35.The borough council say that when the ash was last expected Royal

:07:35. > :07:42.Wolverhampton NHS Trust inspected, there was nothing to suggest a

:07:42. > :07:50.problem with the tree. A tree surgeon has been at this morning,

:07:50. > :07:52.and we have asked for a full report. The Kimberlins say they're just

:07:52. > :07:56.looking forward to getting their garden back to normal.

:07:56. > :08:00.But nothing can be done until the ash is removed, and that may still

:08:00. > :08:04.take a few days, as the council has been told a crane will be needed to

:08:04. > :08:07.remove it. The borough council says it now

:08:07. > :08:14.plans a review of similar trees in similar locations, to see if any

:08:14. > :08:23.more may be vulnerable. Still to come - any more storms on

:08:31. > :08:39.Leicestershire today, and we still have a yellow weather warning in

:08:43. > :08:47.Two men have been charged in connection with the murder of a man

:08:47. > :08:51.who was discovered at a house in Grantham at the weekend.

:08:51. > :08:56.30-year old Daniel Walsh was found at Edinburgh Road in the early hours

:08:56. > :09:05.of Sunday morning. He died later in Grantham Hospital. Two men aged 24

:09:05. > :09:08.and 21, who are both from Barrowby, have been remanded in custody.

:09:08. > :09:10.Mairead Philpott and Paul Mosley have been told their appeals against

:09:10. > :09:14.the length of their prison sentence have been thrown out.

:09:14. > :09:18.Mairead Philpott was jailed for 17 years in April for her part in the

:09:18. > :09:23.manslaughter of her six children in a fire in Derby. Paul Mosley, a

:09:23. > :09:27.family friend, was given the same sentence. A judge at the Court of

:09:27. > :09:37.Appeal has refused permission for the application from the pair to go

:09:37. > :09:37.

:09:37. > :09:39.forward. Mairead's husband Mick was given a 30-year life sentence.

:09:39. > :09:42.Cab drivers have criticised the planning of Nottingham's five-week

:09:42. > :09:45.railway station close-down. They say customers can't find their new

:09:45. > :09:49.temporary taxi rank - and that's contributing to a huge drop in

:09:49. > :09:52.income. The City Council says new signs will be put up this week, and

:09:52. > :09:59.insists the short-term disruption will be worth it in the long run.

:09:59. > :10:02.Mike O'Sullivan has this report. Taxi drivers say their custom has

:10:02. > :10:07.dropped dramatically since the disruption started just over a week

:10:07. > :10:13.ago at Nottingham railway station. It's being closed for five weeks for

:10:14. > :10:22.�100 million of engineering work, and replacement buses laid on. Some

:10:22. > :10:26.taxi drivers say this is a hugely difficult period for them. They are

:10:26. > :10:32.not coming to the train station because they know it is closed. That

:10:32. > :10:38.is the problem. They told the people in advance, don't bother coming to

:10:38. > :10:43.the station because of the work, and people are not coming. The customers

:10:44. > :10:46.do not know where we are, and we are overcrowding because there are not

:10:46. > :10:49.many spaces we can park. The hackney cabbies say they used to

:10:49. > :10:55.have around 60 parking spots on Station Street. Now, they have

:10:55. > :10:58.around 20 on Station Street and another dozen or so on Queen's Road.

:10:58. > :11:08.One taxi driver took me to the Queen's Road rank - claiming many

:12:16. > :12:19.girl was sexually assaulted. Tichfield Park in Mansfield was

:12:22. > :12:25.attacked there late on Friday night. She's given officers a description

:12:25. > :12:28.of her attacker. Detectives want anyone who saw anything suspicious

:12:28. > :12:32.to contact them. A record number of parks in the East Midlands have been

:13:22. > :13:25.figures show the most common cancer in men is now survived by nearly all

:13:25. > :13:29.who have it. 160 men a year in this region are diagnosed with testicular

:13:29. > :13:33.cancer. But only around half a dozen of them will now die. Navtej Johal

:13:33. > :13:39.reports. This is a scene that Tim Parkes thought he might never see.

:13:39. > :13:44.The now retired grandfather was diagnosed with testicular cancer

:13:44. > :13:49.aged just 27. That was back in 1984 when survival rates were

:13:49. > :13:54.significantly lower. On the ward you make friends, and you get quite

:13:54. > :13:58.close to people in there. And then you see those people around you

:13:58. > :14:04.dying. Today, thanks to more advanced research and improvements

:14:04. > :14:09.to treatment, 96% of men survived testicular cancer, an increase of

:14:09. > :14:13.30% in the last 40 years. In the East Midlands, around 160 men are

:14:14. > :14:18.diagnosed every year, and one former surgeon says the national figures

:14:18. > :14:24.are reflected in our region as well. Survival rates in the East

:14:24. > :14:29.Midlands have really improved, and it is very uncommon for people to

:14:29. > :14:34.die from testicular cancer now. Pete -- patients to present earlier, and

:14:34. > :14:38.it is uncommon for them to present with really big lumps now, and the

:14:38. > :14:42.effectiveness of changing drug regimes has helped. Testicular

:14:42. > :14:48.cancer is still the most common cancer among young men. Tim Parkes

:14:48. > :14:54.wants to make sure more of them keep beating the disease. If you do not

:14:54. > :15:01.go to the doctors, you will be one of the 4%, it is better being one of

:15:01. > :15:05.the 96% who has gone early, and you might not even need the drugs.

:15:05. > :15:08.Next tonight, the first of three special reports on civic twinning.

:15:08. > :15:13.Yes - your town or village is probably twinned with somewhere,

:15:13. > :15:17.probably in Europe. The idea's been around for decades - but what do we

:15:17. > :15:20.get from it? And can we still afford it? Derby, for example, spends

:15:20. > :15:26.�35,000 a year on its twinning arrangements with a German city. A

:15:26. > :15:36.lot of money. In his first report, Tom Brown travelled to Germany to

:15:43. > :15:46.find out if it's worth it. The signs are there. In parks,

:15:46. > :15:56.streets and even Nottingham station. But how much do we actually know

:17:13. > :17:18.come to Derby. But does having an envoy to value for money? It is an

:17:18. > :17:22.expense that is worth it and pays for itself. It brings so much money

:17:22. > :17:28.into the economy from private tourists. We do not want to be a

:17:28. > :17:32.useless expense, we want to bring money in.

:17:32. > :17:37.But despite the envoys, the real benefits of twinning have not always

:17:37. > :17:43.been easy to find. There is the odd name on a sign, and the occasional

:17:43. > :17:46.council gift. Three years ago, the relationship almost came to an end.

:17:47. > :17:52.Right back row with budget cuts beginning to bite, the city Council

:17:52. > :17:58.in Derby was contemplating cutting the envoys system and ending almost

:17:58. > :18:02.four decades of twinning, but under pressure from here in anti-Morsi,

:18:02. > :18:07.they decided to keep it and both time-saver twinning is as strong as

:18:07. > :18:16.ever. Part of the envoys role is to

:18:16. > :18:21.attract students to do work placements in Derby. Derby City

:18:21. > :18:31.Council says the money the students spent alone pays for almost all of

:18:31. > :18:33.

:18:33. > :18:39.its twinning budget. At first I contacted lots of times and they

:18:39. > :18:46.said no, and she helped me to find the place here. So you are both here

:18:46. > :18:56.because of the twinning links? It is money that would not be spent

:18:56. > :18:57.

:18:57. > :19:02.in Derby. -- would have been spent in Derby. The envoys say they help

:19:02. > :19:07.boost tourism, attract trade, and give people the chance to experience

:19:07. > :19:14.a whole new culture. You will find plenty of people who say twinning is

:19:14. > :19:17.worth the money. For the friendship between England and Germany.

:25:39. > :25:44.month, but we have had exceptional rainfall amounts over four inches of

:25:44. > :25:50.rain have fallen. 106 millimetres in a week in market Bosworth, and we

:25:50. > :25:55.are not done just yet. We have a daisy chain of weather fronts in the

:25:55. > :25:58.Atlantic, sweeping in over the next few days. Tomorrow we are going to

:25:58. > :26:02.see some lively downpours again, heavy rain through Wednesday as

:26:02. > :26:08.well. But there will be some sunshine in between those showers,

:26:08. > :26:12.and it is warming up once again for the end of the week. It has been all

:26:12. > :26:16.about the thunderstorms today, and nasty band across the Leicestershire

:26:16. > :26:20.area this afternoon, and we are not done yet. We still have a yellow

:26:20. > :26:24.warning in force for Leicestershire and parts of Derbyshire and

:26:24. > :26:34.Nottinghamshire. The next couple of hours will see some further heavy
