:01:06. > :01:08.pupils. The Government had threatened to withdraw funding for
:01:09. > :01:14.the Al`Madinah school in Derby unless the policy was reversed. But
:01:15. > :01:23.it still needs to comply with a number of other demands or risk
:01:24. > :01:28.closure. Simon Hare reports. Yesterday was the deadline for the
:01:29. > :01:32.macro one school to comply with the first series of demands issued by
:01:33. > :01:36.the government last week. Including reversing its policy and all`female
:01:37. > :01:43.staff having to wear a headscarf in the classroom. Letters appeared on
:01:44. > :01:50.the school 's website clarifying the issue. In a letter to staff, the
:01:51. > :01:54.chair of the trust said: The trust and the governing body realise how
:01:55. > :01:57.this practice could be interpreted and proceed as treating female
:01:58. > :02:02.members of staff less favourably. This was never the intention and we
:02:03. > :02:06.would like to apologise for any situation where staff felt
:02:07. > :02:11.discriminated against. In a separate letter to parents, we would like to
:02:12. > :02:16.take this opportunity to remind you that children are not required by
:02:17. > :02:23.the school to cover their hair and is that this is a matter of choice.
:02:24. > :02:26.We are committed to eliminating discrimination and advancing the
:02:27. > :02:30.equality of opportunity. Concerns about the policy and the quality of
:02:31. > :02:33.education at the school had been raised by the National union of
:02:34. > :02:38.teachers, whose president was at a function in Derby last night. There
:02:39. > :02:40.are concerns about education standards in the school and we need
:02:41. > :02:51.to bring qualified teachers back into the classroom. There is still a
:02:52. > :02:56.list of 12 demands that the school must meet by the end of this month
:02:57. > :03:02.or lose its government funding. A highly critical report is due to be
:03:03. > :03:05.released any day now. Let's get some political reaction to
:03:06. > :03:11.today's developments. Our Political Editor, John Hess, is at
:03:12. > :03:16.Westminster. John, did the school's Education Trust, its governors, have
:03:17. > :03:22.any option in the end? Politically, no. Free Schools are a flagship
:03:23. > :03:28.policy of the Education Secretary, Michael Gove. Al Madinah is only one
:03:29. > :03:33.of five so`called Free Schools in the East Midlands. These are schools
:03:34. > :03:37.set`up by parents where there's thought to be a need locally and
:03:38. > :03:40.directly funded by the Government. That's why Michael Gove's Schools
:03:41. > :03:43.Minister, Lord Nash, a Conservative peer seen here speaking in the House
:03:44. > :03:46.of Lords, threatened to pull the school's funding unless it met 17
:03:47. > :03:58.specific concerns over unacceptable teaching standards. The deadline was
:03:59. > :04:03.last night. But is that going to satisfy the Labour Party? Labour has
:04:04. > :04:12.a new Shadow Education Secretary, Tristram Hunt. In the wake of the Al
:04:13. > :04:15.Madinah controversy, he's already written to Michael Gove demanding
:04:16. > :04:24.new assurances over the level of scrutiny and accountability of free
:04:25. > :04:26.schools. In particular with faith schools, whether equality
:04:27. > :04:29.legislation affecting women staff and pupils is being ignored, as the
:04:30. > :04:44.Shadow Schools Minister, Kevin Brennan, told me.
:04:45. > :04:52.I think in the case of macro one, the idea that in this day and age
:04:53. > :04:55.women teachers should be asked the sort of questions about were asked

:05:24. > :05:26.free schools, but the events in Derby over the last week will ensure
:05:27. > :05:29.that all future applications for free schools will face far more
:05:30. > :05:36.rigour from the Government before any funding is approved.

:05:41. > :05:44.was stabbed to death in the street is being remembered at a special
:05:45. > :05:48.event in the city this evening. 20`year`old Antoin Akpom died last
:05:49. > :05:51.month. Two 19`year`old men have been charged with his murder. Money
:05:52. > :05:54.raised at the Y Theatre tonight will go towards funeral costs. Our

:09:26. > :09:38.intensive care just over a month later. Jo Healey has this report

:12:42. > :12:44.sure people get the support they need. Leicester City Council is the
:12:45. > :12:48.first authority in the East Midlands to give it a bit scared homes. It
:12:49. > :12:55.will save it up to ?3.5 million a year and will reinvest some of that
:12:56. > :12:58.into more home care. At the local macro one charity they said the
:12:59. > :13:01.understand the decision by the council, but that it should have
:13:02. > :13:09.been reached much quicker. The consultation went on for a long
:13:10. > :13:16.time. It was done with the best of intentions, but it has created a lot
:13:17. > :13:20.of concern. Residents that will happen to find new homes were told
:13:21. > :13:24.yesterday. I am told many were disappointed and upset. Despite
:13:25. > :13:28.getting rid of its remaining homes, the city council intends it will not
:13:29. > :13:32.turn its back on the elderly of Leicester.
:13:33. > :13:35.The jobless figures released today show a slight increase in the East
:13:36. > :13:38.Midlands. There are now 177,000 out of work in the East Midlands,
:13:39. > :13:41.according to the latest quarterly figures from the Office for National
:13:42. > :13:44.Statistics. That's an increase of 1,000 over the previous quarter and
:13:45. > :13:51.represents an unemployment rate of 7.7%. That is just above the
:13:52. > :13:55.national average. Derby City Council says it can't put
:13:56. > :13:57.any more money into saving the former Hippodrome theatre. The
:13:58. > :14:00.council blames the decision on Government cuts. The authority has
:14:01. > :14:03.already spent ?150,000 attempting to stop the city centre building
:14:04. > :14:12.deteriorating further, but now it says it can no longer offer any
:14:13. > :14:15.financial help. The last of seven energy efficient
:14:16. > :14:18.concept homes has been completed at the University of Nottingham. The
:14:19. > :14:21.steel frame houses use a range of power`generating technologies, but
:14:22. > :14:24.they're also designed to save energy because they are highly insulated.
:14:25. > :14:33.The eco`homes will be used in research and for teaching about
:14:34. > :14:36.energy saving methods. Talking of property, there is more
:14:37. > :14:39.evidence tonight that a strong recovery is taking place in the East
:14:40. > :14:42.Midlands housing market. A fortnight ago we reported that construction of
:14:43. > :14:46.new private homes in our region was running second only to London. Now,
:14:47. > :14:49.the surge in the property sector is being confirmed in the region's
:14:50. > :15:05.house prices. Again, the East Midlands is leading the way.
:15:06. > :15:10.Angelina Socci reports. 3.8% is actually a very big number.
:15:11. > :15:17.Outside London, the annual increase in house prices here is bigger than
:15:18. > :15:24.any region in the UK. Outside London the averages just 2.2%. So, is this
:15:25. > :15:27.a housing boom? The latest construction figures a couple of
:15:28. > :15:33.weeks ago showed that in this region in the second quarter of this year
:15:34. > :15:37.the main builders one ?432 million worth of orders for new private
:15:38. > :15:38.homes. That is four times the level they took at the same time last
:15:39. > :15:43.year. In 0 they took at the same time last
:15:44. > :15:51.year. In the East Midlands there is more availability of product line. A
:15:52. > :15:55.lot of builders are building. Help to buy, the incentive scheme, is
:15:56. > :16:03.helping people to buy. Quite a big surge in the private operatives
:16:04. > :16:09.sector in a region? Are we playing catch up? It is good news for the
:16:10. > :16:15.industry, not so good if you are buying. What we need is an influx of
:16:16. > :16:21.properties to market. People lots are in two minds I would urge them
:16:22. > :16:25.to put their property on the market now. There will be a levelling out
:16:26. > :16:30.of supply and demand which will keep things where we need them to be. The
:16:31. > :16:39.average house price in the East Midlands is now ?178,000, happy at
:16:40. > :16:44.thousand pounds in one year. It is also a record high for the region.
:16:45. > :16:49.The housing slump has no mean a realist. Is there a hidden danger?
:16:50. > :16:57.The average price for a first`time buyer is now ?130,000. I would say
:16:58. > :17:01.it is a mini housing boom, rather than a revenue boom. I don't think
:17:02. > :17:06.you would see dramatic increases in revenue is that people are talking
:17:07. > :17:11.about. As long as we keep the supply going and offering houses to the
:17:12. > :17:14.market, there should be a steady increase. A surge in house prices
:17:15. > :17:18.three years ago in the region was wiped out by a slump in the market,
:17:19. > :17:20.but this time around experts are more confident that the recovery is
:17:21. > :17:39.here to stay. One of our biggest engineering names
:17:40. > :17:43.is to build a new factory in China at a cost of ?40 million, but it is
:17:44. > :17:46.assuring staff it won't lead to jobs being exported there. The Brush
:17:47. > :17:50.Group, based in Loughborough, says a huge market is opening up for them.
:17:51. > :17:57.Mike O'Sullivan has the third in his series of reports on our region's

:19:10. > :19:16.to ?12 billion. Our brand is strong. The Chinese want our brand
:19:17. > :19:20.to be over there. It was explained that to get into the Chinese market
:19:21. > :19:28.we had to open a factory in China, which will bring work here,
:19:29. > :19:33.surprisingly enough. The power generating companies and China are
:19:34. > :19:38.typically state`owned, so you need to make sure there is a certain
:19:39. > :19:46.portion of your output that is made in China. The company has claimed
:19:47. > :19:55.that its new links in China will mean security for jobs here.
