:00:27. > :00:32.dealers, Leicester's crime commission believes Operation Tiger

:00:33. > :00:39.will make a difference. It makes a big difference. We are putting a lot

:00:40. > :00:44.of effort into this. Security is tight here as planners meet to make

:00:45. > :00:50.the final decision on whether two traveller sites should go ahead.

:01:04. > :01:07.Welcome to Wednesday's programme. First tonight, a Loughborough

:01:08. > :01:10.teenager's told a terror trial that he wrote about committing a school

:01:11. > :01:16.massacre because it helped him cope with bullying. The 17`year`old said

:01:17. > :01:21.he was influenced by notorious killers who'd been victims of

:01:22. > :01:24.bullies. But he said he didn't intend to act on the plans. Our

:01:25. > :01:37.social affairs correspondent, Jeremy Ball, is at the Old Bailey. What did

:01:38. > :01:43.you hear about his time at school? He said he had been upset by months

:01:44. > :01:49.of name`calling, he had been called a Nazi, fascist and racist and that

:01:50. > :01:55.is what prompted that document which he called plans and tactics for the

:01:56. > :02:12.new Columbine. He was asked why he wrote it?

:02:13. > :02:22.What did he say about the other potential targets he had named? We

:02:23. > :02:28.heard it was partly motivated by ideology. He had written about what

:02:29. > :02:32.he called the Islamic invasion of Europe and that is white

:02:33. > :02:37.Loughborough mask was at the top of the list of targets. He said he felt

:02:38. > :02:43.intimidated when walking past it. He had a hit list of personal targets

:02:44. > :02:48.and that they included two of the friends he had been testing those

:02:49. > :02:55.bombs with. He said he had chose them because they had fallen out. He

:02:56. > :03:02.said this was not a genuine plan, it simply was not real. He also spoke

:03:03. > :03:08.about his interest in mass killings. We had to surely about a book he

:03:09. > :03:12.bought in a market in Loughborough. It is called spree killers and the

:03:13. > :03:18.teenager said it influenced what he did, what he wrote and what he wore

:03:19. > :03:22.because he related to the way some of those killers had been bullied.

:03:23. > :03:33.He insisted he would never do it himself and did not agree with what

:03:34. > :03:36.he had done. A major crackdown on drug dealing

:03:37. > :03:38.and anti social behaviour has started across Leicester,

:03:39. > :03:41.Leicestershire and Rutland. It's the biggest operation to take place

:03:42. > :03:44.since the Police and Crime Commissioner took office one year

:03:45. > :03:53.ago. Three days into Operation Tiger, 28 people have already been

:03:54. > :03:57.arrested as Eleanor Garnier reports. It is 6:45am. Highfield in Leicester

:03:58. > :04:03.and a police raid the home of a suspected drug dealer. One of nine

:04:04. > :04:09.warrants being carried out today as part of the new Operation Tiger.

:04:10. > :04:13.These early morning raids of what the police and crime Commissioner

:04:14. > :04:17.wants to see more Rolph, reassuring the community that the police are

:04:18. > :04:22.tackling anti`social behaviour and arresting drug dealers. And this is

:04:23. > :04:28.what the officers came out of the house with. If we have the

:04:29. > :04:33.intelligence to suggest there are drugs inside the address, if we were

:04:34. > :04:44.to door knock, we would lose that amount of evidence. It is very hard

:04:45. > :04:56.then to claw that back. This intense police activity will last if few

:04:57. > :04:59.weeks. This morning, the police and crime Commissioner was here to see

:05:00. > :05:05.it all himself. Will this make a difference? Absolutely, it makes a

:05:06. > :05:10.big difference. We are putting a lot of effort into this. You cannot

:05:11. > :05:14.sustain this because there will be over time, a lot of people diverted

:05:15. > :05:20.from other jobs but it is a thoroughly good thing to do to get

:05:21. > :05:25.out there for a period and make a big difference. It is all costing

:05:26. > :05:28.the force more but as long as they are putting criminals behind bars

:05:29. > :05:34.and protecting communities, the police say it is money well spent.

:05:35. > :05:38.Cancer experts in Nottingham have discovered a new way to diagnose and

:05:39. > :05:41.treat breast cancer. Researchers have identified seven distinct types

:05:42. > :05:46.of breast cancer and it's hoped, in the future, it'll mean treatment can

:05:47. > :05:49.be better targeted. Further studies are still being carried out, but

:05:50. > :06:01.it's likely these tests could be available in hospitals within two

:06:02. > :06:06.years. We can target specific treatment to those classes of breast

:06:07. > :06:11.cancer, whereas before they would be a one size fits all strategy whereas

:06:12. > :06:16.now you can give a much more personalised plan of treatments.

:06:17. > :06:19.Road works which caused major disruption on a main route into

:06:20. > :06:23.Nottingham have finished early. The tram works on the A52 at Bardills

:06:24. > :06:26.Island had been due to last for two weeks, finishing on Sunday. It meant

:06:27. > :06:29.there was no access from the motorway and all approaches to the

:06:30. > :06:32.roundabout were reduced to one lane. But they all reopened this morning.

:06:33. > :06:35.Officials say last week's good weather meant the work was completed

:06:36. > :06:38.ahead of schedule. Still to come: Derbyshire police

:06:39. > :06:42.face more scrutiny over the killing of a pregnant mother and her young

:06:43. > :06:45.son. In a Commons debate tonight, an MP will claim that officers failed

:06:46. > :06:59.to warn Rachael Slack about the danger she faced from an ex`partner.

:07:00. > :07:02.Thousands of people have signed petitions opposing them, but

:07:03. > :07:05.decisions are expected shortly on whether to allow two new official

:07:06. > :07:08.gypsy and traveller sites in Leicester. Protestors are voicing

:07:09. > :07:12.their fears at a special city council meeting this evening where

:07:13. > :07:24.the plans are being discussed. Jo Healey's there for us now. Jo,

:07:25. > :07:29.what's the latest? To give you some idea of the strength of feeling over

:07:30. > :07:35.this, the venue for tonight 's meeting has been moved from

:07:36. > :07:43.Leicester's town hall to a larger centre in Highfields. The police and

:07:44. > :07:48.extra security guards have seen `` been drafted in here to keep order.

:07:49. > :07:54.Here is what is provoking all that thanks to. Let's take a look at what

:07:55. > :08:03.the sites are. The City Council wants to put six pictures at

:08:04. > :08:08.Greengate Lane. The other is at Redhill Way. Feelings are mixed.

:08:09. > :08:16.Burglaries, rubbish, they are just not civilised. A lot of people have

:08:17. > :08:21.a bad opinion on them and not all of them make a mess or litter and

:08:22. > :08:29.stuff, so they can't all be judged for that. We have some really nice

:08:30. > :08:34.ladies that come in. This is one of the two areas they want to develop,

:08:35. > :08:39.but here the travellers are not keen. The family that lives here has

:08:40. > :08:46.done so for five years and Powell read they do not want it to be

:08:47. > :08:54.developed because it means are the families would live here and they

:08:55. > :09:02.would pay more rent. Someone has sprayed here something offensive to

:09:03. > :09:05.the community. They are race of people and they are a community

:09:06. > :09:10.alongside all the different communities we have in Leicester. No

:09:11. > :09:16.how much do they need these pictures? They desperately need them

:09:17. > :09:23.because they have nowhere legally to stay and they want to be classed as

:09:24. > :09:28.a community. This has been a problem for some years and residents have

:09:29. > :09:34.been pressing the council to come up with a solution. The problem we feel

:09:35. > :09:40.is this is not the best solution and it is more of a political decision

:09:41. > :09:44.that a planning decision. That all`important planning decision is

:09:45. > :09:46.due at some tonight. The number of people filing for

:09:47. > :09:51.bankruptcy in Nottinghamshire has gone up 37 per cent in the past

:09:52. > :09:55.decade. The Citizens Advice Bureau in Nottingham says it sees people

:09:56. > :09:58.every day who are on the verge of financial collapse. Across

:09:59. > :10:09.Nottinghamshire 625 people filed for bankruptcy last year.

:10:10. > :10:12.Nottingham's Jake Bugg will find out tonight if he's won this year's

:10:13. > :10:16.Mercury Music Prize. The singer and guitarist from Clifton is one of a

:10:17. > :10:19.dozen artists short listed for the prestigious award. Jake's new album

:10:20. > :10:22.was recorded in America and is released on the 18th of November. In

:10:23. > :10:31.February he'll be performing in Nottingham ` part of a UK tour.

:10:32. > :10:34.An MP is to claim in a Commons debate later tonight that failings

:10:35. > :10:38.by Derbyshire police contributed to the stabbing of a pregnant mother

:10:39. > :10:41.and her child. The Amber Valley MP Nigel Mills says the police failed

:10:42. > :10:46.to warn Rachael Slack of the dangers she faced once her ex`partner was

:10:47. > :10:59.released on police bail. Let's find out more from Westminster, and our

:11:00. > :11:02.Political Editor John Hess. At the heart of tonight's

:11:03. > :11:04.parliamentary debate is whether the police have enough powers and

:11:05. > :11:07.whether they react effectively enough when someone with a history

:11:08. > :11:12.of mental illness breaches their police bail conditions. That had

:11:13. > :11:16.tragic repercussions in this cottage in the village of Holbrook three

:11:17. > :11:19.years ago. Rachael Slack, who was pregnant, and her son, who was

:11:20. > :11:25.almost two, were killed by her former partner. Andrew Cairns was on

:11:26. > :11:31.police bail with a condition not to contact Rachael. It was revealed at

:11:32. > :11:33.an inquest hearing that she had warned Derbyshire police her

:11:34. > :11:41.concerns about her former partner and his mental health.

:11:42. > :11:46.With me is the Amber Valley MP Nigel Mills, who's secured tonight's

:11:47. > :11:49.special parliamentary debate. You get the chance to question a Home

:11:50. > :11:57.Office minister about this tragic case, what's the main cause for

:11:58. > :12:01.concern for you? The main concern is that a young woman with a child were

:12:02. > :12:09.murdered by her former partner despite the police knowing of that,

:12:10. > :12:15.despite him having a mental health issue. It links to be a terrible

:12:16. > :12:20.failure of various agencies. But this is more about the failings of

:12:21. > :12:26.Derbyshire police and their procedure. The inquest found against

:12:27. > :12:30.Derbyshire police that they had contributed in some way to this

:12:31. > :12:37.tragic event. The question here is how the police interact with other

:12:38. > :12:44.agencies and perhaps some stronger action could have been taken. The

:12:45. > :12:48.coroner at the inquest said an incident like this must not happen

:12:49. > :12:55.again, so what is needed to ensure that? We can look at tightening the

:12:56. > :13:00.laws so the police can have more powers if someone breaches their

:13:01. > :13:06.police bail, but the key thing the police working with the mental

:13:07. > :13:10.health team to know the full facts to make a fully informed of risk

:13:11. > :13:15.assessment to protect people? A Home Office minister will respond

:13:16. > :13:18.to Nigel Mills' debate tonight. That will be an indication whether the

:13:19. > :13:36.Government believes this tragic case requires changes in police bail

:13:37. > :13:39.procedures, or not. The rising cost of energy is the

:13:40. > :13:42.biggest story for politicians today and this afternoon, David Cameron

:13:43. > :13:46.and Ed Miliband clashed on the subject during prime minister's

:13:47. > :13:48.questions. The heated exchange between the party leaders comes as

:13:49. > :13:54.the University of Nottingham completed its latest eco`house. It's

:13:55. > :13:58.one of seven properties which could improve energy efficiency and bring

:13:59. > :14:07.down our fuel bills. Carol Hinds reports.

:14:08. > :14:12.This is green close at the University of Nottingham. It has

:14:13. > :14:16.taken 13 years to design and build seven homes with a range of

:14:17. > :14:23.energy`saving measures, like this still frame house. It does not have

:14:24. > :14:29.stone or brick work to leak heat. You no we should be using the sun to

:14:30. > :14:35.heat our water, generate electricity. There is lots of south

:14:36. > :14:41.facing blazing bring that heat into the home. All of this is freely

:14:42. > :14:47.available for us. Today during Prime Minister 's questions, the political

:14:48. > :14:53.heat over energy is rising. How will the report how people pay their

:14:54. > :14:59.bills? We want a competition enquiry that stars straightaway. As the

:15:00. > :15:03.debate rages on, researchers at the University are already monitoring

:15:04. > :15:08.alternative ways of heating our homes. With the house we have here,

:15:09. > :15:14.it is one of the first zero carbon homes and in order to do that we

:15:15. > :15:20.needed to move away from gas central heating. This is a biomass boiler

:15:21. > :15:26.using woodchip pellets as fuel. One of the best ways of making a home

:15:27. > :15:33.energy efficient is to inflate. It is the teller knowledge you cannot

:15:34. > :15:38.see which is the most important. `` technology. Coming up with good

:15:39. > :15:42.solutions. Better insulation and greater use of solar and wind power

:15:43. > :15:54.are among the energy solutions of the future.

:22:11. > :22:17.is a chocolate Emporium. And it is in this call, purpose`built workshop

:22:18. > :22:25.that Jerome makes his chocolate. It is quite a family affair. This is

:22:26. > :22:30.Jerome's Malm and his wife is in charge of marketing. We print

:22:31. > :22:35.everything, cut everything, glue everything so it is all done

:22:36. > :22:41.in`house. This personal touch is reflected in the markets they sell

:22:42. > :22:47.to. They are not interested in big contracts with huge retailers. To

:22:48. > :22:54.them, local is where it is at. The furthest we sell is 40 miles away

:22:55. > :22:59.but generally speaking they are within 7`8 miles away. To keep the

:23:00. > :23:05.whole process as close as they could come at the couple set off for Costa

:23:06. > :23:11.Rica. We wanted to go to the very basics of chocolate and learn all

:23:12. > :23:16.about it from the people who farm, the process it goes through, which

:23:17. > :23:23.is extremely long, so we know what it has gone through when it has come

:23:24. > :23:26.to us. What they really want is to source the beans from this

:23:27. > :23:32.plantation and make the chocolate over here. For now, they are

:23:33. > :23:40.concentrating on the chocolate in hand but how did this start? I love

:23:41. > :23:45.chocolate so I wanted to go on a course and Jerome agreed to go with

:23:46. > :23:50.me and it all started from there. With two golds from the great taste

:23:51. > :23:55.awards, they are hoping the sweet taste of success will continue for

:23:56. > :23:59.some time to come. Is there really a huge difference

:24:00. > :24:09.between really posh chocolate like that and the other stuff? There

:24:10. > :24:21.really is. It is all about the purity.

:24:22. > :24:30.Food for thought, it has been a beautiful day today, some autumn

:24:31. > :24:36.sunshine. But once again, that weather is on the move. It is not

:24:37. > :24:40.sticking in one place for too long. A little ridge of high pressure gave

:24:41. > :24:49.us sunny weather today but all changing once again. We have seen

:24:50. > :24:55.the cloud increasing, the winds picking up and a few splodges of

:24:56. > :25:00.rain. The rain will move eastwards and it will clear out of the way by

:25:01. > :25:05.around midnight. Behind that, the skies were clear and we will see the

:25:06. > :25:11.wind is starting to ease so there will be missed and fog forming

:25:12. > :25:15.during the early hours of tomorrow. Lows of around seven or eight

:25:16. > :25:23.Celsius. Tomorrow morning will start off murky. The mist and fog will

:25:24. > :25:26.clear fairly quickly. Dry and bright weather through the morning but the

:25:27. > :25:34.showers will pack into the afternoon. If you get a shower, they

:25:35. > :25:39.will be on the heavy side. Temperatures of 11 or 12 degrees.

:25:40. > :25:48.There will be some showers lurking around tomorrow evening. They will

:26:53. > :26:55.We will still eat and we will still have heating

:26:56. > :26:58.It's just maybe the quality of the food that we eat

:26:59. > :27:02.may not be as good as what we're eating at the moment.
