:00:31. > :00:36.dangerous dog at. She was very smiley and beautiful. Also tonight,

:00:37. > :00:39.the black hole in Derby's budget. Even the Christmas lights could be

:00:40. > :00:43.cut to save cash. Plus, the building work that is

:00:44. > :00:45.causing traffic chaos and costing local businesses thousands of

:00:46. > :00:51.pounds. And, in the driving seat ` the new

:00:52. > :00:58.man taking over as manager of Notts County.

:00:59. > :01:02.Good evening, welcome to Wednesday's programme.

:01:03. > :01:05.First tonight: The mother of a four`year`old girl who was savaged

:01:06. > :01:09.to death by the family's pet bulldog has paid a loving tribute to her

:01:10. > :01:14.daughter. Jodie Hudson said her little girl Lexi was bright and

:01:15. > :01:18.bubbly and will never be forgotten. She had to stab the dog to get it

:01:19. > :01:20.off her daughter. Meanwhile, the police are still investigating the

:01:21. > :01:29.circumstances of the attack, as James Roberson reports.

:01:30. > :01:34.Friends and family coming to pay their respects today to Lexi outside

:01:35. > :01:37.the Mount Sorrell flat where she lived with her mother. Tributes have

:01:38. > :01:43.been tenderly put in place by officers guarding the premises. We

:01:44. > :01:49.can't even begin to imagine what she is going through. We are all here

:01:50. > :01:54.for her, we are all showing our support, but we are also supporting

:01:55. > :01:58.each other. Lexi had recently started attending the village

:01:59. > :02:01.school. Today, and local church minister and her headteacher spoke

:02:02. > :02:08.about her and how her death has affected the community. I have sat

:02:09. > :02:13.with her on lunchtimes on occasion and raced with her to see who could

:02:14. > :02:16.finish the meal first. The child I got to know was very charming, she

:02:17. > :02:20.was very smiley and absolutely beautiful. You just see the way that

:02:21. > :02:28.people were caring for each other and hugging each other, just showing

:02:29. > :02:31.love and care. Our hearts go out to Lexi's mother and her family and

:02:32. > :02:38.friends. They will be in our prayers. This afternoon, police

:02:39. > :02:42.talked more about the dog involved, described by them as a bulldog, and

:02:43. > :02:47.the terrible circumstances faced in the flat yesterday lunchtime by

:02:48. > :02:51.Lexi's mother as she was alerted by her daughter's screens in the next

:02:52. > :02:57.room. Her priority was to save Lexi's life and she did use a knife

:02:58. > :03:00.to get the dog of her. The family had owned a dog for less than two

:03:01. > :03:06.months and had got it from a re`homing centre two months earlier.

:03:07. > :03:11.This afternoon, I spoke to the owner of the re`homing centre who said he

:03:12. > :03:14.is cooperating fully with the police, but cannot co`operate

:03:15. > :03:19.further until the police have updated him and completed their

:03:20. > :03:23.investigation. The family had issued this statement: Lexi was a bubbly,

:03:24. > :03:29.bright little girl. She fought for her life on the moment she was born

:03:30. > :03:34.as she was premature. She has been taken from us so tragically. She

:03:35. > :03:40.will be sadly missed. She will be our shining star in the sky and she

:03:41. > :03:44.will never be forgotten. Family friends say Lexi's mother may never

:03:45. > :03:49.get over what has happened. Jodie is never going to come back to this

:03:50. > :03:54.village after this. I wouldn't. I couldn't, it would kill me. It is

:03:55. > :03:58.just horrible. Police say the dog was not prohibited under the

:03:59. > :04:00.Dangerous Dogs Act. Their investigation on behalf of the

:04:01. > :04:04.coroner into these tragic events continues.

:04:05. > :04:09.Earlier, I spoke to Arthur Rowe of the Bulldog Breeds Council. He told

:04:10. > :04:13.me that bulldogs have a good temperament and he was shocked by

:04:14. > :04:21.the news of what had happened to Lexi.

:04:22. > :04:27.I was very surprised to hear that this was carried out by a bulldog.

:04:28. > :04:33.We have tried to make enquiries and the police as yet are unable to tell

:04:34. > :04:37.us whether it was pure bred or even an American bulldog. If it was a

:04:38. > :04:42.crossbreed, what difference would that make in terms of the dog's

:04:43. > :04:42.temperament? One of the things you lose when 0

:04:43. > :04:46.temperament? One of the things you lose when you cross a bulldog with

:04:47. > :04:56.something else is the equable temperament that the breed has. I

:04:57. > :05:03.have tried desperately to maintain that the dog has an excellent

:05:04. > :05:07.temperament and should be a welcome member in any family home. If this

:05:08. > :05:12.does turn out to have been a purebred bulldog are you concerned

:05:13. > :05:19.that this would do damage to the reputation of the breed? I am

:05:20. > :05:23.concerned that it would good Klay do great damage the reputation, because

:05:24. > :05:29.part of that reputation is built on the character of the dog, and

:05:30. > :05:32.temperament pays a large part of that.

:05:33. > :05:36.Next tonight, another day and another story of cuts at one of our

:05:37. > :05:39.councils. Derby City Council says it's facing a "black hole" in its

:05:40. > :05:43.budget for the next few years. Staff are being warned of inevitable

:05:44. > :05:46.redundancies. One of the proposed cuts is the cancellation of

:05:47. > :05:49.Christmas lights in the city centre next year. Simon Hare is at the

:05:50. > :06:00.council's headquarters and can give us more detail about what the

:06:01. > :06:04.council plan to do. Good evening. Derby City Council

:06:05. > :06:10.says it needs to make savings of ?81 million over the next three years.

:06:11. > :06:14.That could see the loss of 350 posts in the next financial year alone.

:06:15. > :06:18.All staff have been warned that they are under threat of redundancy, and

:06:19. > :06:25.Christmas lights could go. The council also looking at reviewing

:06:26. > :06:28.quitting. They may have to prioritise main roads, and it is

:06:29. > :06:32.looking at reducing street cleaning standards across the city. Christmas

:06:33. > :06:36.lights going up in the city at the moment, but unless sponsors or

:06:37. > :06:40.donors are found, the authorities are warning there will be no lights

:06:41. > :06:46.next year. That idea got a mixed reaction on the streets of Derby

:06:47. > :06:50.today. It gives us hope in the winter time. I would be sad to see

:06:51. > :06:54.it go. It is sad, but I can understand it with all the cats the

:06:55. > :07:02.council are experiencing, it won't be a priority. It is not a

:07:03. > :07:10.necessity. It is overdone, isn't it? Yes. Oh no, I don't know about

:07:11. > :07:15.that. It destroys the Christmas spirit.

:07:16. > :07:23.I am joined by Councillor Sarah Russell. It was flower beds in the

:07:24. > :07:27.summer, now we are talking Christmas lights. Are you trying to make a

:07:28. > :07:31.political point to national government? No, it is about telling

:07:32. > :07:34.the people of Derby the truth about our financial position. Every single

:07:35. > :07:39.discretionary service we provide as the council is under review. The

:07:40. > :07:44.government has set us a savings target of ?81 million over the next

:07:45. > :07:47.three years, on top of the ?67 million we have already saved from

:07:48. > :07:49.our budget. It is a monumental task and we want to engage with the

:07:50. > :07:50.people of 0 and we want to engage with the

:07:51. > :07:55.people of Derby about how we face it. You are also making cuts to

:07:56. > :08:01.gritting, street cleaning, or the things people expect from their

:08:02. > :08:01.council tax. It is what I would expect to 0

:08:02. > :08:05.council tax. It is what I would expect to be provided from the

:08:06. > :08:09.council as well, but those things will be a slight reduction in

:08:10. > :08:12.service, but we are looking strategically at how we can maintain

:08:13. > :08:17.the same levels with a reduction in money. The reality is that we are

:08:18. > :08:20.faced with an unprecedented challenge that local government has

:08:21. > :08:25.not had before. Central government has launched an attack on local

:08:26. > :08:28.government. Local government has received the biggest cut of any

:08:29. > :08:35.government department. Bigger than health, bigger than the NHS. We need

:08:36. > :08:43.to pull together as a city, focus on the outcomes and realise the task in

:08:44. > :08:47.front of us. Looking at your shiny new offices here, some people may

:08:48. > :08:51.ask if you have got your priorities right. Actually, these officers were

:08:52. > :08:56.planned before we took control last May. We would not have spent the

:08:57. > :09:02.money in this way, but the other capital programmes like a sports

:09:03. > :09:03.arena and things in terms of leisure, every single capital

:09:04. > :09:04.programme 0 leisure, every single capital

:09:05. > :09:10.programme we have on the table warranty will be reviewed and

:09:11. > :09:13.scrutinised, and only the things we think are the most important will go

:09:14. > :09:20.ahead at this stage. Many thanks for joining us.

:09:35. > :09:41.discovery of Richard III's domains could mean a glorious summer for the

:09:45. > :09:47.Parents have reacted furiously after finding out that a meeting was

:09:48. > :09:53.arranged between a convicted paedophile and a head teacher at a

:09:54. > :09:58.primary school in Mansfield. They're demanding to know why they weren't

:09:59. > :10:07.told in advance. The meeting was cancelled and the school has

:10:08. > :10:09.apologised. Quentin Rayner reports. This is the background. Yesterday

:10:10. > :10:14.morning a meeting was due to take place between the headteacher of the

:10:15. > :10:18.primary school and a convicted violent child sex offender. The man

:10:19. > :10:22.is understood to be in his 40s and is a relative of a child at the

:10:23. > :10:26.school. It is thought the meeting was to discuss concerns over his

:10:27. > :10:30.past, but it was cancelled after our poor from parents. Many kept their

:10:31. > :10:35.children away yesterday. Parent say they were only alerted about the

:10:36. > :10:38.meeting by a letter circulating by a concerned grandparent of a child at

:10:39. > :10:42.the school. He told us he was warned to stay away from the school by

:10:43. > :10:46.police or face being arrested by police for breach of the peace. The

:10:47. > :10:50.school sent a text message to parents telling them the meeting had

:10:51. > :10:54.been cancelled and apologising for any distress. They said any future

:10:55. > :11:00.meetings will be held at social care. In a statement, it was said

:11:01. > :11:02.that had the meeting taken place, arrangements were in place to make

:11:03. > :11:07.sure that no children would have been harmed. They go on to say that

:11:08. > :11:14.they would ensure that arrangements to hold multi`agency meetings I

:11:15. > :11:16.looked at. Reassurance patrols have been in operation, and parents are

:11:17. > :11:20.now putting together a petition demanding to know the number of

:11:21. > :11:23.meetings with known sex offenders on school premises.

:11:24. > :11:26.Another Derbyshire school has been placed in special measures by

:11:27. > :11:29.Ofsted. An inspection of Alfreton Grange Arts College found weaknesses

:11:30. > :11:33.in teaching, learning, leadership and the sixth form. But inspectors

:11:34. > :11:38.say the school's acting head remains determined to improve standards

:11:39. > :11:41.after taking over in July. Derby's Al`Madinah Free School and

:11:42. > :11:46.Heanor Gate Science College have also recently been put into special

:11:47. > :11:49.measures. A Nottinghamshire Police officer has

:11:50. > :11:54.been sacked after being found guilty of gross misconduct on a coach trip

:11:55. > :11:59.to London. The 31`year`old Sergeant had been at this police march in the

:12:00. > :12:02.capital in May last year. An internal investigation found he'd

:12:03. > :12:05.exposed himself on the coach of 51 off`duty officers before carrying

:12:06. > :12:13.out a "lewd act". He appealed, but his dismissal was upheld.

:12:14. > :12:16.The Independent Living Fund based in Nottingham, which provides financial

:12:17. > :12:18.support for thousands of disabled people across the country, is

:12:19. > :12:29.celebrating a victory in the High Court.

:12:30. > :12:32.There were celebrations in London today as the Court of Appeal quashed

:12:33. > :12:35.the Government's decision to close the ILF. It means around 100 jobs

:12:36. > :12:46.saved at the headquarters in Nottingham. And thousands of people

:12:47. > :12:49.now won't lose their independence. It is absolutely fantastic news. It

:12:50. > :12:55.is very early days and it remains to be seen what the end result will be,

:12:56. > :12:58.but it is rape news for 100 or so people and their families, and great

:12:59. > :13:03.news for the 19,000 disabled people across the UK who may have their

:13:04. > :13:05.independence protected now. Now, if you've found yourself caught

:13:06. > :13:08.in traffic lately, it really shouldn't surprise you because a

:13:09. > :13:14.satellite navigation company claims Leicester and Nottingham are among

:13:15. > :13:17.the most congested cities in the UK. Figures for the three months to June

:13:18. > :13:23.rank Nottingham at 14th. Leicester is at number eight.

:13:24. > :13:26.As Helen Astle reports, supermarket building works on Melton Road in the

:13:27. > :13:35.city are proving a particular problem for local businesses.

:13:36. > :13:39.Traffic queueing at one of the busiest routes into Leicester.

:13:40. > :13:43.Building work for a new supermarket is well underway, but for residents

:13:44. > :13:46.and local businesses, it is causing chaos. At a nearby Indian

:13:47. > :13:51.restaurant, trade has fallen dramatically, losing the business

:13:52. > :13:56.thousands of pounds. We have lost about 50% of the trade. Any person

:13:57. > :14:04.can work out that means you have virtually wiped out your profit for

:14:05. > :14:10.half the year. Everett devoutly, one of the busiest weekends of our year,

:14:11. > :14:17.we have had 150 people cancel. They don't want to wait in the traffic ``

:14:18. > :14:22.over the valley. The roadworks are the main talking

:14:23. > :14:26.point over lunch. There are semi`traffic problems

:14:27. > :14:31.here. It is ridiculous. It takes 20 minute to come to this restaurant.

:14:32. > :14:36.We come here with the family for almost every occasion, but we have

:14:37. > :14:41.had to avoid it. It is a nightmare. Further down the road, it is the

:14:42. > :14:45.same story. Trade is down by 70%. Here, they have cut their opening

:14:46. > :14:52.hours, but the business is still losing money. Up to ?3000 a week.

:14:53. > :15:00.The car wash business has gone down, shop sales have gone down. We are

:15:01. > :15:06.dipping into reserves to pay staff at the moment. We are struggling, it

:15:07. > :15:10.is difficult times. All because customers cannot get to us.

:15:11. > :15:14.Sainsbury's declined our request for an interview. In a statement they

:15:15. > :15:16.said they are listening to the concerns of local businesses and

:15:17. > :15:21.they have put more measures in place to help with the traffic. The store

:15:22. > :15:25.is set to open at the end of the month. Today has been called "Wobbly

:15:26. > :15:33.Wednesday" ` a comic name given to the day to raise awareness of a

:15:34. > :15:36.serious and rare eye condition. Nystagmus affects around two to

:15:37. > :15:41.three people in every 1,000, causing partial sight loss and involuntary

:15:42. > :15:44.eye movements. A family in Leicestershire is taking part in the

:15:45. > :15:59.campaign, as Eleanor Garnier reports.

:16:00. > :16:03.This child enjoys painting, despite suffering from nystagmus. Her eyes

:16:04. > :16:04.move from side to side. One of her fears her parents have is that she

:16:05. > :16:05.will be able to 0 fears her parents have is that she

:16:07. > :16:10.will be able to drive when she is older, but it also affects her day

:16:11. > :16:16.to day life. If something is the same colour she won't see it. We

:16:23. > :16:27.public spaces with lots of people would frighten her because she would

:16:28. > :16:31.not see any detail. On what has been called wobbly Wednesday, clinicians

:16:32. > :16:37.in Leicester are raising awareness of the condition. Genetics could be

:16:38. > :16:40.part of the cause of nystagmus. Researchers at the University of

:16:41. > :16:45.Leicester, and Doc is at the hospital, hope there will be one day

:16:46. > :16:55.a year. It is one of the largest centres in the world. The University

:16:56. > :17:01.is working together with the NHS, researchers with clinicians, and

:17:02. > :17:05.this combination helps the advance as research can immediately be

:17:06. > :17:09.applied to patients. We hope that through research and funding,

:17:10. > :17:13.eventually we will find a cure for something at the moment which is

:17:14. > :17:17.incurable. They are doing treatment at the moment, trying to slow the

:17:18. > :17:23.eyes down and help people that suffer with the condition. She has

:17:24. > :17:27.made this picture, which is being sold today through an online auction

:17:28. > :17:33.site, or part of raising awareness of nystagmus.

:18:49. > :18:52.confirmed that James Taylor will captain the Outlaws next season.

:19:10. > :19:14.Italy for a vital Olympic qualifying tournament. It's a big deal for our

:19:15. > :19:23.local stars who are preparing for the Sochi 2014 Winter Olympics.

:19:27. > :19:31.beginning of the 2014 Winter Olympics. First, we have to get

:19:34. > :19:55.skating for the Olympics futures. For Nottingham's Alex Stanley,

:19:56. > :20:04.getting to the games is a family affair. I have got my husband at my

:20:05. > :20:09.brother, and he is now going out with a lease so we are quite close

:20:19. > :20:23.the same team. It just feels like more like home when we are

:20:27. > :20:35.push to qualify for the games. The British focus is on Elise Christie,

:21:29. > :21:31.It is almost 16 years since Shaun Derry left Notts County as a

:21:32. > :21:38.player. Today, she has returned as the new man in charge. He joins me

:21:39. > :21:44.now. How does it feel to be back here as manager? It is fantastic. It

:21:45. > :21:47.seems like I've only been away five minutes, walking down these

:21:48. > :21:52.corridors. I remember that one very well. I am delighted to be back. I

:21:53. > :21:59.fully appreciate what a huge job I have got to do here. I am confident

:22:00. > :22:04.I can do it. You join with Notts County bottom of league one. How do

:22:05. > :22:08.you get them out of that position? We have just had a meeting with the

:22:09. > :22:13.staff and try to address a few things. Ultimately, it is going to

:23:29. > :23:40.to adapt a key scene in a new production of the play. Geeta Pendse

:23:49. > :23:52.discontent. The first major production of Richard third since

:23:53. > :23:55.the discovery of his remains, and whilst this portrayal of a

:23:56. > :24:00.villainous and plotting Prince remains true to Shakespeare's

:24:01. > :24:05.writing, the director here at the Nottingham Playhouse has used new

:24:06. > :24:10.archaeological evidence to capture his last moments at the Battle of

:24:11. > :24:15.Bosworth. The archaeological discovery has meant that we have an

:24:16. > :24:19.absolute click indication of how many blows the King took how he was

:24:20. > :24:24.probably killed, what weapon probably killed him, and the fact

:24:25. > :24:29.that he was probably surrounded by men on horseback, hence his cry, a

:24:30. > :24:35.horse, a horse, my kingdom for a horse. Whilst Richard III is amongst

:24:36. > :24:39.Shakespeare's most acclaimed plays, many considered it a work of Tudor

:24:40. > :24:43.propaganda, reflecting the thinking of the time. Academics say change

:24:44. > :24:50.could be a flood. What the discovery may do make us look again at what

:24:51. > :24:55.Shakespeare takes from the sources and what he invents, and I think it

:24:56. > :24:58.will animate once again how we understand his version of events. It

:24:59. > :25:03.is not just the Nottingham Playhouse that has been lauded by the story of

:25:04. > :25:08.Richard III. If Lester Winters bid to become the next UK city of

:25:09. > :25:15.culture, there are plans for an outdoor production. But, our

:25:16. > :25:20.audiences inspired? It is quite a violent end. I think people are a

:25:21. > :25:27.little bit shaken up by that because it is not just a story any more.

:25:28. > :25:31.This production will be performed at York Theatre Royal next. Given the

:25:32. > :25:34.current battle over Richard's final resting place, many here will be

:25:35. > :25:45.hoping his remains don't follow suit.

:25:46. > :25:56.What a drama. Now, I would settle for a sunny day. We might just be in

:25:57. > :26:01.luck. What a day today has been. It has

:26:02. > :26:12.been miserable. Coles, cloudy and very wet. Once again, we have got a
