:01:23. > :01:27.widow of a man shot dead in a shoot can ten years ago described how hard

:01:28. > :01:31.life is raising their two children without him. Chantel Watson was

:01:32. > :01:36.seven months pregnant when her husband Omar was murdered. His

:01:37. > :01:45.shooting is an unsolved case from one of the most notorious periods in

:01:46. > :01:49.Nottingham's history. His family say they haven't been able to move on

:01:50. > :01:53.for the past decade because they haven't seen justice done. Sarah

:01:54. > :02:00.Teale reports. Nottingham, a decade ago, a city

:02:01. > :02:04.plagued by gun crime. It ernt an unwelcome reputation. One of the

:02:05. > :02:10.victims during that time was father`of`two Omar Watson. The

:02:11. > :02:15.24`year`old was shot dead in November 2003 in Radford. Omar was

:02:16. > :02:21.sitting and waiting to have his haircut. The gunmen simply walked in

:02:22. > :02:26.and shot him dead. This is a busy road. It was 1.00 on a Friday

:02:27. > :02:32.afternoon. Yet, despite that, police received not a single phone call.

:02:33. > :02:35.They were greeted with a wall of silence and even though Nottingham

:02:36. > :02:43.was at the height of its troublts, that was highly unusual. ``

:02:44. > :02:48.troubles. Up to 2003 we had a large number of people who were injured

:02:49. > :02:51.and killed by firearms. At the height, we had maybe ten firearm

:02:52. > :02:57.related murders in 16 months. There was a really negative perception of

:02:58. > :03:03.Nottingham around gun crime. We are ten years on, allegiances may have

:03:04. > :03:07.changed. People move on in their lives. I'm convinced someone in

:03:08. > :03:13.Radford knows the people responsible. I want to bring

:03:14. > :03:17.sloeshure. Chantel Watson was 28 and pregnant with their second child

:03:18. > :03:23.when she was told the terrible news. She said the whole family needed to

:03:24. > :03:23.know who killed Omar. I think that would be closure. It 0

:03:44. > :03:49.?10,000 reward is on offer for any information leading to an

:03:50. > :03:53.conviction. Sarah, have police ever stabbed a motive for Omar's murder?

:03:54. > :03:58.They haven't. That's down to the fact no`one's come forward and

:03:59. > :04:03.broken their silence on this. Omar was shot the year before he was

:04:04. > :04:07.murdered. Two men were charged in connection with that. Omar was due

:04:08. > :04:11.to be a witness in that court case but he was murdered before that case

:04:12. > :04:16.ever got to court. When it did, the two men were acquitted. Police say

:04:17. > :04:21.they are not necessarily linking those incidents. They are keeping an

:04:22. > :04:25.open mind. But they hope someone at the time who was unwilling to speak

:04:26. > :04:30.to the police may have changed their minds as time has gone on and they

:04:31. > :04:36.will be able to come forward now with information which will help

:04:37. > :04:39.them soefl this case. Thank you. Next tonight, Housing Associations

:04:40. > :04:44.in the East Midlands has seen a rise in the number of tenants falling

:04:45. > :04:50.behind with their rent because of the introdushings of bedroom tax.

:04:51. > :04:58.Quarterly figures show in Nottingham, arrears stand at nearly

:04:59. > :05:03.?200,000. The numbers are not adding up for

:05:04. > :05:08.Sue Allen. Six months into the Government's welfare reforms and

:05:09. > :05:14.she's already feeling the pinch. A council tenant from Bullwell, Sue's

:05:15. > :05:19.nearly two months behind on her rent. You look at everything you

:05:20. > :05:23.have to pay out each week, each month, you think if I don't pay that

:05:24. > :05:28.there will be interest charges. It has to be refrnt one week that might

:05:29. > :05:33.have to go. Then you have arrears. The following time you go to pay the

:05:34. > :05:40.rent not only have you got the rent to pay but arrears to pay on top of

:05:41. > :05:44.it. Sue isn't alone. Taents affected by the single occupancy tax in

:05:45. > :05:52.Leicester owe nearly ?50,000 in rent. In Derby over ?90,000 is paid

:05:53. > :05:55.while it is around ?200,000 in Nottingham. Housing Associations say

:05:56. > :06:03.they are doing everything they can to help tenants avoid being evicted.

:06:04. > :06:07.They admit it is a serious problem and one they predicted would happen

:06:08. > :06:12.before the bedroom tax came into force. We feel this was a policy

:06:13. > :06:17.developed on the hoof, in a rush. Changes to welfare benefits need to

:06:18. > :06:18.be carefully thought through. We think it is 0

:06:23. > :06:27.extra support for tenants, the pressure's on for local authorities.

:06:28. > :06:32.My prediction is it will make a lot of people suffer. A lot more

:06:38. > :06:40.do our best. It will cost the council tax payer money to support a

:06:41. > :06:46.lot of people. I cannot see an end until they reverse the legislation.

:06:47. > :06:50.As the rent arrears mount, so does the criticism aimed at the

:06:51. > :06:54.Government. But the Department of Work and Pensions says the reforms

:06:55. > :06:58.are still in their early stages and local councils have been given

:06:59. > :07:03.millions of pounds to help vulnerable taents. For people like

:07:04. > :07:10.Sue, that's little comfort as she struggled to make ends meet.
