:01:00. > :01:02.programme. First tonight: Police searching for a missing mum of two

:01:03. > :01:07.have broken the devastating news to her family that they've found a

:01:08. > :01:12.woman's body. Elizabeth Kinston, a popular GP, vanished almost two

:01:13. > :01:17.weeks ago. Ever since, her family have been making desperate pleas for

:01:18. > :01:20.her to come home. And a team of police officers have been searching

:01:21. > :01:22.for her. Today, though, came the news that everyone had been

:01:23. > :01:31.dreading. Sarah Teale has this report.

:01:32. > :01:35.This was the latest stage in the search for Elizabeth Kinston this

:01:36. > :01:39.morning. Police divers were called in to examine the canal around the

:01:40. > :01:44.Castle Marina area in Nottingham where the mother of two was last

:01:45. > :01:50.seen two weeks ago. Hopes were still high that the 37`year`old would be

:01:51. > :01:56.found safe and well. Instead came the call that no one wanted, a

:01:57. > :02:03.woman's body had been found. It was discovered on grassland near

:02:04. > :02:07.enterprise Way full stop forensic examinations are taking place at the

:02:08. > :02:14.scene, police say although formal identification has not taken place,

:02:15. > :02:18.they have informed the family. It is the worst possible news for them.

:02:19. > :02:30.Husband David has been caring for their children. He had previously

:02:31. > :02:35.made heartfelt pleas for his wife to come home. Lizzie is an amazing mum,

:02:36. > :02:40.a caring person, she will do anything for anyone but above all

:02:41. > :02:45.she is an amazing mother and wife. Elizabeth, described as a popular

:02:46. > :02:50.GP, disappeared hours after visiting her own doctor with signs of

:02:51. > :02:56.postnatal depression. On Friday the 1st of November, she left her home

:02:57. > :03:01.in Beeston and was spotted on CCTV walking past the Vat and Fiddle pub

:03:02. > :03:07.and on Queens Drive. The last sighting came just after midday near

:03:08. > :03:11.the Castle Marina retail Park, from there she vanished. Police are now

:03:12. > :03:17.having to reluctantly move on from what was a missing persons enquiry

:03:18. > :03:26.to instead investigating the circumstances behind the sad

:03:27. > :03:30.discovery this afternoon. Police have released CCTV footage of armed

:03:31. > :03:33.robbers at a shop in Nottingham. It happened at the Premier Store on

:03:34. > :03:36.Woodborough Road in Mapperly on Saturday evening. Two masked men in

:03:37. > :03:40.their twenties ` one of them appearing to carrying a gun ` stole

:03:41. > :03:43.cash cigarettes and alcohol. One man was black and around five foot three

:03:44. > :03:46.inches tall, the other white and slightly taller. Officers are

:03:47. > :03:50.appealing for witnesses. A man's been arrested over a

:03:51. > :03:55.burglary at the family home of Olympic athlete Andy Turner. The

:03:56. > :03:57.house in Hucknall was broken into last Thursday ` while the

:03:58. > :04:01.Nottinghamshire hurdler attended his mother's funeral. He tweeted his

:04:02. > :04:03.reaction after his car, phones and a laptop containing pictures of his

:04:04. > :04:06.mother were taken. A 21`year`old man, arrested on suspicion of

:04:07. > :04:14.burglary and theft, has been bailed pending further enquiries.

:04:15. > :04:17.People using computers in Derbyshire's libraries are to be

:04:18. > :04:21.banned from searching for payday loans. The County Council says it's

:04:22. > :04:24.blocking access to high`interest loan websites from seven thousand of

:04:25. > :04:27.its computers. It'll affect employees as well as members of the

:04:28. > :04:31.public. It follows similar action in September by Nottingham City Council

:04:32. > :04:38.` which also banned the sites from hundreds of ITS computers.

:05:06. > :05:12.Next tonight. The region's four Police Commissioners still have work

:05:13. > :05:15.to do to persuade all of US that the new role IS effective in cutting

:05:16. > :05:19.crime. That's according to a new BBC survey on public attitudes. It comes

:05:20. > :05:21.one year after the Police and Crime Commissioners were first elected.

:05:22. > :05:28.With more here's our Political Editor John Hess.

:05:29. > :05:33.Here in the East Midlands, 44% of us think the new commissioners are

:05:34. > :05:37.positive for policing generally. But look at this. Only 34%, just over a

:05:38. > :05:42.third, believe the commissioners have had a positive impact on

:05:43. > :05:49.reducing crime. Just listen to these views from Leicester today. I don't

:05:50. > :05:55.know what they are meant to be doing. I have never seen one in my

:05:56. > :06:01.life. I have not really taken any notice. They are supposed to be an

:06:02. > :06:04.independent commission to do that. Yet, the survey shows that

:06:05. > :06:08.regionally, 41% of us still have no idea about the role, set up to

:06:09. > :06:18.replace the even more anonymous police authorities. So is that low

:06:19. > :06:23.recognition a problem? There are challenges, deep challenges, for

:06:24. > :06:28.example, the issue of finding ways of saving ?20 million from the

:06:29. > :06:38.budget of 174 and keep the streets safe and deliver but we will do that

:06:39. > :06:42.together. Derbyshire's Police Commissioner hits the streets,

:06:43. > :06:48.meeting licensees to help tackle what the public says is a huge local

:06:49. > :06:52.concern, anti`social behaviour. We have come across obstacles in

:06:53. > :06:57.regards to the people drinking in the town. The big problem is the

:06:58. > :07:03.high strength of alcohol before they come here. He is 14`macro police

:07:04. > :07:08.commissioners but the findings question their effectiveness. Some

:07:09. > :07:11.people, all they are bothered about and who can blame them is that the

:07:12. > :07:17.police are there when they need them. Paddy Tipping was elected a

:07:18. > :07:23.year ago as Nottinghamshire crime commission, he enjoys a higher local

:07:24. > :07:29.profile. 7% of people knew it was a police authority, my survey shows

:07:30. > :07:33.70% know there was a Police and Crime Commissioner. That is a

:07:34. > :07:37.tenfold increase. One year on, that isn't bad. The public may be unsure

:07:38. > :07:38.about the new role but the government today backed the

:07:39. > :07:40.Commissioners with 0 government today backed the

:07:52. > :07:54.Midlands today. Over 1400 people a year are diagnosed with bladder and

:07:55. > :07:58.kidney cancer in the East Midlands ` and there are around 700 deaths a

:07:59. > :08:01.year. All too often patients either ignore or don't spot the classic

:08:02. > :08:04.symptom of blood in urine. Whether it's embarrassment, ignorance or

:08:05. > :08:07.fear there's now a big advertising campaign to tackle it. Our Health

:08:08. > :08:10.Correspondent Rob Sissons has been to meet a cancer patient at Annesley

:08:11. > :08:19.Woodhouse in Nottinghamshire who's keen to support the new campaign.

:09:18. > :09:22.sometimes delay getting checked out. Denial, fear, embarrassment and then

:09:23. > :09:27.sometimes people do not think it is a serious symptom because they have

:09:28. > :09:35.no discomfort. This is another patient with blood in there you are

:09:36. > :09:38.in. Kidney cancer. This is the right kidney which is normal but on the

:09:39. > :09:47.left side the kidney is replaced by a tumour. It is 16 centimetres in

:09:48. > :09:54.size. Rob hazmat cancer was different. After surgery and

:09:55. > :10:03.chemotherapy, he is upbeat. It is going to be good. Police in

:10:04. > :10:06.Leicester have released images of three men they want to question

:10:07. > :10:10.following an assault in the city centre. A 27`year`old man was badly

:10:11. > :10:14.beaten on Albion Street in the early hours of October 13th, by a group of

:10:15. > :10:17.up to five men. One's described as Asian, in his late teens or early

:10:18. > :10:20.twenties, and was wearing a light t`shirt. The victim needed hospital

:10:21. > :10:28.treatment for head and facial injuries.

:10:29. > :10:34.A missing man has contacted police to say he is safe and well. Scott

:10:35. > :10:38.Walker had not been seen since he left for work. He never arrived.

:10:43. > :10:46.Plans to give Ilkeston a railway station for the first time in more

:12:03. > :12:04.After months of planning, this afternoon Leicester's bid team had

:12:05. > :12:07.their last chance to prove why Leicester should be the next UK City

:12:08. > :12:11.of Culture. Alongside Hull, Dundee Swansea Bay

:12:12. > :12:13.` all the teams pitched their bids to judges in Londonderry, the

:12:14. > :12:17.current title holder. Well, our arts reporter Geeta Pendse has been out

:12:18. > :12:27.there with the Leicester team ` she says it's been it's been a hugely

:12:28. > :12:31.important day. Incredibly important, not just for Lester but all of the

:12:32. > :12:35.teams because it is the final hurdle. In Londonderry, they got the

:12:36. > :12:39.chance to go before the judging panel and physically present their

:12:40. > :12:44.vision should they win. Earlier, I spoke to the team as they went into

:12:45. > :12:49.the cultural centre where the bid presentation took place. Amongst

:12:50. > :12:54.them was Sir Peter Salisbury and Jeff who we filmed with in June when

:12:55. > :12:59.they were here on a fact`finding mission. A combination of excitement

:13:00. > :13:05.and nerves. We have been working really hard for months to get to

:13:06. > :13:10.this point. I think overall I am excited about presenting the bid to

:13:11. > :13:10.the judges. I am confident, we have a 0

:13:11. > :13:16.the judges. I am confident, we have a brilliant bid. We are all geared

:13:17. > :13:23.up as a team to deliver it and I think they will be wowed. The bid is

:13:24. > :13:28.in. Who are the judges? There are nine judges today, all cultural

:13:29. > :13:32.figureheads, the chair is Phil Redmond, the producer of Brookside

:13:33. > :13:37.and Hollyoaks and I spoke to him about what they are looking for and

:13:38. > :13:42.as well as proving they have an ambitious cultural programme, they

:13:43. > :13:46.have to deliver it, the logistics, the funding and crucially it is

:13:47. > :13:51.about hunger and need and proving winning the title will be a real

:13:52. > :13:57.game changer for the city. Is there a sense there is a front runner?

:13:58. > :14:01.Well, each city, Dundee, Swansea Bay, Hal and Leicester have their

:14:02. > :14:07.own reasons why they might be picked. I must admit, there was a

:14:08. > :14:11.genuine hunger, a feeling that if they won, it could change the

:14:12. > :14:16.perception of the city to the outside world. Lester has a strong

:14:17. > :14:21.cultural offering and also the location, it is so central means

:14:22. > :14:27.potentially more people could visit should they win. OK, thank you. Not

:14:32. > :14:34.long to find out. Fingers crossed. Children in Need is of course

:14:35. > :14:37.tomorrow, and tonight we're looking at Love4Life which is making a huge

:14:38. > :14:39.difference to the lives of vulnerable girls.

:14:40. > :14:43.The organisation looks after girls aged 11 to 18 who've become affected

:14:44. > :14:46.by their surroundings often feeling trapped and alone. I found out just

:14:47. > :14:56.how much Children in Need funding is helping to change all that.

:14:57. > :15:01.Believe it or not, in some of these states 55% families are living in

:15:02. > :15:05.poverty, one of the casualties are young girls who suffer from all

:15:06. > :15:15.kinds of things like low self`esteem which impact on their lives. That is

:15:16. > :15:21.where Love4Life comes in. It has changed my life. Rebecca was in a

:15:22. > :15:27.desperate situation, until she was helped by Izzy and the project. I

:15:28. > :15:33.was going through a hard time, I completely could not leave my house

:15:34. > :15:38.at all. I was isolated and alone. I thought that there was no way out

:15:39. > :15:43.and I felt trapped. I did not think I had a future but Izzy came along

:15:44. > :15:49.and now I have her. It breaks my heart when I come into contact with

:15:50. > :15:53.so many girls who have so much pressure and they want someone to

:15:54. > :16:01.talk to, someone that can understand and can give them an hour or two but

:16:02. > :16:02.be the encouragement. Izzy runs Love4Life 0

:16:03. > :16:06.be the encouragement. Izzy runs Love4Life and is dedicated to

:16:07. > :16:14.turning these girls lives around. What kind of problems to the girls

:16:15. > :16:19.have? Many cannot enjoy school, they are in risky relationships, some of

:16:20. > :16:23.them are exploitive to. Strokes and alcohol problems, teenage

:16:24. > :16:29.pregnancies, they cannot stay safe. We are there to encourage them to

:16:30. > :16:33.show there are different ways of doing things. It is amazing and it

:16:34. > :16:33.has not just change my life that so many 0

:16:34. > :16:40.has not just change my life that so many peoples lives. In the last

:16:41. > :16:45.year, Izzy has helped 100 girls. It brings you out of your shell so you

:16:46. > :16:49.are not afraid to be you and if you have problems at home or friendships

:16:50. > :16:58.you can talk it out to whoever you want. It is friendly and you know

:16:59. > :17:03.you are bonded. I wish there were more projects and it is only because

:17:04. > :17:07.of Children in Need that we can help these girls. The work is invaluable

:17:08. > :17:12.and the girls know she really cares about each and every one of them.

:17:13. > :17:19.She is amazing. I don't know if I would be here without her. It shows

:17:20. > :17:25.how much the money makes a difference. Tomorrow, I should be at

:18:52. > :18:55.on the deal for the last ten months. We believe the football club

:18:56. > :18:59.will be Premier League in the next few years and our objective is to

:19:00. > :19:06.support that commercial drive and moving forward support the Premier

:19:07. > :19:11.League. Derby played at the racecourse ground, they moved to the

:19:12. > :19:17.baseball ground where they played for 100 years. They then relocated

:19:18. > :19:20.to Pride Park 16 years ago. They should have imported the baseball

:19:21. > :19:27.ground name in the first place. It would have been more historic. What

:19:28. > :19:36.do fans think? It is a good thing. It is a lot of money. The fans

:19:37. > :19:41.realise it is the way forward. Everyone was furious about it. If

:19:42. > :19:47.they want to go to the Premier League, it is a small sum of money

:19:48. > :19:54.for such a big change. Is it a good deal? Out of 92 clubs, 28 have

:19:55. > :19:59.commercial titles, the emirates pay Arsenal 150 million over five years

:20:00. > :20:05.but in Derby division, Brighton received 4.5 million over ten years

:20:57. > :21:11.Tonight we meet Colin Magee, who for half a century has been helping

:21:12. > :21:18.others go sailing. For 50 years, Colin has been

:21:19. > :21:26.teaching sailing. The bowel, the Stern, the mainsail. No matter what

:21:27. > :21:31.age or ability or background. We have children from age eight, people

:21:32. > :21:37.come down, the oldest was coming into his 90s. These are the rules,

:21:38. > :21:47.no membership fees, free instruction, kicked and clothing

:21:48. > :21:52.provided and well maintained boats. If a child wanted to sail and could

:21:53. > :21:59.not afford it, if I have to dip into my own pocket, I would do. Colin

:22:00. > :22:04.trained the older kids to become instructors, to lead sessions,

:22:05. > :22:08.thousands of children have come through the Leicestershire and

:22:09. > :22:13.Rutland youth sailing Association. In boats bought by the fundraising,

:22:14. > :22:20.maintained by Colin in his spare time. He works tirelessly to raise

:22:21. > :22:26.funds and raise the profile. Without him, none of this would be possible.

:22:27. > :22:33.He is a fantastic coach. I would not be here today without him. He has a

:22:34. > :22:37.lot of experience and patients. He works in sailing for 40 hours a

:22:38. > :22:41.week, he has taken children with behavioural difficulties and got

:22:42. > :22:50.them in the squad and he has got this kid onto the Olympic programme.

:22:51. > :22:54.In terms of making the sport open and accessible to people from all

:22:55. > :23:02.backgrounds. I would not be sailing if he wasn't here. I love it. It is

:23:03. > :23:09.giving something back to children. It involves them. And it brings the

:23:21. > :23:26.Midlands at the BBC Sports Personality of the Year ` next

:23:27. > :23:31.Tuesday. Last year we won. It's taken months

:23:32. > :23:34.of planning, days of skilled work and hundreds of thousands of gallons

:23:35. > :23:39.of water. One of Leicestershire's biggest canal repair projects is

:23:40. > :23:42.underway at Foxton Locks. The fifty thousand pounds scheme will repair

:23:43. > :23:48.damage from years of people using one of the busiest canals in the

:23:49. > :23:52.region. It's part of a 45 million pound national scheme to repair two

:23:53. > :24:00.thousand miles of canals and rivers. Rebecca Sheeran reports.

:24:01. > :24:11.Over the summer, thousands of people and boats use the locks, now, time

:24:12. > :24:15.for repairs. What we see is the majority is original brickwork and

:24:16. > :24:19.coping is and effectively we have to keep the gates maintained, they wear

:24:20. > :24:23.out, they get hammered from boats going through and the work we are

:24:24. > :24:29.completing we hope will mean we do not have to come back for ongoing

:24:30. > :24:34.maintenance of a five`year. It is taken two days to drain ten locks

:24:35. > :24:43.similar to this and they think it is over 1 million gallons of water that

:24:44. > :24:50.has drained out. After training, there was plenty of clearing up to

:24:51. > :24:58.be done. You name it, we found it. More shopping trolleys than the

:24:59. > :25:01.supermarket. We drain down, and gradually it works its way through

:25:02. > :25:09.Leicestershire into Leicester and then it joins the river and is taken

:25:10. > :25:17.by the river. When we refill in five weeks, the 20 miles above us is fed

:25:18. > :25:20.by four reservoirs. The project has been all about restoring and not

:25:21. > :25:25.replacing. This weekend, the public are being invited to walk these

:25:26. > :25:38.tunnels and view the history that lies beneath. Lovely weather there.
