:01:10. > :01:11.teachers' leaders in Nottingham are warning of a slump in staff morale,

:01:19. > :01:24.One Labour politician has described the Ofsted checks as "destructive,

:01:25. > :01:27.crude and crass". Meanwhile the Education Secretary

:01:28. > :01:29.Michael Gove has accused Labour local authorities, like Nottingham,

:01:30. > :01:36.of turning a blind eye to failing schools. Let's get more from

:01:37. > :01:39.Westminster and our Political Editor John Hess. John, this is developing

:01:40. > :01:49.into quite a political row, isn't it? It certainly is, because of

:01:50. > :01:56.state has considerable cloud these days, it can make or break the

:01:57. > :02:01.career of a headteacher. `` Ofsted. That is why the swoop by Liz on a

:02:02. > :02:09.secondary schools has caused such concern. The same has happened in

:02:10. > :02:11.Lambeth in south London, Norfolk Suffolk, other education 0

:02:17. > :02:19.Ofsted for the education performance was under par. My understanding is

:02:20. > :02:25.that these are the Nottingham schools that Ofsted inspected us on

:02:26. > :02:34.a school that is yet to be identified. They include City

:02:35. > :02:37.Council run schools plus academies. One senior Labour source has already

:02:38. > :02:38.described Ofsted's inspections as a One senior Labour source has already

:02:46. > :02:52.says the Ofsted inspections are long overdue.

:02:53. > :02:56.In recent years the number of Nottingham schools have been under

:02:57. > :03:01.the spotlight. In the recent GCSE league table, six out of the city's

:03:02. > :03:05.14 state secondaries were in the bottom 6% of the country's schools.

:03:06. > :03:10.With eight schools targeted in the latest inspections, the focus was on

:03:11. > :03:15.the education of thousands of pupils who according to can `` Conservative

:03:16. > :03:20.Councillor Eileen Morley are the real victims of the city's

:03:21. > :03:25.struggling schools. The important people are the young children. If we

:03:26. > :03:29.are not helping them to realise their full potential, we are failing

:03:30. > :03:34.them. Some of the schools had already been

:03:35. > :03:38.warned they need to improve. This school was worried `` told by

:03:39. > :03:48.Department of Education officials last November but the `` that the

:03:49. > :03:51.standard of pupils `` formance was unacceptably low on the school was

:03:52. > :03:55.told it requires improvement. But tonight the education watchdog

:03:56. > :03:59.has been criticised by unions in Nottingham.

:04:00. > :04:03.Ofsted is supposed to be open and transparent, but we feel it is being

:04:04. > :04:08.used more and more as a political tool. A lot of schools in Nottingham

:04:09. > :04:12.have decided they want to remain with the local authority, which is

:04:13. > :04:16.fine, but it does not suit the Government's policy that every

:04:17. > :04:20.school should become an academy. Ofsted will not comment until the

:04:21. > :04:24.results are published. But this councillor is under no illusion as

:04:25. > :04:28.to what may be needed to finally drive up standards. If it takes

:04:29. > :04:33.special measures to get the best education for our children, and I

:04:34. > :04:39.think that actually has to happen. Sadly, but yes.

:04:40. > :04:43.Councillor Eileen Morley. With me is the Nottingham East MP Chris Leslie.

:04:44. > :04:45.Surely she's right ` given Nottingham's historic poor education

:04:46. > :04:47.performance, you would expect Ofsted to spring on those schools to find

:05:03. > :05:06.and they have to focus on schools standards, and parents and teachers

:05:07. > :05:11.want the best for their children, we all want to focus on school

:05:12. > :05:16.standards. But none of us have seen the Ofsted report, it is unfortunate

:05:17. > :05:25.that it is leaking out, so we have to look at what they are saying and

:05:26. > :05:28.look at the evidence. The Education Secretary is hardly going to be

:05:29. > :05:33.sympathetic, because the other week he was accusing Labour local

:05:34. > :05:38.authorities of turning a blind eye to underperforming schools. I hope

:05:39. > :05:42.this will not become a party political football. The most

:05:43. > :05:47.important thing is that we are all working together to focus on what is

:05:48. > :05:53.`` it is that makes the difference to good quality teaching, is it a

:05:54. > :05:59.resources issue... And leadership and what can be done. There in mind

:06:00. > :06:04.though that some of those schools as Mac there in mind that some of these

:06:05. > :06:11.schools are in the control of local authority, some are academies. But

:06:12. > :06:15.if some of those city schools go into special measures, will that be

:06:16. > :06:22.a short painfully `` short term pain for a long`term gain. I hope that we

:06:23. > :06:28.can work with Ofsted to work `` get to the bottom of this, but some of

:06:29. > :06:31.the Education Secretary's reforms, more unqualified teachers, I am not

:06:32. > :06:37.sure that if the answer. We should get that Ofsted report

:06:38. > :06:40.next month. Investigators believe a house fire

:06:41. > :06:42.in Derbyshire which killed two women and two young brothers was caused by

:06:43. > :06:46.faulty wiring. It happened on Williamthorpe Road in

:06:47. > :06:47.North Wingfield a week ago today. Josie Leighton and her sons Tyler

:06:48. > :06:49.Green, who 0 Josie Leighton and her sons Tyler

:06:50. > :06:52.Green, who was nine, and older brother Jordan were killed in the

:06:53. > :06:55.fire. Josie's friend Claire James also died. A seven`year`old girl who

:06:56. > :06:58.escaped from the fire has now been discharged from hospital and is

:06:59. > :07:02.being cared for by relatives. Fire officers are trying to

:07:03. > :07:05.establish the cause of a large fire at a barn in Derbyshire which closed

:07:06. > :07:09.a major road. Firefighters say the blaze in

:07:10. > :07:12.Spondon involved 750 tonnes of hay. They were called to Dale Road

:07:13. > :07:17.between Spondon and Ilkeston late last night. The road was closed for

:07:18. > :07:21.a time, and firefighters didn't leave until this afternoon. Traffic

:07:22. > :07:25.on the nearby A52 was also affected by drifting smoke.

:07:26. > :07:28.Still to come ` is solar energy all it's cracked up to be?

:07:29. > :07:30.Some householders, like Claire Marsh, believe salesmen are making

:07:31. > :07:49.misleading claims about the financial benefits of solar panels.

:07:50. > :07:55.Another complaint now about the Royal Bank of Scotland. A couple

:07:56. > :07:57.have accused RBS of driving their family business to the brink of

:07:58. > :08:01.collapse. At one point they had to borrow

:08:02. > :08:04.?5,000 from relatives and friends to pay staff wages because the bank had

:08:05. > :08:07.frozen their account. The bank's now holding its own inquiry into its

:08:08. > :08:20.business methods. Mike O'Sullivan reports.

:08:21. > :08:25.This fencing manufacturer employed 19 people two years ago, now just

:08:26. > :08:29.two. The near collapse of the company is being blamed on their

:08:30. > :08:31.treatment by the RBS bank. One low point, being as to `` being forced

:08:32. > :08:34.to ask family and friends 0 point, being as to `` being forced

:08:35. > :08:40.to ask family and friends to chip in to pay the wages. None of these men

:08:41. > :08:44.are on high money, they have families to support and food bills,

:08:45. > :08:49.and knowing you cannot pay the bills is so distressing.

:08:50. > :08:55.Last night we reported claims that the RBS had seized a ?27 million

:08:56. > :08:59.luxury flats complex from a Nottingham businessman after forcing

:09:00. > :09:03.his company into administration. The Leicestershire company says the bank

:09:04. > :09:10.suddenly froze its bank account after withdrawing from a financial

:09:11. > :09:14.arrangement it had set up for them. Charging ?20,000 in fees.

:09:15. > :09:18.The company is referring its allegations on to Lawrence

:09:19. > :09:23.Tomlinson, the Government adviser who has claimed in a report that the

:09:24. > :09:28.RBS put it and viable companies into default so that it could make more

:09:29. > :09:32.profit. That whole issue is being referred to city investigators. We

:09:33. > :09:38.just virtually collapsed overnight, we could not pay suppliers,

:09:39. > :09:45.customers could not pay us could `` because we could not finish

:09:46. > :09:49.contracts. It causes arguments, it has split the family, you wake up at

:09:50. > :09:57.2am in the morning worrying about it. It is just with you 24 hours a

:09:58. > :10:01.day. The RBS will not comment on

:10:02. > :10:11.individual cases. It is holding its own inquiry as to how it has treated

:10:12. > :10:20.its business customers. My, how is the story developing?

:10:21. > :10:22.Well, this evening I've spoken to Kevin Riley who's the businessman

:10:23. > :10:26.from Nottingham whose luxury apartments were seized by the RBS.

:10:27. > :10:29.He's now saying he was a victim of the so`called GRG, part of the RBS

:10:30. > :10:31.that's at the centre of the allegations unearthed in the

:10:32. > :10:34.Tomlinson report, saying they destroyed good businesses. Mr

:10:35. > :10:38.Riley's had a reply back from Mr Tomlinson, who he knows personally.

:10:39. > :10:42.He's told Mr Riley this affair is getting bigger and bigger, and he's

:10:43. > :10:45.due to see the boss of RBS next week. Now, I've also spoken to Mr

:10:46. > :10:48.Tomlinson's people. They say he feels that a lot of business people

:10:49. > :10:52.feel more comfortable going to him with their concerns because he

:10:53. > :10:55.understands the issues. Certainly the family I spoke to tonight felt

:10:56. > :10:58.their complaints about RBS have previously been ignored including by

:10:59. > :11:12.the Financial Ombudsman, who wouldn't take a look at it because

:11:13. > :11:20.of the size of the company. In the end, they gave up.

:11:21. > :11:23.A man who's blind is facing a fine for exercising his guide dog, even

:11:24. > :11:25.though they're usually exempt from most rules concerning our

:11:26. > :11:28.four`legged friends. Rules ` yes. But not so`called

:11:29. > :11:30."control orders" which are being increasingly used by our councils.

:13:59. > :14:01.could be scrapped as part of the council's budget cutbacks.

:14:02. > :14:07.The County Council says the service currently costs ?720,000 a year.

:14:08. > :14:11.It's trying to save ?157 million from its budget over the next five

:14:12. > :14:14.years. The council will discuss the matter next week, before people are

:14:15. > :14:20.asked for their views on any possible changes.

:14:21. > :14:23.Next ` selling energy from the sun. There's a warning tonight about the

:14:24. > :14:25.behaviour of some solar panel salesmen who promise householders

:14:26. > :14:31.far bigger financial returns than the systems can actually deliver.

:14:32. > :14:35.Nottinghamshire County Council has revealed that this year they've had

:14:36. > :14:37.a 97% increase in complaints about the possible mis`selling of solar

:14:38. > :14:50.energy panels. James Roberson reports.

:14:56. > :15:01.going to be paying to a finance company 100 pounds per month for the

:15:02. > :15:05.next eight years. I feel very upset and very cheated.

:15:14. > :15:19.them social panels on finance. `` solar panels. They said it would

:15:20. > :15:26.generate ?150 per month, and the finance would be ?94. So that seems

:15:35. > :15:40.The solar panel firm promised they would make over ?22,000 in nine

:15:41. > :15:45.years, but since April they have made just over ?200. That rate will

:15:46. > :15:49.not possibly cover the ?7,000 they have signed up for. Nottinghamshire

:15:50. > :15:55.'s County Council is backing the couple. They have seen an increase

:15:56. > :16:01.in complaints this year about civil mis`selling of solar panels by

:18:08. > :18:10.people's statuses and think you will regret that.

:19:04. > :19:11.social media networks, there is no real push to make people think about

:23:35. > :23:38.Simpson has died at the age of 93. Reg was one of the biggest sporting

:23:39. > :23:41.stars in his day. He played 27 test matches for England as an opening

:23:42. > :23:44.batsman, while in domestic cricket he scored more than 30,000 runs. His

:23:45. > :23:47.career was disrupted by the war, where he was a pilot, and after his
