:01:21. > :01:27.The influence of Nelson Mandela as a world figure reaches far and wide.

:01:28. > :01:31.Today, the day after his death, it turns out that people in this region

:01:32. > :01:33.have the most 0 turns out that people in this region

:01:34. > :01:36.have the most surprising connections with a man who spent his life

:01:37. > :01:39.fighting racism. Countless others who never met him have been deeply

:01:40. > :01:41.marked by Mandela's life, even though it was lived thousands of

:01:42. > :01:48.miles away. Eleanor Garnier reports.

:01:49. > :01:54.Welcome to Leicester's Nelson Mandela Park. A city that celebrates

:01:55. > :01:59.diversity and one where the life and work of Mr Mandela, a freedom

:02:00. > :02:03.fighter, prisoner, turned president, is extremely significant.

:02:04. > :02:08.I have been talking to one student here from South Africa. She told me

:02:09. > :02:14.how important he is to her and her country.

:02:15. > :02:18.He opened so many doors for even our parents who were unable to work the

:02:19. > :02:24.jobs they wanted to work during apartheid. He has given us hope. He

:02:25. > :02:27.has given us a future. We look forward to doing great things as

:02:28. > :02:31.well. It was that gift of hope that

:02:32. > :02:36.inspired Shirley, a political exile who left South Africa in 1968, and

:02:37. > :02:41.now lives in Derby. I feel ashamed of myself because I

:02:42. > :02:47.had a lot of anger and bitterness because I had to give up my country.

:02:48. > :02:53.But, the more I got to know about Mandela, the more I thought about

:02:54. > :02:56.it, I was ashamed of myself. I was with the American civil rights

:02:57. > :03:02.activist Jesse Jackson yesterday as he visited Leicester. We spoke about

:03:03. > :03:08.Mr Mandela in the hours before he died. The genius of Mandela, 27

:03:09. > :03:12.years in jail, he chose reconciliation over retribution.

:03:13. > :03:21.Reconciliation over retribution, followed by hope, not fear. In

:03:22. > :03:27.1995, but then not in South MP Alan Simpson met Mr Mandela in South

:03:28. > :03:31.Africa. He said, I'm terribly sorry for being delayed. I've been saying

:03:32. > :03:40.goodbye to the Pope. You felt, fair enough. He made us feel the

:03:41. > :03:45.shortcomings were from him. But actually his was the gift of just

:03:46. > :03:50.being in the room. Books of condolence have been opened in

:03:51. > :03:54.Leicester, Nottingham and Derby. Flags across the region are flying

:03:55. > :03:59.at half`mast. People in the East Midlands are joining the rest of the

:04:00. > :04:03.world in marking the death of men `` Nelson Mandela.

:04:04. > :04:11.Next tonight: A service in turmoil? Or a victim of unfair public and

:04:12. > :04:15.media criticism? East Midlands Ambulance Service is rarely out of

:04:16. > :04:19.the headlines. Its ability to respond to cases in a timely way has

:04:20. > :04:23.been under particular scrutiny. Tonight, we're asking the woman in

:04:24. > :04:29.charge just what's going on with our ambulance service. Is it in crisis?

:04:30. > :04:36.But first, here's our health correspondent Rob Sissons, with some

:04:37. > :04:39.of the hard facts about EMAS. East Midlands ambulances are

:04:40. > :04:42.supposed to get to 95% of all life`threatening emergencies within

:04:43. > :04:45.19 minutes. But EMAS missed this target this year by more than 3%.

:04:46. > :04:51.Instead of 95% of cases, EMAS managed only 91.8%. It led to the

:04:52. > :04:55.service's third fine in as many years for missing response targets.

:04:56. > :04:58.On top of that, a separate report by the Care Quality Commission found

:04:59. > :05:01.EMAS had failed to meet three CQC standards, on its care of people who

:05:02. > :05:07.use the service, its staffing, and its training and support. At the

:05:08. > :05:10.time, the service insisted it was on top of the issues, and was

:05:11. > :05:13.improving. But only last month, senior management were summoned to a

:05:14. > :05:23.meeting with NHS England about, again, poor response times. And also

:05:24. > :05:27.this time, patient safety. There'd even been a day when EMAS was unable

:05:28. > :05:32.to handle even the most urgent 999 calls. Let alone those that didn't

:05:33. > :05:35.threaten life. Bradley Watson was playing Sunday

:05:36. > :05:39.football last month in Nottingham when a tackle left him facedown on

:05:40. > :05:42.the ground with a broken leg. What he did not realise what he would be

:05:43. > :05:50.left there for hours before ambulance crew Majak Daw arrived. It

:05:51. > :05:55.was agony, it felt like forever. The pitch was soaking wet, I was worried

:05:56. > :06:03.about myself getting hypothermia. When it came to two hours, I was

:06:04. > :06:07.getting agitated. Two hours and 49 minutes, though, that is not

:06:08. > :06:14.acceptable. The operation the surgeon carried out was three hours.

:06:15. > :06:18.To repair his leg. I understand there are more

:06:19. > :06:21.life`threatening situations. But I don't want anybody to go through

:06:22. > :06:24.pain that that that that amount of time. It was horrendous.

:06:25. > :06:26.Today, I met with Sue Noyes who's in charge of EMAS. 0

:06:27. > :06:32.Today, I met with Sue Noyes who's in charge of EMAS. I asked her what she

:06:33. > :06:37.made of Bradley's case? I can recognise from a patient point

:06:38. > :06:40.of view that isn't an acceptable level of service. I offer my

:06:41. > :06:44.apologies. We keep hearing about these cases.

:06:45. > :06:50.One thing within our quality improvement programme is coming yes,

:06:51. > :06:56.it's about response times, and clinical safety. On a personal

:06:57. > :07:00.basis, I hear and I respond to every complaint we receive. We hear

:07:01. > :07:05.patients and their stories, but we are taking direct action. From next

:07:06. > :07:09.week, we will have a GP within our control centre, and a consultant

:07:10. > :07:15.paramedic in the control centre, to make sure we are providing the right

:07:16. > :07:20.resource to the right incident. And to watch how, when people are not

:07:21. > :07:24.receiving an emergency ambulance, if their situation is deteriorating

:07:25. > :07:31.over a length of time, we can pick that up and respond sooner. How does

:07:32. > :07:33.it feel to be in charge of one of the worst performing trusts in the

:07:34. > :07:42.country? I am enjoying the challenge but I recognise fully that EMAS

:07:43. > :07:46.macro needs rejuvenating. `` EMAS need rejuvenating. People in the

:07:47. > :07:50.East Midlands pay their taxes. When will they get the quality service

:07:51. > :07:56.they want? We are working on a quality improvement programme on

:07:57. > :08:00.better patient care, and we are planning to deliver on our response

:08:01. > :08:06.targets by the end of next quarter, March. And in the meantime to

:08:07. > :08:12.improve. That is our focus. Are you still committed to the controversial

:08:13. > :08:18.sell`off of ambulance stations? That was part of a previous strategy. We

:08:19. > :08:22.have put a short pause on that because we need to concentrate on

:08:23. > :08:27.improving response times. We have winter coming up as well.

:08:28. > :08:31.We'll be updating you on the performance of the Ambulance Service

:08:32. > :08:35.over the coming months. A man who groomed teenage girls for

:08:36. > :08:39.sex over the internet has been jailed for ten years, and condemned

:08:40. > :08:44.as a predator. Ian Sluggett, from Whetstone in Leicestershire,

:08:45. > :08:47.admitted 23 charges. Sluggett befriended the girls on social media

:08:48. > :08:51.sites. He also forced some, as young as 13, to send him explicit photos

:08:52. > :08:59.by threatening them. Quentin Rayner reports.

:09:00. > :09:06.Using several pseudonyms, 40`year`old Ian Sluggett posed as a

:09:07. > :09:12.16`year`old, sending friend requests and making contact with 3000 teenage

:09:13. > :09:16.girls on Facebook. He convinced to 15`year`olds to meet up and have sex

:09:17. > :09:22.with him several times in his van. He demanded explicit photos from

:09:23. > :09:27.313`year`olds by using threats. Sluggett made 5000 calls to

:09:28. > :09:30.113`year`old on his phone. He threatened another that if she went

:09:31. > :09:36.to the police, her life would be over and he would send her naked

:09:37. > :09:40.photos to her friends. He was clearly an organised person, he made

:09:41. > :09:46.concerted efforts to contact young girls using false information, in a

:09:47. > :09:51.very organised manner. That does concern us. The judge told the

:09:52. > :09:56.father of three who is separated from his wife that he is a predator

:09:57. > :10:00.who had cynically deceived and exploited young girls with no

:10:01. > :10:04.concern for the damage he caused. The judge said the case highlighted

:10:05. > :10:09.dangers posed by the misuse of the Internet, and the utter folly of

:10:10. > :10:15.some young people and their attitude towards it. My concern is that there

:10:16. > :10:19.are several thousand contacts on his phone, Facebook account and Skype

:10:20. > :10:24.account. My concern is there are potentially other victims who we

:10:25. > :10:27.would like to speak to. The Internet grooming only came to light because

:10:28. > :10:31.one victim was overheard by a teacher talking about being

:10:32. > :10:32.blackmailed. Sluggett was sentenced to ten years and is said to have

:10:33. > :10:40.been disowned by his family. Still to come: In sport, Colin

:11:05. > :11:07.People in Lincolnshire, who were evacuated from their homes last

:11:08. > :11:09.night due to 0 evacuated from their homes last

:11:10. > :11:13.night due to flooding, are facing a second night in temporary

:11:14. > :11:17.accommodation. Flood waters swept through the town of Boston, after

:11:18. > :11:21.yesterday's storm. More than 200 people had to spend the night at an

:11:22. > :11:24.army barracks and a holiday camp just outside Grantham. The county

:11:25. > :11:26.council says a number of them are facing a second night there, as

:11:27. > :11:32.they're still unable to return home. A predatory rapist who attacked

:11:33. > :11:36.seven women, six of them in one night, has been jailed for life.

:11:37. > :11:40.Harbinder Khatkar, from Derby, was described by the judge as a highly

:11:41. > :11:44.dangerous man who, if at liberty, would undoubtedly attack women

:11:45. > :11:47.again. Khatkar, who terrorised six victims in the Normanton area of

:11:48. > :11:51.Derby this year, had also subjected a seventh woman to a similar ordeal

:11:52. > :11:53.two years before. The police say all the victims have been severely

:11:54. > :12:10.traumatised. In court, we heard a statement from

:12:11. > :12:14.one victim. She said how prior to the effect she had been a confident

:12:15. > :12:19.person bringing up her children in a stable home in Derby. Her life has

:12:20. > :12:23.been shattered, she has lost all her confidence. She fears going out

:12:24. > :12:28.alone, she fears a knock at the door, always looking behind her.

:12:29. > :12:29.Hopefully this sentence will be the beginning of her rebuilding her

:12:30. > :12:34.life. The funerals have taken place of a

:12:35. > :12:38.mother and her two children who were killed in a house fire in north

:12:39. > :12:41.Derbyshire. Josie Leyton and her sons Tyler and Jordan died when the

:12:42. > :12:44.property caught fire in the village of North Wingfield last month.

:12:45. > :12:46.Josie's friend Claire James also died. Her funeral was held on

:12:47. > :12:51.Wednesday. A multi`vehicle pile`up caused big

:12:52. > :12:53.delays on the M1 this afternoon. One person was taken to hospital

:12:54. > :12:56.following an accident involving as many as 13 vehicles. Elsewhere this

:12:57. > :13:01.morning, two lorries were involved in a crash on the A38 outside Derby.

:13:02. > :13:03.One of them fell on a car. It took four hours to clear the road. No one

:13:04. > :13:12.there was hurt. Next, a warning to consumers about

:13:13. > :13:16.ordering goods over the internet, from a man who thought he'd bought

:13:17. > :13:19.an Xbox, but only got a photo of one instead. Peter Clatworthy from

:13:20. > :13:22.Nottingham paid more than ?450 for what he believed was a gaming

:13:23. > :13:25.console, even though the advert on eBay actually didn't promise that.

:13:26. > :13:38.Luckily for Peter, he's now got a refund. Mike O'Sullivan reports.

:14:11. > :14:15.expecting the Xbox to be a bit more bulky than it was. It was very slim.

:14:16. > :14:21.I thought, I have been conned out of money. I had to laugh at first. You

:14:22. > :14:27.can't be angry, it's your own fault. What did you say to the person who

:14:28. > :14:32.sold it to you? At first, I said, very funny. He got back to me and
