:00:00. > :00:08.This is East Midlands Today with Dominic Heale and me, Geeta Pendse.

:00:09. > :00:19.Tonight ` campaigners call for the NHS to scrap its contract with a

:00:20. > :00:24.private ambulance service. Arriva are paid to drive patients to

:00:25. > :00:30.hospital. Clients like Ron say it is in chaos. I would like the contract

:00:31. > :00:34.taken away from them and given to a proper ambulance service who are

:00:35. > :00:39.trained. Plus the student flats building boom

:00:40. > :00:44.in Nottingham, as the city tries to get them to move out of houses that

:00:45. > :00:47.could become family homes. Also tonight, the young Roma

:00:48. > :00:48.students 0 Also tonight, the young Roma

:00:49. > :01:01.students using education to counter Pres `` prejudice. I am better than

:01:02. > :01:04.some of the English people, so I guess I am doing well.

:01:16. > :01:15.First tonight, tough criticism for a company 0

:01:16. > :01:19.First tonight, tough criticism for a company given a ?26 million contract

:01:20. > :01:23.to take patients to and from their hospital appointments.

:01:24. > :01:28.Arriva was awarded the five`year contract in July last year. It's for

:01:29. > :01:32.patients in Leicestershire and Rutland. But it's already been

:01:33. > :01:36.docked more than ?30,000 for its poor performance.

:01:37. > :01:39.Now some patients and health campaigners are calling for that

:01:40. > :01:50.contract to be scrapped. Jo Healey reports.

:01:51. > :01:54.Ron is housebound at his home. He is diabetes and his legs are bad. But

:01:55. > :02:00.every three months he needs to get the Leicester Royal family. He says

:02:01. > :02:07.with Arriva he gets too late. `` Leicester Royal infirmary. I missed

:02:08. > :02:16.one appointment, and I did not get home until 5pm. I had to spend the

:02:17. > :02:24.next two days in bed. An earlier time, when they picked me up, they

:02:25. > :02:31.got me there that late but I had a hypo and finished up in A

:02:32. > :02:36.The report from East Leicestershire Clinical Commissioning Group found

:02:37. > :02:39.Arriva failed to meet all the target times they were set. They criticised

:02:40. > :02:40.them for how they handled complaints, and 0

:02:41. > :02:44.them for how they handled complaints, and also for how they

:02:45. > :02:49.controlled infection. In a statement today Arriva said

:02:50. > :02:54.they had had to do what `` more than they had been contracted to do. They

:02:55. > :02:55.have now taken on more staff, working longer, 0

:02:56. > :02:57.have now taken on more staff, working longer, but they recognise

:02:58. > :03:01.there are improvements that need to be made still, and say they will

:03:02. > :03:04.continue making them. Not good enough, says Ron. He and

:03:05. > :03:10.some health campaigners know what the contract scrapped. `` they now

:03:11. > :03:14.want the contract scrapped. Well, earlier I spoke to the health

:03:15. > :03:16.campaigner Zuffar Haq, who also believes the contract should be

:03:17. > :03:24.terminated. He described other examples where patients have been

:03:25. > :03:27.left waiting. I have heard of cases where patients have been left

:03:28. > :03:32.waiting, sometimes for an hour or two hours, and I have had cases of

:03:33. > :03:39.four or five hours as well. What you think happen next? I would

:03:40. > :03:42.like Arriva to lose the contract, it to be re`tendered out, and for

:03:43. > :03:51.another company to take this contract. And run an effective

:03:52. > :03:56.service for these patients. The Clinical Commissioning Group say it

:03:57. > :04:00.would be costly and in effect to describe Arriva's on track because

:04:01. > :04:07.of the lengthy procedure of re`tendering. Is it in the

:04:08. > :04:08.patient's' best interest? Of course. You have 0

:04:09. > :04:11.patient's' best interest? Of course. You have hundreds of patients

:04:12. > :04:17.relying on this service on a daily basis. It should be in their best

:04:18. > :04:19.interest to deliver for those patients and the patients should

:04:20. > :04:22.come first. Arriva say they have made

:04:23. > :04:29.improvements. Have you heard of these improvements? They have, but

:04:30. > :04:33.this service simply is not fit for purpose. This contract needs to be

:04:34. > :04:38.taken away from them, and action needs to be taken.

:04:39. > :04:41.Next: A student flats building boom in Nottingham. It's a deliberate

:04:42. > :04:46.policy ` designed to coax students out of traditional residential areas

:04:47. > :04:49.so families can move back in. The council says thousands more bed

:04:50. > :04:52.spaces are on the way for students in the city centre.

:04:53. > :04:53.One 0 in the city centre.

:04:54. > :04:57.One senior councillor says it's the best place for them ` as they'll

:04:58. > :05:00.help to keep the centre of Nottingham thriving. Mike

:05:01. > :05:09.O'Sullivan's been to see the progress of one huge complex which

:05:10. > :05:12.is currently under construction. 14 floors up on one of Nottingham's

:05:13. > :05:17.latest student accommodation complexes. It is being built for

:05:18. > :05:23.foreign students who will be going to Nottingham Trent University. 450

:05:24. > :05:28.bed spaces, costing ?30 million. It will be ready in September next

:05:29. > :05:32.year. The developer told me the city Council wants to see more of this

:05:33. > :05:39.type of building. And student tastes have changed as well. They always

:05:40. > :05:42.wanted to get out of the institutional halls of residence and

:05:43. > :05:48.go out into the private housing market. But now they much prefer to

:05:49. > :05:55.get into purpose`built, modern design economical accommodation. The

:05:56. > :06:00.City Council says there is around 43,000 students in Nottingham, and

:06:01. > :06:04.around 20,000 of them live in houses of multiple occupancy.

:06:05. > :06:04.A senior counsellor told me he would like 0

:06:05. > :06:04.A senior counsellor told me he would like that 0

:06:05. > :06:09.A senior counsellor told me he would like that figure reduced around a

:06:10. > :06:13.half, although that we probably upset private landlords in what are

:06:14. > :06:16.now student areas. `` that would probably upset.

:06:17. > :06:19.In the two years to 2015, the council says another 0

:06:20. > :06:20.In the two years to 2015, the council says another 3,000 dead

:06:27. > :06:33.in. `` bed spaces. This empty office block is part of

:06:34. > :06:41.the boom as well. The challenge is for the city to get students out of

:06:42. > :06:47.residence and into dedicated accommodation.

:06:48. > :06:50.If demand for students drops, the developer has a long`term plan to

:06:51. > :06:54.allow conversion for the residential market. But for now, things are

:06:55. > :06:58.looking up. This is East Midlands Today. Still

:06:59. > :07:11.to come: The sport's live from Leicester City's King Power Stadium.

:07:12. > :07:20.There are stars all over here. Manchester City, and Sam Bailey,

:07:21. > :07:24.winner of the X Factor. With Christmas and the New Year just

:07:25. > :07:29.round the corner, our local councils have been looking ahead to 2014. It

:07:30. > :07:31.won't surprise you to learn that there's not a lot of festive cheer

:07:32. > :07:34.about. 0 there's not a lot of festive cheer

:07:35. > :07:37.about. Yes, it's the time of year when local authorities prepare their

:07:38. > :07:40.budgets for the next financial year, and many are warning of big spending

:07:41. > :07:45.cuts. Nottingham City Council is the

:07:47. > :07:49.latest: It says 76 jobs will go as it cuts its budget by ?25 million.

:07:50. > :07:52.Let's find out more from our Political Editor John Hess.

:07:53. > :07:55.Money is still being squeezed out of council spending as the coalition

:07:56. > :07:59.attempts to reduce the national deficit. Labour leaders at

:08:00. > :08:04.Nottinghamshire County Council need savings of ?154 million over the

:08:05. > :08:07.next three years: That's a 23% spending cut.

:08:08. > :08:11.But the Conservative leader Councillor Kay Cutts says a proposed

:08:12. > :08:14.council tax increase of just under 2% is unnecessary, and has set up an

:08:15. > :08:27.online petition to demand a further tax freeze. We have had quite a few

:08:28. > :08:31.comments so far, and they have been, my income has not gone up, I

:08:32. > :08:36.cannot afford a council tax increase. That has been the strength

:08:37. > :08:39.of feeling coming over. Labour`run Nottingham City Council

:08:40. > :08:44.is warning of 76 job losses as its attempts to find ?25 million worth

:08:45. > :08:45.of savings. That's a 9.2% annual cut.

:08:46. > :08:46.It says 0 cut.

:08:47. > :08:47.It says library 0 cut.

:08:48. > :08:50.It says library services and arts funding will be hit. The opening

:08:51. > :08:59.hours of children's centres will be reduced. Council tax will also rise.

:09:00. > :09:03.But is that fair? Vulnerable people depend on councils, and it is the

:09:04. > :09:10.vulnerable that are being hit. What makes me more angry is that if I

:09:11. > :09:14.were living down south I would not be hit as hard as if I am living in

:09:15. > :09:17.Nottingham or Liverpool or Sunderland.

:09:18. > :09:20.So what's the picture, say, in Derbyshire or Leicester? Let's find

:09:21. > :09:27.out, first from BBC Radio Derby's political reporter Chris Doidge.

:09:28. > :09:30.The in the city the council says any service it doesn't have to provide

:09:35. > :09:44.smack reduced, parking charges will go up. `` street cleaning will be

:09:45. > :09:48.reduced. We will know about the County Council's plans in the New

:09:49. > :09:53.Year, but we do know that the mobile library service faces big cats.

:09:54. > :10:01.The Leicester the city Council says it has already planned ?21 million

:10:07. > :10:10.are still talking about saving ?110 million in the same period. They are

:10:17. > :10:18.Eric Pickles is the Coalition's Local Government Secretary.

:10:19. > :10:21.Tomorrow, he confirms how much spending our councils will be

:10:22. > :10:24.allowed. If he turns into Father Christmas, that WILL be a turn`up.

:10:25. > :10:26.Our councils are already budgeting in the knowledge there'll less money

:10:30. > :10:32.faster than any other small airport in the country, according to a new

:10:33. > :10:36.report. The Airports Commission ` set up to

:11:08. > :11:10.Ilkeston in October. The first man forces his way in just after 9:00pm,
