:00:00. > :00:00.This is East Midlands Today with Quentin Rayner and, me, Geeta

:00:07. > :00:10.Pendse. Tonight, 700 jobs to go, and council

:00:11. > :00:20.tax set to rise, as the axe falls in Leicestershire.

:00:21. > :00:32.Libraries, New Zealand's, did all take the brunt of council cuts.

:01:02. > :01:03.Good evening and welcome to the programme. First tonight:

:01:04. > :01:04.Leicestershire County Council says up to seven 0

:01:05. > :01:06.Leicestershire County Council says up to seven hundred jobs could be

:01:07. > :01:10.axed, because of new budget cuts announced today. The

:01:11. > :01:15.Conservative`run authority says it needs to cut its spending by one

:01:16. > :01:18.third, over the next four years. And, for the first time in recent

:01:19. > :01:22.years, it's also planning to increase council tax by 1.5 per

:01:23. > :01:26.cent. Our Political Editor John Hess is at one of Leicestershire's county

:01:27. > :01:36.libraries, a service which may be directly affected. John, is the

:01:37. > :01:39.scale of the job losses a surprise? I'm at Shepshed Library ` one of 53

:01:40. > :01:45.run by Leicestershire County Council. But for how much longer?

:01:46. > :01:50.Could it be run by local people, instead? Here's why: Next year's

:01:51. > :02:10.budget of ?357 million will be cut by ?18 million. Just over 5%. It now

:02:11. > :02:15.needs to save ?110 million over the next four years. On jobs, 700 will

:02:16. > :02:18.go. That brings the council's staffing down from 15 thousand,

:02:19. > :02:33.before austerity, to six thousand now.

:02:34. > :02:36.Blue sky thinking, that's the challenge Brown were local

:02:37. > :02:43.politicians. At Leicester's County Hall, reporters were given details

:02:44. > :02:44.of the new thinking, to meet increased demand for care services

:02:45. > :02:47.while 0 increased demand for care services

:02:48. > :02:55.while the money is tight. This is a summary of the budget, in an easy

:02:56. > :03:01.access for. Even Byron Rhodes admits it's getting tougher to find those

:03:02. > :03:05.savings. We are looking into ways of keeping the library is open, but

:03:06. > :03:09.with local people taking them over, and providing the support. Or

:03:10. > :03:23.museums, we are looking at similar things. Is that a solution? Green we

:03:24. > :03:28.hope it will work. We shall see. `` we hope it will work. That's not the

:03:29. > :03:30.only concern ` just wait 0 we hope it will work. That's not the

:03:31. > :03:34.only concern ` just wait till it's dark. Hello and welcome to BBC News.

:03:35. > :03:40.It's one thing to switch off the lights at midnight, but this

:03:41. > :03:44.proposes to switch the lights off altogether. We're not sure that the

:03:45. > :03:46.public understands that and will go along with it. 0

:03:47. > :03:51.public understands that and will go along with it. Targets for the

:03:52. > :03:54.latest cuts are guided by public consultation, but will politicians

:03:55. > :04:03.be guided once the consultations are made public? Musicians, too, will

:04:04. > :04:09.have to look to the future, rather than the past. Museums, which

:04:10. > :04:21.celebrates the coal mine tradition of Leicestershire, could also face

:04:22. > :04:27.big changes. Why is this such a valuable resource for

:04:28. > :04:33.Leicestershire? It is the crown jewel of this region. And, in

:04:34. > :04:42.particular coal bill. We're talking about a 100 acre site, which

:04:43. > :04:53.includes the award`winning museum, but also, a country park. And a

:04:54. > :05:05.unique historic theatre. What repercussions of today's

:05:06. > :05:08.announcement with mac? The reduction of this facility to just a small

:05:09. > :05:10.visitor 's centre 0 of this facility to just a small

:05:11. > :05:20.visitor 's centre within the building site. A month to go until

:05:21. > :05:23.the final decision ` what can you do? We will continue with that

:05:24. > :05:28.campaign. 0 do? We will continue with that

:05:29. > :05:34.campaign. We've got 700,000 people who have signed our petition to save

:05:35. > :05:42.the site. That's more than the County Council's own budget

:05:43. > :05:46.consultation. Will get a full picture of how the impact of these

:05:47. > :05:51.cuts are affecting our local authorities later this month.

:05:52. > :05:54.In other parts of our region, businesses are providing some

:05:55. > :05:57.positive economic news. According to the Derbyshire and Nottinghamshire

:05:58. > :06:00.Chamber of Commerce, in the last quarter of 2013, sales were on the

:06:01. > :06:04.rise and firms were hiring again. One business near Derby has decided

:06:05. > :06:16.now is the time for an ambitious expansion scheme. Navtej Johal

:06:17. > :06:22.reports. It was a business that started in

:06:23. > :06:28.troubled economic waters. But, Murcia Marina, managed to survive

:06:29. > :06:33.rather than sink. In 2008, we have already invested millions in

:06:34. > :06:34.building. The idea that the whole economy collapsed at the same time

:06:35. > :06:35.we opened, 0 economy collapsed at the same time

:06:36. > :06:41.we opened, it was a frightening time. Now it's the largest inland

:06:42. > :06:48.marina in the UK. They have big plans for the future, to turn it

:06:49. > :06:59.into a major tourist attraction. Right in the middle, would be a two

:07:00. > :07:01.story had bistro. `` bar`bistro. And a survey from the Derbyshire and not

:07:02. > :07:04.a Chamber of Commerce 0 a survey from the Derbyshire and not

:07:05. > :07:11.a Chamber of Commerce suggested not the only business feeling good about

:07:12. > :07:19.the future. `` it's not the only business. One in three businesses

:07:20. > :07:25.have tried to hire new staff. Two thirds say they feel confident about

:07:26. > :07:30.their prospects for the year ahead. People are becoming much more

:07:31. > :07:37.positive. All it needs now is for the banks to release more money for

:07:38. > :07:42.investment. And people need to put their hands in their pockets and

:07:43. > :07:46.start spending again. Businesses will be hoping this positivity

:07:47. > :07:49.doesn't pass them by. The Quarterly Economic Survey was

:07:50. > :07:51.drawn up by the Derbyshire and Nottinghamshire Chamber of Commerce,

:07:52. > :07:57.whose Chief Executive is George Cowcher, and he's with us now. Your

:07:58. > :08:01.survey has found that 66% firms think their turnover will increase

:08:02. > :08:14.over the next year, and 54% forecast an increase in profits. What's this

:08:15. > :08:14.confidence based on? Those two figures 0

:08:15. > :08:18.confidence based on? Those two figures say an awful lot about that.

:08:19. > :08:21.You are seeing increasing turnover, each means that business is

:08:22. > :08:25.expanding. You are also seeing profitable business, and means that

:08:26. > :08:33.businesses can invest more into the future. We've seen some very strong

:08:34. > :08:40.growth in the second and third quarters in 20 13. The fourth

:08:41. > :08:44.quarter, which is always dodgy, actually topped that. You've found

:08:45. > :08:47.one in five firms have increased their workforce ` but what sort of

:08:48. > :08:55.jobs are these? Short`term or permanent? We are looking at a full

:08:56. > :09:02.range. There are permanent, full`time jobs. Some very high

:09:03. > :09:08.skilled jobs available. That increasing demand for labour will

:09:09. > :09:11.get even more acute in 2014. You're confident, but only yesterday, the

:09:12. > :09:14.Chancellor was declaring 2014 as the year of hard truths, with another

:09:15. > :09:25.?25 billion of cuts. Do you share his caution? I think in terms of the

:09:26. > :09:28.public financing, and that's what the Chancellor was referring to,

:09:29. > :09:33.there has to be a degree of caution will stop in the private sector, and

:09:34. > :09:38.in the productive sectors, you are seeing expansion. The two may be

:09:39. > :09:48.connected. But George Osbourne reminded us that growth will be

:09:49. > :09:54.lower this year. We have seen some upgrading in terms of figures. The

:09:55. > :10:06.British economy could actually be growing as fast as Germany, even the

:10:07. > :10:09.US. Coming up later: In sport, we're with the Leicester Riders, and we

:10:10. > :10:17.find out why basketball's big guys are scared of their coach,as they

:10:18. > :10:19.get ready for their big match Prayers will be said, and flowers

:10:20. > :10:31.will be 18`year`old Megan and 14`year`old

:10:32. > :10:41.destiny where both pronounced dead at the scene of the accident.

:10:42. > :10:45.Popular and happy ` their families say they lived life to the full. But

:10:46. > :10:51.these teenage friends died in a crash on the M1 on Saturday.

:10:52. > :10:58.18`year`old Megan had just qualified as a hairdresser. 14`year`old

:10:59. > :11:14.destiny was still at school. I don't think it has sunk in. It's hard. She

:11:15. > :11:20.was so unique. She put other people before herself. She was very

:11:21. > :11:25.inspirational. It's just three days since the girls died. Now, or their

:11:26. > :11:34.families can do is hold onto precious memories. There's no word

:11:35. > :11:42.that can describe destiny. She was like a little angel. There's a whole

:11:43. > :11:48.family out there that will miss her. The police say the crash happened on

:11:49. > :11:56.the M1, and no other cars were involved. They were pronounced dead

:11:57. > :11:59.at the scene of the crash. It was destiny's mother who had been

:12:00. > :12:08.driving the car. She survived with a broken eye socket and nose, and her

:12:09. > :12:13.son punctured a lung. He is out of hospital, with a broken arm,

:12:14. > :12:18.fractured ribs and nose. As police try to find answers, friends search

:12:19. > :12:24.for words of support. Tonight, the families of both worlds are left

:12:25. > :12:36.asking, why two young lives have been taken so soon?

:12:37. > :12:39.Prayers will be said, and flowers will be laid, on a memorial in

:12:40. > :12:42.Kegworth, tomorrow, on the 25th anniversary of the Kegworth air

:12:43. > :12:43.disaster. 47 people died, and another 74 were injured, when a

:12:44. > :12:43.British 0 another 74 were injured, when a

:12:44. > :12:44.British Midland aircraft 0 another 74 were injured, when a

:12:45. > :12:48.British Midland aircraft crash landed on the M1 motorway, yards

:12:49. > :12:51.from the village on January eighth 1989. The flight from Heathrow had

:12:52. > :12:57.been bound for Belfast, carrying 126 passengers. A serving police officer

:12:58. > :13:01.has been accused of committing sexual misconduct against six women.

:13:02. > :13:05.Response officer PC Chris Young, who's 46, was last based at

:13:06. > :13:08.Hucknall. He's been charged with six counts of misconduct in a public

:13:09. > :13:13.office. He's been suspended and will appear before magistrates in

:13:14. > :13:16.Nottingham in two weeks. Concerns are growing for a

:13:17. > :13:20.16`year`old boy, who has been missing for a week from his home in

:13:21. > :13:24.Alvaston in Derby. Tristan Wilson was last seen at 10.30PM on New

:13:25. > :13:27.Year's Eve. He is 5ft tall and was wearing black tracksuit bottoms, a

:13:28. > :13:29.red zip`up coat and dark canvas shoes. 0

:13:30. > :13:32.red zip`up coat and dark canvas shoes. He is thought to be in the

:13:33. > :13:35.Derby area. Anyone with information is asked to contact the police.

:13:36. > :13:38.Serious concerns about poor standards in half of Nottingham's

:13:39. > :13:44.secondary schools were discussed at the highest level today. The

:13:45. > :13:47.Nottingham North MP Graham Allen met with the Education Secretary Michael

:13:48. > :13:50.Gove and the Chief Inspector of Schools and Head of Ofsted Sir

:13:51. > :13:53.Michael Wilshaw. Ofsted recently placed six of Nottingham's fourteen

:13:54. > :13:56.secondaries into special measures. A seventh had serious weaknesses.

:13:57. > :13:56.Well, I spoke to Graham Allen shortly 0

:13:57. > :14:07.Well, I spoke to Graham Allen shortly after that meeting ` and

:14:08. > :14:10.asked what key points were raised? I made it clear to the Secretary of

:14:11. > :14:11.State 0 I made it clear to the Secretary of

:14:12. > :14:16.State and to state, that we need a 2`pronged strategy. We should do all

:14:17. > :14:21.the immediate quick fixes to improve teaching, and proved the

:14:22. > :14:23.leadership, but also carry on with our early intervention programme, so

:14:24. > :14:25.that kids 0 our early intervention programme, so

:14:26. > :14:33.that kids arrive at school school`ready ` ready to learn. In

:14:34. > :14:38.terms of the now, what about the change taking place in those schools

:14:39. > :14:42.that were put into special measures? There's a challenge board being set

:14:43. > :14:47.up, looking into how we can improve those standards immediately. They

:14:48. > :14:51.are also going to look at building out the long`term problems, so that

:14:52. > :14:52.we have a generation who achieved, not just one 0

:14:53. > :14:58.we have a generation who achieved, not just one year's worth bumping up

:14:59. > :15:05.the scores, and then going back to where we were. You have represented

:15:06. > :15:11.Nottingham North for several decades ` how concerned are you? I'm very

:15:12. > :15:15.concerned, because standards aren't good enough. We need to do something

:15:16. > :15:20.immediately, and that's why Ofsted came in. But we also need to look at

:15:21. > :15:24.the fact that children arrive at school wearing nappies, or can't

:15:25. > :15:29.speak in full sentences. They need help. If we can help them, they will

:15:30. > :15:34.be great people at primary school, secondary school, and go on to get

:15:35. > :15:38.great qualifications, get good jobs, and raise families. That is the

:15:39. > :15:45.long`term goal as well as the short`term noise that is generated

:15:46. > :15:48.around inspection. Controversial increases to parking charges came

:15:49. > :15:52.in, today, at Nottingham's main NHS hospitals. One of the rates is going

:15:53. > :15:55.up by almost a third, way above inflation. It, now, means Nottingham

:15:56. > :15:58.is home to some of the highest hospital parking fees in our region.

:15:59. > :16:01.Bosses admit it's unpopular but insist it's a result of tough

:16:02. > :16:08.financial pressures. Our Health Correspondent Rob Sissons has more.

:16:09. > :16:12.The steepest increase is the cost of up to two hours parking. It rises

:16:13. > :16:18.from ?3.10 to ?4 in Nottingham ` a rise of nearly a third. So, how does

:16:19. > :16:22.that rate compare? Well in Leicester you'd fork out a lot less ` ?2.50

:16:23. > :16:34.and in Derby it would cost you ?2.70. Today, Nottingham bosses have

:16:35. > :16:39.defended the latest increases. Hospital car park prices seem to

:16:40. > :16:42.only go up. At the City Hospital and the Queen's medical centre, visitors

:16:43. > :16:49.are having to fork out more. Typically, up to 90p extra. It's not

:16:50. > :17:01.popular. Hello and welcome to BBC News. It was already expensive

:17:02. > :17:05.Acma! It's one of those things. My company pay for me, so it's not the

:17:06. > :17:12.be all and end all. Actually, it is, because I haven't got enough change!

:17:13. > :17:17.The prices have changed today, and this machine doesn't give you

:17:18. > :17:23.change. You prices are now the most expensive in the East Midlands ` are

:17:24. > :17:33.you proud? We are not proud. We accept that increasing these

:17:34. > :17:37.charges, they are comparable to what you would pay in the city centre. We

:17:38. > :17:43.accept that it is always a controversial step. Bosses insist

:17:44. > :17:47.they are not trying to price people out of cars, just balance the books.

:17:48. > :17:49.Hospitals stress, there are ways of saving money. Weekly parking tickets

:17:50. > :17:52.cost ?15 in Nottingham and Leicester, and ?10 in Derby. But the

:17:53. > :17:54.big question is, where 0 Leicester, and ?10 in Derby. But the

:17:55. > :18:00.big question is, where does all that money go? Both Nottingham and

:18:01. > :18:03.Derby's hospitals collected ?3.4m last year, Leicester's car parks

:18:04. > :18:07.brought in ?2.2. We're told the money is spent on improving car

:18:08. > :18:07.parking and transport links, and, in Derby, 0

:18:08. > :18:18.parking and transport links, and, in Derby, they say some of the money is

:18:21. > :18:21.residents say any 0 Staying with parking, and a group of

:18:22. > :18:25.residents say any positive energy created by a famous Feng Shui

:18:26. > :18:31.traffic island, near their homes, is being killed off by inconsiderate

:18:32. > :18:34.motorists. Their streets are full of cars, often parked illegally, to

:18:35. > :18:44.avoid car parking fees in Derby city centre. One householder has taken to

:18:45. > :18:50.filming the problem. This is our bathroom window. This resident films

:21:01. > :21:04.22`year`old French winger Riyad Mahrez is believed to have joined on
