:00:21. > :00:23.council care in their own home are told they will no longer be eligible

:00:24. > :00:29.to receive it. Also tonight, our plans for a new

:00:30. > :00:33.HS2 station at Toton heading for the buffers?

:00:34. > :00:37.Plus, this is one of two more care homes for the elderly in

:00:38. > :00:40.Nottinghamshire that have had their county council contract suspended

:00:41. > :00:43.because of inadequate levels of care.

:00:44. > :01:03.And a teenage pianist who has caught the eye of a world`famous rock star.

:01:04. > :01:07.Good evening. Thousands of elderly and disabled

:01:08. > :01:10.adults look set to lose the council`funded support which helps

:01:11. > :01:13.them live in their own homes. And thousands of others face having to

:01:14. > :01:17.pay more for the service. It's all part of a raft of cuts announced by

:01:18. > :01:23.Derbyshire County Council today. The authority needs to save ?157 million

:01:24. > :01:26.over the next four years. More now from our reporter, Simon Hare, who's

:01:27. > :01:36.at the council's headquarters in Matlock. Good evening. What's being

:01:37. > :01:41.suggested? We knew that Derbyshire county council was facing some very

:01:42. > :01:45.big cuts and today we got some details about exactly what will be

:01:46. > :01:50.affected. Adult social care, looking after the elderly and disabled

:01:51. > :01:50.people facing some of the biggest cuts. We are 0

:01:51. > :01:56.people facing some of the biggest cuts. We are told 2700 people who

:01:57. > :02:00.currently qualify for Council subsidised care in their own home

:02:01. > :02:04.will no longer be eligible to receive it. And around 7000 people

:02:05. > :02:10.who pay towards their care, they will have to pay more. The authority

:02:11. > :02:17.says it needs to save around ?57 million in this area towards the

:02:18. > :02:21.total figure of ?157 million worth of cuts over the next four years.

:02:22. > :02:22.And the counsellor in charge of adult social care here 0

:02:26. > :02:30.had admitted to me earlier that she has had sleepless nights over these

:02:31. > :02:34.proposals. It is really hard. The people that will be impacted are the

:02:35. > :02:40.elderly that are receiving care at home. Also people with learning

:02:41. > :02:45.disabilities and physical disabilities who get support paid

:02:46. > :02:48.for by the county council so it is an incredibly difficult decision to

:02:49. > :02:55.contemplate, never mind go through with. Other savings will see the

:02:56. > :03:00.elderly having to contribute towards the cost of their transport to day

:03:01. > :03:03.centres. Older and younger disabled children will have to pay towards

:03:04. > :03:09.the cost of their school transport and the council also considering

:03:10. > :03:11.ending its contract to the charity called Home Start which helps around

:03:12. > :03:14.200 families in the 0 called Home Start which helps around

:03:15. > :03:17.200 families in the area. These are all proposals at the moment and the

:03:18. > :03:19.council will be launching a consultation later this month and a

:03:20. > :03:23.special dedicated helpline for people to ring and get more

:03:24. > :03:27.information but the authority also warning that it will have to

:03:28. > :03:31.announce for major cuts next week and it has defended decision today

:03:32. > :03:36.to increase the salary of its 3000 lowest paid workers. Thank you.

:04:02. > :04:08.between Nottingham and Derby ` would be home to the new high`speed

:04:09. > :04:12.railway station serving the region. But tonight, there's a question over

:04:13. > :04:15.the whole project. A Government minister says plans for housing near

:04:16. > :04:18.the site could scupper the station. The warning came as MPs debated the

:04:19. > :04:23.economic benefits of high`speed rail. Let's find out more from our

:04:24. > :04:33.John Hess, who's at Westminster for us. So this housing plan is a

:04:34. > :04:34.problem for HS2? Good evening. Yes, and 0 0 0

:04:39. > :04:43.doubt is whether Toton Sidings will remain as HS2's preferred location

:04:44. > :04:49.for as East Midlands station. And here is why. The backdrop to

:04:50. > :04:53.today's debate on HS2 is about a new pledge to limit the construction

:04:54. > :04:57.costs of the ?43 billion project. The new chairman of HS2, Sir David

:04:58. > :05:02.Higgins, says he'll deliver the new high`speed track more cheaply, by

:05:03. > :05:04.building the line more quickly. And with a new generation of specially

:05:05. > :05:10.trained construction engineers for the job. But the proposed housing

:05:11. > :05:19.development at Toton was today seized upon by MPs on opposite sides

:05:20. > :05:21.of the HS2 debate. That was at Westminster today. As an East

:05:22. > :05:23.Midlands 0 Westminster today. As an East

:05:24. > :05:27.Midlands MP, I can point to other example is of help HS2 could act as

:06:22. > :06:29.formed part of the only remaining green belt in Toton. Now Broxtowe

:06:30. > :06:32.Council has removed that protection, which means that houses could be

:06:33. > :06:46.built here. There's already a plan for 500. Campaigners say that this

:06:47. > :06:52.area should be used for jobs, not homes. And that means that the

:06:53. > :06:56.argument could be scuppered. I don't think we need extra houses, we need

:06:57. > :06:59.something that will bring jobs to the area. We haven't got the

:07:00. > :07:07.infrastructure to support another 500 or more houses. When Toton

:07:08. > :07:10.Sidings are transformed into a shiny HS2 station, it could attract huge

:07:11. > :07:14.inward investment to the area. But a third of the site could go to

:07:15. > :07:17.housing. A lost opportunity, say campaigners. Creating housing for

:07:18. > :07:23.commuters to go to jobs out of the region. Weakening the economic case

:07:24. > :07:27.for Toton but strenthening Derby's bid for the HS2 station. But surely

:07:28. > :07:31.it would make more sense to have this whole area declared for jobs

:07:32. > :07:38.and employment? The people in those jobs have to live somewhere. Houses

:07:39. > :07:42.near the jobs are ideal. The council says its Hs2 working

:07:43. > :07:48.group will now be looking at how many jobs can be brought to the

:07:49. > :07:51.site. Joining me now is the MP Anna

:07:52. > :07:54.Soubry, who's Broxtowe constituency includes Toton. Why do you worry

:07:55. > :08:09.that the HS2 station for Toton Sidings is scuppered? I was at last

:08:10. > :08:14.night's meeting and I listen to the debate in absolute dismay

:08:15. > :08:18.because... This is the council meeting that decided a minimum of

:08:19. > :08:21.500 houses and it is correct, our current and projected cannot support

:08:22. > :08:29.that but what they also failed to grasp is that this minimum of 500, I

:08:30. > :08:32.think it Israeli damaging for the prospect of Toton being the East

:08:33. > :08:37.Midlands hub and that is what people want. To be clear, people in Toton

:08:38. > :08:42.and Stableford and other parts of my constituency and greater Nottingham

:08:43. > :08:47.see the real positive benefit of a hub in the East Midlands at Toton.

:08:48. > :08:51.The last thing you want is 500 houses or more in the next couple of

:08:52. > :08:56.years. The new chairman of HS2 is talking about cutting costs, could

:08:57. > :09:01.you maybe persuaded to move that East Midlands hub from Toton to

:09:02. > :09:04.Derby? I hope not and I hope the council understand that because they

:09:05. > :09:06.are not silly, they know the benefits that HS2 will bring to the

:09:07. > :09:08.area as indeed it 0 benefits that HS2 will bring to the

:09:09. > :09:11.area as indeed it would bring to Toton and greater Nottingham if we

:09:12. > :09:16.have it. I very much hope that it does not happen but I really do

:09:17. > :09:21.think that the borough council and the labour and Lib Dem councillors

:09:22. > :09:22.have sold people out. Now it is a minimum of 500. They cannot be

:09:23. > :09:26.trusted on this. 0 minimum of 500. They cannot be

:09:27. > :09:29.trusted on this. Could that East Midlands hub be moving to Derby?

:09:54. > :09:56.permission had already been given but now the developers and Blaby

:09:57. > :09:59.District Council have reached a legal agreement securing the ?40

:10:00. > :10:09.million needed before work could begin. I am a little disappointed. I

:10:10. > :10:13.cannot say it was unexpected but it has been a long while coming and you

:10:14. > :10:16.begin to wonder and hope that maybe the development will not happen so

:10:47. > :10:48.have had their contracts with Nottinghamshire County Council

:10:49. > :10:51.suspended after concerns were raised about the quality of care they

:10:52. > :10:55.offer. In response to these and other contract suspensions, a task

:10:56. > :10:57.force has now been set up. It'll provide specialist advice and

:10:58. > :11:03.support, and help to improve standards.

:11:04. > :11:07.At Burkitt Care Home in West Bridgford, a recent Care Quality

:11:08. > :11:12.Commision inspection witnessed staff ignoring a resident who repeatedly

:11:13. > :11:20.asked for a drink. The inspection also identified other shortcomings.

:11:21. > :11:23.We found that people are not being treated with dignity and respect at

:11:24. > :11:26.all times. I also found that at that time, they were issues with

:11:27. > :11:28.cleanliness and maintenance of the home.

:11:29. > :11:32.Burkitt Care Home is run by the Elder group. The group also runs

:11:33. > :11:35.Eton Park Home at Cograve. Concerns over care at both homes have led

:11:36. > :11:42.Nottinghamshire County Council to suspend their contracts at them. For

:11:43. > :11:45.Eton Park, it is the second time it has had its county council contract

:11:46. > :11:49.suspended in two years. It means county council and NHS

:11:50. > :11:51.health care commissioners will not place residents at Burkitt or Eton

:11:52. > :11:57.Park until care standards have improved. What we want to do is to

:11:58. > :12:05.give a very clear and strong message that we are not continuing to fund

:12:06. > :12:08.services in those homes that are persistently failing to make good

:12:09. > :12:12.quality care. Elder Homes say they are now working

:12:13. > :12:14.with organisations to raise care standards, have retrained or changed

:12:15. > :12:16.staff, and have extensive redevelopment plans under way. They

:12:17. > :12:27.told us: Meanwhile, Nottinghamshire County

:12:28. > :12:30.Council now has a task force to help homes that are struggling to excel

:12:31. > :12:37.to emulate the practices of the best homes.

:12:40. > :12:43.I visit many residential homes and see really good quality care and I

:12:44. > :12:49.want all the residential care for older people to be of that standard.

:12:50. > :12:57.A man from Leicester has pleaded guilty to murdering his mother.

:12:58. > :13:00.Katrina Wardle's body was found in her home on Ottawa Road in St

:13:01. > :13:04.Matthew's in July last year after a message was posted on Facebook

:13:05. > :13:08.saying that Mark Howe had stabbed her. 21`year`old Howe has been

:13:09. > :13:11.sentenced to life with a minimum of 21 years in prison.

:15:20. > :15:23.are doing will significantly improve their trade. It is in the vicinity

:15:27. > :15:29.visitors and they will need high`quality pedestrian areas to

:15:30. > :15:35.walk through, it is a great opportunity for businesses and we

:15:36. > :15:39.want to work with them. An independent inspector has spent the
